Abstract

The vast territory of Indonesia makes Indonesia rich in various foods. However, the irony is that the distribution of staple foods such as rice does not fully reach remote areas in Indonesia. This resulted in rice prices soaring and difficult to obtain. People don't care and try to switch to rice substitute foods such as bread, noodles, corn and other foods. This study aims to determine what factors influence the change in food habits from rice to non-rice. The research was conducted in Tanjung Pasir Village, Sei Merah Village, Lubuk Kertang Village, which is in Pangkalan Susu District, Langkat Regency, North Sumatra. The research model used is a descriptive quantitative research model. The data analysis used was Stuctural Equation Modeling (SEM) analysis assisted by AMOS 20.0 software. The data collection instrument used was a questionnaire instrument. The results of this study indicate that the factors of social access and public facilities influence changes in people's consumption patterns towards non-rice foods. The conclusion is that people in this area are experiencing diversification, changing consumption patterns to non-rice foods. The community prefers to look for food, especially for breakfast, to the stalls to look for non-rice foods such as bread, instant noodles, some corn and cassava. The reasons are: 1) The education factor can change people's food habits because it has an impact on the difficulty of getting a decent job, the quality of life is below standard, one of which is the difficulty to get rice; 2) The location of the market which is far away and difficult to access has resulted in soaring rice prices and this is one of the problems with public facilities; 3) The natural condition of the coast which lacks the availability of clean water and also poor sanitation makes it difficult for housewives to cook food at home.

Abstract

This study aims to analyze the influence of anti-corruption behavior on food self-sufficiency and its impact on community welfare in the Frontier, Outermost, and Disadvantaged (3T) regions. Corruption in the distribution of food aid and agricultural subsidies is often a major obstacle to the development of remote areas. Using a qualitative approach and in-depth literature review, this study explores how the integrity of local governance can ensure the effectiveness of food security programs. The analysis shows that anti-corruption behavior, manifested through budget transparency and public accountability, contributes significantly to sustainable food availability. The resulting food self-sufficiency ultimately becomes a key determinant in improving the welfare standards of communities in the 3T regions. This study recommends strengthening community-based supervision and digitizing the bureaucracy to minimize rent-seeking practices in the food sector in disadvantaged areas.

Abstract

AbstractFood availability is a strategic issue affecting economic stability and community welfare, particularly in agrarian regions such as North Sumatra Province. This study aims to analyze factors influencing food availability, including institutional support, geographic variation, and the adoption of agricultural technology. Data were collected through a survey of 100 rice farmers in Percut District, Deli Serdang Regency, using a structured questionnaire. Analysis was conducted using Structural Equation Modeling (SEM) with Smart PLS software to evaluate validity, reliability, and relationships among variables. The results indicate that institutional support and geographic variation significantly affect food availability, while the adoption of modern agricultural technology does not show a significant effect. Institutional support, including training, extension services, and production facilitation, enhances farmers’ productivity, whereas physical environmental conditions, such as soil quality, topography, and rainfall, are primary determinants of production success. These findings emphasize the importance of strengthening institutional capacity and regional management as policy priorities, while technology implementation should be adapted to local needs and farmers’ capacities. Limitations include a restricted geographic scope and technology variables that do not fully capture modern agricultural complexity. This study provides a conceptual foundation for strategies aimed at enhancing food security and guiding local policy interventions. Keywords:. Abstract

The high population will have an impact on the food crisis and poverty if it is not balanced with food security. The Indonesian government must be able to formulate a national food policy that can improve food security. The food policy includes the availability of food Supplies in good quantity and quality as well as affordable food prices by the community and safe for consumption. The purpose of this study is to examine the synergy of the national food security system. This type of research is qualitative research with the aim of explaining the phenomenon by reviewing existing data. Data sources are obtained through bibliographic data from manuscripts obtained from Google Scholar and analyzed using the Systematic Literature Review (SLR) which is a method that uses previous evidence-based evidence through reviews, evaluations, structured evaluations, classifications and categorizations. Based on the results of the review, the results of this study include: implementing good governance as a challenge and solution to food security; food security stability also affects price and distribution policies; increasing rice production will make a major contribution to rice production. Superior rice varieties will increase food security and reduce poverty; food distribution is still not optimal so that availability in each region and prices in each region vary.
