Abstract

Creating a "clean" Manado through improving the performance of waste management services from the Manado city environmental department has been decentralized to every district in its working area. The performance of the sub-district apparatus needs to be optimized in realizing the goals of the Manado City government. The obstacles to realizing Manado City that are clean are found in the recall of the performance of the sub-district apparatuses, the enforcement of regional regulations and the guidance of the government to the community in order to live cleanly. Therefore, the researcher is interested in measuring the performance of the Tikala District apparatus in realizing Manado a clean city. In solving problems researchers use the theory of performance according to Agus Dwiyanto with descriptive qualitative research designs through an inductive approach. The techniques used in data collection are interviews, observation, and documentation. Data analysis techniques include data reduction, data display, and conclusions or verification. The results of the research conducted by researchers showed the ineffectiveness of the performance of the sub-district apparatus, because they did not meet several indicators, namely in terms of achieving the target, there were still many numbers of janitors not proportional to the area of the sub-district, which caused sub-optimal performance of employees in carrying out a job. Dissemination of local regulations is still lacking so that the community is still difficult to regulate in independent waste management. The amount of waste that is always increasing every month requires effective handling by the government and cleaning infrastructure that requires a large amount of money and time that is not small in its procurement. The researcher concludes that the performance of the subdistrict apparatus has not been able to achieve what is the goal of the Tikala District in realizing a clean subdistrict area. Researchers suggest that Tikala sub-district is to improve the quality of work of both subdistrict employees and casual daily laborers. Improving waste management infrastructure and the need for close supervision of waste laws. The awareness of Tikala Subdistrict community must also be increased by providing counseling about waste. There should be cooperation between the community and the government in handling the waste problem. Keywords: Performance, Apparatus

Abstract

PenyelenggaraannPemilihan Kepala Desa (pilkades) serentak yang dilaksanakan mulai tahun 2016 tidak lepas dari dinamika dan konflik, dimana hal ini karena pilkades itu sendiri maupun karena faktor lain yang memberikan efek terhadap keberlangsungan pilkades. Misalkan karen intervensi tokoh politik dan atau partai poltik yang mencoba mendevositkan pengaruhnya untuk kepentingan pemilu periode berikutnya. Seperti halnya di Kabupaten Bandung Barat, Pemilihan Kepala Desa serentak dilaksanakan pada tahun 2019 dapat dikatakan paling besar karena digelar di 112 desa dengan pendaftar sebanyak 553 calon. Didalam negara yang menganut sistem demokrasi, partisipasi politik merupakan indikator implementasi kekuasaan negara tertinggi oleh rakyat. Dimana hal ini sebagai bagian dari perwujudan kedaulatan rakyat, yang terwujud dari keterlibatan masyarakat dalam kegiatan kenegaraan. Maka sebaliknya, bila tingkat partisipasi politik masyarakat rendah pada umumnya dapat mengidentifikasikan bahwa rakyat kurang menaruh minat terhadap permasalahan atau kegiatan kenegaraan. Sepanjang pelaksanaan pemilihan, pemilihan kepala desa masuk kedalam pelaksanaan pemilihan yang rentan terjadinya sebuah konflik horizontal. Hal ini menjadi sangat logis mengingat lokasi wilayah yang tidak terlalu luas dan setiap pemilih mengenal dan memahami karakteristik dari calon-calonnya. Praktek politik uang bahkan menjadi hal yang sangat dianggap biasa dan bahkan menjadi sebuah keharusan didalam pelaksanaannya. Partisipasi politik masyarakat yang terjadi di masa Pilkades serentak di Kabupaten Bandung barat pada tahun 2019 dikatakan sangat tinggi, dimana salah satu indikatornya adalah dari banyaknya masyarakat yang tertarik untuk mendaftarkan diri menjadi bakal calon kepala Desa di Kabupaten Bandung Barat (KBB). Dimana hal ini merupakan keberhasilan dari membangun partisipasi politik aktif masyarakat di wilayah KBB, dan tidak hanyaaitu tingkatan partisipasi masyarakat dalam pelaksanaan pilkades serentak pada tahun 2019 mecapai 73 persen. Dimana hal ini akan mempengaruhi tingkat pembangunan dan pengembangan di 112 desa yang melaksanakan pemilukades dan lebih luas lagi dapat mempengaruhi arah pembangunan di wilayah Kabupaten Bandung Barat.

