Abstract

The recovery policy for Micro Small, and Medium Enterprises (MSMEs) during the COVID-19 pandemic has been implemented by the Central Bengkulu Regency Government. This study examines the implementation of MSME recovery policies in Central Bengkulu using the Community theory of David C. Korten. The analysis is targeted to provide recommendations in terms of the interests of the MSME community and the orientation of the public interest. The results showed that the MSME recovery program was through the assistance of Banpres/productive business capital and the Regional Incentive Fund in Central Bengkulu Regency. In general, the implementation of the recovery of MSMEs in the Bengkulu Tengah Regency has been running according to the procedure. The policies implemented have played a role in helping and supporting the recovery of MSMEs to survive and thrive. Several obstacles, dynamics arise in the implementation and sustainability of policies on a community basis. Effective policy development needs to be accompanied by intensive cluster-based follow-up assistance. It is necessary to systematically update digital-based MSME data for coaching with programmatic and continuous consolidation.

Abstract

Abstract. There are many opportunities for companies to promote gender equality in supply chains—through their own actions, by enabling business partners, and by influencing industry peers and the broader policy landscape. Taking any of these steps will help drive progress for women in supply chains. However, we believe that those companies looking to create real and lasting change for women should adopt holistic approaches that tackle inequality at every level.  The methods used were qualitative and quantitative descriptive. A master data source was obtained from a key informant of the Sidoluhur Head, Secretary, 2 Hamlet Heads, and 1 Public Figure. The other master data was conducted by administering questionnaires to respondents and determining respondents using accidental sampling. Secondary data obtained from varieties of literature, previous research results, Laws, Government Regulations, and Village Performance Reports as well as other records (text files) associated with the research subject. Quantitative research results (presentation, distribution) examined by utilizing an interactive model through data aggregation, data compression, data display, and decision making or data verification. The effects indicated that the woman professionalism of the Sidoluhur Village Head was categorized Good, the Village Head already had 1) basic ability to cognize about the regulation and the primary tasks and functions (Tupoksi); 2) management capability in handling human resources, finance, village assets, and public service management; 3) technical capability to manage village administration, make village regulations, development planning and budgeting (APBDes) and be able to help the residential district. Results demonstrated that the women roles can be effective in the supply chain process for the SMEs as the management and effective chain roles.

Abstract

The purpose of this study is to find out the efforts and factors inhibiting the development of Tiga Pangung Waterfall Tourism Object in Ulak Village Bandung Kec. Muara Sahung Kab. Kaur. Researchers used qualitative descriptive research methods. The data source consists of primary and secondary data. Primary data is obtained through interviews to management actors. Data analysis techniques used by researchers through the stages of data collection, data reduction, data presentation, and verivication or data validation. Data validation is done by confirmation to the public. The results of research efforts to develop The Three Pangung Waterfall Tourism Object in Ulak Village Bandung Kec. Muara Sahung Kab. Kaur done quite well this is seen from the role of village officials, village heads, communities and the role of coral cadets in developing objerk Wisata empowerment of roads, maintaining cleanliness and infrastructure advice provided at the Three Pangung Waterfall Tourism Object in Ulak Village Bandung Kec. Muara Sahung Kab. Kaur. Factors Inhibiting the Development of Three Pangung Waterfall Attractions in Ulak Village Bandung Kec. Muara Sahung Kab. Kaur, which was found to include a lack of facilities and infrastructure, human resources that do not play an active role, funds and lack of coaching conducted by the tourism and cultural office.

Abstract

: In early June the Indonesian government launched the concept of "Peace" with Covid-19 which was subsequently realized by the issuance of the "New Normal" policy in which the government allowed the community to do activities as usual but still paid attention to the Covid-19 protocol. The concept of "New Normal" which is now known as New Habit Adaptation has begun to be applied in areas with green zone status. Seluma Regency, Bengkulu Province has received the green zone predicate and can implement new habit adaptation policies in community activities, and it needs massive socialization to The community is included in the community of Padang Pelasan village, Air Periukan sub-district, Seluma Regency. The material for the socialization activities carried out is not far from the guidelines for healthy living according to the Covid-19 health protocol in order to adopt a new habitual adaptation pattern such as the Ministry of Health appeal and is considered quite successful. This can be seen from the enthusiastic participation of the community and accepting the team in carrying out activities. In addition, in the evaluation of activities, quite a number of people have started to become aware of health protocols such as the habit of wearing masks

