Abstract

village chief, as leader of government within village scope should be able to perform their duties empirically, either as a public servant or as an intermediary who can provide solutions to the problems that arise in a society that covers the scope of the area under his authority. The aspirations submitted by society should be heard by a village chief so that their common goal can be achieved as expected. Also the physical development of the village must be considered by the village chief, because it will be needed by the villagers. But in fact, there are still some problems caused by the lack of village chief leadership on the physical development of Kota Intan village.The purpose of this study was to determine the village chief leadership on the physical development of Kota Intan Village Kunto Darussalam Subdistrict Rokan Hulu Regency, as well as factors that hinder the physical development of Kota Intan Village Kunto Darussalam Subdistrict Rokan Hulu Regency. To analyze the phenomenon in this study the author used Sondra P Siagian’s theory with indicators as follows : a leader as determinants directions, a leader as a representative and spokesperson, a leader as an effective communicator, a leader as a reliable mediator, and a leader as an effective integrator. Methodology used in this study is a qualitative descriptive study with Snowball sampling method.This study shows that Chief Village Leadership on Physical Development of Kota Intan Village Kunto Darussalam Subdistrict Rokan Hulu Regency is good. The factors found are funds, land disputes, lack of government attention and resources.Keywords: Village Chief, Leadership and Development.

Abstract

This research is motivated by the phenomenon of maximal management of common-street parking in the city of Pekanbaru. Still unclear parking management system in the city of Pekanbaru that cause various effects such as land use do not have permission to be used as a parking lot, causing traffic jams.This study aimed to investigate the implementation of the management conducted by the Department of Transportation UPTD Parking manage parking in the city of Pekanbaru and to identify factors - factors that affect the management of parking in the city of Pekanbaru. From the results of this study found several factors that affect the success of the management of parking, including factors that management systems are used, the coordination between the parties to the participation and awareness. The most dominating factor to cope with parking in the city of Pekanbaru permaslahan this is a factor of parking management system itself because this is the system that directs the management of this park.The research was conducted in the city of Pekanbaru precisely in UPTD Parking Pekanbaru City Department of Transportation. Key informants in this research is the Head Of UPTD Pparking, managers, parking attendants to the public. The sampling technique is snowball sampling in data collection used the method of observation, interviews and documentation. After the data were analyzed by using qualitative descriptive analysis.After a study found that the management of parking in the city of Pekanbaru has not been maximized, it can be seen from the theory of George R. Terry on the Management functions are reviewed based on four indicators, namely: planning, organizing, directing and monitoring.Keywords: Management System, Cooperation, Parking

Abstract

              Population and changes in social diet lead to increased kinds of volume, and increasingly disparate characteristics. Based on this research problem the aim is to determine the performance of the environment department in a countermeasure of the scum of the dumai city. The study uses a qualitative method with an elected informant made up of competent chairmen, officials/staff/employees, and how the garbage workers in dumai and community services. The data-collection techniques used are interviews, observations, and documentaries. Qualitative data is analyzed with descriptive narrative supported by primary and secondary data. The theory employed by mohammad mahsun's theory is that there are four indicators that affect performance: setting goals, indicators Formulating indicators/performance sizes; Attainment of purpose; And performance evaluations. This study shows that the work of the environmental service in this dumai city 's garbage countermeasure is not optimal yet. Second, factors that interfere with the performance of environmental services are factors in the availability of resources and infrastructure, and human resources. Keywords: Performance, Waste Management

Abstract

Government in realizing the welfare of society, through public services that are still less than optimal. One of the causes is the less competent village apparatus in carrying out their duties and training carried outby the villageapparatus must be inaccordance with the training in general that is implemented so as to produce quality human resources. The purpose of this study is to describe and know the competencce of the village apparatus in realizing village and to know the factor that influnce the competence of village apparatusin Mekarsari village. This method used in this research is qualitative method. The data sources is taken from the primary and secondary data. Data collection techniques used interview techniques. Observation and documentation. The information is village head, village secretary, head of village affairs and society, while data analysis technique used in this research is descriptive qualitative analiysis. Basedon the results of the research note that the competence of the village apparatus in realizing village autonomy in the village of Mekarsari is good. This is evidenced by the data of observations and interviews on aspects of knowledge, skills, attitudees in the apparatus of Mekasrari village. The knowledge possessed by the Mekasrasi village apparatus is wellknown from the knowledge of the main tasks and functions. The skills of the Mekarsari village apparatus are also good in the implementation of village autonomy. Mekarsari village has a good attitude in inviting the community to participate in the implementation of village autonomy, but less optimalin service and less able to interact with the community. Factor influencing the competence of Mekarsari village apparatus in the participation of the village community and the absence of operational standard procedure. Abstract

