Abstract

Usaha perikanan di Pelabuhan Perikanan Pantai (PPP) Larangan Kabupaten Tegal merupakan salah satu penunjang utama perekonomian masyarakat pesisir Tegal dan menjadi penyuplai bahan baku pengolahan ikan teri (Stolephorus sp.) nasi di daerah Pemalang dan Kendal. Hasil tangkapan utama kegiatan penangkapan ikan di PPP Larangan adalah komoditas ikan teri. Alat tangkap yang digunakan nelayan di PPP Larangan adalah payang dan purse seine. Kajian ini bertujuan untuk mendeskripsikan perikanan payang dan purse seine di PPP Larangan, menghitung nilai produktivitas hasil tangkapan payang dan purse seine pada penangkapan pagi dan malam, serta membandingkan tingkat efektivitas hasil tangkapan purse seine pada penangkapan pagi dan malam. Alat tangkap payang dan purse seine yang dioperasikan di PPP Larangan bersifat one day fishing serta terdapat dua waktu penangkapan yaitu penangkapan pagi dan penangkapan malam. Nilai produktivitas payang dan purse seine pada penangkapan pagi lebih besar dibandingkan dengan penangkapan malam. Tingkat efektivitasnya penangkapan pagi lebih efektif berdasarkan nilai produktivitas dibandingkan dengan penangkapan malam baik untuk alat tangkap payang maupun purse seine.

Abstract

Study on stability of a purseiner, which is based in Lampulo, has never been carried out till now. The objective of the research is to analized quality of stability of a purseiner which is based in Lampulo Fishing Port based on its real load distributions. Stability analysis was carried out on some load distributions variations, such as: 1) Condition 1; departure (100% fuel-0% load) ; 2) Con-dition 2, 3 and 4; arrival from fishing ground (fuel remain 20%, 25%, 20% and load of fish 100%, 70%, 50% ) and 3) Condition 5; arrival from fishing ground (55% fuel-100% load). Krylov method combines with trapezoidal approximation was used for analyzing. The results show that in all load conditions, this purseseiner show a good stability with the highest GZ maximum value in condition 4 (GZ max 0.63 m) and the lowest is in conditon 5 (GZ mas 0.52). Comparing to the IMO reco-mendation on stability, all load variations above are comply with the recomendations.

Abstract

PSP 01 is a training-fishing vessel that was built in a traditional dock yard in Palabuhanratu, so it was not completed with design drawings and stability calculation. This paper discusses on determining the vessel’s suitability of design and stability condition followed by redesign of main dimension to obtain more optimal design. Simulation carried out in various load conditions and different vessel sizes to get the considerably ideal size of the vessel. The main dimension ratio and coefficient of fineness analysis showed that the vessel was appropriate as multipurpose vessel for fishing activities. Stability condition of the vessel either empty or in existing load condition met the criteria recommended by IMO with a maximum GZ was 0.33 m and an initial GM was 0.64 m. To improve the stability and fish hold capacity, the breadth and depth needed to be increased. The redesign resulted an alternative size ofmain dimensions which were LOA = 14.30 m; B = 5.14 m; D = 2.12 m.Key words: design, fishing vessel, multipurpose, stability

