Abstract

The Universal Health Protection Program (Jamkesta) in Gorontalo Province aims to expand healthcare access for low-income households, yet its utilization remains uneven across demographic groups. This study examines the factors influencing the use of Jamkesta healthcare services among households seeking care at dr. Ainun Habibie Hospital. Using a quantitative explanatory design with 200 respondents, the study employs a logistic regression model to assess the roles of predisposing, enabling, and need factors in shaping healthcare utilization. The results indicate that age, access to village-level health facilities, and membership in community organizations significantly influence the likelihood of using Jamkesta services. In contrast, gender, educational attainment, employment status, and household size do not show significant effects. These findings highlight the importance of accessibility and social networks in driving healthcare utilization, suggesting the need for strengthened health literacy, equitable information dissemination, and improved service quality to ensure that Jamkesta functions effectively as an inclusive public health protection mechanism.

Abstract

In recent years, patient loyalty has gained increasing attention as hospitals face growing competition and rising patient expectations, particularly in outpatient services where first impressions are formed. This study explores how service quality, hospital image, trust, and digital promotion influence outpatient loyalty at M.M. Dunda Limboto Hospital. The research focuses on outpatient care, considering its strategic role in shaping patients’ decisions to return and recommend hospital services. A quantitative research design was adopted, using survey data collected from outpatients through structured questionnaires. The data were analyzed using multiple linear regression to assess both individual and combined effects of the explanatory variables on patient loyalty. The results reveal that service quality, hospital image, trust, and digital promotion each have a positive and statistically significant effect on outpatient loyalty. When examined simultaneously, these factors jointly exert a strong influence, indicating that patient loyalty is not driven by a single aspect of service, but rather by the overall experience created through consistent service delivery, credible institutional reputation, and effective communication. Notably, digital promotion emerges as the most influential variable, reflecting the growing role of digital platforms in shaping patient perceptions and engagement. These findings suggest that hospital management should view loyalty as a long-term outcome of integrated service quality improvement, trust-building practices, and meaningful digital interaction with patients.

Abstract

Marine tourism has become one of Gorontalo’s key attractions, particularly through the whale shark sightings in Botubarani Village. However, existing branding efforts and digital promotion have not yet captured the region’s local strengths effectively. This community engagement program was carried out to formulate a branding strategy that highlights conservation, cultural values, and the unique character of Gorontalo’s shark tourism, while also enhancing the community’s digital promotion skills. The study employed a participatory qualitative approach through outreach activities, training sessions, focus group discussions, and mentoring involving 40 participants from various community groups. Data were collected through observation, simple questionnaires, and documentation, and were analyzed using a SWOT framework. The results show that a strong destination brand can be developed through three main pillars: whale shark conservation, strengthening local culture, and advancing coastal MSME products. Digital training significantly improved the community’s ability to produce photo, video, and narrative content, making the village’s social media more active and well-directed. The SWOT analysis produced practical strategies that stakeholders can apply to reinforce the destination’s identity. These findings emphasize that conservation- and culture-based branding, supported by digital marketing, can enhance community participation and strengthen the competitiveness of marine tourism in a sustainable manner.

Abstract

This study aims to examine the impact of the Regional Government Information System (SIPD) on disparities in regional financial management accountability in North Sulawesi Province. The study used primary data collected from 96 respondents through online questionnaires and field observations. A quantitative descriptive approach with simple linear regression analysis was employed. The results indicate that SIPD implementation has generally been well executed across most local governments, as reflected by high average scores for the SIPD variable. However, disparities in financial management accountability among regions persist, influenced by internal factors such as human resource capacity, technological infrastructure, and institutional readiness. The findings demonstrate that effective implementation of SIPD significantly contributes to reducing disparities in regional financial management accountability. Keywords: local government information system, disparity in local financial management accountability

Abstract

Micro, Small, and Medium Enterprises (MSMEs) are crucial drivers of economic growth, job creation, and equitable income distribution, particularly in developing regions such as Gorontalo, Indonesia. As engines of local innovation and contributors to poverty alleviation, the sustainability and competitiveness of MSMEs depend heavily on internal organizational factors, especially human resource management (HRM). This study explores the impact of employee development, recruitment, and job satisfaction on the performance of MSMEs in Gorontalo. A quantitative research approach was employed using Structural Equation Modeling with Partial Least Squares (SEM-PLS) to examine the relationships among these variables. Data were gathered from 94 MSME respondents from trade, manufacturing, and service sectors using purposive sampling. Results indicate that employee development (β = 0.306, p = 0.001), job satisfaction (β = 0.289, p = 0.039), and recruitment (β = 0.220, p = 0.034) significantly and positively impact performance, with employee development showing the strongest influence. Among these, employee development emerged as the most influential factor, emphasizing the importance of continuous skill enhancement and training initiatives. The results suggest that MSMEs must prioritize strategic HRM practices to strengthen organizational capabilities, even in semi-urban environments with limited resources. It also offers practical implications for policymakers and business owners by highlighting the need to invest in human capital as a pathway to achieving long-term performance and competitiveness. Future research is encouraged to explore additional HR dimensions and contextual variables influencing MSME success.

Abstract

Corporate governance mechanisms, particularly the roles of the audit committee and independent commissioners, are increasingly examined in relation to their influence on firm value through the quality of financial reporting. This study aims to examine the effect of the audit committee and board independence on firm value through the mediating role of financial reporting quality. The study employs a quantitative explanatory design using secondary data from annual reports of maritime transport companies during 2020–2024. Samples were selected through purposive sampling, and data were analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0. The results indicate that the audit committee has a positive and significant effect on firm value, while board independence has no significant impact. Financial reporting quality positively affects firm value but does not mediate the relationship between the audit committee or board independence and firm value. The study contributes theoretically to corporate governance literature and provides practical insights for public companies to strengthen audit functions and the reliability of financial reporting.

Abstract

The phenomenon of the distribution of coastal plastic waste is dynamic—triggered by currents, winds, waves, and extreme events—so static policies fail to maintain the cleanliness of destinations. Gorontalo's main problems include drainage-estuary leaks, cross-OPD data standards that are not yet uniform, and the performance of WWTP that has not included microplastic fractions. This study aims to map the governance SWOT, estimate the economic benefits of the ecosystem for the competitiveness of blue tourism, and analyze economic-environmental vulnerabilities to formulate a roadmap for 2026–2030. Using qualitative research case studies, the data were collected through in-depth interviews, FGDs, destination-estuary observations, and document review (policies, visits, cleaning operations, WWTP). Framework/Thematic analysis is mapped to a SWOT matrix and downgraded to TOWS. Results: identified strengths (OPD–community commitments, basic facilities, GIS capacity), weaknesses (data, transport logistics, microplastics), opportunities (EPR, green procurement, mixed finance), and threats (storms/floods, re-beaching, greenwashing). The finding shows that data standardization, forecast-based rapid capture SOPs, and microplastic testing in WWTP raise hygiene scores, accelerate recovery, and increase length of stay. Discussion: findings confirm the linkage between water quality–logistics operations–destination reputation. GIS integration, performance-based service contracts, and "blue destination" labels lock in market compliance. This study is important because it integrates coastal science, water governance, and destination economics into an executable policy framework. Implication of the study to use measurable roadmap (indicators, targets, person in charge, public audit). Further studies are suggested on policy trials and strengthening of cross-season sensor datasets.
