The Internet has become a necessity for modern society in carrying out its various activities today .The rapid increase in Internet users from year to year shows that people's need for the Internet is increasing .In Indonesia, Internet user growth is predicted to increase by 10.2 percent annually from 2018 to 2023.However, the growth in the number of customers is often not followed by the ability of Internet providers to improve maintenance facilities to maintain the quality of service to their customers .One of the causes is the limitations of the device which is often an obstacle for technicians to do maintenance as soon as possible. This research aims to be able to design and build devices that can be applied as a means of measuring network quality more simply and economically so as to support the mobility of technicians to use and maintain their networks .The devices built on the study are based on the Raspberry Pi 3 Model B. Comparison of device performance measurement results such as battery life, ping, upload and download rate between devices built with laptop usage gives almost the same results. This built lifter has advantages on the side of smaller and lighter dimensions and a much more economical cost.

User behavior prediction on TCP / IP networks is very possible because each data packet is passed through a router that can be analyzed and then classified into several behavior types from commonly performed activities by internet users. User-behavior predictions developed using artificial neural networks (ANN), which can show accurate results in predicting the bandwidth used by users in the next few days. Predicting results helps network administrators to provide a more accurate picture of user behavior patterns in the future, where the Personnel Service Application System (SAPK) which becomes the user behavior internet priority it's only utilized network resources at 26.8% of the total internet network resources available. The ANN that was developed also showed that 40.3% of network resources were used more by streaming video activities and 37% were used for streaming audio activities. With the prediction result, the network administrator rearranges the internet network resources distribution by applying a new prediction results pattern. This study conclusively shows that user behavior with streaming video activities is the largest bandwidth user and needs to get special attention on the internet network at the Regional X National Civil Service Agency Office.

Pertumbuhan yang besar dari penggunaan Information and Communication Technology (ICT) menyebabkan konsumsi energi meningkat drastis. Kenaikan tak terduga konsumsi energi ICT terjadi karena industri seluler telah menyebarkan lebih dari empat juta base station (BS) untuk pengguna/user, masing-masing mengkonsumsi sekitar 25 MWh per tahun. Efisiensi energi pada BS menjadi pertimbangan utama dalam merancang jaringan seluler yang lebih baik. Salah satunya yaitu efisiensi energi jaringan homogeneous WCDMA/3G pada lingkungan indoor dengan mengevaluasi power consumption. Analisis dilakukan dengan mengamati dan membandingkan konsumsi daya atau kebutuhan energi antara dua sistem peletakan BS yaitu sistem dengan 3 macro BS dan sistem 12 micro BS untuk menjangkau pengguna yang berada di dalam ruangan atau lingkungan indoor. Konsumsi daya yang diamati dan dibandingkan adalah konsumsi daya berdasarkan luas area cakupan yang sama dan konsumsi daya berdasarkan kebutuhan area spectral efficiency (ASE) dan juga area power consumption (APC) pada kondisi busy hour maupun non busy hour sehingga ditemukan jarak optimal peletakan BS. Penelitian dilakukan dengan bantuan RUNE Matlab Toolbox. Dari hasil perhitungan diperoleh bahwa konsumsi daya per BS pada micro BS lebih rendah dibandingkan konsumsi daya per BS pada macro BS. Namun, untuk menjangkau luas area yang sama konsumsi daya total untuk penggunaan 3 macro BS lebih efisien dengan persentase sebesar 16,98%, dibandingkan penggunaan 12 micro BS pada kondisi beban atau penggunaan energi maksimal (load=1). Selain itu, dari hasil simulasi diperoleh bahwa, intersite distance mempengaruhi ASE dan APC. Selanjutnya diperoleh penggunaan micro BS lebih efisien dibandingkan macro BS baik pada kondisi busy hour maupun non busy hour pada target kebutuhan ASE 6 bits/s/Hz/km2 hingga 12 bits/s/Hz/km2.

Nowadays, the development tendency of information and communication technology is toward its flexibilityand ease of deployment. Cable networks require higher installation cost than wireless network. Therefore,implementation of wireless network, especially a Wireless Local Area Network (WLAN), becomes more populardue to its coverage and flexibility. The 802.11a is the first published WLAN standard from IEEE which offers widecoverage to stationary consumer terminals. In this paper OPNET Modeler Simulator was used to analyze theapplication standard of 802.11a. One way to accomplish the smart city is by utilizing application that build interaction between society and the government while providing the benefits to all stakeholders. This application systems should be reached easily and relatively cheap for the society, and they can be used anytime, anywhere. This paper describes how to develop applications that implement the Location Based Services (LBS) for Development of Smart City to build the Public Complaints Service Application System (PCSAS). The PCSAS was designed, built and then tested. This PCSAS was built with Web-based Client-Server architecture. On the client side using a web interface or mobile with Android operating system. This application uses a valid e-mail as a condition of enrollment, while accommodating Social Media interface particularly Facebook and Twitter to get into the system. The result of the use of this application system was an interaction between the community and the government in handling public complaints. Location information problems in the field may soon be known precisely by coordinates, so that the handling can be done quickly and with sufficient preparation equipment based on the information of the real conditions in the field in the form of photos and videos that are included in the complaint.

