Abstract

This study aims to analyze the expenditure allocation policy of Agam Regency in the Fiscal Year 2024, with a particular focus on the dominance of operational expenditure and its implications for regional development. The 2024 local government budget (APBD) of Agam Regency amounts to approximately IDR 1.67 trillion, of which operational expenditure accounts for IDR 1.30 trillion, or about 77 percent of total spending. Meanwhile, capital expenditure expected to play a strategic role in promoting infrastructure development and improving public services is allocated only IDR 165.78 billion, or around 9.8 percent. This imbalance illustrates the limited fiscal space faced by the regional government in making long-term, productivity-oriented investments essential for stimulating regional economic growth. This research employs a qualitative descriptive method using secondary data sourced from the APBD document of Agam Regency for the 2024 fiscal year. The findings reveal that the dominance of operational expenditure is primarily attributed to the high burden of personnel expenditure, goods and services expenditure, and grants, all of which absorb a substantial portion of fiscal resources. Consequently, this condition restricts the government’s flexibility in allocating funds for capital expenditure that directly supports the development of strategic infrastructure such as roads, irrigation networks, and public facilities. The dominance of operational expenditure has significant implications for regional development, including the slower pace of infrastructure expansion, limited improvement in the quality of public facilities, and reduced government capacity to stimulate productive economic sectors. These conditions highlight the need for a more efficiency-oriented budgeting policy and an increased allocation for capital expenditure. This study recommends strengthening fiscal capacity through the optimization of locally generated revenues (PAD), rationalizing less productive expenditures, and implementing performance-based budgeting to ensure that regional development progresses more effectively, sustainably, and with tangible benefits for public welfare. ABSTRAK Penelitian ini bertujuan untuk menganalisis kebijakan alokasi belanja daerah Kabupaten Agam Tahun Anggaran 2024 dengan menitikberatkan pada dominasi belanja operasi serta implikasinya terhadap pembangunan daerah. Struktur APBD menunjukkan bahwa belanja daerah Kabupaten Agam tahun 2024 mencapai Rp1,67 triliun, dengan porsi belanja operasi sebesar Rp1,30 triliun atau sekitar 77 persen dari total belanja. Sementara itu, belanja modal yang seharusnya berperan penting dalam mendorong pembangunan infrastruktur dan peningkatan layanan publik hanya dialokasikan sebesar Rp165,78 miliar atau sekitar 9,8 persen. Ketimpangan alokasi ini menggambarkan keterbatasan ruang fiskal yang dialami pemerintah daerah dalam melakukan investasi jangka panjang yang berorientasi pada pertumbuhan ekonomi daerah. Penelitian ini menggunakan metode deskriptif kualitatif dengan analisis data sekunder yang bersumber dari dokumen APBD Kabupaten Agam Tahun 2024. Hasil penelitian menunjukkan bahwa dominasi belanja operasi terutama disebabkan oleh tingginya beban belanja pegawai, belanja barang dan jasa, serta belanja hibah, yang secara keseluruhan menyerap sebagian besar sumber daya anggaran. Kondisi ini mengurangi fleksibilitas pemerintah daerah dalam mengalokasikan anggaran untuk belanja modal yang memiliki kontribusi langsung terhadap pembangunan infrastruktur strategis, seperti jalan, jaringan irigasi, dan gedung pelayanan publik. Dampak dominasi belanja operasi terlihat pada terhambatnya percepatan pembangunan daerah, terbatasnya peningkatan kualitas sarana dan prasarana publik, serta rendahnya kemampuan pemerintah daerah dalam mendorong sektor-sektor ekonomi produktif. Situasi tersebut menunjukkan perlunya kebijakan penganggaran yang lebih berorientasi pada efisiensi belanja serta peningkatan proporsi belanja modal. Penelitian ini merekomendasikan perlunya strategi peningkatan kapasitas fiskal melalui optimalisasi PAD, rasionalisasi belanja yang kurang produktif, serta perencanaan anggaran berbasis kinerja agar pembangunan daerah dapat berjalan lebih efektif, berkelanjutan, dan berdampak langsung pada kesejahteraan masyarakat.

Abstract

This study aims to understand the role of regional financial management policies and their implications for regional governance. This study uses a literature review method by examining various scientific articles discussing regional financial policies, budget management, and governance practices. The results of the discussion indicate that regional financial management policies not only function as technical guidelines for budget management but also as an important instrument in building orderly and directed governance. The quality of budget planning, flexible yet controlled implementation, and effective oversight are key factors influencing the accountability and efficiency of regional financial management. Furthermore, consistent policy implementation encourages transparency and strengthens the institutional capacity of regional governments, despite the challenges of differences in resource capabilities and regional fiscal conditions. Overall, regional financial management policies play a strategic role in strengthening regional governance and supporting public interest-oriented governance.

Abstract

This study aims to analyze the regional development strategy of Bukittinggi City based on the Regional Revenue and Expenditure Budget (APBD) for 2024 and its budget allocation changes. The main problem of the research is how APBD changes reflect development priorities and their implications for the regional economy. This study employs a quantitative descriptive method with financial ratio analysis and comparative evaluation between the budget before and after amendments. Secondary data was obtained from official documents of the Amended Regional Budget Regulation for Fiscal Year 2024 of Bukittinggi City. The research findings indicate an increase in regional revenue of IDR 17.42 billion (2.30%), primarily from intergovernmental transfers which increased by IDR 19.17 billion (56.90%). Capital expenditure experienced a significant increase of IDR 3.36 billion (5.00%), particularly in road, network, and irrigation spending which increased by 86.52%. These findings indicate that the Bukittinggi City Government prioritizes infrastructure development as the main strategy to enhance connectivity and regional economic growth, consistent with regional development theory emphasizing the importance of capital investment in stimulating long-term economic growth.

