Abstract

Sustainability analysis of an industrial estate in multidimensional aspects is one of the important steps as an evaluation and review of the operation. Evaluation and review are very useful to evaluate whether the purpose of the existence of an industrial estate follows in PP 4 2009 on environmental procedures. Avoiding this procedures will affect the sustainability of the industrial estate. The Research was carried out in the industrial park EJIP 25-year-old base on ecological dimension economic, social, technological and management criteria for good governance principle. This analysis used Multi Dimensional Scaling (MDS) with techniques of Rapid Appraisal for Industrial Park (Rap Industrial Park). The result of the research showed that status of the sustainability of the industrial estate based on the ecological dimension was quite sustainable. Abstract

Strengthening character education becomes important thing nowadays as stated in Presidential Decree No. 87 year 2017. Student’s clean and healthy lifestyle reflects from their mind and character. To implement the character education, there are many factors involved in it. The purpose of this research is to identify the variable predictors of student’s clean and healthy environment considering teacher role model variables as intervening variables. The analysis of this relationship pattern is based on an interactionist perspective arguing that student behavior does not occur in isolation, but as an impact of interaction results. School environment is faced daily by students. The intensity of this interaction can lead to healthy and hygienic behavior habits through teacher’s role model. Regression analysis used to prove the perspective of interactionist is based on secondary data of Healthy School Competition period 2016 and 2017. This competition is a junior high school and high school/vocational school competitions representing the province to be included in the national competition. The data used in this study comes from an observation instrument filled by Healthy School Competition Officers at the National level, and students at schools designated as provincial representatives. Students who were selected as subjects were selected randomly. By using regression analysis, empirical tendency showed that school environment factor namely clean and healthy environment become predictor to the formation of student’s clean and healthy behaviour.

Abstract

Research collaboration is one of the strength in research management due to its advantages in quantity and quality of the research. Co-authorship network is one of the proxies to evaluate the emerging research collaborations. Co-authorship that happens for the first time among a pair of author plays an important role as the key of success for their co-authorship in the future. Therefore, the research aims to build a model predicting new co-authorship as potential co-authorship. This research used scientific articles in Indonesian biodiversity research published in Scopus during 2006-2015. New co-authorship of between 4,628 pair of authors were analyzed in terms of their similarity in co-authorship network, research interest, and community to predict whether a pair of author will have a new co-authorship in future. Random forest classifier was used to build the model after applying 10-fold cross validation in various parameter and random undersampling technique as preprocessing procedures. The result shows that the similarity in network, community network, and research interest and becomes good features to predict the potential co-authorship among a pair of author. Furthermore, paired authors that predicted to be co-authored and involving authors from Indonesian Institute of Sciences are identified as the potential patners recommended for development of research teams.

