Abstract

This study aims to analyze the professionalism and inhibiting factors of Civil Servants (PNS) in the Elementary School Development Division at the Education Office of South Buru Regency. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation. The data were analyzed using the interactive qualitative data analysis model of Miles and Huberman. The results of the study show that the level of professionalism of Civil Servants in the Elementary School Development Division is generally categorized as fairly good, but not yet optimal. The inhibiting factors of employee professionalism in the Elementary School Development Division are multidimensional and originate from both internal and structural aspects of the organization. These include uneven employee discipline, unbalanced technical competencies, employee work motivation, unequal workload distribution, and weak internal supervision.

Abstract

This study aims to formulate a strategy for preventing and handling stunting with a pentahelix approach assisted by analysis hierarchy process in West Seram District. This study was designed in a quantitative form and used a survey method. The respondents of this study consisted of officers involved in the strategy for preventing and handling stunting in West Seram District, as many as 5 academics from the field of social welfare science and the field of public administration as many as 5 people, stunting observer communities as many as 2 people, the government (1 Health Office and 1 Bappeda) and 2 information media. . The data analysis used was AHP analysis which is an analysis method used to determine the priority order of a plan. The results of the study concluded that preventing and handling stunting in West Seram District requires a holistic and strategic approach, considering the complexity of the challenges faced. Weaknesses such as ineffective coordination, inaccurate data, and low public awareness must be addressed immediately through short-term strategies such as strengthening multi-sectoral cooperation, public awareness campaigns, and data updates. These steps will provide a strong foundation for broader interventions, while increasing public participation in supporting stunting programs. Cross-sector collaboration involving the media, celebrities, the private sector, and local communities is also key to driving rapid and effective behavioral change.

Abstract

This study aims to analyze the influence of ethical leadership on employees' adaptive performance with work ethic as a mediating variable in the Kairatu District Office, West Seram Regency. The research approach used is quantitative, associative with survey data collection with cross-section data types. The population used in this study were all employees of the Kairatu District Office, West Seram Regency, totaling 46 people. The sample is part of the number and characteristics possessed by the population. The sampling method is full sampling. Data were analyzed by path analysis. The results of the study concluded that ethical leadership was proven to have a positive and significant influence on the adaptive performance of employees in the Kairatu District Office, West Seram Regency, both directly and through work ethic as a mediating variable. In addition, ethical leadership also has a positive and significant effect on employee work ethic, which in turn directly improves their adaptive performance. This shows that ethical leadership not only encourages a high work ethic but also strengthens employees' adaptability in facing changes and challenges in the workplace.

Abstract

This study examines the implementation of regional development policies in Kairatu District, West Seram Regency, aligned with Asta Cita principles, evidence-based approaches, and local potential. The findings indicate that Asta Cita has been integrated into regional planning documents and translated into district programs through participatory mechanisms. Evidence-based policy implementation relies on statistical data, sectoral reports, and village-level data to ensure alignment with community needs. Local potential, particularly in agriculture, fisheries, and plantations, serves as the foundation for contextual and relevant development policies. Program implementation is supported by performance indicators and the role of district officials as mediators between regency policies and local conditions. Success is driven by governmental commitment, community participation, and institutional synergy, while constraints include limited budgets, infrastructure, human resource capacity, and social participation. The study recommends strengthening officials’ capacity, improving data quality, upgrading infrastructure, and expanding community involvement to achieve more effective and sustainable development.
