Abstract

Government agencies such as BAPSD East Java are required to produce high employee performance. However, from performance assessment, BAPSD East Java performed Fairly. The aim of research to analyze the impact of Leadership and Competence on Employee Performance mediated by Job Satisfaction. This research was quantitative with the population of the Protocol Section of BAPSD East Java. The sample determination was through the Total Sampling technique so that the number of samples was 37 BAPSD East Java employees. The data collection technique was through a questionnaire with SEM PLS analysis. The results state Leadership and Competence had a significant impact on Job Satisfaction and Employee Performance. Job Satisfaction mediates the impact Leadership and Competence on Employee Performance.

Abstract

The Procurement Bureau of Goods/Services of the Regional Secretariat of East Java Province is still unable to provide optimal service due to several factors such as Knowledge, Skill and Responsibility. The purpose of the study was to analyze the influence of Knowledge, Skill and Responsibility on the Performance of East Java BPBJSD Employees. The study used an explanatory quantitative method. The sample population was 35 East Java BPBJSD Employees. Data collection was done through questionnaires. The analysis technique was through SPSS multiple linear regression. The results of the study proved that there was an influence of Knowledge, Skill and Responsibility on the Performance of East Java BPBJSD Employees partially and simultaneously.

Abstract

BPSDM East Java Province plays an important role in ensuring the existence of quality State Civil Apparatus in carrying out public services. This causes the East Java BPSDM to maximize employee performance by focusing on factors influencing Employee Performance. The purpose of the study is to analyze the impact of Organizational Culture and Communication on Employee Performance at the East Java BPSDM. The study design is quantitative with SPSS regression analysis. The study population is 218 East Java BPSDM employees. Determination of the sample through the Slovin formula so that the study sample is 141 samples. Data collection through questionnaires. The results of the study prove that Organizational Culture and Communication have a significant impact on Employee Performance partially and simultaneously.

Abstract

Human Resources play a vital role in determining the success of an organization. The existence of human resources with maximum performance can improve organizational performance. The research goals to analyze the partial and simultaneous impact of the work environment and work motivation on the performance of BAPSD East Java employees. The study uses a causal type. The sample population is 37 BAPSD East Java employees. Data collection through Questionnaires with SPSS analysis. The results of the study prove that the Work Environment has no significant correlation with Employee Performance, but Work Motivation has a significant correlation with Employee Performance. While simultaneously the Work Environment and Work Motivation have a significant correlation with Employee Performance.

Abstract

This study aims to analyze the Productive Behavior Model of Public Elementary School Principals in Surabaya in terms of Psychological Capital and Organizational Culture with Public Service Motivation as a mediator. The approach used is a quantitative approach. Respondents in this study were 211 principals of public elementary schools in Surabaya. The data collection tool used is a questionnaire with a Likert scale. The data obtained were then analyzed using the SmartPLS 3.0 program. Testing the hypothesis with the PLS approach is carried out in two stages, namely testing the outer model and the inner model. The outer model test is carried out to prove the validity and reliability of all indicators for each variable. The inner model test is used to test the influence between variables according to the hypotheses previously set. The results showed (1) Psychological Capital has a direct and significant effect on productive behavior, (2) Psychological Capital has a direct and significant effect on Public Service Motivation, (3) Organizational Culture has a direct and significant effect on productive behavior, (4) Organizational Culture has a direct effect and significant to Public Service Motivation, (5) Public Service Motivation has a direct and significant effect on productive behavior, (6) Psychological Capital has an indirect effect on productive behavior through Public Service Motivation as a mediator.

Abstract

This paper examines the stakeholder collaboration model in the implementation of the policy banning the use of Cantrang fishing gear in Lamongan Regency, Indonesia. The study highlights the importance of multi-stakeholder engagement in addressing the challenges posed by Cantrang fishing gear, which has been linked to overfishing and environmental degradation. The issue of Cantrang fishing gear, also known as seine net fishing, has become a contentious topic in Indonesia, particularly in coastal areas like Lamongan Regency. The use of this gear has been associated with significant ecological consequences, including the depletion of fish stocks and the destruction of marine habitats. For instance, studies have shown that Cantrang nets can indiscriminately capture not only target fish species but also juvenile fish and non-target species, leading to a decline in biodiversity. This indiscriminate catch poses a threat not only to the fish populations but also to the livelihoods of local fishermen who depend on sustainable fishing practices. Through qualitative analysis and case studies, the research identifies key stakeholders, their roles, and the collaborative mechanisms that can enhance policy effectiveness. The findings suggest that a structured collaboration framework can facilitate better communication, resource sharing, and conflict resolution among stakeholders, ultimately leading to sustainable fishing practices in the region.

Abstract

This study aims to analyze the implementation of the Neighborhood Police (Polisi RW) policy in efforts to improve public security and order. The research method employed is descriptive analysis with a qualitative approach, involving data collection through interviews, observations, and document review. The findings show that the implementation stages, including planning, socialization, execution, monitoring, evaluation, and development, have had a positive impact, such as increased public awareness, active participation, and more efficient coordination in handling security issues. Another finding reveals that the Prototype model is more relevant than the Incremental model for the Neighborhood Police program, as it allows for rapid feedback and continuous improvement. This study recommends that Regional and City or Regency Police Departments adopt a Prototype-based approach and enhance community involvement in the program to achieve more effective security objectives.

Abstract

The local government information system (SIPD) policy is a service for managing local development information, local financial information, and other local government information in an integrated and sustainable manner. This policy also brings information disclosure to the public, where through the SIPD policy guarantees every individual to be able to access local government information according to community needs effectively and easily. This study aims to examine how the implementation of the local government information system (SIPD) policy in improving local government accountability in the General Bureau of the Regional Secretariat of East Java Province. The method used in this research is a qualitative method with descriptive analysis and data collection obtained through interviews and research observations. The results showed that the implementation of the regional government information system (SIPD) policy at the General Bureau of the Regional Secretariat of East Java Province has been running and implemented well. However, in its implementation there are still several obstacles that hinder the implementation of the policy. The inhibiting factor found in this research is that the service system facilities provided by the Ministry of Home Affairs (Kemendagri) often experience trouble. This happens because of the surge in national access by OPDs nationally at certain times to the regional government information system. (SIPD) service.

Abstract

The government's efforts in developing the economy of low-income communities in the city of Surabaya require high participation support. The low community participation in the incubation facilitation program for independent businesses is a problem that needs a solution. The purpose of this study was to analyze the factors that influence citizen participation in the business incubation facilitation program in the city of Surabaya. The research method used is descriptive quantitative and case study methods. Data collection techniques using a questionnaire. The analysis technique uses inferential analysis and cross tabs. The results of this study indicate that the results of data processing indicate that individual psychological conditions and stakeholder involvement have a positive effect on citizen participation in the business incubation program in the city of Surabaya with a significance of 0.000, where the value is 0.000 < 0.05. Practical implications, as input to the government as material for evaluating policies on economic empowerment programs to improve the economy of low-income communities in the city of Surabaya. Theoretical implications, as a reference for further theoretical studies of researchers regarding the ladder of participation in the scope of the program

Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.
