Abstract

This research is based on the increasing threat of sedimentation in water areas by utilizing technological developments through the use of High Speed Crafts (HSC). The increase in threats is faced with obstacles for the authorities in balancing surveillance facilities and infrastructure with the technology used by smugglers. In addition, the need for intelligence data that is integrated with all related apparatus also requires a lot of development. This paper uses a qualitative approach. The data used are secondary data derived from related documents from several institutions, mass media articles and literature reviews related to strategic intelligence. Researchers concluded that smuggling using High Speed Crafts (HSC) in Indonesian waters has been frequent for the past few years. In 2019 and 2020, the DJBC and the Ministry of Finance succeeded in uncovering the practice of smuggling using HSC which had the potential to cause considerable state losses related to alleged money laundering crimes. The mode of HSC smuggling is carried out by the ship-to-ship method from large ships. Enforcement is challenged because the surveillance vessel facilities have a capacity that is not faster than the ships owned by the perpetrators, plus the changing point of the HSC of the smugglers spread across Sumatra and Java. An important evaluation of the supervision of smuggling in the HSC mode is at least related to increasing the quantity and capacity of DJBC through human resources and surveillance ship facilities that have capabilities above the facilities owned by smugglers.

Abstract

Covid-19 pandemic significantly affects the community’s social life. It does not only result in a health crisis but also an economic crisis. This condition requires a collaboration between the governments and the community as national integration. Recent political situation exhibits a decrease in the tense relationship between the state and the civil society. A transformation is necessary to compromise. Accordingly, the state and civil society should cooperate, help each other, and control each other. Pancasila, as an open ideology, should be implemented as a national life guideline to obtain the state goals amid this pandemic.

Abstract

Kepemimpinan di masa krisis menjadi ujian yang sangat menentukan dalam ketahanan nasional sebuah negara. Artikel ini bertujuan untuk menentukan model crisis leadership yang dibutuhkan Indonesia dalam menanggulangi kejadian krisis yang diakibatkan pandemi Covid-19 serta memberikan rekomendasi perbaikan dari penerapan yang sudah dilakukan. Metode yang dipergunakan dalam artikel ini adalah metode kualitatif secara naratif dengan menggunakan referensi kajian berbagai literatur, baik literatur terkait teori krisis dan manajemen krisis, teori leadership atau kepemimpinan, maupun kajian terhadap sosio kultural bangsa Indonesia. Kemudian hasil kajian model crisis leadership tersebut diperbandingkan melalui studi kasus terhadap karakteristik pemimpin krisisaktual di Indonesia dengan menggunakan data pendukung dari kajian media daring. Dari analisa yang dilakukan dapat disimpulkan bahwa model kepemimpinan crisis leader yang dibutuhkan oleh bangsa Indonesia dalam memimpin penanggulangan krisis, terutama pada kejadian krisis yang berlangsungsecara menyeluruh sehingga berpotensi mengganggu ketahanan nasional seperti pandemi Covid-19, adalah model kepemimpinan transaksional. Dengan demikian sangat disarankan kepada pemerintah pusat untuk menunjuk crisis leader dengan karakteristik transaksional yang dapat membantu Presiden dalam memimpin penanggulangan krisis, baik krisis kesehatan maupun krisis ekonomi, yang diakibatkan oleh pandemi Covid-19 sehingga bisa mempertahankan Ketahanan Nasional.

Abstract

Fragile States Index (FSI) adalah alat untuk menilai tekanan normal yang dialami oleh negara dan mengidentifikasi ketika tekanan tersebut melebihi kapasitas. FSI 2019 menempatkan negara yang sekarang ini tangguh dalam ketahanan nasional namun beresiko terhadap pandemi COVID-19, sebaliknya negara-negaraberkembang yang notabene rapuh dalam ketahanan nasional namun memiliki resiko lebih rendah dari pada yang nilai ketahanan nasionalnya. Sejumlah faktor menjelaskan paradoks ini antara lain ketahanan penduduk di wilayah tropis, imunisasi BCG disuntikkan kepada jutaan anak di negara miskin dan berkembang, sistem sosial-politik liberal di mana kebebasan individu mempengaruhi kepatuhan terhadap protokol kesehatan. Paradoks ini sangat signifikan untuk merumuskan kembali Strategi Ketahanan Nasional di negara-negara di dunia, termasuk Indonesia. Penelitian menggunakan metode kualitatif dengan pendekatan Studi Kasus (membandingkan nilai ketahanan 10 negara tangguh dan 10 negara rapuh dalam menghadapi pandemi). Teori yang digunakan adalah teori ketahanan, kerentanan dan pendekatan manajemen ketahanan bencana dalam hal kapasitas dan manajemen adaptif. Riset menghasilkan analisis dan simpulan bahwa saat ini dibutuhkan konsep kerjasama antar negara baik negara maju maupun berkembang, dari hal yang paling sederhana guna memperkuat ketahanan dari Pandemi COVID-19. Di samping itu, diperlukan kolaborasi antar negara dalam menemukan konsep ketahanan yang mampu menangkal segala ancaman, tantangan, hambatan dan gangguan terutama menghadapi pandemi COVID-19.