The development of the industrial sector also has a negative impact. The importance of supervision of oil palm companies is carried out to protect the environment so that it is free from pollution that can be detrimental. Environmental pollution carried out by PT.Balam Sawit Sejahtera that occurred in the area of Rokan Hilir Regency certainly shows that the effectiveness of supervision in the Rokan Hilir District Environmental Office has not been maximized. The purpose of this research is to see how the supervision of environmental pollution by the Environmental office of Rokan Hilir District (case study PT. Balam Sawit Sejahtera) and any factors that become a barrier to the supervision of pollution by the Environment Office of Rokan Hilir District. This research was conducted in Pekanbaru City using qualitative descriptive methods, data collected through observation and interviews.. The theory used in this study is Sukanto's theory in which a good oversight step is to determine the standards of supervision, conduct research into surveillance objects, and perform corrective or sanctions actions against breach of provisions. The results of this study indicate that pollution control by the Rokan Hilir District Environmental Agency is not optimal, the lack of time standards in conducting direct supervision to the field is considered ineffective and also inhibiting factors in environmental pollution monitoring conducted by the Rokan Regency Environmental Agency Downstream is in terms of experts the number of supervisors, equipment assignments and operational costs..  Keywords : Supervision, Environmental Pollution, Environmental Agency

Abstract

The research present describe about quality of staff in Bengkalis Hospital (study case service of patient to Arifin Ahmad Hospital Pekanabru). Hospital are public place for in healthy. Hospital in Bengkalis have a B type and now service of patient in Bengkalis Hospital cannot optimally because the increase of disease in society. The hospital that have a type A in Pekanbaru are Arifin Ahmad Hospital.The research use the methode are qualitative methodes that analyze problem research by describe the subject and object conditions based on real fact. This research use location in Bengkalis Regency and researcher collect data from books, government regulation, jurnal, mass media, website and deep interview with informan likes docter specialist, docter, patient and nurse in Bengkalis Hospital.The conclusion of this research are the quality of staff in Hospital (study case service of patient to Arifin Ahmad Hospital Pekanabru) are held base on standart operational procedure likes quality of staff, time services, and the paid for patient. And factors that influence the quality of staff in Bengkalis Hospital are communication between staff, human resources and medical tools that the Bengkalis Hospital mines.Keywords: quality, staff, hospital and service.

services to the community, known as the public service (public service) in fact is a series of services performed by the apparatus of Government to all walks of life with the aim of meeting the needs of the community. The extent of the public service to be supplied by the Government cause not all government units able to provide satisfying service as desired by the community. As a man of the people, the Government apparatus should be able to improve continuously with the standard fast service. BPT-PM Pekanbaru is always seeking to improve the Ministry's smooth running and common tasks in the field of licensing and permissions. It can be seen from the fact that the CPM-PM Pekanbaru always awarded every year.The purpose of this research is to know the factors that affect the success of the Service Mark on publishing list of companies (TDP) by CPM-PM of Pekanbarucity. This research uses Qualitative, descriptive Methods, data gathering techniques by conducting observations and interviews in which the parties involved in the implementation of the public service in the CPM-PM Pekanbaru. Research using Standard community service theory advanced by Mahmudi.The results of this research suggests that the factors that affect the success of the Service Mark on publishing a list of companies (TDP) of CPM-PM Pekanbaru is already well underway, where service is already clear procedures, time of completion is already quite good, the appropriate service charge, product services, adequate infrastructure and facilities, the competence of the officers the giver of good service and adequate.Keywords: Service, Excellent Service