Abstract

ABSTRAKThe Indonesian government has already paid high attention to the quality assurance of fishery products. It can be seen from the legislation and policies that have been established. In a Ministry of Marine Affari Regulation (Kepmen KP 01/MEN/2007) clearly stated that the quality assurance requirements and food safety of fishery products, start from the production, processing and distribution. Meanwhile, fisherman understanding of the qualityof fish product is still low. This study was conducted to assess the implementation of Kepmen KP 01/MEN/2007 in the fishing industry. Analysis of the the implementation of the quality elements refers to “The Aplication of the guidelines of PMMT based on the conception HACCP” (Dirjen Perikanan Tangkap, 1999). The results showed that the implementation of quality management system according Kepmen KP 01/MEN/2007 on fishing vessels in Palabuhanratu fishing port wasstill dificult to implement. In small vessels, factors that wascause the difficulty of implementation wasthe limited space of fishing boat and knowledge of fisherman. While in the long line and trolling, structural requirements, the feasibility of the ship and regristation of ship has already implemented, but related to hygiene and handling of fish on board have not implemented properly.Key words: fishing industry, implementation of quality management, Kepmen 01/MEN/2007, PPNPalabuhanratu-------ABSTRAKKeberpihakan pemerintah terhadap jaminan mutu pada produk hasil perikanan sudah cukup tinggi, terlihat dari peraturan perundang-undangan ataupun kebijakan-kebijakan yang telah ditetapkan. Pada Kepmen 01/MEN/2007 tersirat dengan jelas persyaratan jaminan mutu dan keamanan pangan produk-produk perikanan, mulai dari proses produksi, pengolahan dan distribusi. Sementara itu pemahaman mengenai mutu ikan di tingkat nelayan sebagai pelaku utama industri penangkapan ikan masih rendah. Penelitian ini dilakukan untuk melihat sejauhmana implementasi dari Kepmen 01/MEN/2007 pada industri penangkap ikan.Analisis kesesuaian implementasi unsur-unsur manajemen mutudilakukan dengan mengacu pada ”Pedoman Penerapan PMMT Berdasarkan Konsepsi HACCP” (Dirjen Perikanan Tangkap 1999). Hasil penelitian menyatakan bahwa penerapan atau implementasi manajemen mutu sesuai Kepmen No.01/Men/2007pada kapal penangkap ikan di PPN Palabuhanratu masih sulit untuk diimplementasikan. Pada kapal berukuran kecil, keterbatasan ruang dan keterbatasan pengetahuan ABK, menjadi faktor sulitnya implementasi, sPersyaratan struktur dan kelayakan kapal serta registrasi sudah diimplementasikan pada kapallongline dan pancing tonda, gistra.Namun terkait dengan higiene kapal dan penanganan masih belum diimplementasikan dengan baik.Kata kunci: industri penangkapan

Abstract

of cargo arrangement so can they impact to quality stability of fishing vessel. The aim of this research is design and stability analysis Bulukumba purseseiner with three conditions cargo arrangement and two fishing seasons (peak fishing season and scarcity fisihing season). This research is done at Bulukumba regency, South Sulawesi province in February until April 2013 with measurements, observation and interview related of main dimension and cargo arrangement of Bulukumba purseseiner in field. Hydrostatic paramter analysis uses naval architecture formula and stability analysis uses PGZ software of three cargo arrangement conditions on two fishing seasons and then, these values will be compared with references value. The results of design analysis show that coefficient of finennes bulukumba purseseiner is Cb = 0.80 and Cp = 0.88 which its hull type bulukumba purseseiner is round bottom. Principal dimension ratio Bulukumba purseseiner have agreed with references of fishing vessel in Indonesia but it have not filled references of fishing vessel in Japan. The values of Bulukumba purseseiner stability have filled to IMO criteria of stability values. Stability of Bulukumba purseseiner on scarcity fishing season better than on peak fishing season and the best value of stability is PA-K3 condition (condition of purseseiner back to fishing base on scarcity fishing season).Key words: Bulukumba, cargo arrangement, design, purseseiner, stability-------ABSTRAKKabupaten Bulukumba merupakan salah satu daerah pembuatan kapal kayu dan masih besifat tradisional. Musim penangkapan ikan dapat mempengaruhi distribusi muatan di atas kapal sehingga dapat berakibat pada kualitas stabilitas kapal. Tujuan dari penelitian ini adalah menganalisis desain dan stabilitas kapal purse seine Bulukumba berdasarkan tata muatan dengan tiga kondisi muatan dalam dua variasi musim penangkapan (musim puncak dan musim paceklik). Penelitian ini dilakukan di Kabupaten Bulukumba Provinsi Sulawesi Selatan pada bulan Februari–April 2013 dengan melakukan pengukuran, pengamatan dan wawancara secara langsung di lapangan terkait dimensi utama dan distribusi muatan. Analisis parameter hidrostatis dilakukan menggunakan formula naval architecture sedangkan analisis stabilitas menggunakan software PGZ yang selanjutnya dibandingkan dengan nilai acuan. Hasil analisis desain menunjukkan, kapal purse seine Bulukumba memiliki nilai koefisien bentuk yaitu Cb = 0,80 dan Cp = 0,88 dengan kasko kapal berbentuk round bottom. Rasio dimensi utama kapal purse seine Bulukumba telah berada pada rentang nilai kapal purse seine di Indonesia namun belum berada pada rentang nilai kapal purse seine di jepang. Nilai stabilitas kapal purse seine Bulukumba telah memenuhi nilai kriteria stabilitas IMO. Stabilitas kapal purse seine Bulukumba pada musim paceklik lebih baik dibandingkan pada musim puncak dengan nilai stabilitas terbaik pada kondisi PA-K3 (kondisi kapal kembali ke fishing base pada musim paceklik).Kata kunci: Bulukumba, tata muatan, desain, kapal purse seine, stabilitas

