Abstract

Archive Registration as Collective Memory of the Nation is one of the efforts to preserve the documentary heritage of the Indonesian nation. In its implementation, the National Archives of the Republic of Indonesia involves non-governmental institutions, namely state universities and history and culture activists in the nomination, and also involves community organizations, political organizations, and companies in mobilizing participation. This collaborative governance has an impact on the implementation of the Archive Registration as Collective Memory of the Nation program. The research question is how is the implementation of Collaborative Governance in the program and what factors hinder its implementation. The purpose of the study is to implement the application of Collaborative Governance in the Archive Registration as Collective Memory of the Nation Program and to identify the factors that hinder its implementation. The implementation of the program is explained using the theory of Ansell and Gash, namely the initial aspects in the form of successful face-to-face dialogue, building trust, shared understanding, commitment to the process, and intermediate results. This study uses a descriptive research method with a qualitative approach. Researchers collect data using secondary data and review relevant literature on collaborative governance, archiving, and the nation's collective memory. The results of this study indicate that the implementation of Collaborative Governance in the Archives Registration Program as the Nation's Collective Memory has been running well, but needs to be optimized by improving the inhibiting factors in its implementation.

Abstract

Penelitian bertujuan untuk mendeskripsikan secara komprehensif serta memberikan rekomendasi dari hasil program penghapusan 1000 jamban apung ini. Penelitian ini menggunakan teori Sondang P. Siagian. Pengukuran efektivitas program ini dapat dilihat dari : Sumber Daya, Dana, sarana dan Prasarana, Kualitas dan Kuantitas serta Waktu. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode deskriptif. Teknik pengumpulan data dilakukan dengan wawancara, observasi, dan dokumentasi. Berdasarkan hasil penelitian diketahui bahwa Efektivitas Program Penghapusan 1000 Jamban Apung di Kecamatan Martapura Barat belum efektif karena masih terdapat beberapa kendala. Hal ini menyebabkan sungai yang ada di Sungai Martapura masih tercemar karena kebiasaan masyarakat Kecamatan Martapura Barat seperti Mandi, Cuci dan Kakus di Jamban Apung masih ada. Untuk itu pemerintah harus melakukan adanya sosialisasi secara terus menerus meskipun nantinya jamban apung tersebut sudah dihapuskan.

Abstract

This study aims to determine how effective the implementation of the Job Training program is in order to reduce the unemployment rate in Bulukumba Regency, supporting and inhibiting factors for program implementation and efforts to overcome these obstacles. The research method used by the author in this study is a qualitative research method with an inductive type of descriptive writing. While the data collection techniques carried out are interviews, observation and documentation. Meanwhile, data analysis techniques are carried out by reducing data, presenting data, and drawing conclusions. The results of this study show that the program to provide training for workers in Bulukumba Regency which has been run since 2016 at the Bulukumba Regency Job Training Center has been carried out well but has not been fully effective.

Abstract

Penelitian ini bertujuan untuk mengevaluasi efektivitas Program Response Time 7 Menit Layanan Pemadam Gratis (Roti 7 Lapis) yang dilaksanakan oleh Dinas Pemadam Kebakaran dan Penyelamatan Kota Surabaya. Urbanisasi yang pesat, kepadatan penduduk yang tinggi, serta kemacetan lalu lintas yang parah di Kota Surabaya menimbulkan sejumlah tantangan yang signifikan terhadap respons keadaan darurat, khususnya dalam pengelolaan kebakaran. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan proses penalaran induktif. Data dikumpulkan melalui wawancara mendalam, observasi lapangan, dan dokumentasi. Efektivitas program dianalisis menggunakan lima indikator yang dikemukakan oleh Sutrisno, yaitu pemahaman program, ketepatan sasaran, ketepatan waktu, tercapainya tujuan, dan perubahan nyata. Hasil penelitian menunjukkan bahwa Program Roti 7 Lapis telah diimplementasikan secara efektif pada seluruh indikator tersebut. Program ini ditunjang oleh pemahaman yang kuat di tingkat kelembagaan dan masyarakat, ketepatan sasaran layanan yang mencakup seluruh warga Kota Surabaya, konsistensi pencapaian standar waktu tanggap tujuh menit, serta ketercapaian tujuan program dalam meminimalkan dampak kebakaran. Selain itu, program ini menghasilkan perubahan nyata berupa peningkatan infrastruktur dan teknologi layanan pemadam kebakaran, penguatan sistem respons darurat, serta meningkatnya kepercayaan publik terhadap layanan pemadam kebakaran. Meskipun demikian, penelitian ini juga menemukan sejumlah tantangan, terutama terkait dengan keterbatasan kesadaran masyarakat terhadap bahaya kebakaran dan pemanfaatan sistem pelaporan darurat. Secara keseluruhan, penelitian ini menyimpulkan bahwa Program Roti 7 Lapis merupakan kebijakan pelayanan publik yang efektif dan inovatif dalam pengelolaan kebakaran perkotaan serta berpotensi menjadi rujukan bagi pengembangan program layanan darurat berbasis waktu tanggap di kota-kota metropolitan lain di Indonesia.   Kata Kunci: Efektivitas, Layanan Pemadam Kebakaran, Waktu Tanggap, Program Roti 7 Lapis, Pengelolaan Kebakaran Perkotaan, Inovasi Pelayanan Publik.

