Abstract

Pelayanan program KIA pada Dinas Kependudukan dan Pencatatan Sipil Kota Batam Provinsi Kepulauan Riau belum bisa dilaksanakan merata secara keseluruhan sehingga masih terdapat anak yang belum memiliki KIA. Tujuannya untuk mengetahui dan menganalisis implementasi program KIA di Kota Batam. Metode yang digunakan penulis adalah metode penelitian deskriptif kualitatif. Hasil penelitian penulis menunjukkan bahwa Implementasi Program KIA di Dinas Kependudukan dan Pencatatan Sipil Kota Batam sudah berjalan cukup baik dilihat dari beberapa dimensi. Meskipun program ini sudah berjalan dengan cukup baik, masih terdapat hambatan-hambatan yang tentunya berdampak terhadap pelaksanaannya yang kurang maksimal. Sehingga perlu adanya upaya yang dilakukan untuk mengatasi hambatan tersebut.Kata Kunci: Implementasi, Layanan Kependudukan, Kartu Identitas Anak (KIA)

Abstract

Penelitian ini ditujukan untuk memahami serta mengetahui efektivitas program Tarjilu Okke dalam pembuatan akta kelahiran. Metode penelitian yang digunakan penulis adalah kualitatif deskriptif dengan pendekatan induktif. Berkaitan dengan teknik pengumpulan data penulis menggunakan observasi, wawancara dan dokumentasi. Sedangkan teknik analisis yang digunakan adalah reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian yang penulis lakukan terkait pembuatan akta kelahiran melalui program Tarjilu Okke di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Pati adalah cukup efektif karena dimensi produktivitas yaitu berkaitan dengan jumlah kepemilikian akta kelahiran melalui Tarjilu Okke masih kurang. Selain itu adanya hambatan yang ada seperti kesalahan dalam upload persyaratan, jaringan internet serta sosialisasi yang belum menyentuh masyarakat secara menyeluruh. Abstract

Penyelenggaraan pemerintahan desa dengan alokasi anggaran yang sangat besar, tentunya tertib administrasi keuangan sangatlah perlu dalam rangka akuntabilitas dan trasparansi dalam pembangunan, namun di Kecamatan Batangmasumai Kabupaten Merangin masih terdapat desa yang mengalami temuan administrasi keuangan dan keterlambatan dalam penyusunan APBDes. Oleh karena itu dinilai penting untuk dilakukan penelitian terkait implementasi kebijakan pembinaan administrasi keuangan di Kecamatan Batangmasumai, yang mana berdasarkan peraturan kecamatan memiliki kewenangan dalam pembinaan tersebut. Penelitian ini menggunakan teori implementasi kebijakan menurut Edward III dan analisis SWOT serta menggunakan metode penelitian kualitatif deskriptif dengan teknik pengumpulan data melalui wawancara dan dokumentasi.Hasil pembahasan penelitian ini bahwa implementasi kebijakan dilihat dari indikator 1) komunikasi telah dilaksanakan melalui pembinaan langsung ke desa maupun di kantor camat dengan jelas dan konsisten, namun banyaknya peraturan dan berubah ubahnya peraturan merepotkan perangkat desa dalam memperlajarinya, 2) Sumberdaya, sumber daya staf mengalami kekurangan dan itupun hanya da staf honorer satu orang saja, dilihat dari fasilitas sudah mencukupi, begitu juga informasi juga sudah tersedia dan wewenang pun juga sudah dimiliki kecamatan, 3) Disposisi, dilihat dari pengangkatan Birokrat masih belum sesuai dengan kebutuhan yang ada bahkan dalam peta jabatan pun tidak tersedia dan dilihat dari insentif juga masih belum merata untuk pegawai honorer, 4) Struktur organisasi dilihat dari SOP juga belum ada bahkan perbup teknis pembinaan juga belum ada dan dilihat dari fragmentasi juga belum ada dilihat dari peta jabatan belum ada jabatan staf terkait pembinaan. Kemudian terdapat enam faktor internal dan empat faktor eksternal serta terdapat empat isu sangat strategis, dua cukup stratgis dan satu bersifat operasional. Adapun saran peneliti, yaitu kecamatan perlu meningkatkan ketegasan dan koordinasi serta mengusulkan pembuatan perbup teknis pembinaan.