Abstract

Tujuan penelitian adalah menganalisis persepsi konsumen terhadap berbagai jenis makanan ringan tradisional, pola konsumsi berbagai jenis makanan ringan tradisional, dan menganalisis faktorfaktor yang mempengaruhi preferensi terhadap makanan ringan tradisional. Dalam studi ini diuji model Preferensi Makanan yang dikembangkan Khan (1981) yang menyatakan preferensi makanan dipengaruhi oleh beberapa faktor antara lain faktor pribadi, pendidikan, biologi dan psikologi, budaya, religi dan regional, ekstriksik dan instrinsik. Sementara faktor pribadi dan pendidikan saling dipengaruhi oleh factor sosial ekonomi. Lokasi penelitian ini berada di wilayah Jakarta, Bogor, Tangerang, Depok dan Bekasi (Jabodetabek). Penelitian dilakukan dengan menggunakan metode deskriptif dengan pendekatan survey melalui penyebaran kuesioner kepada masyarakat (responden) yang berusia 16-60 tahun sebanyak 503 orang. Pengambilan data dilakukan dengan wawancara tatap muka. Metode sampling yang digunakan dalam penelitian ini adalah multistage random sampling. Analisis Persamaan Model Struktural atau Structural Equation Modeling (SEM) digunakan untuk menguji faktor-faktor yang mempengaruhi preferensi konsumen terhadap makanan ringan. Hasil penelitian menunjukkan bahwa faktor biologi dan psikologi (meliputi indikator usia, jenis kelamin, dan pengaruh psikologi), faktor instrinsik (meliputi rasa, aroma, SEM penampilan, dan kualitas makanan), faktor pribadi (meliputi indikator selera, emosi, dan kepribadian) memberikan pengaruh langsung yang signifikan terhadap preferensi konsumen dalam memilih dan mengonsumsi makanan ringan tradisional. Hasil penelitian juga menunjukkan bahwa faktor sosialekonomi berpengaruh terhadap faktor pribadi secara signifikan sedangkan faktor pribadi berpengaruh terhadap preferensi konsumen. Hal ini menunjukkan bahwa faktor sosial ekonomi berpengaruh tidak langsung terhadap preferensi konsumen melalui faktor pribadi. Demikian pula dengan faktor ektrinsik yang memiliki hubungan dengan faktor biologi dan psikologi, serta faktor intrinsik. Sedangkanfaktor biologi dan psikologi,serta faktor intrinsik berpengaruh terhadap preferensi konsumen. Sehingga dapat dikatakan bahwa factor ektrinsik berpengaruh tidak langsung terhadap preferensi konsumen melalui faktor biologi dan psikologi serta faktor intrinsik.The objectives of the study were to analyze the perception, preference, and consumption patternon traditional snack foods and to determine factors influencing consumers'preference on traditional snack foods. The study tested a model of food preferences developed by Khan (1981) which stated that food preference was a function ofpersonal factors, economics, education, biology and psychology, extrinsic and intrinsic factors, cultural, regional andreligious factors. The data were randomly selected from the Greater Jakarta (Jakarta, Bogor, Tangerang, Depok and Jakarta) in July 2011. The number of samples was 503 respondents. Structural Equation Model was employed to analyze factors influencing preferences toward traditional snack food. The results showed that personalfactors, biology andpsychology, andintrinsic factors had significant effects on consumer preferences toward traditional snack food. Socio economic factors had significant influence on personal factors which meant that socio economic factors had significant indirect effect onconsumerpreferences through their effect onpersonal factor. Similar finding wasalso found in the effect of extrinsic factor which had indirect effect on consumer preferences through their effect of intrinsic factor and biological/psychological factors.

Abstract

Kemiskinan merupakan sebagian dari masalah pembangunan yang berkaitan dengan berbagai dimensi yang meliputi sosial, ekonomi, budaya, politik, regional dan waktu.Penelitian ini bertujuan untuk menilai ukuran sampel dari ukuran kemiskinan moneter yang digunakan oleh Badan Pusat Statistik Indonesia (BPS) dan juga untuk mencari solusi alternatif dalam mengestimasi ukuran kemiskinan moneter dalam contoh berukuran kecil. Metode yang digunakan dalam penelitian ini adalah estimasi langsung yang dilengkapi dengan simulasi yang bertujuan untuk mengevaluasi ukuran sampel dalam perhitungan estimasi pengukuran kemiskinan dan Bayes empiris sebagai solusi alternatif dalam mengestimasi ukuran kemiskinan moneter dengan ukuran sampel kecil. Hasil penelitian ini menunjukkan nilai estimasi memiliki varians kecil dan tidak bias jika ukuran sampel yang digunakanbesar, dan sebaliknya. Ini terbukti dalam perbandingan ukuran sampel, seperti yang ditunjukkan padaperilaku indeks bias Relative Bias (RB), Absolute Relative Bias, dan Relative Mean Square Error (RMSE). Dengan demikian, estimasi langsung dapat dikoreksi dengan estimasi Bayesian empiris dalam menangani masalah ukuran sampel yang kecil.

