Abstract - This study aims to statistically analyze the parameters of acoustic phonetic features, namely: pitch, formant and intensity as indicators of psychological pressure from a person's lying or honest voice. The strength of this research is using the "true experimental" model and assessing a person's lying / honest voice in real time parallel to the polygraph test. The study was conducted on 6 subjects (3 couples) which were divided into 2 groups, namely the control group that was not treated, and the treatment group who received treatment with instructions to take money in a wallet on the table and was asked to lie not to take the money in question. . Voice samples are the answers to “No” to the relevant and comparison questions on the examined subjects on the polygraph test. The Praat software was used for feature extraction and data analysis using SPSS with the Paired Samples T Test and the Wilcoxon Sign Rank Test for different tests. Based on the results of the statistical analysis of acoustic phonetic features, a scoring system is proposed by setting a score (+1) when the results of Ho's statistical analysis are accepted (Sig value> 0.05) or in other words there is no difference between the formant, intensity and pitch values of the answer to the word "no" to the comparison question. with the answer to the word "no" in the relevant question. And vice versa set a score (-1) when the results of statistical analysis Ho is rejected (Sig value <0.05) or in other words there are differences in the value of formant, intensity and pitch of the answer to the word "no" to the comparison question with the answer to the word "no" to the relevant question. The final conclusion is that the total score (+) indicates honest and the total score (-) indicates a lie. Based on the total value of statistical analysis, the formant features are known to be very significant for detecting someone's lies, because in this study they have a 100% probability of successfully detecting lies, while the intensity and pitch features are less significant for detecting lies because they only have a 66.666% probability of successfully detecting lies 33.333%.

This paper proposes a new approach to estimate the effective bandwidth for self-similar traffic in ATM network. In this approach we use the tail distribution of queue length based on FBM model. This approach is derived from the inequalities for Mills’ ratio. Then a comparison with Norros and Trinh&Miki schemes are analysed. The results demonstrate reasonable agreement between numerical and simulation results and between all schemes. Lembaga Penelitian dan Pengabdian Kepada Masyarakat (LPPM) Universitas Udayana merupakan salah satu unsur di Universitas Udayana yang berfungsi untuk mengkoordinasikan, memantau dan menilai pelaksanaan dan kegiatan penelitian yang diselenggarakan oleh pusat- pusat penelitian atau pun oleh kelompok-kelompok peneliti dari berbagai fakultas atau program studi. Selain itu, LPPM juga berperan untum memberikan pelayanan bagi para peneliti di lingkungan Universitas Udayana dalam hal penyediaan informasi penelitian, proses administrasi dan juga layanan pembinaan kemampuan para peneliti. Hingga saat ini, LPPM mengelola berbagai jenis hibah penelitian baik yang merupakan program dari DIKTI maupun penelitian yang di kelola di Universitas Udayana. Jumlah proposal penelitian yang dikelola oleh LPPM dari tahun ketahun semakin meningkat seiring dengan semakin meningkatnya gairah para peneliti Universitas Udayana untuk melakukan penelitian pada bidang yang ditekuninya. Jumlah proposal yang dikelola oleh LPPM untuk di kompetisikan pada hibah-hibah yang ada pada tahun 2010 mencapai 765 proposal. Sistem Informasi Pengelolaan Proposal Penelitian diupayakan untuk mengefektifkan kerja dari staf LPPM dan juga memberikan kemudahan bagi peneliti dan reviewer dalam melaksanakan tugasnya. Pada sistem ini, para peneliti meregistrasikan proposalnya secara online. Selanjutnya, staff LPPM melakukan rekap terhadap jumlah proposal pada semua jenis hibah yang ada selanjutnya mendistribusikannya kepada reviewer untuk dinilai. Reviewer memberikan penilaian terhadap proposal yang dikompetisikan secara online. Berdasarkan skor yang diinputkan tersebut, sistem mengolah dan memberikan daftar ranking proposal yang dikompetisikan. Dengan demikian, LPPM diharapkan dapat menjamin akuntabilitas dan transparansi pengelolaan proposal penelitian disamping juga untuk meningkatkan kinerja lembaga.

Berkembangnya beragam sistem informasi back-office serta adanya tuntutan untuk melaksanakan interoperabilitas data antar sistem informasi, maka sebelum itu perlu dilakukan evaluasi untuk mengukur kinerja sistem khususnya terhadap Sistem Informasi Manajemen Kepegawaian. Standarisasi yang digunakan dalam melakukan evaluasi adalah COBIT 4.1 framework yang difokuskan pada domain Deliver and Support khususnya DS5 (Keamanan Sistem) dan DS9 (Manajemen Konfigurasi). Evaluasi sistem informasi didasarkan pada data kuesioner dengan penentuan responden menggunakan tabel RACI. Kuesioner mengacu pada control practice domain DS5 dan DS9 yang diolah menggunakan skala linkert. Hasil evaluasi Sistem Informasi Kepegawaian menunjukkan bahwa indeks persentase yang dicapai oleh setiap subdomain DS5 dan DS9 rata-rata diatas 66,66%, dan beberapa diantaranya memperoleh indeks persentase antara 33,33%-66,66%. Dari hasil penilaian antar kelompok responden menunjukkan selisih skor penilaian yang mengindikasikan bahwa belum selarasnya tujuan dan manfaat yang dirasakan oleh setiap responden yang berdampak pada kurang optimalnya kinerja sistem. Sehingga untuk dapat meningkatkan kinerja sistem informasi, maka poin kontrol dalam domain DS5 dan DS9 yang menjadi prioritas utama dalam meningkatkan kinerja sistem adalah perlindungan terhadap teknologi keamanan, sistem pertukaran data sensitif, konfigurasi repository dan baseline serta identifikasi dan pemeliharaan konfigurasi perangkat.

