Abstract

This study aims to analyze the accountability of village fund allocation management in Pulau Haruku District, Central Maluku Regency. The research approach used is a qualitative approach. The informants of this study are officials who contribute to the management of Village Fund Allocation in Pulau Haruku District, Central Maluku Regency. In addition, the author conducted in-depth interviews with key informants, namely community leaders. The researcher used an interactive analysis model from Miles & Huberman by conducting data reduction, data presentation and drawing conclusions. The results of the study concluded that planning, implementation, accountability, administration to reporting the use of ADD in Pulau Haruku District were carried out through the Village Deliberation process and community supervision, which guaranteed transparency, efficiency, and accountability in fund management. This process strengthens community trust in the village government, ensures that ADD is used according to regulations for village welfare, and supports the sustainability of the ADD program in the future. Accountable administration and timely reporting are key to building public trust in the use of village funds.

Abstract

Purpose of the study: This study aims to examine the effects of physical and non-physical work environments on employee performance at the Ambon City Environmental and Waste Management Agency and to measure the magnitude of their partial and simultaneous influences on work outcomes. Methodology: This quantitative study employed structured questionnaires as research instruments, a survey method, and multiple linear regression analysis. Data were processed using IBM SPSS Statistics software. Respondents were all employees of the Ambon City Environmental and Waste Management Agency, selected through a census technique, and measured using Likert-scale items. Main Findings: The results show that the physical work environment significantly affects employee performance, while the non-physical work environment also has a positive and significant influence. Simultaneously, both variables strongly predict performance levels. Regression coefficients indicate that non-physical aspects contribute more dominantly, and the model explains a substantial proportion of performance variance among employees in the organization. These findings highlight the importance of improving workplace conditions in public sector institutions to enhance the quality of public service delivery and organizational responsiveness to community needs. Furthermore, a supportive work environment contributes not only to employee productivity but also to broader social welfare by enabling government agencies to perform their public duties more effectively. Novelty/Originality of this study: This study offers new empirical evidence from eastern Indonesia’s municipal environmental sector by integrating physical and non-physical workplace factors with integrity-related organizational issues. It advances existing knowledge by providing context-specific data for public agencies managing sanitation services and by supplying a practical model for targeted workplace improvement policies.

Abstract

This study analyzes the relationship between discipline dimensions and employee performance at Perum Bulog Regional Office of Maluku and North Maluku. The research addresses a gap in previous studies that commonly treated work discipline as an aggregate variable and rarely examined its specific dimensions separately. A quantitative correlational design was applied using a total sampling approach; all 79 employees were invited to participate, and 27 complete questionnaires were analyzed. Pearson product-moment correlation was employed as a bivariate mapping technique. The findings show that goal and ability, compensation, punishment, assertiveness, and human relations have strong and significant correlations with employee performance, while leadership role model has a moderate significant correlation. In contrast, fairness and supervision show no significant correlation with performance. Because the data rely on a small effective sample and self-report questionnaires, the findings should be interpreted as associative rather than causal. The study contributes to human resource management by clarifying which discipline dimensions are most closely associated with employee performance and by offering practical guidance for strengthening organizational discipline policies.

Abstract

This article examines the influence of motivation, work discipline, and workload on employee productivity at the Secretariat of the Regional People's Representative Council (DPRD) of Maluku Province. The study employed a quantitative associative survey design involving 164 employees, with the whole accessible population treated as respondents through a census approach. Data were collected using a Likert-scale questionnaire and analyzed through validity and reliability testing, classical assumption testing, and multiple linear regression. The results show that motivation has a positive but non-significant effect on productivity (B = 0.040; t = 0.518; p = 0.605). In contrast, work discipline has a positive and significant effect (B = 0.293; t = 5.539; p < 0.001), while workload is the most dominant predictor (B = 0.545; t = 6.513; p < 0.001). Simultaneously, the three variables significantly affect productivity (F = 375.829; p < 0.001; Adjusted R2 = 0.873). The findings highlight the need for disciplined work systems, proportional workload management, and output-based productivity monitoring in legislative-support bureaucracy.

Abstract

This study aims to analyze the professionalism and inhibiting factors of Civil Servants (PNS) in the Elementary School Development Division at the Education Office of South Buru Regency. The research method used is descriptive qualitative. Data were collected through interviews, observations, and documentation. The data were analyzed using the interactive qualitative data analysis model of Miles and Huberman. The results of the study show that the level of professionalism of Civil Servants in the Elementary School Development Division is generally categorized as fairly good, but not yet optimal. The inhibiting factors of employee professionalism in the Elementary School Development Division are multidimensional and originate from both internal and structural aspects of the organization. These include uneven employee discipline, unbalanced technical competencies, employee work motivation, unequal workload distribution, and weak internal supervision.

