Abstract

The selection of a suitable classification model is important in text-based sentiment analysis, especially in conditions of unbalanced data distribution. Naive Bayes and Support Vector Machine (SVM) are two algorithms that are often used in classification, but the comparison of their performance on unbalanced data still needs to be further reviewed. This study aims to compare the performance of the two algorithms in classifying public sentiment towards the Indonesia Smart Card (KIP) Lecture Program. The implementation of the KIP Lecture Program still faces challenges in the accuracy of aid distribution. This situation raises discussions and various controversies among the public, especially on the X platform. The data used were 1,644 tweets, with a distribution of negative sentiment of 1,392 tweets and positive tweets of 252. To overcome the imbalance of data class distribution, the Synthetic Minority Oversampling Technique (SMOTE) method is used. Based on the evaluation results, before SMOTE was applied, SVM obtained 92% accuracy and 91% precision, 77% recall, while Naive Bayes obtained 79% accuracy, 68% precision, and 78% recall. After the application of SMOTE, SVM performance significantly improved with accuracy, precision, and recall reaching 99%, while Naive Bayes improved to 95% on all metrics. These results show that although SVM excels in higher accuracy, Naive Bayes shows a more stable performance on the data neither after nor after the balancing process is performed.

Abstract

Pemilihan siswa berprestasi di SMK Negeri Bali Mandara saat ini masih dilakukan secara manual menggunakan spreadsheet, sehingga rentan terhadap kesalahan manusia dan penilaian subjektif. Penelitian ini bertujuan untuk membangun Sistem Pendukung Keputusan (SPK) berbasis web yang objektif dan transparan menggunakan metode Measurement of Alternatives and Ranking according to Compromise Solution (MARCOS). Pengembangan sistem mengadopsi model Agile Development untuk menjamin fleksibilitas terhadap kebutuhan sekolah. Penelitian melibatkan 44 siswa kelas XI TKJ sebagai alternatif yang dievaluasi berdasarkan lima kriteria penilaian: nilai rapor, nilai IPC, prestasi, absensi, dan ekstrakurikuler. Hasil pengujian fungsional melalui Black Box menunjukkan sistem berjalan 100% sesuai spesifikasi. Evaluasi kepuasan pengguna menggunakan System Usability Scale (SUS) menghasilkan skor 77,25, yang termasuk dalam kategori "Good" dan tingkat penerimaan "Acceptable". Implementasi metode MARCOS terbukti memberikan hasil pemeringkatan yang stabil melalui penentuan hubungan antara alternatif dengan solusi ideal dan anti-ideal. Sistem ini memberikan solusi praktis bagi pihak manajemen sekolah dalam menentukan siswa berprestasi secara akurat, transparan, dan akuntabel.

Abstract

This study compares two multi-criteria Decision Support System (DSS) methods, Multi-Objective Optimization on the Basis of Ratio Analysis (MOORA) and Weighted Aggregated Sum Product Assessment (WASPAS), for ranking natural tourism destinations in Banyuwangi Regency, Indonesia. Using a quantitative design, survey data were collected from 50 respondents who assessed 48 destinations using five criteria like facilities, entrance fee, safety, travel distance, and cleanliness. The analysis followed the CRISP-DM framework from business understanding through evaluation and interpretation. The MOORA method applied vector normalization and benefit cost optimization, while the WASPAS method combined weighted sum and weighted product models to produce preference scores. Results show that Bangsring Underwater emerged as the most competitive destination overall, achieving preference values of 0.1932 using MOORA and 0.6837 using WASPAS for Decision Maker 1. Sensitivity testing across ten weight variation scenarios indicated that WASPAS showed stronger individual level dominance, ranking the top alternative first in 8 of 10 scenarios, while MOORA ranked first in 7 of 10 scenarios. However, when extended to all respondents, MOORA demonstrated higher population level robustness and slightly higher average accuracy at 51.61% than WASPAS at 50.32%. These findings indicate a trade-off between stability and responsiveness. MOORA is preferable for generalized tourism planning involving diverse stakeholders, while WASPAS is better suited for adaptive or personalized recommendation contexts.

Abstract

Perkembangan teknologi informasi meningkatkan risiko serangan siber pada pemerintah daerah, sehingga diperlukan penguatan kapasitas keamanan siber. Pemerintah pusat telah mendorong pembentukan Tim Tanggap Insiden Siber (TTIS) melalui SEB Mendagri–BSSN 2025 dan Peraturan Kepala BSSN Nomor 1 Tahun 2024. Di Kabupaten Klungkung, upaya ini diwujudkan melalui inovasi Kiwa Tengen, termasuk pengembangan Corporate University (Corpu) Keamanan Siber. Namun, pengembangan Corpu masih terkendala alur proses bisnis yang belum jelas, ketiadaan rancangan UI/UX pada website CSIRT Klungkung, serta belum tersedianya modul pembelajaran awal. Penelitian ini melakukan analisis proses bisnis, perancangan UI/UX halaman Corpu, dan penyusunan satu modul pembelajaran keamanan siber. Metode meliputi studi dokumen, wawancara, Business Process Analysis, dan perancangan antarmuka berbasis prinsip UI/UX sederhana. Hasilnya mencakup alur proses bisnis Corpu, rancangan UI/UX halaman Corpu Kiwa Tengen, serta modul pembelajaran digital awal yang siap diimplementasikan. Keluaran ini diharapkan memperkuat kapasitas TTIS serta meningkatkan literasi keamanan siber di Kabupaten Klungkung.

