Abstract

This study is a literature review that examines the effectiveness of school principals' decision-making when applying the incremental model to improve the quality of education at the junior high school level. The incremental model—rooted in the tradition of public policy theory (Lindblom)—suggests gradual change and small improvements (‘muddling through’) as a managerial strategy when information is limited and uncertainty is high. This article summarises empirical evidence and theoretical studies (2015–2025) on: (1) the characteristics of school principals' decision-making; (2) the advantages and limitations of applying an incremental approach in schools; (3) the relationship between decision-making styles and education quality indicators (learning outcomes, school climate, resource management); and (4) policy and practice implications for principal capacity development. The results of the study show that the incremental approach is often effective in the context of complex and risky school operations if major changes are implemented without support; however, its effectiveness depends on the capabilities of the headteacher (managerial and leadership competencies), stakeholder participation, and clear monitoring and evaluation mechanisms.

Abstract

A Decision Support System (DSS) is a computer-based system that supports decision-making by integrating data, information, and analytical models. The implementation of DSS is increasing in educational institutions due to the complexity of educational management, which demands precision, speed, and accuracy in decision-making. This study uses a literature review method by comprehensively analysing a number of scientific articles, books, research reports, and international publications from the last 10 years. The main focus of the study is to analyse the application of DSS in educational institutions, its benefits in supporting strategic decisions, implementation challenges, and its implications for educational governance. The results show that DSS can improve managerial efficiency, the quality of educational services, academic data management, budget planning, scheduling, and support data-based policies. However, technical challenges such as a lack of user competence, minimal digital infrastructure, and data integration are major obstacles to DSS implementation. This study concludes that the successful implementation of DSS requires technological readiness, human resource competency, policy support, and strong data governance.

Abstract

This study examines the implementation of rational optimizing and satisficing-based decision-making strategies in educational transformation at SMAN 15 Padang. The principal, as an educational leader, is faced with complex decisions that require a strategic approach to achieve organizational effectiveness. This descriptive qualitative study used data collection techniques through in-depth interviews, observations, and documentation studies with informants such as the principal, vice principal, and teachers. The results show that SMAN 15 Padang applies a hybrid approach to decision-making by using rational optimizing for long-term strategic decisions such as the development of an independent curriculum and satisficing for daily operational decisions that require a quick response. The implementation of these two approaches has proven effective in improving learning quality, resource management efficiency, and stakeholder participation. This study recommends developing leadership capacity in decision-making skills through continuous training and the development of an educational management information system to support data-driven decision-making

Abstract

A principal's managerial success is determined by their ability to make rational, appropriate, and effective decisions to achieve educational goals. However, this process is not always perfectly rational, as it is influenced by limitations in information, time, and resources. Decision-making is essentially a choice from several alternatives. This study aims to analyze the rationality and effectiveness of decision-making by the principal of SMPN 1 Guguak District based on Herbert A. Simon’s Decision-Making Model. The research employs a descriptive qualitative approach through a literature study, examining theories, research findings, and relevant practices in educational leadership. Data were analyzed using content analysis techniques from various scientific literature sources. The results show that the principal applies the principle of bounded rationality in every decision made. The decision-making process follows the five stages of Simon’s model: intelligence, design, choice, implementation, and evaluation. The effectiveness of the principal’s decisions is reflected in the implementation of policies, acceptance by the school community, and their impact on improving teacher performance and the overall quality of education. Thus, adaptive and data-based rationality is proven to enhance the effectiveness of the principal’s decision-making within the context of modern educational management.

Abstract

This study explores the principal's incremental contribution to effective decision-making at SMK Negeri 1 Pariaman. Principal leadership in vocational education institutions faces complex challenges: how to meet educational demands while addressing the ever-changing needs of business and industry. The incremental strategy introduced by Lindblom emphasizes a decision-making process that takes place through small, gradual steps, which differs from the rational-comprehensive approach that requires in-depth analysis. This study adopted a qualitative method through content analysis of various school policy documents such as the RKS (Regional Work Plan), RKAS (Regional Work Plan), meeting minutes, and official decisions from the principal. The research findings indicate that the implementation of the incremental approach by the principal has proven effective in minimizing the risk of uncertainty, increasing the school's flexibility and adaptability, facilitating organizational learning, and strengthening accountability and leadership legitimacy. This approach provides schools with the opportunity to quickly adapt policies without the need for significant and high-risk changes, creating a strong and innovative school climate in the face of both internal and external change.

Abstract

Penelitian ini bertujuan untuk mengkaji dan menganalisis pendekatan rational optimizing dan satisficing dalam pengambilan keputusan kepala sekolah, serta mengidentifikasi faktor-faktor yang memengaruhi pemilihan kedua pendekatan tersebut dalam konteks kepemimpinan sekolah. Penelitian ini menggunakan metode studi pustaka (library research) dengan menelaah berbagai sumber ilmiah berupa buku teks klasik dan kontemporer, artikel jurnal nasional dan internasional, serta dokumen kebijakan pendidikan yang relevan. Teknik pengumpulan data dilakukan melalui penelusuran, seleksi, dan pengelompokan literatur yang membahas teori pengambilan keputusan, khususnya konsep bounded rationality dan satisficing yang dikemukakan oleh Herbert A. Simon. Teknik analisis data menggunakan analisis isi (content analysis) dan sintesis tematik untuk mengidentifikasi pola, konsep utama, serta keterkaitan antar temuan. Hasil penelitian menunjukkan bahwa pendekatan rational optimizing efektif diterapkan dalam pengambilan keputusan strategis dan jangka panjang yang membutuhkan analisis komprehensif, sedangkan pendekatan satisficing lebih adaptif dalam situasi operasional, dinamis, dan penuh keterbatasan informasi serta waktu. Kesimpulannya, kedua pendekatan tersebut bersifat saling melengkapi, dan efektivitas kepemimpinan kepala sekolah ditentukan oleh kemampuan mengombinasikan rational optimizing dan satisficing secara fleksibel dan kontekstual.

Abstract

Penelitian ini bertujuan untuk mendeskripsikan peran gaya kepemimpinan transformasional kepala sekolah dalam meningkatkan efektivitas pengambilan keputusan di SDN 01 Koto Nan IV Kecamatan Ranah Pesisir. Penelitian menggunakan pendekatan qualitative research dengan jenis penelitian descriptive qualitative. Subjek penelitian terdiri atas kepala sekolah sebagai informan utama serta guru dan tenaga kependidikan sebagai informan pendukung. Penelitian dilaksanakan di SDN 01 Koto Nan IV Kecamatan Ranah Pesisir. Teknik pengumpulan data meliputi wawancara mendalam (in-depth interview), observasi (observation), dan studi dokumentasi (documentation study). Teknik analisis data menggunakan model interactive data analysis yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa kepala sekolah menerapkan gaya kepemimpinan transformasional melalui pemberian visi yang jelas, keteladanan, komunikasi terbuka, serta pelibatan guru dalam proses pengambilan keputusan. Keputusan yang dihasilkan bersifat partisipatif dan diterima dengan baik oleh guru, sehingga mendukung kelancaran implementasi kebijakan dan menciptakan iklim sekolah yang kondusif. Kesimpulan penelitian menunjukkan bahwa kepemimpinan transformasional kepala sekolah berperan signifikan dalam meningkatkan efektivitas pengambilan keputusan serta memperkuat kerja sama dan komitmen warga sekolah.
