Abstract

This paper examines the changes in health service reform in Bekasi City. Health services are an important part, especially with regard to optimizing health implementation at the most basic level. This study is important because it describes the potential and challenges faced by the Bekasi City government in seeking changes for better health services. This study belongs to the category of descriptive qualitative research, using two sources, namely primary sources as the main source including information and data on health service reports in various hospitals in Bekasi City and secondary sources as a source of reinforcement including various scientific studies related to health service reform. The data analysis techniques used are data condensation, data display, and conclusion drawing/verification. This paper has two conclusions, namely first, the Population Identification Number-based Community Health Service (LKM-NIK) policy supports the principles of New Public Service (NPS) in increasing access to health insurance in Bekasi City has a strong influence in increasing access to health and health services to the community. Second, LKM-NIK provides maximum results in improving health services in Bekasi City by using the concept of integrating health services with democratic values and social justice which refers to the concept of New Public Service (NPS).

Abstract

Technological advances in education have encouraged innovation in learning assessment methods, including in English subjects. This article discusses the effectiveness of Learning Management System (LMS) versus conventional assessment in measuring students' English proficiency. Based on a systematic literature review of 15 journals, it explores the advantages and disadvantages of each method, such as speed of feedback, student engagement, and measurement accuracy. Results show that LMS-based assessments offer efficiency, interactivity and the ability to provide detailed data on student performance. However, challenges such as limited access to technology and lack of direct interaction are obstacles. In contrast, conventional assessments outperform in the aspects of social interaction and direct observation, although they are often slower and prone to subjective bias. This study concludes that the LMS has greater potential in improving English learning outcomes, but a combination of both approaches can be an optimal solution. The implications of this study provide insights for educators and policy makers in designing a more effective technology-based curriculum.

Abstract

This study aims to analyze the key determinant factors influencing poverty and inequality, as well as to examine their implications for village development planning. The research adopts a mixed-method approach by integrating robust regression-based quantitative analysis with qualitative literature studies derived from secondary sources. The findings identify five factors that significantly affect inequality: economic growth, the open unemployment rate, the human development index (HDI), the proportion of informal agricultural workers, and fiscal transfers from the central government to regional administrations. Furthermore, six determinant factors are found to influence poverty: economic growth, inequality, the open unemployment rate, the human development index, the proportion of informal agricultural workers, and fiscal transfers from the central government to local governments. As a key implication, the study emphasizes the need to prioritize the allocation of village funds toward programs that directly address the root causes of poverty and inequality. This strategic focus is essential to ensure that rural development planning contributes effectively to social equity and sustainable economic growth at the village level.