Abstract

The implementation of transparent and accountable governance requires an effective and secure reporting system for violations. However, whistleblowing mechanisms at the local government level still face obstacles, such as manual processes, low protection for whistleblowers, and inefficient handling of reports. This study aims to develop a website�based Buleleng Whistleblowing System as a means of internal violation reporting for Civil Servants (ASN) in the Buleleng Regency Government. The study uses an applied approach with the Extreme Programming (XP) software development method. Data was collected through observation, interviews, and literature studies. The results of the study show that the developed system is capable of supporting the process of reporting, verifying, and monitoring reports in a structured, secure, and anonymous manner. The application of the XP method enables the development of a system that is responsive to user needs and supports the effectiveness of internal oversight and local government accountability

Abstract

Kabupaten Karangasem merupakan salah satu sektor strategis pariwisata di Bali, namun data terbaru menunjukkan tren penurunan jumlah kunjungan dari sekitar 1,3 juta pada tahun 2023 menjadi 1,2 juta pada tahun 2024. Kondisi ini memerlukan evaluasi pengalaman pengunjung berbasis data untuk mengoptimalkan peningkatan kualitas dan daya saing destinasi secara responsif. Analisis sentimen diperlukan karena volume ulasan digital yang besar membuat analisis manual menjadi tidak efisien. Penelitian ini menggunakan pendekatan model deep learning IndoBERT melalui tahapan pre-processing dan penerapan Easy Data Augmentation (EDA) serta Downsampling untuk menangani kesinambungan kelas. Berdasarkan hasil pengujian menggunakan Stratified 10-Fold Cross Validation , model berhasil mencapai akurasi sebesar 83% dengan nilai Weighted F1-score sebesar 0,81, Precision 0,81, dan recall 0,81 . Hasil klasifikasi menunjukkan dominasi sentimen positif sebanyak 14.686 ulasan, sementara sentimen negatif (3.880 ulasan) dan netral (2.431 ulasan) memberikan informasi krusial sebagai dasar perbaikan layanan pariwisata di Kabupaten Karangasem.

Abstract

Buleleng Regency has several melukat (purification) sites that are significant for Hindus and also attract interest as religious tourism destinations. Currently, determining the best melukat site is performed manually. Therefore, a decision support system (DSS) is needed to provide optimal recommendations. This study uses the VIKOR method because of its capability to solve multi-criteria problems quickly and accurately. The alternatives analyzed consist of seven (7) melukat sites in Buleleng Regency, namely Pura Tirta Sudhamala, Pura Taman Sari, Pura Goa Raja Tajun, Pura Sakti, Pura Ponjok Batu, Pura Pesiraman, and Pura Tirta Masem. The criteria used include facilities, road accessibility, natural beauty, parking availability, entrance ticket costs, and distance from the city center. The results showed that the recommended melukat site is Pura Taman Sari with a value of 0, followed by Pura Ponjok Batu in the second position with a value of 0.0309. Pura Tirta Sudhamala occupies the third position with a value of 0.4668, followed by Pura Sakti in the fourth position with a value of 0.5206. Pura Pesiraman is in the fifth position with a value of 0.8138. Meanwhile, Pura Tirta Masem occupies the sixth position with a value of 0.9104, and Pura Goa Raja Tajun is in the last position with a value of 1.

Abstract

The use of ecological awareness instruments in educational settings raises significant concerns regarding measurement fairness across different demographic groups. This study aims to identify items that exhibit differential item functioning (DIF) in an ecological awareness instrument administered to elementary school students. Data were collected from 623 elementary school students in Nusa Penida, consisting of 329 boys and 294 girls across Grades 4 to 6. The instrument was analyzed using Item Response Theory (IRT) with the Generalized Partial Credit Model (GPCM), and DIF was detected using the lordif package in R. Results indicate that six items exhibited gender-based DIF, predominantly in the environmental participation dimension, while five items showed grade-based DIF, primarily within the environmental knowledge dimension. Female students demonstrated higher levels of ecological awareness than male students across all grade levels. These findings highlight the importance of selecting items that are equally interpretable across gender and grade groups to ensure fair and valid assessment of ecological awareness in elementary schools.