Abstract

ABSTRACTThis research was to analyze the technical effect of LPG compared to the gasoline bymeasuring the engine and exhaust temperature, to calculate the fuel saving (efficiency) for a singletrip by measuring the specific fuel consumption, and to explicate the cost benefit from the use ofLPG compared to the gasoline for fishing operation. During the experimental test, the engine speedwas maintained at idling conditions of 1600, 2000, and 2500rev/min. Technically, the engine andexhaust temperature decrease when running on LPG. The use of LPG as an alternative fuel togasoline can save on fuel consumption up to 26,35% and LPG makes operational cost moreefficiently due to the lower value of FC than that of gasoline. For a single trip, the cost from LPGspecific fuel consumption (sfc) value resulted Rp 5.610 while the gasoline resulted higher valuewhich makes Rp 9.632. With the difference of Rp 4.022, LPG can save cost as much as 41,76%where cost savings in fuel expenditure can be used to reimburse the purchasing cost of converterkit for 41,5 months or 3,46 years.Key words: efficiency, fuel consumption, Liquefied Peltroleum Gas (LPG), temperature-------ABSTRAKPenelitian bertujuan untuk menentukan secara teknis pengaruh penggunaan LPGdibandingkan bensin premium pada motor bensin 6,5 HP, menghitung penghematan (efisiensi)yang dapat dicapai dari penggunaan LPG dibandingkan bensin premium dalam satu kali operasipenangkapan ikan dan menghitung keuntungan dari penggunaan LPG secara biaya dibandingkandengan bensin premium untuk kegiatan operasional penangkapan ikan. Selama uji coba motordioperasikan menggunakan bahan bakar bensin dan LPG secara bergantian dengan putaran 1600,2000 dan 2500 rpm. Hasil penelitian menunjukkan bahwa penggunaan LPG secara teknis dapatmereduksi suhu permukaan mesin, suhu gas buang dan konsumsi bahan bakar dibandingkanmotor yang dioperasikan menggunakan bensin premium. Selain itu rata-rata konsumsi bahanbakar menjadi lebih hemat sebanyak 26,35% sehingga biaya operasional menjadi lebih efisien.Dalam satu kali operasi penangkapan ikan didapat nilai spesific fuel consumption (sfc) LPGsebesar Rp. 5.610 sedangkan nilai sfc bensin adalah sebesar Rp. 9.632. Dengan selisih sebanyakRp. 4.022 maka LPG bisa menghemat biaya sebanyak 41,76% dimana penghematan biayabelanja bahan bakar dapat digunakan untuk mengembalikan biaya pembelian converter kit selama41,5 bulan atau 3,46 tahun.Kata kunci: efisiensi, konsumsi bahan bakar, Liquefied Petroleum Gas (LPG), suhu

