Abstract

Non-human resources play a role in the implementation of the New Autonomous Region (DOB) one of which is the financial resources of the region. In order for the financial capacity of the region can be managed optimally then the appropriate method is to increase its management capacity. The study was conducted in Seluma District as the autonomy mandate of new autonomous regions. The objective of the research is to analyze the extent of the financial management capacity of Seluma Regency as a DOB provider. The research approach is done by qualitative descriptive method, data source is derived from secondary data in the form of, records of financial condition, documentation, financial report that is Report of Result of Inspection (LHP) from BPK, report of APBD realization and regulations related to financial management implementation. Primary data comes from interviews and FGDs to informants. Data analysis through data collection, data condensation, data presentation and decision making or data verification. The results show that the financial management capacity of Seluma Regency has not been done effectively and efficiently, confirmed by the following conditions: 1) the results of supervision of the implementation of the work program found many cases of TGR; 2) low PAD that only contribute 3% range to APBD; 3) financial management got WDP opinion from BPK during last 3 years.

Abstract

This research was inspired by the government policies that shifted the priority of village fund management during the Covid-19 pandemic to the previous Direct Cash Assistance (BLT) program, in general village funds were prioritized for development activities. This research aims to find out and analyze how village funds are managed during the Covid-19 pandemic in Padang Berangin Village and Pagar Dewa Village in 2019 and 2020. The method used was a skin-descriptive approach. The data source was conducted by direct interview to the relevant informant and equipped with related documents. Informant determination was selected by using Purpoisive Sampling. The data collection techniques were conducted with observation, interview and documentation. Technical analysis of the data used was reduction, presentation of data, and withdrawal of conclusions. The results of this research showed that the management of village funds in Padang Berangin Village and Pagar Dewa Village has been done well. Planning is carried out by developing with the community to set the priority of budget activities. Budgeting is carried out in accordance with village APBD by involving the community in its work activities. Organizing is carried out by determining the implementation team of the selected activities and determined based on the Decree (SK) by the village head. Reporting is done in a transparent manner to the public. The solution offered by the researcher is that the community should be more active in participating in village fund management activities as well as installing information media in affordable places as a form of transparency to the community.

Abstract

The Family Hope Program (PKH) is community empowerment policy program from government. This study aims to know PKH facilitators communicate with KPM can be independent running their lives in the future. Research was conducted in several villages of Sukaraja sub-district, Seluma Regency, Bengkulu Province which get PKH mandate, research time was planned for 1 year. Data collection techniques through observation, in-depth interviews, FGD, internal seminars. Data analysis carried out by collecting data, condensing, presenting, verifying and making decisions. Based on research in the field, communication between facilitators and KPM, PKH in Sukaraja is running smoothly. P2K2 activities are carried out regularly once a month before corona virus. PKH facilitators should be patient with the various characteristics of KPM that are difficult to advise and motivate because of fact, KPM are poor people, where they are truly incapacitated both in financial and educational terms due to lack of knowledge and insight

Abstract

Poverty is not a descent or a destiny, poverty is an impact rather than a regional manager not doing what it should. This study aims to analyze the policy of village funds as an effort to step up poverty, focus the study on Sido Luhur village in Seluma District. The research method is qualitative, primary and secondary data source. The research informants are the Village Head, Village Secretary, Village Office (Kadus), members of the Village Consultative Body (BPD) and Community Leaders. The result of the research shows that the policy of village fund has contributed significantly to the progress of Sidohulur village. However, fund policy has not been instrumental in helping to reduce poverty level either in Sido Luhur village or in Seluma Regency by macro.Keywords: Policy, Village Fund, Poverty Alleviation, New Autonomous Region

Abstract

This study aimed to determine the extent to which the village apparatus’s capacity can manage village funds. This study used qualitative and quantitative approaches, namely frequency percentage statistics. Results of distribution utilized the total score of the answers. Data sources included primary and secondary data. Data sources included primary and secondary data. The object of research is 30 (thirty) villages, 2 respondents from each village are taken.  Findings demonstrate that the village apparatus’s capacity in managing village funds is generally assessed from their basic Capability, management capability, and technical Capability, which fall into the ‘fair’ category. It indicates that the village apparatus needs to increase its capacity so that village funds can be managed optimally. The solutions include increasing the HR-village apparatus’s capacity through computer training, technical guidance, seminars, and socialization of related regulations. Besides, facilitation and mentoring are the best ways that the village apparatus needs to increase their capacity, considering that stakeholders are demanding a change in the paradigm of implementation in village governance and the era of disruption to balance and harmonize with current and future conditions.

Abstract

Small and Micro Enterprises (SMEs) in Indonesia play an important role as a vital source of employment, contribute significantly to of the country’s Gross Domestic Product (GDP ) and a crucial source of economic security for the lower middle class. However, during Covid-19 pandemic, SMEs have faced serious challenges that have had adverse impact on business operations. Government policies that were aimed at controlling the spread of Covid-19, that included Large-scale Social Restrictions (PSBB) policy and social distancing rules, have had adverse impact on SME economic activities. This study analyzes social capital in the management of SMEs in Bengkulu city. The research was based on primary data and secondary data sources. Meanwhile, data analysis involved frequency distribution statistics. The empirical results showed that social capital in the management of SMEs as manifested in mutual trust, business networks, and solidarity had positive impact on SMEs management in Bengkulu city.

