Abstract

This research was motivated by there is a policy transition from BAN PT to LAM which requires funds to support the accreditation process. This research focuses analysis effectiveness of government subsidy programs for private university in Surabaya. The method uses mix-methods and the data collection applies three techniques, namely questionnaire, interviews, documentation. Questionnaire distributed to respondents to obtain data by utilizing Google Form. The interview was carried out with the structural officials of private universities in Surabaya also documentation used to sharpen the analysis. Data analysis according to Miles and Huberman concept includes collecting data, present data, reducing data, and drawing conclusions. Based on data analysis, the effectiveness related to the presence of a government subsidy program as a solution to the transition of accreditation policy from BAN PT to LAM. The results are of the research that this government subsidy program can ease the funding burden on private universities and have positive impact.

Abstract

Tujuan dari penelitian ini untuk mengetahui, mendeskripsikan, dan menganalisis evaluasi kinerja ORPA pada Program Kolaborasi Riset Pasca Kebijakan Integrasi ke dalam BRIN serta faktor apa saja yang menghambat kinerja. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan sebagai berikut efektivitas, kolaborasi riset menghasilkan kinerja yang melebihi target, Efisiensi, serapan anggaran dua tahun terakhir mengalami peningkatan, kecukupan, program riset ORPA belum cukup memenuhi kebutuhan mitra, perataan, beban kerja dan anggaran kepada pusat riset di setiap judul riset sudah proporsional, responsivitas, permintaan mitra riset terakomodir dengan baik, dan ketepatan, perencanaan yang matang diawal, kemudian pengawalan dengan monitoring dan evaluasi secara periodik dan dibuat dokumen laporan kinerja serta dokumen manajemen risiko. Secara umum evaluasi kinerja ORPA pada program kolaborasi riset berdasarkan kriteria-kriteria yang ada sudah sesuai dan berjalan dengan baik atau berkinerja tinggi. Namun, secara kelembagaan ORPA tidak dapat dibandingkan dengan LAPAN apple to apple serta ORPA belum mempunyai dokumen kajian khusus terkait program riset yang sesuai dengan kebutuhan eksternal (user). Adapun faktor penghambatnya adalah sulitnya mendapatkan Sumber Daya Manusia (SDM) Periset, pengadaan bahan riset, antrian penggunaan alat dan laboratorium, submit publikasi ilmiah yang tidak dibiayai, waktu penerimaan proposal riset yang tidak tepat.

Abstract

Background: Out of 7 people in the Internal Audit Unit (SPI) in a hospital, only 1 person is not concurrently serving as the Head of SPI. SPI is the main requirement in carrying out duties and can be a problem in the implementation of hospital internal audit policies by SPI and if this is left unchecked, the public services provided by the hospital can be of less quality. the purpose of this study is to know and analyze the implementation of internal audit policies, factors that support and hinder the implementation of internal audit, find models for implementing internal audit policies in Hospital A. Subjects and Method: qualitative research design. The research was conducted at Aisyiyah Bojonegoro Hospital. The target population consists of 1 director, 6 department heads and 4 SPI auditors. The technique and size of sampling is done by means of the population being the sample. the dependent and independent variables of interest are the implementation of the Hospital Internal Audit policy. Variable measurement methods or instruments by means of interviews and data analysis methods using data triangulation. Results: The implementation of internal audit policy from the communication aspect has been carried out well, the Resource aspect has not been implemented properly, the Disposition aspect has not been implemented properly, the Organizational Structure aspect is carried out properly. The appointment of SPI personnel needs to take into account the competence of the auditor or provide auditor competency training, exemption from concurrent duties and full-time positions, structuring systematic career paths and providing special incentives, maintaining consistency of communication and conducting audits in all work units Conclusion: This research can produce implications for model development in the implementation of hospital internal audit policies in accordance with Edward III's theory and then developed with the involvement of the Hospital Internal Auditors Association. Through this it is expected that the implementation of internal audit policies is more comprehensive in implementing aspects of organizational structure, resources, disposition and communication. Abstract

This study aims to explore the impact of applying New Public Management (NPM) principles on sustainability performance at Perumdam Batiwakkal, Berau Regency, focusing on operational efficiency, service quality, and environmental management. The theoretical framework integrates key NPM concepts privatization, decentralization, and performance measurement based on results with environmental sustainability models to offer a comprehensive understanding of managerial and operational impacts. Utilizing a Grounded Theory approach, data were collected through in-depth interviews with senior management, operational staff, and service users. Data analysis involved open coding, axial coding, and selective coding to develop a conceptual framework on NPM application and sustainability performance. Findings indicate that while NPM principles can enhance operational efficiency and service quality, challenges persist in achieving full sustainability performance. Key factors influencing effectiveness include leadership support, resource availability, and policy adaptation. The study provides insights into adapting NPM principles to improve sustainability performance and offers practical solutions for implementation challenges.

