Abstract

Public service is a tangible manifestation of the state's function in meeting the needs and basic rights of the community but, in practice, public services in Indonesia still face various challenges such as rigid bureaucracy, low quality of services, and weak coordination between institutions. The ecological approach to administration exists as a new paradigm that emphasizes the interrelationships between bureaucratic structures, the social environment, culture and Natural Resources.The development of public services through an ecological perspective in Indonesia emphasizes the importance of conformity between the bureaucratic system and the conditions of the social environment in order to create adaptive, participative, and sustainable public services. This method used is a descriptive qualitative study by examining a variety of legal literature, as well as the practice of service innovation in some in Indonesia.Public service innovation based on ecology administration is able to create harmony between government, society and the environment and encourage the creation of adative governance and responsive to local needs through this application to strengthen collaboration across several sectors.

Abstract

Kegiatan pengabdian kepada masyarakat ini bertujuan untuk meningkatkan pemahaman dan kapasitas masyarakat dalam mengelola Badan Usaha Milik Desa sebagai instrumen pemberdayaan ekonomi desa di Desa Tangkit Baru, Kecamatan Sungai Gelam, Kabupaten Muaro Jambi. Metode yang digunakan adalah pendekatan partisipatif dan persuasif melalui model attention, interest, desire, action yang dilaksanakan melalui tahapan survei awal, sosialisasi, diskusi partisipatif, implementasi program, pendampingan, dan evaluasi. Hasil kegiatan menunjukkan bahwa sebelum pelaksanaan program, Badan Usaha Milik Desa belum berjalan optimal akibat keterbatasan sumber daya manusia, lemahnya kapasitas manajerial, rendahnya pemahaman regulasi, serta minimnya pemanfaatan potensi lokal dan teknologi. Setelah kegiatan dilaksanakan, terjadi peningkatan pemahaman hukum masyarakat, kapasitas pengelola dalam manajemen usaha, serta partisipasi masyarakat dalam pengelolaan Badan Usaha Milik Desa. Muncul inovasi usaha berbasis potensi lokal dan peningkatan kapasitas digital dalam pemasaran produk desa. Secara keseluruhan, kegiatan ini membuktikan bahwa sosialisasi dan pendampingan yang dilakukan secara terintegrasi efektif dalam memperkuat kapasitas kelembagaan Badan Usaha Milik Desa dan mendorong pemberdayaan ekonomi masyarakat desa secara berkelanjutan.

Abstract

State asset management is a core function of public law through which the State exercises authority over public resources to support sustainable development. In modern international legal discourse, state assets are no longer viewed merely as economic tools but as legal objects governed by international obligations and good governance principles. This article examines the international legal framework on state asset management and its relevance to strengthening asset governance in Indonesia using a normative legal research approach that analyzes both international and national legal instruments, with particular attention to the interaction between soft law and hard law. It reviews key frameworks such as the Sustainable Development Goals, the Paris Agreement, the International Covenant on Economic, Social and Cultural Rights, and the United Nations Convention against Corruption, and evaluates their alignment with Indonesia’s domestic regulations through library research and qualitative analysis using systematic and teleological interpretation. The study finds that while soft law provides important normative guidance for sustainability-oriented governance, excessive reliance on non-binding mechanisms risks weakening legal certainty and accountability; therefore, binding regulations grounded in good governance principles transparency, accountability, public participation, and the rule of law are essential to ensure that state assets function effectively as instruments of sustainable development. From an ius constituendum perspective, aligning international commitments with enforceable domestic law is necessary to protect public interests, ensure intergenerational equity, and promote sustainable national development.

Abstract

This community service program aims to increase digital literacy and legal understanding of the Jujun Village community to prevent the misuse of online games into online gambling through socialization, educational lectures, and legal training. The problem of online gambling in Indonesia has increased drastically with transactions reaching IDR 327 trillion in 2023, an increase of 213% from the previous year. Jambi Province ranks highest in online gambling users nationally. The low level of digital literacy in Indonesian society, which has only reached 41.48%, is an important factor in vulnerability to online game misuse. The activity methods include interactive legal lectures, socialization on identifying online games with gambling potential, and education on legal consequences based on the ITE Law, Criminal Code, and related regulations. The program involved 50 participants (junior/senior high school students, parents, and village government) with a target of 85% increase in legal understanding. The results showed an increase in legal awareness, understanding of criminal sanctions for online gambling, and commitment to recommend the formation of anti-online gambling village policies. Program outputs include publication of accredited national journal articles, video documentation, and Intellectual Property Rights.