Abstract

Terrorism has experienced the development of the actors involved in it. Children are targets and new actors are being targeted to become cadres by terrorists, specifically by the Islamic State of Iraq and Syria (ISIS). The May 13, 2018, incident, the suicide bombing that occurred in Surabaya, East Java, involved four children as perpetrators. Four children who are siblings named Fadhil, Firman, Fadhila, and Famela have succeeded in creating public concern which creates a feeling of insecurity. This paper aims to analyze efforts to involve children as terrorist actors in the 2018 Surabaya Bombing case. The method used is a descriptive qualitative research method. Researchers collect primary data through interviews and secondary data from journals, books, and other writings on related issues. The results of this study found that the involvement of children as perpetrators of terror could occur after the child passed the six steps of the ladder for someone to become a terrorist by Fathali Moghaddam. The use of children as terrorists is due to several considerations, ranging from low cost, being able to attract media attention to being effective in physically touching targets.

Abstract

This research is based on the fact of Indonesia's great efforts in combating money laundering and terrorism financing practices that brought Indonesia to be recognized as the 40th member of the FATF. The purpose of this study is to analyze the threats, vulnerabilities and risks of money laundering and terrorism financing crimes and describe the potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of these crimes. Using a descriptive qualitative approach, this study uses secondary data from related institution documents and a number of previous research journals as a basis for analyzing the problem under study. The results showed that money laundering and terrorism financing crimes are very high when viewed from the trend in the number of crackdowns in recent years. In addition, the vulnerability related to several problems that are still faced such as weak declarations on carrying cash, large objects of supervision, problems with data input in the system, not standardized supervisory infrastructure, limited authority of the DGT and not integrated reporting applications among related institutions. The potential impact of Indonesia's involvement as a member of the FATF on the prevention, supervision and enforcement of crimes is to increase the credibility of the country's economic management as the main investment attraction. Safeguarding Indonesia's international political interests in influencing international policy in accordance with Indonesia's national interests. And become a catalyst that encourages or "forces" Indonesia to focus on strengthening supervision and law enforcement through various efforts and strategies.

Abstract

The purpose of this study is to determine the role of immigration intelligence in tackling human smuggling crimes at Soekarno-Hatta International Airport in 2023. This study used qualitative research methods in this study. This Study uses this method to explain and describe the analysis related to the role and function of the immigration intelligence apparatus in tackling human smuggling crimes. Based on the case study that occurred, human smuggling actors are in Indonesia to ensure that 'victims' can enter Indonesian territory and successfully exit Indonesian territory. The Indonesian state is a transit location for foreigners to be smuggled because of its strategic location and is considered to have no advanced technology in detecting fake passports. Based on the results of this study, it is necessary to apply further studies related to training and education on intelligence specifically related to immigration for Immigration apparatus assigned to the Field of Intelligence and Immigration Enforcement.

Abstract

This article began with the existence of a major threat to national resilience related to transnational organized crime (TNOC) in wildlife trade and smuggling. The Directorate General of Customs and Excise (DJBC) as the guard of Indonesia's entrance has a strategic role in efforts to supervise TNOC activities. This study aims to analyze the threat of TNOC acts of animal smuggling and all efforts made by DJBC with other law enforcement officials. This paper uses a qualitative approach, with the research method of literature study or document study. Data collection techniques come from secondary data such as related institutional documents and literature that are in accordance with the concepts discussed. The results of the study show that the threat of wildlife smuggling is still very high which has the potential to pose a great risk to national resilience in the context of biodiversity conservation, community protection from various viruses to economic losses that Indonesia can get. From the perspective of strategic intelligence, the supervision of TNOC actions requires various strengthening, especially in strengthening data and intelligence information systems, strategic intelligence resources and creative thinking of law enforcement. Finally, various efforts to strengthen the legal foundation require dynamic efforts by adjusting environmental conditions and international laws and regulations, accompanied by synergy between institutions.

Abstract

Maritime immigration control and inspection at Indonesia's sea borders encounter significant difficulties due to poor coordination and collaboration among border authorities. This study explores the implementation of maritime immigration regulations in Indonesia, highlighting their lack of alignment with international standards, particularly in terms of border immigration management and inter-agency cooperation. The research aims to assess the existing legal framework and procedures for immigration control and inspection at Indonesia's maritime borders. The methodology applies both internal and external policy evaluations, conducted through an analysis of national regulations and interviews with relevant agencies. The findings show discrepancies between national regulations and international standards, along with weak border immigration management and inadequate coordination, leading to inefficiencies in maritime border control and inspection. This study contributes to providing a framework for maritime border management, the aspects of control and inspection at Indonesia's maritime borders, and redefining the phases of immigration control and inspection in these areas.