Abstract

This research aims to discuss the factors that drive the transition of businesses from offline to online, by exploring the perceptions of wholesale companies in one of the largest wholesale centers in Southeast Asia in facing the COVID-19 pandemic, changes in government regulations, and the emergence of various online platforms for trading. Apart from that, this paper also highlights the challenges faced by wholesale clothing businesses in the digital era, as well as what opportunities there are for wholesale clothing businesses in the digital market. This research was conducted by adopting an approach inspired by the creation of a framework by Donlevy and Zott discussing the benefits obtained from utilizing virtual markets. Even though the research carried out was in line with previous research, various new findings were obtained which were adapted to the focus of the research topic. Therefore, researchers innovated by developing a new framework that was adapted from the basis of the previous framework with additional research results obtained through in-depth interviews from the informants. This research also produced typologies that show each characteristic, perception and behavior of business people at the Tanah Abang Metro Wholesale Center.

Abstract

This study discusses the role of Village-Owned Enterprises (BUMK) in improving the economy of Pegat Bukur Village in Berau Regency. BUMK is a legal entity established by the village to manage business and productivity to improve the welfare of the village community. This study uses a descriptive qualitative approach. The focus of the research is to identify and analyze the BUMK program in managing the potential of Pegat Bukur Village, analyze the role of BUMK in improving the village economy, and develop a model for the development of BUMK Batu Bual Sejahtera. The results of the study show that the Batu Bual Sejahtera BUMK in Pegat Bukur Village has a significant role in improving the village economy. BUMK Batu Bual Sejahtera is able to take advantage of the potential of the village into 17 business units. Through various business units that have been formed, BUMK Batu Bual Sejahtera is able to play a role in increasing community income, opening new jobs and reducing unemployment, helping the village financial sector with the potential for village original income, and community involvement in village development. BUMK also has an impact by increasing people's income, reducing the unemployment rate and independence of Kampung Pegat Bukur. The development of BUMK Batu Bual Sejahtera uses a development model with a Pentahelix actor approach where there are governments, communities, companies (Business), academics and the media.

Abstract

This study aims to find out and analyze the evaluation of the policy of granting state land tenure rights in Sambaliung District, Berau Regency and identify the factors inhibiting the implementation of Berau Regency Regional Regulation Number 5 of 2019 concerning the Implementation of State Land Tenure Administration. This research is a descriptive qualitative research and the results of the study show that the evaluation of Berau Regency Regional Regulation Number 5 of 2019 shows that although this policy has provided several positive achievements, there are still challenges that need to be overcome to improve its effectiveness and responsiveness.

Abstract

This research discusses the role of the Election Supervisory Agency in the prosecution of the handling of violations of the 2020 Berau Regency Simultaneous Pilkada. This research is a descriptive qualitative research with data collection techniques from the interview process, observation and documentation. The research focuses on identifying and analysing Bawaslu's role in prosecuting administrative violations and criminal violations of the elections, identifying and analysing obstacles to prosecuting the handling of election violations, and developing a model for prosecuting the handling of election violations. The results showed that Bawaslu's role in enforcing the handling of violations of the 2020 Berau Regency Pilkada has been carried out quite well both in handling administrative violations and handling criminal violations. The obstacles faced by Bawaslu in the efforts to enforce the handling of violations of the 2020 Berau Regency Pilkada are the lack of human resources (HR) in Bawaslu Berau Regency, the lack of public awareness to participate in monitoring Pilkada violations, and the massive practice of money politics. The existing conditions for the handling of election violations through Gakkumundu formed by Bawaslu with inter-institutional collaboration with the Police and the Prosecutor's Office. For the reform model, the researcher proposes a draft model for strengthening Bawaslu's authority in integrated law enforcement by adopting the authority of OTT and TT carried out by the KPK and Cyber Pungli and the design of an Ad Hoc election judicial model for the effectiveness of election dispute resolution.

Abstract

This study analyzes the challenges, solutions, and impact of the LAMDIK  policy on educational quality at UIN Sunan Ampel Surabaya. The research uses Edward III's policy implementation theory to highlight the importance of communication, resources, implementer attitudes, and bureaucratic structures in policy execution. A qualitative descriptive method was applied through case studies, including observation, in-depth interviews, and document analysis with triangulation. The findings reveal several challenges in implementing the policy within the Early Childhood Islamic Education Study Program, such as limited human resources, inadequate facilities, curriculum issues, weak internal quality assurance, and insufficient external collaboration. Strategies to address these include improving lecturer competence, regular quality monitoring, and expanding institutional partnerships. The policy implementation has contributed to higher educational standards, stronger institutional capacity, and the development of a continuous quality assurance culture.

Abstract

This study aims to analyze the factors contributing to the success of e-government implementation through the Wargaku application as a digital-based public service innovation in the city of Surabaya. The Wargaku application is designed to facilitate the community in submitting complaints, aspirations, and service needs in a faster, more efficient, and transparent manner. This study employs a descriptive qualitative approach with data collection techniques including observation, interviews, and documentation. Analysis is conducted using an interactive model. The results of the study indicate that the success of the Wargaku application in supporting public complaint services is determined by five key factors: information and data, information technology, organizational and managerial aspects, legal and policy frameworks, and institutional or environmental factors. These five factors are interrelated in forming an effective and adaptive digital-based public service system. Although the application has achieved significant results with a complaint resolution rate above 90%, challenges remain, such as limited access for iOS users, technical system constraints, and the need to improve public digital literacy. This study recommends strengthening technological infrastructure, expanding cross-device accessibility, and enhancing user capacity as strategic steps to support the sustainability of local e-government.