Abstract

Garam memiliki peranan penting sebagai bagian ekonomi masyarakat pesisir serta sejarah yang panjang, khususnya di wilayah pesisir Jawa dan Madura. Dalam praktik tata niaga, garam hasil produksi petambak garam dibeli oleh pedagang/produsen yang sebagian besar diolah untuk memenuhi pasar garam konsumsi beryodium dan kebutuhan garam bahan baku industri, seperti industri aneka pangan. Dengan melakukan pendekatan analisis deskriptif dan pengamatan langsung terhadap proses produksi garam dari bahan baku hingga menjadi produk olahan serta wawancara kepada petambak garam, pedagang garam, dan pengolah garam, penelitian ini mengeksplorasi lebih lanjut bagaimana praktik standardisasi garam konsumsi beryodium di Indonesia. Penelitian ini juga menganalisis kebijakan standardisasi garam konsumsi beryodium, apakah merupakan bagian dari proteksionisme atau tidak serta bagaimana pengaruhnya terhadap daya saing petambak garam dan industri kecil menengah (IKM) pengolah garam. Standardisasi garam konsumsi beryodium dengan kandungan NaCl>94% berada di bawah rekomendasi Codex (>97%). Implementasi SNI garam konsumsi beryodium merupakan contoh pseudo-protectionism dalam bentuk under-standardization. Kebijakan ini mampu memberikan pasar bagi produksi garam nasional dengan tetap menjunjung fairness dalam perdagangan global. Implikasi atas kebijakan ini mempertegas posisi pemerintah yang memiliki andil besar dalam rangka meningkatkan daya saing petambak garam dan industri kecil menengah (IKM) pengolah garam. Namun, under-standardization sebagai suatu bentuk proteksionisme tidak akan efektif ketika tidak terjadi peningkatan kualitas bahan baku garam di hulu. Kebijakan ini memiliki manfaat jangka pendek, tetapi tidak mampu menjadi katalis bagi peningkatan daya saing IKM pengolah garam dan petambak garam itu sendiri. Meskipun terdapat jaminan tersedianya pasar bagi garam produksi petambak garam nasional, itu tidak menjamin harga yang baik. Hal itu disebabkan oleh pasar garam konsumsi dan pengasinan ikan yang tidak mampu menyerap seluruh produksi nasional. Sementara itu, industri lainnya menggunakan garam impor yang sesuai dengan spesifikasi kebutuhan industrinya.Tittle: Protectionism and Iodized Food Salt Standardization Salt has a significant role as a part of the coastal economy communities and has a long history, especially in coastal areas of Java dan Madura Islands. In commercial practice, solar salt is produced by farmers and delivered to the market as raw material.  In the processing plant, solar salt is processed to be iodized food salt and to fulfill industry needed. By conducting a descriptive analysis approach and direct observation of the salt production process from raw materials to processed products as well as interviews with salt farmers, salt traders,and salt processors, this study aims to explore further how the practice of standardizing iodized food salt in Indonesia. This study also analyzes the policy of standardization of iodized consumption salt, whether it is part of protectionism or not and how it affects the competitiveness of salt farmers and small and medium industries (SMEs) for processing salt. The standardization of iodized consumption salt with NaCl content >94% is below the Codex recommendation (>97%). The implementation of the Indonesia National Standard (SNI) for iodized consumption salt is an example of pseudo-protectionism in the form of understandardization. This policy can provide a market for national salt production while upholding fairness in global trade. The implication of this policy emphasizes the position of the government which has a major role in increasing the competitiveness of salt farmers and IKM for processing salt. However, under-standardization as a form of protectionism will not be effective if there is no improvement in the quality of salt raw materials upstream. This policy has short-term benefits but cannot be a catalyst for increasing the competitiveness of salt processing SMEs and salt farmers themselves. Although there is a guarantee that there will be a market available for salt produced by national salt farmers, it does not guarantee a good price. This is due to the market of iodized consumption salt and fish salting which are unable to absorb the entire national production. Meanwhile, on the other hand, other industries use imported salt according to the specifications of the industrial needs.

