Abstract

School culture is not a static institutional given but a dynamic social achievement produced and reproduced through the everyday interpretive interactions of all stakeholders: teachers, students, parents, and administrators. This article investigates how the concept of "child-friendly culture" is socially constructed, negotiated, and internalized as a living school culture within Indonesian Child-Friendly Schools (Sekolah Ramah Anak/SRA). Drawing on a qualitative case study conducted at SMA Swasta Harapan Mandiri Medan, an officially SRA, designated school in a multicultural urban context, the article applies the theoretical framework of Constructivist Symbolic Interactionism as elaborated by Herbert Blumer (1969), Kathy Charmaz (2014), and Norman K. Denzin (2019). This integrated framework attends to three dimensions of meaning-making: the symbolic interactions through which "child-friendly" meanings are communicated and shared; the constructivist processes through which these meanings are shaped by actors' reflexive engagement with their social contexts and lived experiences; and the interpretive flexibility through which different stakeholder groups construct divergent yet interrelated understandings of what child-friendly school culture means in practice. Data collected through in-depth interviews, participant observation of school cultural routines, and documentary analysis reveal that "child-friendly culture" is most authentically enacted not through formal policy compliance but through the accumulated symbolic practices of daily school life. The article argues that school culture literacy, the capacity of educational actors to reflectively understand, critically evaluate, and actively shape the symbolic environment of their school, is a precondition for genuine SRA implementation.

Abstract

ABSTRAKPenyebaran global sistem pendidikan terstandar yang didorong oleh lembaga-lembaga internasional seperti UNESCO, Bank Dunia, dan OECD melalui kerangka Education for All (EFA) dan Tujuan Pembangunan Berkelanjutan 4 (SDG 4) telah menimbulkan ketegangan mendalam dengan institusi pendidikan lokal di negara-negara Global South. Artikel ini mengembangkan tinjauan interdisipliner yang mengkaji universalisasi sistem pendidikan dan dampak transformatifnya terhadap institusi pendidikan lokal, dengan mengintegrasikan perspektif sosiologi pendidikan, studi kebijakan pendidikan global, dan teori pembangunan manusia. Penelitian ini didorong oleh pengamatan bahwa agenda pendidikan global yang dominan sering kali beroperasi sebagai proyek hegemonik yang secara sistematis meminggirkan beragam tradisi pendidikan lokal. Dengan menggunakan pendekatan kajian literatur kualitatif sistematis dan analisis sekunder terhadap studi empiris serta dokumen kebijakan, artikel ini mengkaji tiga pertanyaan utama: bagaimana agenda kebijakan pendidikan global merestrukturisasi medan institusional pendidikan lokal; bagaimana berbagai tipe institusi lokal merespons tekanan universalisasi; dan apa konsekuensi transformasi ini bagi pembangunan manusia komunitas yang warisan pendidikannya sedang dipertaruhkan. Dengan mensintesis teori medan Bourdieu, analisis isomorfisme institusional Meyer dan Rowan, serta pendekatan kapabilitas Amartya Sen, penelitian ini mengidentifikasi empat tipologi respons institusional terhadap universalisasi: akomodasi adaptif, resistensi selektif, subordinasi pasif, dan transformasi emansipatif. Kasus Indonesia dengan keragaman tradisi pendidikannya yang luar biasamencakup pesantren, sekolah adat, madrasah, dan sekolah negerimenjadi referensi empiris utama dalam menganalisis dinamika tersebut. Temuan menunjukkan bahwa pembangunan manusia yang sejati memerlukan kerangka tata kelola multikultural yang mengakui dan mendukung keberagaman institusional tradisi pendidikan.

Abstract

This article examines the crisis of legitimacy of mass education in late modernity through the perspective of Jürgen Habermas's communicative rationality. The goal is to identify the structural causes of the decline in public trust in educational institutions. Using a critical-interpretive approach that combines theoretical analysis and empirical data, this study identifies three forms of educational colonization: credentialism, standardized measurement, and commercialization. Gallup/Lumina data (2024) shows that trust in higher education has decreased from 57% (2015) to 36% (2024), while Pew Research (2025) notes that 70% of Americans believe higher education is moving in the wrong direction. As a solution, this article offers a Communicative Recovery Framework that includes stages of diagnosis, intervention, and recovery based on Habermasian principles. Future research should test this framework through case studies of institutional reform.

Abstract

The scarcity of subsidized fertilizer supplies in South Tapanuli Regency makes the economy increasingly difficult for farmers. The aim of this research is to find out the causes of the scarcity of subsidized fertilizer, the impact felt by farmers, and the efforts or strategies of farmers amidst the scarcity of subsidized fertilizer. The research method uses a qualitative descriptive approach, with data from observations, interviews and literature studies. The research results show that most farmers know that the scarcity of subsidized fertilizer is not caused by a lack of stock from the government. However, there were several unscrupulous employees and distributors who diverted the subsidized fertilizer to be resold to other farmers at different prices. The impact felt by farmers due to the scarcity of fertilizer is a decrease in the quality of the harvest, low selling prices for grain, and a decrease in income that is not balanced with high expenditure. The strategy or effort made by farmers is to buy non-subsidized fertilizer, although in limited quantities. Farmers hope that the government can curb these 'naughty' employees and distributors so that stocks and prices return to normal so they can help ease the farmers' economy.