Abstract

Pelalawan Regency is one of the districts in Riau Province which has been growing rapidly in recent years, one of which is improving health services with the Healthy Pelalawan Strategic Program. Selasih Regional General Hospital Pelalawan District is a hospital owned by the Regional Government of Pelalawan District which has an important role as a front guard in supporting the Healthy Pelalawan  Strategic Program which has the most complete specialist doctors and has become a basic level accredited Regional Service Agency. But the Hospital does not yet have an incinerator permit from the Ministry of Environment to manage its own waste, so that when the Environmental Agency of Pelalawan Regency carried out the Supervision of the Implementation of Environmental Permits on 5 November 2018 there were still some shortcomings and not yet in accordance with the regulations stipulated in the management of hazardous and toxic material waste. The purpose of this study was to find out how to monitor medical waste of the Selasih Regional General Hospital carried out by the Environmental Agency of Pelalawan Regency and the inhibiting factors in the supervision. The concept of the theory used is the Manullang Supervision theory, namely: Establishing a Measuring Instrument (standard), Conducting Evaluation and Conducting Corrective Action. This study uses a qualitative research method with a descriptive approach by using Purposive Sampling techniques with data collection techniques including: interview, observation, literature study and documentation. The results of this study indicate that the supervision of medical waste toxic and hazardous waste in the Selasih Regional General Hospital conducted by the Environmental Agency of Pelalawan Regency is not optimal. Inhibiting factors include budget, human resources and society participation. It is better if the Environmental Agency of Pelalawan Regency increases the intensity of supervision to prevent environmental pollution. * Keywords : Supervision, Medical Waste, Hazardous and Toxic Materials

Abstract

Kundur Islands is one of uplift in the Riau Islands province, Kundur Island is one of a small town with shipping activity. No wonder if in Kundur Island harbors many of the people there. To manage all the activities in all the ports of the people in the region Kundur islands, then Pos formed under the auspices of the Working Syahbandar Implementation Unit Port (KUPP) Kundur. According to Law No. 17 of 2008 on the cruise, carry out the functions of the port safety and security of shipping which includes implementation, monitoring and enforcement in the field of transport in the waters, ports, and maritime environmental protection at the port. However, based on the authors observations Tanjung Berlian, still a lot of the discrepancy between theory and practice that occur in the field. Examples are as follows: lack of a clear process of issuance of Letter of Approval Sailing (SPB) for shipping agents in ports, Less neat and completeness of documents manning ships that operate in the Post Employment Cape Diamond, Less conduct surveillance and Sailing Bandar tongue in their respective work stations.Based on the above phenomena, the formulation of the problem in this research is: How Workplace Effectiveness of Post Office Task Execution Unit Operator Tanjung Diamond District of North Kundur, Karimun and Factors Affecting Implementation Task Effectiveness of Post Employment Cape Diamond District of North Kundur Karimun.The purpose of this study was to examine the effectiveness of the Post Implementation Task Work Cape Diamond, North Kundur, Karimun Regency and Knowing the factors that influence the effectiveness of post work assignments Cape Diamond. Theory (approach) is used as an analytical tool in this study is about the effectiveness of the proposed theory by Sumaryadi (2005: 105) effectiveness is how well the work take place, where a person menghaliskan sjauh output as expected. While the research methods used in this study is descriptive qualitative research that is intended to provide an overview of systematic explanation of the observed phenomenon.Based on the results of field research on the effectiveness of the writer peaksanaan task Cape Diamond workstations running the Less Well, it can be seen from inspection of the complete document indent indicator ship and crew as well as the issuance of Letter of Approval process indicators that are sailing in the unfavorable category. Abstract

Taxes, as one of the state's components revenue, are used for financing development in Indonesia. Implementation of taxes is regulated by government in Law Number 28 Year 2009 regarding Regional Tax and Retribution. It is followed up by Regional Regulation of Pekanbaru City Number 4 Year 2011 regarding Advertisement Tax. By this research, researcher wants to know what strategies can be done by local government to optimize tax revenue from that particular field. In achieving that objective, researcher conducts an analysis of what factors affect the local government of Pekanbaru City in optimizing regional revenue from billboard installation. The theory construct used in this thesis is referred to Rangkuti's theory. Their main concepts are SWOT analysis based on logic that can maximize Strengths and Opportunities, but at the same time can minimize Weaknesses and Threats. As research method, researcher applies descriptive-qualitative approach. To gain research data, interviews, observations and documentations and so do documents study by using purposive sampling method.The research showed that optimization strategies on tax revenues derived from advertisement sector by BAPENDA of Pekanbaru City has not given maximum result. It is caused by the lack number of resources which is not comparable with the extent of Pekanbaru City. This condition is worsening by the insufficient facilities and infrastructure BAPENDA used for doing their job. Besides, public awareness on advertisement taxes is still very low. This circumstance leads to ineffectiveness of tax revenue gain from that specific area.Keywords: strategy, optimization, advertisement tax
