Abstract

In this digital era, cyber espionage is a serious threat to countries around the world, including Indonesia. This study looks at the legal framework governing cyber espionage, and the challenges and opportunities for law enforcement it faces as well as its development. Through a qualitative methodology based on institutional theory, this study reveals that the existing legal framework, particularly The Electronic Information and Transactions Law (ITE Law) and Penal Code (KUHP), is still not sufficient. Lack of legal clarity and inconsistencies — both internationally and nationally — make things even more difficult. Other contributing factors to poor law enforcement include limited institutional capacity resulting in the lack of well-trained human resources, insufficient technological infrastructure, and inter-agency collaboration. The process of isomorphism, which is understood in institutional framework as imitation of best practices implemented by other countries to cope with cyber espionage, does not always work because each country has different contexts and needs. This study shows that most literature in cyber espionage underscores the need for comprehensive legal reform, improvement of institutional capacity, quality of cooperation, and better understanding of the role of non-state actors in building an effective cyber security system in Indonesia.

Abstract

Political identity has become a prominent phenomenon in Indonesia's democracy, especially since the Reformasi era, when political openness and freedom have been increasingly recognized. As a multicultural country, Indonesia faces the unique challenge of managing political identities that have the potential to foster solidarity but also risk triggering segregation and conflict. This study explores how political identity affects democracy in Indonesia and the enforcement of the rule of law, emphasizing legal certainty. In the legal context, certainty plays a critical role in maintaining social stability and ensuring equal rights for all citizens without discrimination, whether they are part of the majority or minority groups. Based on a normative approach and literature analysis, this research finds that identity politics in Indonesia often exploits religious and ethnic identities as political tools, sometimes disrupting the principles of equality, law enforcement, and democratic certainty. Legal reform is needed to strengthen human rights protections and create a fair, nondiscriminatory democratic space for all identity groups in Indonesia. It could create a void once the dominant political identity is weakened, allowing minority identities to rise, ultimately posing a new threat to democracy in Indonesia.

Abstract

This study investigated the influence of identity politics on Indonesia’s electoral dynamics during the 2014 and 2019 elections and evaluates the role of the National Police Security Intelligence Agency in addressing these challenges. Amidst the backdrop of low political literacy and the pervasive influence of social media, religious and ethnic tensions were notably manipulated for electoral gain. The research employed qualitative methods, including interviews, observations, and document analysis, primarily conducted in Jakarta. It revealed that the National Police adopted a "cooling system" intelligence strategy to effectively mitigate conflicts arising from identity politics while also considering the impact of global political trends on local scenarios. This study contributes to the development of an operational intelligence policing model, offering strategic insights for managing identity-based conflicts in democratic elections. This research not only enriches the academic discourse on electoral security and democracy but also provides actionable insights for policymakers and law enforcement agencies aiming to uphold democratic integrity amidst challenging political climates.

Abstract

Pasar tradisional di Manokwari, Papua Barat, menjadi pusat aktivitas ekonomi lokal, khususnya bagi mama-mama Papua yang berperan sebagai pencari nafkah utama keluarga. Namun, ketimpangan kepemilikan komoditas dan akses terhadap sumber daya ekonomi menciptakan kesenjangan daya saing antara pedagang lokal dan pedagang lainnya. Penelitian ini bertujuan menganalisis ketimpangan kepemilikan komoditas dan mengevaluasi pemberdayaan ekonomi mama-mama Papua. Penelitian ini menggunakan metode deskriptif kualitatif dengan pendekatan studi lapangan, melibatkan wawancara mendalam, observasi, dan analisis dokumen. Data dikumpulkan dari tiga pasar utama, yaitu Pasar Wosi, Pasar Sanggeng, dan Pasar Borobudur, dengan narasumber seperti pedagang lokal, kepala dinas, dan akademisi. Hasil penelitian menunjukkan ketimpangan kepemilikan komoditas disebabkan oleh keterbatasan modal, teknologi, dan akses jaringan distribusi. Program pemberdayaan pemerintah masih minim dan kurang fokus pada kebutuhan lokal. Penelitian ini menyimpulkan perlunya kebijakan inklusif berbasis kebutuhan lokal untuk mengatasi ketimpangan, melalui dukungan sektor UMKM, pelatihan keterampilan, dan pengembangan infrastruktur pasar. Implikasinya, kebijakan yang terpadu dan berkelanjutan penting untuk memberdayakan ekonomi lokal, menciptakan pasar tradisional yang adil dan inklusif, serta memperkuat ketahanan ekonomi masyarakat Papua Barat.

Abstract

This paper examines the role of digital diplomacy in countering the propaganda of the Free West Papua movement, which poses a significant threat to Indonesia's national resilience. The study highlights how the Free West Papua movement leverages digital platforms to gain international support and shape public opinion. By analyzing the strategies employed by both the Free West Papua movement and the Indonesian government, this research aims to provide insights into effective counter-propaganda measures through digital diplomacy. This research uses a qualitative descriptive method with an analytical approach, with a focus on the concept of national resilience, threat analysis, and adaptation strategies in the context of digital diplomacy. The findings indicate that the Indonesian government's digital diplomacy efforts need to be enhanced to effectively counter the narratives propagated by the Free West Papua movement. This study proposes a comprehensive digital diplomacy strategy that includes proactive measures to disseminate positive information about Papua, counter misinformation, and engage with international stakeholders. This research contributes to the field of digital diplomacy and national security by providing valuable insights for policymakers and practitioners involved in safeguarding Indonesia's national interests.