Abstract

Kebijakan Identitas Kependudukan Digital (IKD) mulai diterapkan secara nasional sejak tahun 2022. Namun, capaian aktivasi IKD di Kabupaten Aceh Selatan masih jauh berada di bawah target nasional yang telah ditetapkan. Penelitian ini bertujuan untuk menganalisis faktor-faktor yang memengaruhi rendahnya capaian aktivasi IKD serta mengidentifikasi strategi optimasi yang dapat dilakukan oleh Dinas Kependudukan dan Pencatatan Sipil Kabupaten Aceh Selatan. Penelitian menggunakan metode kualitatif deskriptif dengan teori analisis kebijakan publik menurut Hotniar Siringoringo (Siringoringo, 2005). Data primer diperoleh melalui wawancara mendalam dengan pejabat Disdukcapil, operator IKD, dan masyarakat, sedangkan data sekunder berasal dari artikel, dokumen resmi, dan laporan terkait. Teknik analisis data meliputi pengumpulan data, reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa proses aktivasi IKD di Kabupaten Aceh Selatan belum berjalan optimal. Hambatan utama meliputi rendahnya pengetahuan dan kesadaran masyarakat, keterbatasan infrastruktur jaringan internet, keterbatasan penggunaan gadget, serta belum maksimalnya pemanfaatan IKD dalam pelayanan administrasi maupun sektor terkait seperti perbankan. Capaian aktivasi baru mencapai sekitar 3,2% dari target 30%, sehingga masih jauh dari target nasional. Kesimpulan penelitian menegaskan bahwa optimalisasi aktivasi IKD membutuhkan strategi yang lebih komprehensif. Upaya seperti sosialisasi berkelanjutan, layanan jemput bola, penguatan kolaborasi lintas sektor, serta peningkatan literasi digital masyarakat menjadi langkah penting untuk mendorong peningkatan partisipasi masyarakat dan keberhasilan implementasi IKD di Kabupaten Aceh Selatan.

Abstract

West Java Province is a pioneer in implementing digital payment for Motor Vehicle Tax (PKB). However, the optimization of PKB revenue continues to face challenges due to the suboptimal governance of digital government, as indicated by the low utilization of digital payment channels, which remains below 9%, and a declining trend in taxpayer compliance over the past five years. This study aims to analyze digital government governance in enhancing PKB revenue, identify inhibiting and enabling factors, and formulate an ideal governance model based on the OECD framework. This research employs a qualitative approach through observations, interviews, and document analysis, involving informants from government institutions, academia, and the public. The findings reveal that digital government governance has been implemented relatively well but has not yet had a significant impact on increasing PKB revenue. Inhibiting factors include system fragmentation, suboptimal use of data, and low levels of digital literacy, while enabling factors consist of institutional commitment, basic digital infrastructure, and service innovation. This study contributes a novel conceptual model, namely the SMART PKB Governance Framework, which is grounded in five core principles: Systematic, Measurable, Agile, Responsive, and Trusted

Abstract

Background: TB cases in 2024 in Bekasi City reached 14,788 from previous data that identified an implementation gap in TB control. Six distinct dimensions were identified from NVivo analysis and developed into the TB DINI model, where interagency coordination, digital reporting, and stigma reduction are priorities. Objective: This study intends to describe the implementation of TB treatment policy and the factors that motivated this policy, in addition to an appropriate model for TB management in Bekasi City. Methods: A descriptive qualitative research method was used. Data were collected through observation, document review, and interviews with 15 informants selected using purposive sampling. NVivo triangulation was applied to the six central variables present in the Van Meter and Van Horn model. Results: Four implementation dimensions were identified by cluster analysis using the Van Meter and Van Horn model, with the national target as reference. The policy resources have the most significant impact, as shown by the hierarchy chart. The clustering was further informed by concepts such as governance, bureaucracy, early detection, innovation, and social values from a word frequency analysis. This new dimension made the policy implementation model better suited to the context of Bekasi. Conclusion: The Early Detection of Tuberculosis implementation model is a suitable and strategic intervention for tuberculosis control in Bekasi, given its contextual fit, adaptability, sustainability, and comprehensive planning.
