Abstract

A large country like Indonesia should have a law on national security, as a basis for law enforcement and national security stability. Conflicts regarding the authority to take action against threats and enforce the law by the military and/or civilians should have been eliminated by formulating a comprehensive and firm terminology for National Security as a whole. The separation of laws and MPR Decrees regarding the TNI and POLRI clearly describes the duties and powers of each, including the handling and types of threats faced. The problem of "fear" of the takeover of authority by the military if the escalation of threats threatens state sovereignty, should be eliminated by clearly and firmly formulating the clauses of involvement and enforcement powers in the law, to eliminate these concerns. Every potential threat, both from outside and from within the country, should be seen as a serious threat and handled together for the sake of the integrity and stability of the country's security. For this reason, it is time to have the courage to stipulate rules of engagement in every escalation of threats, and the authorities of the agencies involved, as well as government officials who have the right to determine the escalation and involvement of agencies.

Abstract

Per 25 Februari 2021, WHO melaporkan 112,209,815 terkonfirmasi positif covid-19, termasuk 2,490,776 kematian. Untuk mengendalikan penularan covid-19, sebagian besar negara menerapkan pembatasan sosial baik pembatasan sosial yang terbatas atau secara penuh. Di Malaysia untuk mengendalikan penularan covid-19, pemerintah Malaysia menerapkan Pembatasan Mobilisasi Sosial atau Movement Control Order (MCO). Kebijakan ini mengarahkan penghentian sementara kegiatan perkantoran dan bisnis kecuali yang bersifat esensial dan pelayanan publik. Penelitian bertujuan menyelidiki dampak pemberlakuan MCO dan penghentian sementara pengiriman Pekerja Migran Indonesia pada kerentanan dan ketahanan Pekerja Migran Indonesia di Malaysia. Penelitian ini menggunakan metode penelitian kualitatif dengan menarasikan data statitistik dan informasi terkait PMI yang dihimpun oleh lembaga kredibel dalam pengumpulan data baik itu BI, BPS, BP2MI serta Kementerian Ketenagakerjaan. Hasil penelitian ini menunjukkan bahwa pemberlakuan MCO dan Keputusan Menteri Ketenagakerjaan No.120 tentang penghentian sementara pengiriman PMI ke luar negeri berdampak pada Pekerja Migran Indonesia di Malaysia. Sebagian dari mereka kehilangan pekerjaan, ada yang pulang ke Indonesia, ada yang tetap bertahan. Kesimpulan dari penelitian ini adalah Penerapan Pembatasan Mobilisasi Sosial baik di Malaysia dan Penghentian sementara PMI ke luar negeri demi melandaikan dan mengendalikan penularan covid-19 telah berdampak pada pasar Pekerja Migran Indonesia baik dari penawaran maupun pada sisi permintaan.

Abstract

Ketahanan keluarga adalah elemen utama dalam menghadapi kerentanan terhadap guncangan dari luar, baik guncangan kecil, sedang maupun besar. Pandemi Covid-19 yang melanda dunia sejak Januari 2020 adalah guncangan besar yang dalam waktu singkat mengubah dunia ke arah kerusakan: kematian, kehancuran ekonomi, kepanikan dan kekacauan. Lockdown diterapkan di mana-mana di seluruh dunia yang menghasilkan dua dampak : mengurangi jumlah orang terinfeksi namun di sisi sebaliknya semakin memperparah kerusakan ekonomi dan sosial. WHO menyarankan dunia menerapkan New Normal, kondisi di nama kehidupan dijalankan seperti sediakala namun dengan cara yang berbeda. Berhasil atau tidak berhasilnya New Normal bergantung pada seberapa lenting ketahanan keluarga beradaptasi menghadapi guncangan besar.

Abstract

Recently, the national security issue has been faced with cross-border terrorism issues dominating border issues by referring to the latest cross-border terrorism event of the Marawi City occupation of the Philippines by the ISIS-affiliated Maute terrorist group. Marawi is a continuation of the issue of cross-border terrorism after similar issues in the Afghanistan-Pakistan, Pakistan-India, Uighur region to Thailand and Poso, Poso to the Southern Philippines, and a wave of cross-border terrorism from the Middle East region and countries including Indonesia and European countries to Iraq and Syria to join ISIS.Some of related studies were utilized and from those studies, showed that border issues can be approached with a defense and security management review approach, and national resilience studies. This requires understanding by linking gender, economics, anthropology, sociology, domestic law, international law and international relations studies, since it is realized that geopolitical approaches alone are not sufficient enough to examine these complex issues.

Abstract

Women's leadership became public issues are always discussed, and has provoked polemics and debate between the pros and cons of women leaders in the country. The issue of women's leadership also always interesting to demand, even today more and more scientists or researchers focused more on the assessment of women's leadership in particular. As in this study examine further how permpuan instituted legislative leadership style. The purpose of this study was to identify and analyze the role of leadership and political participation Rospita Sitorus at the legislative, as well as to analyze the leadership of women in Parliament Simalungun before her.The results of this study found that the lack of involvement of women both in the political infrastructure as well as in the political superstructure. And this, influential in gender policy and still attached to the patriarchal culture in Simalungun. Then, Rospita Sitorus is a transformsional leadership.These results indicate the need to increase women's leadership in the legislature, with the hope to provide a positive influence in the decision making for the community especially those of women's interests.

