Abstract

Waste management in West Pasaman Regency has not yet been effectively implemented, as reflected in low levels of community participation, limited facilities and infrastructure, and waste management practices that remain oriented toward final disposal. In response to these conditions, the local government introduced the Waste Blessing Movement (Gerakan Berkah Sampah/GBS) as a community-based waste management policy that integrates environmental, social, and economic dimensions. This study aims to evaluate the implementation of the GBS policy and to identify factors influencing its effectiveness in promoting behavioral change within the community. This research adopts a descriptive qualitative approach using a case study design. Data were collected through in depth interviews, field observations, and documentation involving key stakeholders, including officials from the Environmental Agency, technical field officers, and community members. Data analysis was conducted using the qualitative data analysis approach of Miles and Huberman, encompassing data reduction, data presentation, and conclusion drawing.The findings indicate that although the GBS policy is relevant to local waste management challenges and has been implemented since 2018, its effectiveness in changing community behavior remains limited. Public understanding and participation are uneven, socialization efforts are insufficient, and implementation is constrained by limited human resources, inadequate infrastructure, and weak monitoring and evaluation mechanisms. Nevertheless, the policy shows potential to encourage positive behavioral change, particularly among communities that actively participate and benefit from waste-based social and economic incentives. The study concludes that strengthening governance, enhancing sustainable community education, and improving coordination among stakeholders are essential to increase the effectiveness and sustainability of the GBS policy in West Pasaman Regency.

Abstract

Anggaran Pendapatan dan Belanja Daerah (APBD) adalah alat penting untuk mewujudkan tata kelola pemerintahan yang baik (good governance), terutama dalam hal akuntabilitas dan transparansi. Tujuan dari penelitian ini adalah untuk memeriksa akuntabilitas keuangan daerah dalam pengelolaan APBD Pemerintah Kabupaten Merangin dengan melihat bagaimana perencanaan, pelaksanaan, pelaporan, dan pertanggungjawaban keuangan daerah berkorelasi satu sama lain. Penelitian ini menggunakan metode kualitatif dengan studi pustaka. Peraturan perundang-undangan, literatur akademik, laporan keuangan daerah, dan dokumen Peraturan Daerah tentang Perubahan APBD Kabupaten Merangin Tahun Anggaran 2025 diselidiki dan dianalisis. Kajian menunjukkan bahwa Pendapatan Asli Daerah (PAD) telah meningkat, defisit anggaran telah ditangani, dan alokasi belanja modal untuk pembangunan telah meningkat. Namun, pengelolaan keuangan daerah masih menghadapi banyak masalah. Beberapa di antaranya adalah ketergantungan yang besar terhadap dana transfer pemerintah pusat dan dominasi belanja operasi, terutama belanja pegawai. Akibatnya, untuk mewujudkan pengelolaan APBD yang lebih akuntabel, berkelanjutan, dan berfokus pada kemakmuran masyarakat, diperlukan peningkatan kemandirian fiskal, efisiensi belanja, dan kualitas perencanaan dan transparansi anggaran.

Abstract

Nagari division is a local government policy aimed at improving the effectiveness of governance and accelerating public services to the community. However, in practice, regional division policies can also create various administrative problems at the community level. This condition occurred in Javanese transmigrant communities in Jorong Simpang Empat Kaplingan, which experienced changes in administrative areas following nagari division. This study aims to describe the impact of nagari division on administrative services for Javanese transmigrant communities in Jorong Simpang Empat Kaplingan and to identify various obstacles that arose in the administrative service process. This study uses a descriptive qualitative approach with data collection through interviews, observation, and documentation. Research informants consisted of nagari officials, nagari division teams, and the community of Jorong Simpang Empat Kaplingan. Data analysis was conducted through data reduction, data presentation, and conclusion drawing. The results show that nagari division has a positive impact in the form of increased development focus and more targeted services. However, the division also has negative impacts, including changes in population administrative data without adequate socialization, delays in social assistance distribution, and confusion among Javanese transmigrants regarding the existence of the Nagari Customary Council. Therefore, improved policy socialization and better coordination between nagari government and the community are needed.

