Abstract

Background: Basic Health Research (RISKESDAS) in 2018 found as many as 15 provinces out of 35 provinces had a prevalence of alcohol consumption above the national prevalence, and Papua was reportedly in the top 15 of the prevalence of high alcohol consumption (alcohol) as much as 4.6%. Objective: To describe the obstacles to the implementation of local government policies in curbing the circulation of alcohol in Jayapura City. Method: This is a descriptive study using a qualitative single instrumental case study design in Jayapura City from May to September 2020. Purposive sampling technique was employed to determine participants who consisted of an integrated team of alcohol control and supervision (n =6). Data collection was using in-depth interviews and non-participant observation. Result: Communication between the integrated team was not optimal. National Food and Drug Agency (BPOM) had not routinely conducted sample tests as the majority of traditional alcoholic beverages sold in shops such as local liquors were illegal. The division of duties and responsibilities by the integrated team was good, but the execution in the field was not as agreed upon. There were alcohol traders who have not applied for licenses to sell alcohol because the process to get license permits was too complicated. The content of Perda No.8 of 2014 weakened the police because they could not give punishment like Satpol PP, however, Satpol PP did not have an investigating team. Conclusion: The lack of commitment from the control and supervision team of alcohol circulation in carrying out their duties. The resources involved were lacking. Coordination among the integrated teams was not going well thus the division of tasks and authorities with implementation actions in the field did not work according to the policy enforce in Jayapura City. Evaluation of work programs by policy implementers could be carried out to increase the success of implementation.

Abstract

ABSTRACTExclusive breastfeeding can encourage optimal growth and development, especially during the child’s critical period which spans from when the baby is born until  2 years old. The objective of this study was to analyze the motivational phase of the Health Action Process Approach (HAPA) theory with the intention of exclusive breastfeeding in the work area of the Sidosermo Primary Healthcare Center. This study was a quantitative cross-sectional study with an observational research design. The sampling technique was conducted through the systematic random sampling technique with a total sample of 32 people. The study showed that risk perception has a significant influence on the intention of exclusive breastfeeding with a significance value of 0.014 < α (0.05) and an odds ratio of 0.101. This suggests that respondents who had the right perception about exclusive breastfeeding are 0.101 times more likely to exclusively breasfeed their child than respondents who had a wrong perception. This study also showed that there was a significant influence between self-efficacy towards the intention of exclusive breastfeeding, with a significance value of 0.006 < α (0.05). Respondents who felt that they were able to give exclusive breastfeeding were 17 times more likely to provide exclusive breastfeed than those who felt they were less able. The results of this study indicated that there was an influence between the outcome expectancies with the intention of exclusive breastfeeding with a significance value of 0.004 < α (0.05) and an odds ratio of 28.8. It means that respondents who had high expectations had 28.8 times more intention to provide exclusive breastfeeding than respondents who had low expectations. Keywords: exclusive breastfeeding, intention, Health Action Process Approach (HAPA)

Abstract

Antenatal care is an effort to promote, protect, and maintain maternal health during pregnancy and reduce maternal and infant mortality. The scope of antenatal care also includes the detection and treatment of pregnant women with high-risk cases and the detection and prevention of complications of pregnancy and childbirth. Complications of pregnancy and childbirth result in asphyxia neonatorum. The number of cases of asphyxia neonatorum in Mojokerto District was 46.9% in 2010 and 39.7% in 2014. The purpose of this study was to analyze the effect of antenatal care quality on asphyxia neonatorum in Mojokerto district. This type of observational analytic study was a case-control design with a large sample of cases and controls of 80 infants. Data were analyzed using univariate, bivariate, and multivariate analysis with logistic regression tests. The results of this study indicate that the quality of antenatal care has a significant effect on neonatal asphyxia (OR = 8,556; 95% CI: 2,777-26,358). Confounding variables that affect neonatal asphyxia are maternal occupation (OR = 4,558; 95% CI: 1,391–14,298), basic education (OR = 21,620; 95% CI: 1,932–241,886), secondary education (OR = 20,977; 95% CI : 1,819–241,872). Conclusion The quality of antenatal care influences neonatal asphyxia. A suggestion based on the results of this study is that health workers are expected to conduct health education to the community and family about the importance of antenatal care checks and antenatal care services that must be obtained from health workers.