Abstract

In accordance with the mandate of the Narcotics Law Number 35 of 2009, the community has the right and obligation to make efforts to prevent the eradication of narcotics abuse and illicit trafficking (P4GN) in their environment. Through this research, the researcher wants to see how the social resilience of the community in vulnerable areas, especially in Muara Bahari Village, faces the threat of narcotics crime. This research was conducted through a qualitative approach with descriptive analysis. Data were collected through observation and interviews with informants consisting of community leaders, government officials and security forces. It was found that the condition of the people in Muara Bahari Village had economic and social vulnerabilities which then triggered the emergence of narcotics crimes in the area. These conditions make the community also vulnerable to using narcotics and also being involved in the narcotics business. The condition of the social resilience of the people in Muara Bahari Village in general is still weak. Some areas in Muara Bahari Village have started to actively carry out prevention and eradication efforts independently, but some other areas are still passive. This can be seen in the dimensions of social resilience: coping capacity; adaptive capacity; and transformative capacity. Abstract

The Global Commodity Boom happened during 2003-2013 triggered increased price and demand for mineral and coal commodities around the world. The mineral and coal producing countries implement Resources Nationalism (RN). Indonesia as second of the largest coal exporting countries also indicates using RN in mineral coal policy. The aim of this study is to analyse RN in Indonesia coal’s sector based on Law Number 3 of 2020 and its implication toward Indonesia’s energy resilience. This qualitative research is aimed to describe the RN in Indonesia’s coal sector and risk analysis on coal sector to understand Indonesia energy resilience. Based on the result of this study, RN on Law Number 3 of 2020 was implemented by considering the ownership structure, intervention on operational industry and policy aimed to increase rent. Risk analysis related to availability, affordability, accessibility and acceptability. The result shows the positive impact arise include the guarantee of national energy availability, price stability and increasing industry capability related to coal. The negative impact is the environmental damage has potential to become burden on government in long term. Key Words: Coal, Energy Resilience, Resources Nationalism

Abstract

This research is based on the fact of Indonesia's great efforts in combating money laundering and terrorism financing practices that brought Indonesia to be recognized as the 40th member of the FATF. The purpose of this study is to analyze the threats, vulnerabilities and risks of money laundering and terrorism financing crimes and describe the potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of these crimes. Using a descriptive qualitative approach, this study uses secondary data from related institution documents and a number of previous research journals as a basis for analyzing the problem under study. The results showed that money laundering and terrorism financing crimes are very high when viewed from the trend in the number of crackdowns in recent years. In addition, the vulnerability related to several problems that are still faced such as weak declarations on carrying cash, large objects of supervision, problems with data input in the system, not standardized supervisory infrastructure, limited authority of the DGT and not integrated reporting applications among related institutions. The potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of crimes is to increase the credibility of the country's economic management as the main investment attraction. Safeguarding Indonesia's international political interests in influencing international policy in accordance with Indonesia's national interests. And become a catalyst that encourages or "forces" Indonesia to focus on strengthening supervision and law enforcement through various efforts and strategies.

Abstract

The purpose of this study is to determine the role of immigration intelligence in tackling human smuggling crimes at Soekarno-Hatta International Airport in 2023. This study used qualitative research methods in this study. This Study uses this method to explain and describe the analysis related to the role and function of the immigration intelligence apparatus in tackling human smuggling crimes. Based on the case study that occurred, human smuggling actors are in Indonesia to ensure that 'victims' can enter Indonesian territory and successfully exit Indonesian territory. The Indonesian state is a transit location for foreigners to be smuggled because of its strategic location and is considered to have no advanced technology in detecting fake passports. Based on the results of this study, it is necessary to apply further studies related to training and education on intelligence specifically related to immigration for Immigration apparatus assigned to the Field of Intelligence and Immigration Enforcement.

Abstract

The deradicalization program arises because of the Indonesian government's anxiety or concern about the increasing number of understandings of radicalism and acts of terrorism that occur during society. The government chose to use a soft approach in the deradicalization program because they believed it could effectively rehabilitate former terrorist groups and their families from a radical mindset. The government hopes to live a peaceful life with the people in their neighborhood and will not repeat the acts of terror they have previously committed or become agents of radicalism. This study uses a qualitative method. The qualitative method will end in relevant conclusions, especially in the social and political fields, because of their complexity. The results of this study Efficient rehabilitation requires individual evaluation, systematic planning, and effectiveness benchmarks that we can look at in the preparation, implementation, and follow-up steps. The participation of convicts and facilitators, the availability of training methods and materials, and evaluation of the success of rehabilitation are part of the rehabilitation method.