Abstract

Pengedaran dan penyalahgunaan narkotika dan obat-obatan terlarang di Provinsi DKI Jakarta adalah penyakit masyarakat yang belum dapat dituntaskan secara optimal. Namun demikian, upaya pemerintah terus dilakukan dalam program Pelaksanaan Pencegahan Penyalahgunaan Narkotika (P4GN). Pemerintah Provinsi DKI Jakarta bersama Badan Narkotika Nasional Provinsi DKI Jakarta, aparat penegak hukum, DPRD Provinsi DKI Jakarta, pihak swasta, dan kelompok masyarakat berkolaborasi dalam melaksanakan amanat Instruksi Presiden Nomor 2 Tahun 2020 tentang Rencana Aksi Nasional Pencegahan dan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkotika dan Prekursor Narkotika Tahun 2020-2024. Penelitian ini berfokus pada penerapan collaborative governance pada P4GN di Provinsi DKI Jakarta serta faktor-faktor penghambatnya. Penelitian ini menggunakan studi literatur dengan bersumber pada data sekunder yang dikeluarkan pihak terkait. Berdasarkan teori Ansell dan Gash, kolaborasi pemerintahan berdasarkan dimensi Face to Face Dialogue, trust building, commitment to process, shared understanding, dan intermediate outcome, telah diterapkan meskipun belum optimal karena faktor penghambat yaitu terkait lemahnya akuntabilitas vertikal, dasar hukum pelaksanaan yang belum kuat, serta belum adanya sistem atau tata kerja yang jelas terutama dalam kolaborasi dengan pihak non pemerintah.

Abstract

Public administration plays an important role in giving effective and efficient service to society. However, various obstacles like complex bureaucracy and waste source power, as well as suboptimal service processes, often becomeconstraints in increasing the quality of service in government. This research aims to analyze the implementation of the lean management concept in administration for public use to increase the efficiency of the government's service. This research uses a qualitative approach with a descriptive method. Data collected through interviews, observations, and analysis document the identification of the implementation of lean management principles. Research results show that implementation of lean management in public administration is effective in increasing efficiency in government service. With reduced waste, simplified bureaucratic processes, and optimized source power, the method speeds up decision-making as well as increasing responsiveness to the needs of society. In addition, the implementation of Kaizen principles allows for sustainable repair through regular evaluation and innovation, having a big impact in the long term. The research results also revealed that training employees in Lean principles does not only increase technical skills but also encourages pattern thinking that is more proactive and innovative. Evaluating sustainable performance based on indicators like time settlement tasks and satisfaction in society becomes a main factor in evaluating the effectiveness of changes implemented. With transparency and culture supportive work repair sustainable, bureaucracy can develop into a more modern, efficient, and interest-oriented system for the public.

Abstract

The main problem in our study is the Unorderly Administration of Population and Civil Registration Services at the Population and Civil Registration and Community and Village Empowerment Service of Merauke Regency. This is because South Papua Province is a new province. this research aims to analyze the implementation, obstacles, and efforts in applying Ministerial Regulation No. 6 of 2022 for state civil servants at the service in question. The research method we use a qualitative descriptive approach was used, with a Likert Scale method applied to measure respondent tendencies through questionnaires. Data was collected from 5 leaders, 10 task implementers, and 135 community representatives across 4 sub-districts. Primary data came from interviews and questionnaires, while secondary data was obtained from documents. The results show that key dimensions, including resource availability, facilities, performance, SOP clarity, and effectiveness, did not meet performance standards, with scores ranging from 33-66%. However, dimensions such as knowledge, budget, skills, and innovation were within acceptable standards. Based on these findings, the study recommends transitioning from manual to digital services to improve efficiency and reduce costs. Further research and collaboration between government and universities are also recommended to support community service efforts.