Abstract

Penelitian ini bermaksud untuk mengkaji dan mendalami strategi, dengan tujuan untuk menganalisa, mengetahui kendala-kendala serta mengetahui faktor-faktor yang mempengaruhi strategi Badan Pendapatan dalam meningkatkan pendapatan Daerah di Provinsi Banten. Metode penelitian yang digunakan dengan deskriptif kualitatif dengan mengeksplorasi perilaku objek yang diteliti untuk menemukan gambaran yang mendalam tentang objek yang diteliti, dan teori dijadikan pendekatan terhadap masalah penelitian dengan sumber data primer dan data sekunder melalui analisis dokumentasi, wawancara mendalam dan keabsahan data dilakukan dengan teknik triangulasi, cek, ricek dan konfirmasi antara hasil analisis dokumentasi dengan hasil wawancara, serta melakukan analisis SWOT. Hasil penelitian tentang strategi Badan Pendapatan Daerah dalam meningkatkan Pendapatan Daerah di Provinsi Banten, yaitu Strategi Badan Pendapatan Daerah dalam meningkatkan pajak daerah selama ini belum optimal. Berdasarkan hasil penelitian dengan analisis SWOT diketahui bahwa strategi Badan Pendapatan Daerah dalam meningkatkan pendapatan asli daerah di Provinsi Banten berada pada posisi Kuadran S-O (Kekuatan/Strength dan Opportunity).

Abstract

This study aims to determine how effective the implementation of the Job Training program is in order to reduce the unemployment rate in Bulukumba Regency, supporting and inhibiting factors for program implementation and efforts to overcome these obstacles. The research method used by the author in this study is a qualitative research method with an inductive type of descriptive writing. While the data collection techniques carried out are interviews, observation and documentation. Meanwhile, data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions. The results of this study show that the program to provide training for workers in Bulukumba Regency which has been run since 2016 at the Bulukumba Regency Job Training Center has been carried out well but has not been fully effective.

Abstract

The Bogor Regency Population and Civil Registration Service has an important role in managing population administration because the number of migrants who need population administration services related to their move is quite high. This research aims to describe population administration services for migrant residents in Bogor Regency and the various factors that influence them. The research method used in this research is Descriptive Qualitative. Data collection was carried out by observation, interviews, and documentation. The data analysis technique is carried out in several stages, namely preparing the data, reading all the data, presenting the data, organizing the data, analyzing the data, describing the data, and making interpretations/drawing conclusions. The results of the research show that in providing population administration services for migrant residents, the Bogor Regency Dukcapil Office has fulfilled the dimensions of good service, fulfilled through various efforts including the One Day Service (ODS) program, the availability of clear Service Standard Operating Procedures (SOP), and use of technology to speed up the service process, as well as create a comfortable and efficient environment for migrant residents processing population documents.

Abstract

Based on data released by the Subdirectorate of Partnership and Empowerment of Mass Organizations of the Ministry of Home Affairs (2023), there are still several Mass Organizations in Gambir Village, Gambir District, Central Jakarta City, DKI Jakarta Province that have not been registered, so these Mass Organizations have not received legal entity approval and do not have SKT. (Registered Certificate) issued by the Ministry of Home Affairs and the Ministry of Law and Human Rights, as a result, the mass organization does not receive grant assistance from the government. The mass organization is the NGO Indonesian Immigration Watch (IIW) or the Indonesian Immigration Monitor and Jakarta Restoration Movement (PRAJA). The aim of this research is to: describe and analyze the implementation of Community Organization empowerment program policies in DKI Jakarta Province. In this research, researchers used a qualitative research design with descriptive methods and an inductive approach. The research results show that institutional capacity is strengthened, through strengthening organizational management, providing data and information, developing partnerships, supporting expertise, programs and mentoring, strengthening leadership and cadre formation, providing awards and research and development. Finally, improving the quality of human resources, through education and training, apprenticeships and/or courses. Based on the explanation above, empowerment of mass organizations is the obligation of regional governments or related agencies, in empowering mass organizations as explained in the Law governing community organizations.