Abstract

As a strategic commodity, salt in Indonesia faces the challenges of increasing imports rather than the capacity to produce locally, which SMEs almost produce. Therefore, the research explored the extent of the government’s role in the competitiveness of salt SMEs. The research applied a descriptive method with a qualitative approach. For policy analysis, literature review, observation, and in-depth interviews were conducted to analyze the effectiveness of government policies using Regulatory Impact Assessment (RIA) and Cost-Benefit Analysis (CBA). The results find that at least six issues on the existing policies need concern. It consists of local people who are allowed to produce salt, the President Decree 69/1994 role and position, the salt consumption, which is mandatory to have SNI, the changeable salt classification, the other SNI than voluntary iodized consumption salt, and SNI for food-grade salt and caustic soda (chlor-alkali products). The situation shows the government’s significant role in influencing the competitiveness of sustainable salt SMEs. Subsequently, the research proposes recommendations for the sustainable competitiveness of Small and Medium Enterprises (SMEs) on salt industry development, such as arranging new regulations or revising the existing regulation by integrating and harmonizing the interest cross-ministries, establishing the task force under the Coordinating Ministry for Economic Affairs or directly under the president to prepare the national salt industries development. The national salt classification needs to be considered as the applicable classification internationally. Salt is salt, so there is no need to differentiate it into local and imported salt. Therefore, the imported salt can be classified into food-grade and Chlor-Alkali products (CAP) salt, which should meet international standards and be mandatory.

Abstract

Bi-clustering is a clustering development that aims to group data simultaneously from two directions. The Iterative Signature Algorithm (ISA) is one of the bi-clustering algorithms that work iteratively to find the most correlated bi-cluster. Detecting economic and pandemic vulnerability using bi-cluster analysis is essential to get spatial patterns and an overview of Indonesia's economic and pandemic vulnerability characteristics. Bi-clustering using ISA requires setting the row and column threshold to form seventy combinations of thresholds. The best is chosen based on the average value of mean square residue to volume ratios. In addition, the similarity of the best bi-cluster with the other is also seen based on the Liu and Wang index values. The -1.0 row and -1.0 column threshold combinations were selected and produced the best bi-cluster with the smallest average value of mean square residue to volume ratios (0.00141). Based on Liu and Wang index values, it has more than 95% similarity with the combination of -1.0 row and -0.9 column thresholds and the -0.9 row and -1.0 column thresholds. These selected threshold combinations produce three bi-clusters with five types of spatial patterns and different characteristics because of the overlap between these three bi-clusters.

Abstract

ABSTRACT The progress of a country is seen from various indicators and one of them is the welfare of its population. The most basic welfare of the population in an agrarian country like Indonesia can be seen from the welfare of its farmers. The indicator that is commonly used to measure the welfare of farmers is by using Farmer Exchange Rates (NTP). However, it is known that the exchange rate of farmers during the Covid 19 pandemic has experienced a very drastic decline. This is difficult for the government to make predictions. So a special method is needed in handling it. In this study, two methods were used, namely single exponential smoothing and random forest. From the research results, it was found that the MAPE value in single exponential smoothing was smaller when compared to the random forest. However, the fact is that the exchange rate of farmers every year always increases. Therefore it can be concluded that exponential smoothing is weak against outlier data.Keywords: Exponential ,Smoothing, Random Forest, MAPE, Forecasting  ABSTRAKMaju atau tidaknya suatu negara dilihat dari berbagai indikator dan salah satunya yaitu kesejahteraan penduduknya. Kesejahteraan penduduk yang paling mendasar pada negara agraris seperti Indonesia dapat dilihat dari kesejahteraan petaninya. Indikator yang umum digunakan untuk mengukur kesejahteraaan petani yaitu dengan menggunakan Nilai Tukar Petani (NTP). Akan tetapi diketahui bahwa nilai tukar petani selama pandemi covid 19 melangalami penurunan yang sangat drastis. Hal ini sulit pagi pemerintah dalam melakukan prediksi. Sehingga di butuhkan metode khusus dalam penanganannya. Dalam penelitian ini menggunakan dua metode yaitu singgel exponential smoothing dan random forest. Dari hasil penelitian didapatkan hasil bahwa nilai MAPE pada single exponential smoothing lebih kecil jika dibandingkan dengan random forest. Akan tetapi faktanya nilai tukar petani setiap tahunnya selalu mengalami peningkatan.