Abstract

This study aims to analyze the Perception of the Strawberry Generation Towards Political Literacy of the 2024 Election in Lubuk Basung, Agam Regency. the research method used in this research is Quantitative with Descriptive Analysis. this study took a sample of 100 people. this research data was processed and analyzed using the SPSS version 25 application for windows software and to see the validity and reliability of the data. The results of this study are that the indicators of the strawberry generation obtained around 83.4%, which means that they will be technologically literate, mentality vulnerable, like instant things and are active in browsing the internet in obtaining information about the political literacy of the 2024 elections in Lubuk Basung, Agam Regency. while the election political literacy indicator obtained around 74.5%, which means that the strawberry generation's perception of the political literacy of the 2024 elections in Lubuk Basung, Agam Regency has a good level of literacy regarding election political issues.

Abstract

The General Election Supervisory Agency (BAWASLU) has several limitations in achieving electoral justice technically, namely personnel limitations and the vast geographical scope of the supervisory area. Then the challenge becomes even more complicated in the simultaneous 2024 elections, which place digital media as the primary space for political campaigns. Also, in the policy of the Memorandum of Understanding for participatory oversight with the West Sumatra Editors' Network (JPS), 10 out of 16 JPS media outlets placed political advertisements on their respective websites or news portals, indicating that the media have political tendencies. The goal of this research is to examine the implementation of the policy and the news coverage it generates. The research method used is quasi-qualitative with a policy analysis framework. Data collection was conducted through observation, interviews, and document studies with key informants from BAWASLU West Sumatra and JPS. In addition, this research is supported by the framing analysis method to see how the news in participatory oversight policies is framed and constructed to encourage active public participation in election oversight. The results of this study show the role of each institution, with BAWASLU West Sumatra playing the role of agenda-setting in news coverage by determining and providing information, while JPS constructs and publishes the news. Then, the results of the framing analysis show that the JPS media predominantly uses event frames (43%) and idea frames (43%), while the low figurative frame (14%) indicates the media's independence from political interests. However, the tone or mood of the news coverage is dominated by a hopeful tone (73.5%) compared to an advisory tone (21.8%), thus tending to build optimism rather than encouraging direct public participation. In general, this news pattern directs JPS more towards the public relations function of BAWASLU rather than the educational function to encourage active public participation in election supervision.

Abstract

This study aims to analyze the effectiveness of the post-earthquake rehabilitation and reconstruction program implemented by the Regional Disaster Management Agency (Badan Penanggulangan Bencana Daerah or BPBD) of West Pasaman Regency in Kenagarian Kajai. The 2022 earthquake caused significant damage to homes, infrastructure, and public facilities, necessitating a rapid and appropriate recovery response. The study employed a quasi qualitative approach with a simple research design to evaluate program implementation, identify obstacles, and formulate improvement recommendations. Data were collected through interviews, observation, documentation, and the distribution of 96 questionnaires, and analyzed based on effectiveness indicators: target accuracy, timeliness, and outcome achievement. The findings show that the program was relatively ineffective, with a performance score of 73%. The program included the repair of severely damaged houses, construction of public facilities, and restoration of road access. However, several challenges were identified, such as limited human resources, delays in fund disbursement due to complex bureaucracy, and inaccurate damage assessments leading to unequal aid distribution. Despite these issues, the program’s positive impact was still felt by the community, though its effectiveness needs improvement. The study recommends strengthening inter-agency coordination, accelerating fund disbursement processes, enhancing human resource capacity, and improving data collection systems to ensure more accurate and equitable aid distribution. These findings are expected to serve as a reference for future post-disaster rehabilitation and reconstruction policy development.