Abstract

This study aims to analyse and describe how much influence regional financial management, accountability and transparency have on the financial performance of the Tanjungpinang City local government. The research method used with a quantitative approach and associative design. The population in this study were civil servants/ASN employees who worked at BPKAD Tanjungpinang City Government as many as 42 people. As a comparison material, the measuring instrument was also distributed at Bappelitbang Tanjungpinang City Government with 51 employees. Thus the total population is 93 people. The sampling technique used is saturated sampling so that 93 respondents are obtained. The data analysis technique used in this research is path analysis. Based on the results of the analysis, it can be concluded that the significant effect partially or simultaneously of regional financial management, accountability and transparency on the financial performance of the Tanjungpinang City local government is 75.0% while the remaining 25.0% is influenced by other variables outside the research model.

Abstract

The aim of this research is to find out how it is implemented, the supporting and inhibiting factors, as well as the efforts made to overcome obstacles to the implementation of the odd-even system of motor vehicle restriction policies in the Administrative City of South Jakarta. As for the focus of implementing the policy of restricting motorized vehicles with an odd-even system in the Administrative City of South Jakarta, this research refers to the opinion of Merilee S. Grindle who states that the success of implementation is influenced by two large variables, namely the content of the policy and the implementation environment. This research uses a qualitative descriptive research method with a post-positivist research paradigm. In this research, there were 7 informants interviewed, consisting of 3 key informants and 4 informants. The data analysis techniques used are data reduction, data presentation, drawing conclusions and verification. The results of this research show: (1) The implementation of the policy of restricting motorized vehicles with an odd-even system in the South Jakarta Administrative City has generally gone well, which can be seen from the decrease in vehicle volume on protocol roads, faster travel times, and increase in passengers on the TransJakarta transportation mode. With this policy, the DKI Jakarta Provincial Transportation Service has succeeded in achieving its goal of increasing the number of people using public transportation. Even though this implementation is not yet completely effective, both the government and society can feel positive changes. (2) Factors that influence the implementation of the odd-even motor vehicle restriction policy in the South Jakarta Administrative City, namely the response of implementing agencies, the attitude of implementing officers, community participation or awareness, availability of human resources, availability of funding sources, activity infrastructure, and weather conditions. (3) Efforts that need to be made to overcome obstacles to the implementation of the policy of restricting motorized vehicles using an odd-even system in the Administrative City of South Jakarta, include the need to improve the quality and facilities of public transportation modes, reviving plans for a paid road policy or Electronic Road Pricing (ERP), increasing coordination and communication between policy implementers, as well as providing stricter sanctions for policy violators to create a deterrent effect.