Real time tracking system technology has been made possible by integrating three technologies, namely global positioning system (GPS), database technologies such as geographic information system (GIS) and mobile telecommunications technologies such as general packet radio service (GPRS). This paper has proposed a vehicle tracking mechanism based on GPS tracker to build a real-time traffic information system. A GPS server is built to process data of position and speed of the vehicle for further processed into vehicle traffic information. The Server and GPS tracker is designed to communicate using GPRS services in real time. Furthermore, the server processes the data from the GPS tracker into traffic information such as traffic jam, dense, medium and smoothly. Test results showed that the GPS server is able to visualize the real position of the vehicle and is able to decide the category of traffic information in real time.

Telecommunication technology and applications have developed fast recently. Hence this development will take energy consumption significantly. Many studies have been done on energy efficiency on cellular network. The studies are more focused on energy usage of the base station, as the base station is the component of cellular station which takes the most energy consumption. Therefore this study analyzes energy efficiency on homogeneous network of WCDMA/3G for outdoor environment. Energy consumption of three macro base stations is compared with energy consumption of 12 micro base stations. This comparison analysis has been conducted on the same Area Spectral Efficiency (ASE). The results show that the macro base stations are more efficient for energy usage than the micro base stations. However based on ASE requirements, the micro base stations are more efficient than the macro base stations on both busy hours and non-busy hour.

In WCDMA system, signal service coverage determines quality service of telecommunication network . To give maximum network service at Jl. Tengah I Kerobokan area, thus requiring the study of the arrangement of the cell coverage on BTS Protpeliatan Sector ? and BTS AnyarKaja Sektor ?. The method used is calculation the distance of base station with proper propagation model which suits the condition of both base stations, also antenna azimuth and tilting were given, and simuation using Atoll software to see the predicted coverage area of BTS. As the result, suitable propagation for BTS Protpeliatan Sector ? is Okumurra Hatta model and BTS AnyarKaja Sektor ? is Cost 231 Hatta model, maximum coverage signal service of BTS Protpeliatan Sector ? is 1,17 km and for BTS AnyarKaja Sektor ? is 1,11 km. Requirement of antenna tilt change from 0º to 0,95º for BTS Protpeliatan Sektor ? and for pada BTS AnyarKaja Sektor ?, antenna tilt change from 0º to 1º and change of 30º antenna sector direction from 180º to 210º. From simulation using Atoll software with above parameters, acknowledge that area of Jl. Network traffic generator can be produced using OPNET. OPNET generates the traffic as explicit traffic or background traffic. This paper demonstrates generating traffic in OPNET 7.0 as background traffic. The traffi generator that was simulated is self-similar traffic with different Hurst parameter. The simulation results proved that OPNET with background traffic function can be as a qualified self-similar traffic generator. Salah satu Tugas Pokok dan Fungsi utama Dinas Komunikasi dan Informatika Kota Denpasar adalah sebagai pengelola infrastruktur aplikasi pelayanan publik di Pemerintah Kota Denpasar. Pelayanan publik berupa pelayanan kependudukan di Kota Denpasar menggunakan aplikasi Sistem Informasi Administrasi Kependudukan (SIAK) yang meliputi pembuatan KTP, KK, dan Akta Kelahiran. Jika infrastruktur aplikasi pelayanan publik ini mengalami permasalahan, maka akan sangat menghambat semua proses yang berujung kepada komplain masyarakat dan berdampak pada menurunnya tingkat kepercayaan publik. Oleh karena itu dilakukan suatu evaluasi internal berupa audit dalam pengelolaan infrastruktur aplikasi pelayanan publik agar pihak pengelola dapat melakukan perencanaan untuk perbaikan serta peningkatan dan pengembangan infrastruktur yang telah dibangun. Audit dilakukan dengan menggunakan COBIT 4.1 sebagai kerangka kerja kontrol. Berdasarkan hasil audit dengan menggunakan Maturity Model COBIT 4.1, diperoleh tingkat kematangan pada proses AI3 (Mendapatkan dan Memelihara Infrastruktur Teknologi) yaitu berada pada level 3 (defined). Untuk penilaian secara objektif, tingkat kematangan berada diantara level 3 (defined) dan level 4 (managed and measurable) yaitu sebesar 3,53. Rekomendasi diberikan secara bertahap berdasarkan tingkat kematangan yang diperoleh dari hasil evaluasi yaitu tingkat kematangan 3 (defined) untuk dapat ditingkatkan ke tingkat kematangan 4 (managed and measurable), kemudian ditingkatkan lagi menuju tingkat kematangan ideal yaitu 5 (optimized).

MSMEs (Micro and Small and Medium Enterprises) have an important role now in the ASEAN economy. 96% of companies in ASEAN are MSMEs. Although MSMEs have shown their role, they still face various obstacles and constraints such as lack of information, weak branding, promotion and infrastructure. The application of information technology will certainly make it easier for MSMEs to strengthen branding, business processing and enable cooperation with other parties to provide added value to MSMEs. The application of cloud computing or cloud computing is considered suitable for MSMEs that have limited resources in the form of capital, human resources (HR) and information technology infrastructure. Responding to the importance of the application of information technology to these MSMEs, the research aims to design and build systems that can facilitate MSMEs by utilizing cloud computing technology with SAAS (software as a service). The system has been tested by testing carried out using the blackbox method which is considered to be running optimally, functionally the system built can produce the output expected by the MSMEe participants. Usability testing to measure the level of satisfaction (user satisfaction) with the usability scale (SUS) system method is also felt necessary so that the system is designed and built according to user needs and satisfaction. With the results of the calculation of SUS 72.25 which means that it belongs to class B or above the average makes SAAS cloud computing services a system that can be accepted by MSMEs participants in supporting their business.