Abstract

Artikel ini membahas problematika pelayanan publik yang terjadi pada Dinas Pelayanan Terpadu Satu Pintu (DPMPTSP) Kota Padang Panjang. Studi ini menggunakan pendekatan studi literatur dengan mengkaji berbagai sumber sekunder berupa jurnal, buku, laporan kinerja pemerintah, dan dokumen kebijakan terkini. Hasil kajian menunjukkan bahwa pelayanan publik di DPMPTSP Padang Panjang masih menghadapi berbagai persoalan yang bersifat prosedural, kelembagaan, teknologis, dan partisipatif. Kendala utama meliputi ketidakefisienan birokrasi, lemahnya koordinasi antarinstansi, rendahnya kapasitas sumber daya manusia, serta belum optimalnya penerapan sistem digital perizinan. Selain itu, rendahnya partisipasi masyarakat dalam pengawasan layanan turut memperburuk kualitas pelayanan publik. Temuan ini menunjukkan bahwa reformasi pelayanan publik di tingkat daerah masih belum terimplementasi secara komprehensif dan berkelanjutan. Oleh karena itu, diperlukan langkah-langkah strategis berupa penguatan tata kelola pemerintahan, peningkatan kualitas SDM, pemanfaatan teknologi informasi secara menyeluruh, dan keterlibatan masyarakat dalam proses pelayanan. Artikel ini memberikan kontribusi terhadap wacana reformasi birokrasi dan pelayanan publik dengan menyoroti tantangan aktual yang dihadapi pemerintah daerah dalam era desentralisasi dan digitalisasi

Abstract

Waste management in West Pasaman Regency has not yet been effectively implemented, as reflected in low levels of community participation, limited facilities and infrastructure, and waste management practices that remain oriented toward final disposal. In response to these conditions, the local government introduced the Waste Blessing Movement (Gerakan Berkah Sampah/GBS) as a community-based waste management policy that integrates environmental, social, and economic dimensions. This study aims to evaluate the implementation of the GBS policy and to identify factors influencing its effectiveness in promoting behavioral change within the community. This research adopts a descriptive qualitative approach using a case study design. Data were collected through in depth interviews, field observations, and documentation involving key stakeholders, including officials from the Environmental Agency, technical field officers, and community members. Data analysis was conducted using the qualitative data analysis approach of Miles and Huberman, encompassing data reduction, data presentation, and conclusion drawing.The findings indicate that although the GBS policy is relevant to local waste management challenges and has been implemented since 2018, its effectiveness in changing community behavior remains limited. Public understanding and participation are uneven, socialization efforts are insufficient, and implementation is constrained by limited human resources, inadequate infrastructure, and weak monitoring and evaluation mechanisms. Nevertheless, the policy shows potential to encourage positive behavioral change, particularly among communities that actively participate and benefit from waste-based social and economic incentives. The study concludes that strengthening governance, enhancing sustainable community education, and improving coordination among stakeholders are essential to increase the effectiveness and sustainability of the GBS policy in West Pasaman Regency.

Abstract

Anggaran Pendapatan dan Belanja Daerah (APBD) adalah alat penting untuk mewujudkan tata kelola pemerintahan yang baik (good governance), terutama dalam hal akuntabilitas dan transparansi. Tujuan dari penelitian ini adalah untuk memeriksa akuntabilitas keuangan daerah dalam pengelolaan APBD Pemerintah Kabupaten Merangin dengan melihat bagaimana perencanaan, pelaksanaan, pelaporan, dan pertanggungjawaban keuangan daerah berkorelasi satu sama lain. Penelitian ini menggunakan metode kualitatif dengan studi pustaka. Peraturan perundang-undangan, literatur akademik, laporan keuangan daerah, dan dokumen Peraturan Daerah tentang Perubahan APBD Kabupaten Merangin Tahun Anggaran 2025 diselidiki dan dianalisis. Kajian menunjukkan bahwa Pendapatan Asli Daerah (PAD) telah meningkat, defisit anggaran telah ditangani, dan alokasi belanja modal untuk pembangunan telah meningkat. Namun, pengelolaan keuangan daerah masih menghadapi banyak masalah. Beberapa di antaranya adalah ketergantungan yang besar terhadap dana transfer pemerintah pusat dan dominasi belanja operasi, terutama belanja pegawai. Akibatnya, untuk mewujudkan pengelolaan APBD yang lebih akuntabel, berkelanjutan, dan berfokus pada kemakmuran masyarakat, diperlukan peningkatan kemandirian fiskal, efisiensi belanja, dan kualitas perencanaan dan transparansi anggaran.

Abstract

Nagari division is a local government policy aimed at improving the effectiveness of governance and accelerating public services to the community. However, in practice, regional division policies can also create various administrative problems at the community level. This condition occurred in Javanese transmigrant communities in Jorong Simpang Empat Kaplingan, which experienced changes in administrative areas following nagari division. This study aims to describe the impact of nagari division on administrative services for Javanese transmigrant communities in Jorong Simpang Empat Kaplingan and to identify various obstacles that arose in the administrative service process. This study uses a descriptive qualitative approach with data collection through interviews, observation, and documentation. Research informants consisted of nagari officials, nagari division teams, and the community of Jorong Simpang Empat Kaplingan. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results show that nagari division has a positive impact in the form of increased development focus and more targeted services. However, the division also has negative impacts, including changes in population administrative data without adequate socialization, delays in social assistance distribution, and confusion among Javanese transmigrants regarding the existence of the Nagari Customary Council. Therefore, improved policy socialization and better coordination between nagari government and the community are needed.