Abstract

Penelitian ini menggambarkan Strategi Implementasi Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat, Masalah penelitian: 1) Implementasi Kebijakan Gerakan Membangun Desa. 2) Faktor determinan yang mempengaruhi Implementasi Kebijakan Gerakan Membangun Desa. 3) Upaya mengatasi faktor-faktor yang mempengaruhi implementasi kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat dan 4) Alternatif strategi implementasi kebijakan yang harus dilakukan agar Kebijakan Gerakan Membangun Desa di Provinsi Jawa Barat efektif.  Metode penelitian yang digunakan peneliti adalah deskriptif dengan pendekatan kualitatif. Hasil pembahasan penelitian adalah Kebijakan gerakan membangun desa telah diimplementasikan di seluruh Kabupaten di Jawa Barat, diindikasikan dengan adanya penurunan jumlah desa tertinggal dan desa berkembang di Provinsi Jawa Barat, dan meningkat menjadi desa maju dan desa mandiri. Implementasi kebijakan gerakan membangun desa di Provinsi Jawa barat dipengaruhi oleh faktor produktivitas, linearitas, dan efisiensi, Sedangkan faktor determinan yang mempengaruhi implementasi kebijakan gerakan membangun desa mencakup subtansi kebijakan, prilaku tugas pelaksana, interaksi jejaring kerja, partisipasi kelompok sasaran dan sumber daya. Sementara upaya untuk mengatasi kendala yang mempengaruhi implementasi kebijakan gerakan membangun desa yaitu dengan kesiapan kelembagaan, kesiapan program, dan kesiapan SDM serta kolabrasi penta helix. Terdapat tiga faktor dominan yang menjadi kendala dalam implementasi gerakan membangun desa yaitu waktu, regulasi, dan kehati-hatian. Analisis Strategi SOAR terkait dengan implementasi kebijakan gerakan membangun desa menghasilkan strategi koleborasi penta helix, strategi transparansi dan strategi peningkatan inovasi desa melalui didigalisasi desa, gerbang desa dan one vilage one prodauct. Hasil temuan penelitian ini adalah model implementasi kebijakan Muchlis Hamdi (2014) masih relevan untuk digunakan, namun demikian dalam implementasi kebijakan gerakan membangun desa di Provinsi Jawa Barat, model implementasi kebijakan perlu dilengkapi dengan pendekatan kolaborasi (melalui skema penta helix), transparansi program (melalui edukasi masyarakat, komunitas mitra, dan pemantauan kebijakan), dan peningkatan inovasi untuk mewujudkan desa juara di Provinsi Jawa Barat.

Abstract

Masih banyaknya kasus pelanggar protokol kesehatan yang terjadi di masyarakat Kabupaten Sidenreng Rappang, hingga hanya dalam kurung waktu beberapa minggu saja sudah terkumpul sebanyak Rp 4.000.000 (empat juta rupiah) denda yang dikumpulkan serta ribuan kasus yang dikenakan denda administrasi hingga denda sosial, adapun kasus positif dilihat dari data yang disajikan terjadi kenaikan yang signifikan dari jumlah kasus positif COVID-19. Tujuan penelitian ini dilakukan untuk mengetahui kinerja Satuan Polisi Pamong Praja dalam penegakan Peraturan Bupati Nomor 32 Tahun 2020 di Kabupaten Sidenreng Rappang, mengetahui faktor penghambat serta upaya mengatasinya. Metode yang digunakan yaitu metode penelitian kualitatif dengan pendekatan Deskriptif induktif, Teknik pengumpulan data yang dilakukan penulis yaitu observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan kinerja SATPOL-PP dinilain belum optimal karena 3 dari 5 indikator kinerja belum berjalan dengan baik. Yaitu produktivitas, kualitas layanan dan responsivitas.kemudian melalui hasil kinerja Satuan Polisi Pamong Praja Kabupaten indenreng Rappang Provinsi Sulawesi Selatan terdapat upaya yang dilakukan untuk mengatasi berbagai permasalahan terkait penertiban hukum protokol kesehatan Covid-19 yakni mempertahankan sikap dan prinsip humanis dalam pelaksanaan penertiban hukum protokol kesehatan Covid-19 guna merangkul masyarakat agar tidak lagi melanggar Peraturan Daerah yang berlaku khususnya tentang Peraturan Bupati dalam penertiban hukum protokol kesehatan Covid-19. Selain itu, pengembangan inovasi-inovasi baru untuk menghadapi berbagai masalah terkait penertiban hukum protokol kesehatan Covid-19 di wilayah Kabupaten Sidenreng Rappang Provinsi Sulawesi Selatan.