Abstract

This study aims to examine the influence of the DPRD’s legislative performance on the protection of indigenous peoples’ rights in Central Maluku Regency, focusing on how legislative actions contribute to safeguarding customary land, natural resources, and cultural identity. This study used a quantitative approach with a full sampling technique involving all 40 members of the Central Maluku Regency DPRD. Data were collected through a structured questionnaire and processed using simple linear regression with statistical software to measure the causal influence of legislative performance. The study found that DPRD legislative performance has a positive and significant effect on the protection of indigenous peoples’ rights. The regression coefficient of 0.643 and R² value of 0.819 indicate that legislative performance explains a substantial proportion of variations in rights protection, confirming the research hypothesis and demonstrating the DPRD’s strategic role. This study provides empirical evidence on the direct quantitative influence of legislative performance on indigenous rights protection at the regional level. It advances existing knowledge by offering measurable indicators of legislative effectiveness and highlighting the importance of strengthening institutional capacity to enhance substantive protection outcomes.

Abstract

This study examines the implementation of regional development policies in Kairatu District, West Seram Regency, aligned with Asta Cita principles, evidence-based approaches, and local potential. The findings indicate that Asta Cita has been integrated into regional planning documents and translated into district programs through participatory mechanisms. Evidence-based policy implementation relies on statistical data, sectoral reports, and village-level data to ensure alignment with community needs. Local potential, particularly in agriculture, fisheries, and plantations, serves as the foundation for contextual and relevant development policies. Program implementation is supported by performance indicators and the role of district officials as mediators between regency policies and local conditions. Success is driven by governmental commitment, community participation, and institutional synergy, while constraints include limited budgets, infrastructure, human resource capacity, and social participation. The study recommends strengthening officials’ capacity, improving data quality, upgrading infrastructure, and expanding community involvement to achieve more effective and sustainable development.

Abstract

This study analyzes the implementation of the waiting list policy in the administration of the Hajj pilgrimage at the Office of the Ministry of Religious Affairs of Central Maluku Regency. A descriptive qualitative approach was used to examine how the policy is translated into public service practices, particularly in a local context where the waiting period has reached approximately 18 years, with about 2,500 prospective pilgrims and an annual quota of 135 people. Data were obtained through interviews, observation, and document review involving officials responsible for Hajj and Umrah services and relevant community informants. The data were analyzed using the interactive model of Miles, Huberman, and Saldana, consisting of data condensation, data display, and conclusion drawing. The findings show that policy implementation is supported by four interrelated factors: bureaucratic structure, resources, communication, and the disposition of implementing officers. A clear organizational structure and standard operating procedures facilitate coordination and accountability. Competent human resources, adequate facilities, and the use of Siskohat strengthen service accuracy and transparency. Multi-channel communication helps reduce misunderstanding, while professional and empathetic officer attitudes build public trust. The novelty of this study lies in its local-level analysis of Hajj waiting list implementation in an archipelagic regency. The study implies that transparent, responsive, and humanistic public services are essential for maintaining fairness and legitimacy in long-term Hajj queue management.

Abstract

This study analyzes the influence of regional fiscal capacity on the performance of the Civil Registration and Population Service (Disdukcapil) of Maluku Province in achieving national administrative targets. Using a descriptive qualitative approach, data were obtained through interviews, document reviews, and field observations. The results show that fiscal capacity significantly supports operational activities, service infrastructure, and outreach programs, particularly for remote island communities. Nevertheless, fiscal capacity alone does not determine performance outcomes. Leadership, coordination, and service innovation also play crucial roles. Despite fiscal limitations, Disdukcapil has adopted adaptive strategies to sustain service delivery, though disparities in access persist. Strengthening fiscal policy, optimizing transfer funds, and improving governance capacity are essential for sustainable and equitable population services. This study contributes to the understanding of fiscal dynamics and public service performance in geographically dispersed regions.

Abstract

This study aims to analyze and formulate a service model based on the Community Satisfaction Index (IKM) at the Population and Civil Registration Office of West Seram Regency. The research uses a descriptive quantitative method with a Likert scale and analyzes data based on the 14 IKM elements established in the Regulation of the Ministry of Administrative and Bureaucratic Reform. A total of 129 service users participated as respondents. Data were processed using descriptive statistics and spider web analysis. The results concluded that the IKM scores ranged from 3.59 to 3.84, placing the overall average IKM of 3.72 in the “Good” category. The recommended service model emphasizes maintaining high service standards through fast, responsive, fair, friendly, and transparent procedures. Officer discipline, ability, and assertiveness must be strengthened alongside clear service costs and schedules. Improving comfort and integrating digital service features are also essential to enhance efficiency and public satisfaction.