Abstract

: Undang-Undang  Dasar Negara  Republik  Indonesia  1945  sudah mengatur bentuk demokrasi sebaik mungkin pada Pasal 1 ayat (2) yang menjelaskan bahwa kedaulatan berada di tangan rakyat yang kemudian tentang pemilihan umum diatur dalam Pasal 22E. Hal ini juga diperjelas oleh JJ. Rousseau dalam bukunya Du Contract Social/Perjanjian Sosial yang menyatakan bahwa teori pembentukan negara berdasarkan adanya suatu kesepakatan rakyat (Setyo Nugroho, 2013: 248-230). Oleh dari itu rakyat bebas untuk memilih pemimpin dan wakilnya sendiri  tanpa ada tekanan dari kelompok tertentu. Pemilihan Umum di tengah-tengah Covid-19 menjadi persoalan tersendiri yang sedang membutuhkan ruang khusus oleh karena itu dibutuhkan ruang untuk sosialisasi sesuai dengan situasi dan kondisi masa pandemi. Adanya sosialisasi terkait pemilihan dimasa pandemi akan menyadarkan masyarakat akan panduan protokol kesehatan terutama saat pemilihan umum dilaksanakan, dengan begitu masyarakat dapat memberikan hak suaranya dan tetap terhindar dari Covid-19

Abstract

The purpose of the study was to find out how the community's satisfaction with the management of village funds in Tik Teleu Village, Lebong Regency. The research method using descriptive quantitative research methods. In this study there are three ways of data collection techniques, namely observation, interviews and documentation. The results of the study can be seen, that first, community satisfaction in managing village funds in general is still not satisfied. The community considers that the village government is less transparent in the management of village and community funds as well as the performance of the village government is still not optimal and is considered slow. Second, the level of community participation in the management of village funds is also less involved. The conclusion shows that in the management of village funds, community leaders are only involved at the level of community participation consisting of providing suggestions/proposals during the initial deliberation on village fund planning. However, after the village funds were disbursed, community leaders did not know that some even thought that the planning was not in accordance with what had been discussed. Abstract

The purpose of the study was to find out how the Good Governance Principles in Village Fund Governance in Padang Capo Ulu Village, Lubuk Sandi District, Seluma Regency. The research method uses a qualitative description approach. Research data sourced from primary and secondary data. Data collection techniques through in-depth interviews, field observations, and photo documentation. The principles of Good Governance in this study are seen from the indicators of participation, transparency and accountability. The results of the study indicate that the 3 principles of good governance in the management of the Village Fund have been running in accordance with the mandate of the legislation. The conclusion of this research is that the transparency of village funds and management has been going well, with deliberation to discuss the management of village funds. Abstract

The purpose of this study is how the quality of public services at the UPT Puskesmas Warai. In this study, the researcher used a qualitative descriptive research method, namely the method of observation, interview, and documentation. The results showed that public services at the Warai Lahat Health Center UPT were in accordance with five dimensions, namely Tangible, Reality, Responsiveness, Assurance, and Empathy. that are adequate and meet the standards for the needs of the people who visit the UPT Puskesmas Warai Lahat and can be categorized as having fulfilled the five dimensions of Public Service. The conclusion of the study is that the quality of public services at the UPT Puskesmas Warai, Lahat Regency, for service quality is good according to the SOP, the Puskesmas environment is clean, neat and comfortable, the availability of hand washing places, seats and trash boxes. Abstract

The purpose of the study was to describe the service of paying motorized vehicle taxes and to find out the obstacles in the service of paying motorized vehicle taxes at SAMSAT Virtu Bengkulu. The method used in this study is a qualitative descriptive method. The results of the study found that the motor vehicle tax payment service at SAMSAT Virtu Bengkulu has provided the best service to taxpayers easily, quickly, and accurately so that tax revenues are still obtained to the maximum. This can be seen from five indicators, namely: Tangible (physical evidence), Reliability (reliability), Responsiveness (capability), Assurance (guarantee), and Empathy (comfort). The conclusion of this research is that the motor vehicle tax payment service through the SAMSAT Virtu Bengkulu program has been going well. Keywords: Motor Vehicle Tax, Public Service, SAMSAT Virtu

Abstract

Objective The study describes the pentahelix model in tourism development in the city of Semarang. The problem is the lack of optimal cooperation between the actors involved. Theory uses the Policy Actor Theory and the Pentahelix Model. Descriptive research type, qualitative approach. Data is collected through: interview, observation and literature. Determination of informants with Snowball technique and key informants Head of the Department of Tourism and Culture of the city of Semarang. Data analysis by means of: data condensation, data verification and conclusion drawing. Data validation uses source triangulation. From the research it can be seen: (1) tourism development in Semarang city using pentahelix model, has involved academics, government, community, business, and mass media (2) Field findings are the Semarang City Tourism Promotion Agency (BP2KS) is not optimal and (3) Cooperation between the pentahelix model actors in the city of Semarang from the results of the research is not optimal. Research recommendations: revised the tourism regulation of Semarang city concerning "collaboration between actors, strengthening the institutional capacity of BP2KS, and subsequent researchers are advised to take the focus of research with different loci or make comparisons with the same focus.