Abstract

ABSTRACT This study aims to determine whether the emotional intelligence, independence, and professionalism of the auditors in decision making at the Padang Public Accountant Office either partially or simultaneously. The method in this research uses multiple linear regression data analysis and determination. The results of the research show that the intelligence coefficient of intelligence is 0.379 with a significant value of 0.094, this indicates that the significant value is 0.094> alpha 0.05, so emotional intelligence has no positive effect on the auditor's decision, the regression coefficient value is -0.097 with a significant value of 0.519. , this shows that the significant value is 0.519> alpha 0.05, so the independence does not have a negative effect on auditor decision making, while the professionalism regression coefficient value is 0.526 with a significant value of 0.009, this indicates that the significant value is 0.009 <alpha 0, 05 then professionalism has a positive effect on auditor decision making. The conclusions of this investigation are emotional intelligence, independent, and auditor professionalism simultaneously have a significant effect on decision making at the Padang Public Accounting Firm either partially or simultaneously. Abstract

ABSTRACT The purpose of this study is to find out how the implementation of waste management policies at the Bengkulu City Environmental Service. The method used in this research is descriptive qualitative. Data sources consist of primary and secondary data. The data analysis used by the researcher went through the stages of data collection, data reduction, data presentation, and data verification or validation to community leaders. The results of the study found that the implementation of the regional regulation policy No. 02 of 2011 on waste management had implemented the policy in accordance with the established standards and procedures. The implementation of waste management policies in Bengkulu City has reached the target group, but there are still obstacles such as lack of facilities and infrastructure, which have implications for the process of transporting waste. The conclusion of this study is that the analysis of waste management policies has not yet provided a socio-economic impact for the community. Keywords: Environment, Policy, Waste Management

Abstract

This article discusses the extent to which Cultural Heritage management involving various sectors can contribute to increasing tourist visits. The research was conducted in the city of Bengkulu, the location of the research was the legacy of Bung Karno's house. Data collection was carried out through secondary data and primary data. Primary data was carried out by interviewing related parties, namely two of Bung Karno's house staff, the Head of the Jambi Cultural Heritage Preservation Agency (BPCB), the Head of the Bengkulu Province Education Office, one cultural expert, four tourism activists, and six communities. members who were visiting Bung Karno's house. The steps in this research are data collection, classification, analysis, and data processing, making conclusions, then narrating in depth. The results of the study explain that the Heritage of Bung Karno's House is one of the historical tourist objects visited by many tourists. Bung Karno's heirloom house is a historical tourism object that has an attraction and has an important role in increasing tourist visits. For optimal Cultural Heritage management, it is important to strengthen the capacity of Cultural heritage management sustainably by optimizing technology and involving five partnership sectors, namely government, private sector, universities, media, and society.

Abstract

Upaya meningkatkan mutu pendidikan dengan cara mengoptimalkan semua sumberdaya yang ada. Guru merupakan sumberdaya yang pertama dan utama dalam peningkatan mutu pendidikan. Mutu pendidikan ditentukan bagaimana  proses belajar mengajar yang dilakukan guru di kelas dapat terlaksana dengan efektif dan efisein. Agar pelaksanaan proses belajar mengajar berdaya guna untuk menghasilkan luaran yang baik. Maka, guru penting melakukan evaluasi dengan melakukan Penelitian Tindakan Kelas (PTK). Dengan PTK kekurangan atau kelemahan yang terjadi dalam proses belajar mengajar dapat teridentifikasi dan terdeteksi, guru dapat menemukan solusi dari masalah yang timbul di kelasnya. Hasil PTK tersebut, guru dapat membuat karya ilmiah dan menyebarkan informasi hasil penelitian ke dalam jurnal yang baik. Kegiatan Pelatihan PTK dan penulisan Karya ilmiah bagi guru SDN 76 Kota Bengkulu, telah melakukan berbagai tahapan diantaranya : 1) telah berkonsultasi, merancang dan mensepakati program kegiatan ini bersama mitra; 2) telah melakukan sosialisasi kegiatan; 3) telah melakukan pelatihan PTK dan Penulisan Karya Ilmiah; 4) telah melakukan klinik proposal bagi guru yang membuat proposal PTK. Kegiatan ini masih banyak kekuranganya, mengingat sulitnya memotivasi para guru yang hampir 64% akan menghadapi masa pensiun, dilain pihak ada 36% guru yang memiliki potensi dan memiliki kebermanfaatan yang tinggi terhadap hasil PTK dan Penulisan karya Ilmiah, memiliki kesibukan yang sangat tinggi. Ketersediaan waktu untuk melakukan klinik hanya pada hari sabtu, sedangkan sabtu banyak kegiatan social yang sudah terjadwal.