Abstract

The relocation of Indonesia's capital (IKN) from Jakarta to Nusantara is an ambitious undertaking with far-reaching strategic implications for the nation. This study examines the capital relocation through the framework of nine strategic intelligence components: ideology, politics, economy, socio-culture, defense and security, law, information, technology, and the environment. The analysis integrates findings from previous research (synthetic analysis) with data gathered from news sources and field observations (narrative analysis). This study employs a qualitative approach using synthetic analysis and narrative analysis methods. The synthetic analysis was conducted by reviewing and summarizing previous research related to the IKN relocation, while the narrative analysis involved gathering data from various sources, such as news reports, official documents, and field observations. The conclusion of this research indicates that the relocation of the IKN to Nusantara is a strategic, complex, and multidimensional initiative, holding significant potential benefits but also facing various challenges.

Abstract

Tourism is the temporary movement of groups or individuals between locations for the purpose of pleasure and personal interest. In the development of tourism between countries, there are rules that apply to government permits in maintaining security against foreign visits to the country. This research uses intelligence theory and surveillance theory. The methodology used is a qualitative approach. This research is the result of observation and research, it is found that there are significant benefits to the economy and avoid the adverse effects of law violations through cases of illegal labor committed by tourists to human trafficking and narcotics which are bad impacts to social issues related to local people's own concerns over the emergence of illegal or legal foreign tour guides that can damage the local wisdom of the local community if the tour guide does not understand the values ​​of local wisdom that exist in each tourist destination

Abstract

Permasalahan sosial di lingkungan masyarakat semakin bervasiasi, dan potensinya cederung meningkat dari tahuan ketahun. Salah satunya yang sering terjadi adalah permasalahan orang asing dan ketenagakerjaan. Kabupaten Tangerang merupakan salah satu kawasan dengan tingkat aktifitas industri dan pembangunan yang tinggi. Industri dan pembangunan di negara berkembang sudah tentu memerlukan sumber daya manusia sebagai tenaga kerja, baik tenaga kerja yang berasal dari masyarakat lokal maupun luar negeri sebagai tenaga ahli dan program alih kemampuan. Namun pada kenyataannya banyak ketidaksesuaian antara yang seharusnya dan yang terjadi di lapangan. Oleh karena itu ketenagakerjaan asing perlu diawasi pelaksanaannya oleh pihak-pihak terkait seperti Dinas Imigrasi, TNI-Polri, dan unsur-unsur lainnya, yang pada pelaksanaanya dibentuk Tim Pengawasan Orang Asing (Timpora). Di pihak Kepolisian, termasuk polisi di Polres Kota Tangerang dalam menghadapai permasalahan sosial tersebut merupakan salah satu tugas dari Unit Pengawasan Orang Asing (POA) dibawah Satuan Intelijen Keamanan (Satintelkam). Terkait dengan hal inilah maka tujuan utama penelitian ini adalah menganalisis mekanisme atau praktik pengawasan orang asing oleh Unit POA di wilayah hukum Polres Kota Tangerang, termasuk potensi ancaman serta hal-hal yang menghambat yang menyertainnya. Untuk menjawab masalah ini, penelitian ini akan dilakukan dengan menggunakan metode kualitatif, dengan menggunakan teori intelijen dan dasar intelijen, manajemen SDM, pengawasan serta konsep imigrasi untuk menginterpretasikan pelaksanaan pengawasan orang asing oleh Kepolisian. Data dikumpulkan dengan melakukan wawancara, observasi dan dokumentasi, sementara data di analisis secara kualitatif dengan menggunakan metode interaktif.

Abstract

This study aims to analyze the role of digitalization in Micro, small, and medium enterprises (MSME), the mobile street traders (pedagang kaki lima/PKL) in order to have economic resilience that has an impact on national security. The approach taken is a quantitative method using primary data from a sample of 1409 street vendors in the 2021 DKI Jakarta PKL masterplan study spread across five areas of DKI Jakarta. The survey results show that street vendors, especially in the DKI Jakarta area, are still not optimally utilizing the marketplace in the form of digitizing online marketing. Further steps are needed regarding this problem for street vendors that involve all stakeholders, not only from the DKI Jakarta Provincial Government but also from other banking and private parties in realizing the role of digitizing street vendors which has an impact on national resilience in the economic sector.

Abstract

The intensifying geopolitical competition amid the current multipolar global order has elevated the risk of interstate armed conflicts, exemplified by the Russia-Ukraine war in 2022. This conflict has triggered significant food and energy inflation worldwide, resulting in approximately 70 million people losing access to electricity. Understanding the interplay between geopolitical events and the energy crisis is essential for nations to develop effective anticipation, coping, and adaptation strategies aimed at preserving national energy security, particularly concerning petroleum commodities. This study explores critical energy security strategies focusing on supply-side measures such as energy diversification, energy transition, diversification of import sources, and the enhancement of strategic reserves. Additionally, the research examines the role of targeted subsidies as a fiscal tool to stabilize consumer purchasing power and maintain demand within the constraints of national fiscal capacity. Employing a qualitative approach through literature review and policy analysis, this study synthesizes existing frameworks and practices to propose comprehensive strategies for energy resilience in the face of geopolitical risks. The findings highlight the necessity of a multifaceted approach that integrates supply diversification with fiscal policies to ensure energy security. The implications underscore the importance for policymakers to strengthen energy systems' adaptability and fiscal mechanisms to mitigate the impacts of global geopolitical disruptions.