Abstract

ABSTRACTHas become a common understanding that fishing is a risky job, so the safety aspects on board is an important factor that must be considered. Fishing vessels should also be supported with design and good stability, so that fishing activities can run smoothly and avoid the danger of accidents. Pole and liner in Bitung is quite varied and the ships were built in traditional dockyard and not based on the calculation and construction planning and design. One of the instruments on fishing vessel operational safety assurance is the implementation of the regulation, both nationally and internationally. At the international level, many regulations governing the safety of the ship in respect of fish. While national regulations relating to the safety of fishing vessels has not been consistent and in harmony, hence the assessment regulations relating to fishing vessel safety improvement needs to be done to determine the extent of the responsibility of government and the extent of the application of the existing rules. The general objective of this study was to determine the safety aspects of pole and line vessels, while the specific goal are: (1) review and analyze to get the quality stability of the ship (2) identify and assess safety-related regulatory review pole and line vessels in Bitung. The results showed that the quality of the stability of the vessel pole and line in the four conditions of the charge distribution in a state of good stability. It is represented by the value of all the parameters that are above the standard value IMO. In the simulated load conditions, the maximum GZ value at the time the vessel is in operation, while the GZ smallest value in an empty load case ship condition. There are seven international policy and five national policies relevant to the safety of fishing vessels. International policies clearly have established the safety of the ship and crew of fishing vessels, but implementation at the national level is still lacking and not aligned.Keywords: pole and liner, quality stability, regulation-------ABSTRAKTelah menjadi pemahaman umum bahwa kegiatan penangkapan ikan merupakan suatu pekerjaan beresiko, sehingga aspek keselamatan diatas kapal merupakan faktor terpenting yang harus diperhatikan. Kapal ikan juga harus didukung dengan desain dan stabilitas yang baik, sehingga kegiatan penangkapan ikan dapat berjalan lancar dan terhindar dari bahaya kecelakaan. Armada kapal pole and line di Bitung cukup bervariasi dan kapal-kapal tersebut dibangun digalangan tradisional yang tidak berdasarkan perhitungan dan perencanaan konstruksi dan desain. Salah satu instrumen dalam jaminan keselamatan operasional kapal ikan adalah pelaksanaan peraturan, baik nasional maupun internasional. Pada tingkat internasional, banyak regulasi yang mengatur berkenaan dengan keselamatan kapal ikan. Sementara peraturan nasional yang berkaitan dengan keselamatan kapal ikan belum sejalan dan selaras, karenanya pengkajian regulasi terkait dengan peningkatan keselamatan kapal ikan perlu dilakukan untuk mengetahui sejauh mana tanggung jawab pemerintah dan sejauh mana penerapan aturan yang ada. Tujuan umum dari penelitian ini adalah menentukan aspek keselamatan kapal pole and line, sedangkan tujuan khususnya adalah: (1) mengkaji dan menganalisis untuk mendapatkan kualitas stabilitas kapal (2) mengidentifikasi dan mengkaji tinjauan regulasi terkait keselamatan kapal pole and line di Bitung. Hasil penelitian menunjukkan bahwa kualitas stabilitas kapal pole and line pada empat kondisi distribusi muatan dalam keadaan stabilitas yang baik. Hal ini diwakili oleh nilai semua parameter yang berada di atas nilai standar IMO. Pada kondisi simulasi muatan, nilai GZ maksimum berada pada saat kapal beroperasi, sementara nilai GZ terkecil pada kondisi kapal muatan kosong. Terdapat tujuh kebijakan internasional dan lima kebijakan nasional yang relevan dengan keselamatan kapal ikan. Kebijakan internasional jelas telah menetapkan keselamatan kapal dan awak kapal penangkap ikan, tetapi implementasi di tingkat nasional masih kurang dan belum selaras.Kata kunci: Kapal pole and line, kualitas stabilitas, regulasi

