Abstract

This study aims to analyze the phenomenon of miscommunication between the central government and the Special Capital Region of Jakarta in handling the COVID-19 pandemic, using the lens of Situational Crisis Communication Theory (SCCT). The COVID-19 crisis in Indonesia revealed significant inconsistencies in policy communication, particularly through social media, leading to confusion in public understanding and response. This research focuses on Twitter as a critical platform used by both the Ministry of Health and the Jakarta government. Employing a descriptive qualitative method, the study analyzed social media content from June to September 2021 using NVivo 12 Plus software. The findings demonstrate that while both institutions engaged in digital communication, the Ministry of Health adopted a more centralized, formal approach, whereas the Jakarta government employed a localized and interactive strategy. Despite these efforts, coordination was often reactive and lacked synchronization, resulting in fragmented messaging and weakened public trust. Word cloud and cluster analyses reveal that terms like “Indonesia,” “COVID,” and “WE” were frequently used to evoke unity, but were insufficient to bridge the rhetorical-practical gap in crisis management. The study concludes that although Twitter has potential as a tool for crisis communication, the absence of coherent strategy and coordination between central and regional governments undermined its effectiveness. Improved integration of SCCT principles and harmonized communication frameworks are essential to strengthen future governmental responses in public health emergencies.

Abstract

Last-mile delivery in e-commerce logistics is crucial and difficult, affecting consumer happiness and operational efficiency. Fulfillment centers use delivery area/zone marking to ease this operation. This study examines fulfillment center methods for optimizing last-mile delivery orders. This research first examines delivery area/zone labeling methods. These methods break geographical regions into smaller manageable parts for resource allocation and route optimization. Grid-based zoning, distance-based tagging, and contemporary machine learning methods for dynamic and adaptive zone identification will be investigated. The study then examines delivery area tagging implementation factors. Zone tagging success depends on population density, order frequency, traffic patterns, and delivery time windows. Emission regulations and sustainability targets will also be examined. Delivery area/zone tagging technology and tools are also examined. GPS tracking, GIS mapping, and real-time data analytics enable effective monitoring and modifications. IoT devices and predictive analytics will also be assessed for their impact on delivery performance. This study concludes with the benefits and drawbacks of delivery area/zone labeling. Delivery time, operational expenses, and customer experience improve. Fulfillment focuses face data privacy, algorithmic biases, and system scalability issues. In conclusion, this study examines fulfillment center delivery area/zone labeling for last-mile delivery orders. E-commerce and logistics stakeholders may maximize last-mile delivery by knowing the different methods, technology, and factors affecting them.

Abstract

The purpose of this article is to explain Muhammadiyah's personal branding strategy for the Special Region of Yogyakarta in winning its cadre, Ahmad Syauqi Soeratno, to become a member of the Regional Representative Council of the Republic of Indonesia in the 2024 election. Ahmad Syauqi Soeratno won 398,903 votes or 17.32% of the total percentage through this strategy. This political, institutional support is interesting to explain because it shows the practice of low politics, even though Muhammadiyah's political doctrine has been to play a role in high politics or national politics and not low politics, which is power-oriented. This article is the result of qualitative research, which uses interview techniques, observation, documentation, Focus Group Discussion, and Nvivo 12 Plus and Geographic Information System in its analysis. The discussion results show that the personal branding carried out by the Yogyakarta Special Region Muhammadiyah towards Ahmad Syauqi Soeratno can be understood as an effort to combine high politics and low politics in seizing power and policy space. The separation of high and low politics is not rigid in its implementation at the local level. This political flexibility does not mean opportunism because it remains within the framework of preaching reform or tajdid in the political field. To realize the interests of political da'wah, the electoral behavior of Muhammadiyah citizens is more effectively controlled institutionally so that the potential of the Muhammadiyah network can be optimized rather than given the freedom to choose.

Abstract

This study aims to look at the implications for resilience in the border areas of Indonesia and Malaysia, reviewed from the existence of migrant workers, with a case study in West Kalimantan Province. This study uses a qualitative descriptive method based on the results of primary and secondary data analysis, data is obtained through searches of government websites, news, and reputable journals. The data obtained is then analyzed and then described according to the circumstances found factually which are then drawn conclusions from the data. The results of the study show that the border relationship between West Kalimantan and Sarawak Malaysia has long been the focus of attention, both in terms of economy and security. Cross-border trade and close social ties between the peoples of the two regions support the local economy. The data shows fluctuations in the number of illegal migrant workers from 2019 to 2023. In 2019, Indonesia recorded the highest number with 5,824 illegal workers, while Malaysia recorded 1,428 illegal workers. This number decreased drastically in 2020 due to various factors, including the COVID-19 pandemic. Despite efforts to overcome this problem, it still faces various challenges, so strict law enforcement and international cooperation are urgently needed to reduce the number of illegal workers. Differences in remittance/goods remittance activities between migrant and non-migrant workers open up opportunities to improve inclusive financial services. Participation in investment remained low in both groups, indicating the need for training programs and incentives to improve the financial literacy of migrant workers. Governments and the private sector need to work together to provide access to financial services and better rights protections for migrant workers. This collaborative effort is expected to create a sustainable positive impact on migrant workers and the community as a whole. This study provides insight into the complexity of dealing with illegal migrant workers on the border of West Kalimantan and potential solutions through a cooperative governance approach.
