Abstract

This research tries to completely describe the Mayor of Jayapura's call about the draft regional ordinance on the usage of Noken as an alternative to plastic bags at Jayapura City shopping facilities. It is a qualitative study using the social phenomenology paradigm, involving passive participatory observation, interviews, and documentation. It employs Miles and Huberman's flowchart analysis tools. The Mayor's request for the use of Noken bags in shopping decreases the impact of using plastic bags, which are difficult to degrade with soil in a short period of time. The use of the Noken bag also introduces Papuan culture, which has a straightforward and straightforward philosophy. Rational action in the form of an appeal from the Mayor of Jayapura is looked for, in anticipating the problem of plastic trash that is difficult to degrade by soil and minimizing the accumulation of plastic garbage in rivers in the city of Jayapura, which results in annual flooding. The application of Noken, which sets aims and behaviors through norms, has a philosophical connotation that lies beneath Papuans' common understanding, namely simplicity and transparency. Noken establishes a positive relationship between symbolic arrangements in Papuan society, displaying the forms and patterns of life of the Papuan people, particularly in the city of Jayapura, which reflects the meaning of the simple Papuan people and their openness to others in preserving Papuan culture.

Abstract

This article discusses the urgency of establishing local regulations on the protection and management of women's forests based on traditional wisdom. The type of research used is qualitative with a library approach. Data were obtained from various literature sources relevant to the research topic. Data analysis was carried out through three stages; data reduction, data presentation and verification. Furthermore, the validity of the data was tested using triangulation and discussion techniques. The results of this study show that the mangrove forest area of Youtefa Bay based on customary law principles belongs to women in the local language called "Tonotwiyat". Women's forests are guarded and cared for by women based on traditional wisdom handed down from generation to generation which is a source of local food, a place for social and cultural interaction and even a place for character education for adult women before marriage. The tradition of maintaining and caring for women's forests is now starting to erode along with the destruction of the mangrove ecosystem due to environmental pollution and development activities that are not environmentally friendly. Efforts are being made by the government to rehabilitate mangrove areas that have been converted. As a recommendation, there is a need for regional regulations that are specific to the protection and management of mangrove forests based on traditional wisdom. This is intended so that the mangrove ecosystem remains sustainable, as well as an effort to save and protect the local wisdom of the coastal community of Youtefa Bay as one of the capital of sustainable development.

Abstract

One model of ownership of access and the management of coastal and marine resources is a communal property widely applied to indigenous peoples who have ”hak ulayat” (customary rights) over coastal and marine areas. This article aims to analyze and deeply describe the traditional knowledge systems and coastal resource management of the Tobati-Enggros coastal fishermen. This research is a qualitative descriptive study using an ethnographic approach. The data collection techniques used were in-depth interviews and field observations. The data analysis is interpretive descriptive. The results showed the traditional maritime knowledge system in Tobati-Enggros fishers includes the nature of the marine coast, fishing gears, types of fishing, and fishing season. Management of Coastal Resources is also regulated in the Customary Authority under the leadership of ”Keondoafian” (tribal chief) by implementing Manjo in managing coastal resources. This shows that the existence of Manjo customary law and subsistence utilization patterns, based on traditional knowledge systems, the Tobati-Enggros fishing community has local wisdom values closely connected with the aim of marine conservation.