Abstract

ABSTRACTFish is perishable food. Quality of fish, especially the freshness level will drop  significantly if it is not treated quickly and properly. The general method used in fish handling on fishing vessels is cold treatment such as ice cube, ice flake, ice tube, and slurry ice. Usage of slurry ice in Indonesia has not been  applied due  to high  cost of refrigeration slurry ice unit, even though slurry ice has many advantages such as quick cooling, low operating cost, easy operation, and adaptable size. The objective of this research was to determine performance of slurry ice refrigerator (SIR) using sea  water  as  raw  material  in  tropical  area.  This  unit  can  produce  slurry  ice  for  fish  handling  on fishing vessel. An experimenta lmethod was applied in this research. The results showed that SIR could reach temperatures of -60 C with no-added load, and -40 C with load.Keywords: construction, design, performance, refrigeration, slurry ice ABSTRAK Ikan  merupakan  bahan  makanan  yang  mudah  rusak.  Kualitas  ikan  terutama  tingkat kesegarannya  akan  menurun  secara  signifikan  apabila  tidak  ditangani  dengan  cepat  dan  benar. Penanganan yang umumnya dilakukan terhadap ikan di atas kapal penangkap yakni memberikan perlakuan  dingin seperti menggunakan es  balok, es  curah, es tube, dan  slurry ice.  Penggunaan slurry ice  di Indonesia belum dilakukan dikarenakan mahalnya mesin pembuat  slurry ice. Metode pendinginan  dengan  mesin  slurry  ice  ini   memiliki  banyak  keunggulan  diantaranya  mampu melakukan  proses  pendinginan  dengan  cepat,  biaya  operasional  murah,  mudah  dalam pengoperasian,  ukuran  mesin  dapat  disesuaikan  dengan  kebutuhan.  Tujuan  dari  penelitian  ini yakni menentukan unjuk kerja  slurry ice refrigerator  (SIR) berbahan baku air laut di daerah tropis. Slurry ice  ini digunakan untuk penanganan ikan hasil tangkapan di atas kapal. Metode penelitian yang  dilakukan  adalah  eksperimental,  melalui  tahapan  perancangan  dan  pembuatan  unit  model mesin pembuat  slurry ice  dan pengujiannya. Hasil penelitian yang dilakukan menunjukkan unjuk kerja  mesin   dapat  mencapai  suhu  -60 C  tanpa  penambahan  beban,  dan  dengan  penambahan beban mampu mencapai suhu -40 C.Kata kunci: kontruksi, rancangan, unjuk kerja, refrigerasi, slurry ice

Abstract

Fiberglass aid vessels KM. Nelayan 2018 with a size of ≤5 gross tonnage not all can be directly used by local fishermen. Cilacap Regency received 7 aid vessel and it had to renovate. The renovation related to technical design factors, while it is still not yet be reviewed. This study aims to identify and compare differences in technical design factors between the aid vessel and the local vessel. Identification method by direct observation, including measurements of the main dimensions, shape of the hull and bow, general arrangement and working area. The identification data is compared to get the differences. Observation results show that the aid vessel have a ratio of L/D and L/B between local vessel values they are 8,96 from 7,72-9,20 and 13,33 from 12,92-14,11, but have the smallest value at B/D which is 1,49 from 1,51-1,71. The Hulls shape have same type, they are "u-bottom". The shape of the bow and the stern also have the same shape, they are raked bow and transom stern, but height of aid vessel bows is 1,9 m, it is higher than the average of local vessels which only 1,34 m. The height of the engine mount at the stern is also too high at 56 cm, while the average on the local vessel is 53 cm. The general arrangement and working area almost same. Abstract

Fishing with purse seine fishing gear has been carried out by many fishermen, which are generally aimed at catching pelagic fish. Jepara District is one of the coastal areas of the North Coast of Java, located in Central Java Province. This condition makes Jepara Regency have a marine-based economic side of life which has the potential of fish resources that have been used by local fishermen for a long time. The current condition has a tendency to decline in production, which is thought to be due to overfishing. This study aims to obtain an overview of the dominant fish caught by the purse seine and to see the productivity of the purse seine. The research method used is a survey method, by conducting interviews with 20 fishermen, the head of the Ujungbatu Fish Auction Place (TPI) and his staff. The data obtained are data on catch production, composition of types of catch and other data. The results are expected to be able to provide an overview of the dominant fish catch and productivity of purse siene in the waters of Jepara District. The conclusion that can be drawn from this research is that there are three types of fish that are dominant catch, namely layang fish, mackerel and squid. During the last five years (from 2015 - 2019), production tends to experience a significant decline. Meanwhile, the productivity has also decreased as well. Based on the calculation of the productivity level according to KEPMEN KP No.61/2014, the productivity level (2019) of purse seines that land their catch at TPI Ujungbatu Jepara is 4.45, meaning that the production produced in 2019 year is 4.45 tons per vessel 1 GT used.