Abstract— Formulating a marketing strategy for a pioneering or long-running restaurant business is a very important thing. Analyze the weaknesses or strengths of business competitors is one of these strategies. Identification of weaknesses and strengths can be done by taking data from comments on competitors' Instagram accounts using Text Preprocessing Techniques. Text Preprocessing is a text processing algorithm, consisting of Transform Cases, Stopword Filters, Tokenize Filters, and Stemming. Instagram is one of the most widely used social media accounts as a promotional media in Indonesia. Another method that can be used is Full Text Search, this method can analyze the patterns in comments that have been parsed for classified into positive, negative, or neutral sentiment categories. This study concludes that this sentiment analysis system can automatically recognized weaknesses (based on negative comments) and strengths (based on positive comments) based on comments on Instagram accounts owned by restaurant business competitors with an accuracy of 85% and a precision value of 79%.

Abstrak—Wyner-Ziv Video Coding (WZVC) adalah paradigma baru dalam pengkodean video, dimana, ekploitasi korelasi temporal video dilakukan sepenuhnya di dekoder. Sasarannya adalah menurunkan kompleksitas enkoder, dengan menggeser teknik estimasi dan kompensasi gerak ke sisi dekoder. Skema umum WZVC adalah mendekodekan frame dari enkoder, dengan membangkitkan side information (SI) di dekoder. Semakin akurat frame SI yang yang dihasilkan untuk sebuah frame yang dikirimkan oleh enkoder, maka kinerja rate-distortion (RD) codec WZVC akan semakin baik. Saat ini telah dikembangkan dua codec WZVC dengan metode pembangkitan SI berbeda yaitu codec DISCOVER dan codec WZVC-EM. Codec DISCOVER menerapkan metode bidirectional motion-compensated frame interpolation (B-MCFI), dimana sebuah frame SI diperoleh dengan estimasi dan kompensasi gerak dua frame referensi yang tersedia di dekoder. Sedangkan codec WZVC-EM menerapkan metode pembelajan medan gerak secara iteratif berbasis pada algoritma Expectation-Maxization (EM). Metode ini akan memperbaharui medan gerak secara iteratif untuk meningkatkan akurasi soft SI. Paper ini akan mengevaluasi kinerja RD kedua codec tersebut pada struktur group of picture (GOP) berbeda. Sasarannya adalah untuk memperoleh kerangka kerja codec WZVC yang efisien untuk dikembangkan lebih lanjut. Hasil evaluasi menunjukan bahwa kinerja RD codec WZVC-EM lebih baik untuk ukuran GOP lebih besar dari dua.Kata Kunci—Side Information, Wyner-Ziv Video Coding, Codec DISCOVER, Codec WZVC-EM, Estimasi dan kompensasi gerak.

Penelitian ini mendiskusikan tentang proses pembuatan dan pengoptimalan model data yang digunakan untuk memprediksi kemungkinan keluarnya nasabah dari suatu layanan perbankan berdasarkan beberapa variabel independen yang disediakan oleh pihak perbankan. Penelitian ini menggunakan Regresi Logistik sebagai metode utama untuk menghasilkan model hubungan antar data yang menggambarkan klasifikasi umum nasabah yang akan keluar dari layanan perbankan. Penelitian ini menggunakan metode Backward Elimination dan penerapan domain knowledge untuk mengoptimasi kinerja dari model yang dihasilkan. Model terakhir yang dihasilkan akan dinilai kembali dengan metode Cumulative Accuracy Profile. Hasil dari penelitian ini memiliki tingkat akurasi yang baik dalam memprediksi kemungkinan keluarnya nasabah dari layanan perbankan. Model dapat memprediksi 60% orang yang akan keluar dari bank dengan memeriksa 29% dari keseluruhan data. Hasil keluaran penelitian ini dapat dikaitkan dengan tingkat efisiensi usaha yang dapat dilakukan oleh pihak perbankan dalam mengambil tindakan pada nasabah dengan tingkat probabilitas tertinggi untuk keluar dari layanan perbankan.

The paper proposed usage of LMS Moodle for adaptive learning implementation because of its simplicity and its capabilities. LMS Moodle has wide range of features to satisfy many learning styles. Adaptive learning design in this paper recommended blended learning method which involves face-to-face activity and LMS Moodle utilization. In this initial design stage, only five LMS Moodle activities were chosen. The selected activities have met all learning styles requirements.

Domestic violence is the most common case in the community. Women and children are victims of domestic violence. In Denpasar, Indonesia, currently, data collection system of victims of domestic violence (KDRT) is conducted by the Women's Empowerment and Child Protection Agency. It is still has some limitations because it is operating manually. Through this web-based data collection system of domestic violence, a complaint report on domestic violence can be done digitally so it does not need to report manually to the authorities. In this system, the victims will be given freedom to show or hide their identity. This system receives input filled form of violent reports; next, the complaints report can be known by others (not admin) anonymously. After the complaint report get into in the system, it will be done the next process which is verification. The results of the verification process will determine the validity of complaint reports. After passing the verification process, report data will be recorded in the system and will be done the formulation of follow-up to the action of the case by the legislation authorities.