Abstract

This study began with the slow service process, lack of involvement of inspectorate employees, and complicated services. The study aims to analyze the implementation of administrative services in accelerating bureaucratic reform at the Inspectorate General of the Ministry of Home Affairs, identify supporting and inhibiting factors in administrative services in accelerating bureaucratic reform at the Inspectorate General of the Ministry of Home Affairs, This study uses a qualitative research design with descriptive methods and an inductive approach, data collection techniques that have been carried out in this study were carried out by observation, interviews, documentation. The results of the study show that the implementation of administrative services at the Inspectorate General of the Ministry of Home Affairs includes handling complaints, providing recommendations related to the regional inspector selection committee, and issuing a certificate of freedom from findings. This service is carried out through two mechanisms, namely manual and online, with the aim of increasing efficiency and accelerating the administrative process. Supporting factors in administrative services at the Inspectorate General of the Ministry of Home Affairs are the availability of adequate facilities and infrastructure, reliable technology, fast response from officers, guaranteed document security, and employee commitment. Inhibiting factors, namely the absence of procedures (SOP) for officers, officer discipline, uncertainty of service completion time, and system and internet disruptions are still challenges in improving the efficiency and effectiveness of administrative services. Efforts made by the Inspectorate General of the Ministry of Home Affairs through the preparation of SOPs, increasing officer discipline and professionalism, certainty of service completion time, optimizing IT infrastructure, and strengthening periodic supervision and evaluation, the Inspectorate General seeks to create more efficient, transparent, and accountable services.

Abstract

Pariwisata merupakan sektor strategis dalam mendorong pertumbuhan ekonomi Kabupaten Gowa. Salah satu potensi unggulan adalah Objek Wisata Malino Kota Bunga. Penelitan ini ber-tujuan untuk menganalisis program dan faktor-faktor yang mempengaruhi pengembangan pari-wisata yang sekarang ini menjadi tanggung jawab pemerintah daerah. Penelitian ini menggunakan metode eksploratif dengan pendekatan kualitatif, melalui wawancara, observasi, dan dokumenta-si. Data diperoleh dari Dinas Pariwisata dan Kebudayaan Kabupaten Gowa serta dokumen pen-dukung. Hasil penelitian menunjukkan peningkatan jumlah wisatawan pada 2019 berkat program “Beautiful Malino” dan dukungan fasilitas yang semakin lengkap. Meskipun demikian, tantangan berupa keterbatasan anggaran dan kualitas sumber daya manusia masih menjadi hambatan. Dinas Pariwisata perlu menghadirkan inovasi serta memaksimalkan teknologi digital untuk promosi guna meningkatkan daya saing destinasi wisata di Gowa. Dapat disimpulkan bahwa Pengem-bangan Objek wisata Malino Kota Bunga yang dilakukan oleh Dinas Pariwisata dan Kebudayaan Kabupaten Gowa berdasarkan teori yang dipakai sudah cukup baik, dikarenakan sudah memen-uhi tiga dari lima kriteria pengembangan pariwisata yang baik.

Abstract

The electronic selection of village heads has been widely implemented in recent years. Sleman Regency is one of the regencies that conducts village head election using the e-votting method. Concerns about technological manipulation that could affect the vote counts for each candidate pair have been raised by a community group known as the “Manikmoyo” village head association. Puprose of this research is to understand the implementation of e-votting based village head elections in Sleman Regency, to identify the factors causing opposition, and to observe and formulated strategiest to be implemented by the Departement of Community and Village Empowerment of Sleman Regency. Data collection methods for this research include nterviews, observations, and gathering documents related to the implementation of e-votting based village head elections in Sleman Regency. The results of this research indicate that the role of the Department of Community and Village Empowerment as a leading sector in the e-votting based village head elections in Sleman Regency has been quite effective. The causes of opposition include public concerns about the adoption of the new technology as a votting method and issues related to data security and privacy. These concerns dominate the resistance to this technology in village head elections, as they relate to vote counts that will affect each candidate pair. The influencing factors consist of internal and external factors, followed by the determination of strategies for success based on SWOT analysis and litmust tests. The strategic issues identified include optimizing the high technology acceptance rate in Sleman Regency to conduct program socialization and various governmental activities related to technology implementation.