Abstract

This study aimed to analyze the influence of leadership, employment status, and compensation on Organizational Citizenship Behaviour (OCB) among PPPK employees within the Pariaman City Government. The study employed a quantitative approach with an associative research design. The respondents consisted of 250 PPPK employees distributed across various Regional Government Organizations (Organisasi Perangkat Daerah/OPD) in Pariaman City. Data were collected through questionnaires and analyzed using multiple linear regression with the assistance of SPSS software. Prior to hypothesis testing, classical assumption tests were conducted, including tests of normality, multicollinearity, and heteroscedasticity. The results showed that leadership had a positive and significant effect on Organizational Citizenship Behaviour (OCB). Employment status also had a positive and significant effect and was identified as the most dominant variable influencing OCB. Meanwhile, compensation did not have a significant effect on OCB. Simultaneously, leadership, employment status, and compensation significantly influenced Organizational Citizenship Behaviour (OCB). The findings indicate that voluntary work behaviour among PPPK employees is more strongly influenced by leadership factors and clarity of employment status than by financial factors. Therefore, efforts to improve OCB among PPPK employees should focus on strengthening leadership quality and managing employment status more effectively.

Abstract

The progress of educational institutions in Indonesia is largely determined by the principal or school leader. This article examines the typology and characteristics of principal leadership in Indonesian educational institutions using a literature review analysis. Based on five research findings, it was found that educational institutions in Indonesia implement various leadership typologies: mixed (democratic-paternalistic), transformational, religio-paternalistic, socialistic, and laissez-faire. Furthermore, leadership characteristics depend on or are related to the typology implemented by each principal within the educational institution. For example, if the principal's leadership typology applies a transformative type, then the leadership characteristics tend to be able to work together, communicate with all parties, have a varied identity and leadership style and are able to accept suggestions and criticism from others.

Abstract

Artikel ini mengkaji analisis kebijakan perlindungan data pribadi di era ekonomi digital. Tujuan dari kajian pustaka ini adalah untuk mengevaluasi implementasi dan dampak dari kebijakan-kebijakan yang ada dalam melindungi data pribadi masyarakat dari berbagai risiko di lingkungan digital, khususnya dalam konteks Indonesia. Teknik pengumpulan dan analisis data untuk literature review melibatkan identifikasi, pemilihan, evaluasi kritis, dan sintesis informasi yang relevan dari berbagai sumber yang terpercaya, baik nasional maupun internasional, untuk menjawab pertanyaan penelitian yang spesifik. Hasil kajian menunjukkan bahwa meskipun Indonesia telah memiliki regulasi seperti Undang-Undang Nomor 27 Tahun 2022 tentang Perlindungan Data Pribadi, masih terdapat tantangan dalam implementasi dan penegakan hukum yang efektif. Kesenjangan antara kebijakan dan praktik di lapangan, rendahnya literasi digital masyarakat, serta belum optimalnya koordinasi antar pemangku kepentingan menjadi isu utama yang perlu diperhatikan. Selain itu, meningkatnya kasus kebocoran data pada berbagai platform digital menunjukkan bahwa perlindungan data pribadi masih menghadapi risiko yang signifikan. Kajian ini menyimpulkan perlunya penguatan regulasi, peningkatan kapasitas kelembagaan, serta sinergi antara pemerintah, sektor swasta, dan masyarakat untuk mewujudkan perlindungan data pribadi yang optimal di era ekonomi digital.

Abstract

Kebijakan subsidi LPG 3 kg di Indonesia dirancang untuk membantu rumah tangga miskin dan pelaku usaha mikro dalam memenuhi kebutuhan energi dengan harga terjangkau. Namun, dalam implementasinya, kebijakan ini masih menghadapi berbagai permasalahan, terutama terkait ketidaktepatan sasaran penerima subsidi. Penelitian ini bertujuan untuk menganalisis penyebab disfungsi kebijakan tersebut dengan menggunakan perspektif teori aktor dalam kebijakan publik. Metode yang digunakan adalah studi literatur dengan pendekatan kualitatif terhadap berbagai jurnal ilmiah nasional dan internasional terkini. Hasil penelitian menunjukkan bahwa dominasi aktor negara dalam proses pengambilan keputusan, lemahnya sistem pengawasan distribusi, serta adanya distorsi kepentingan dari aktor pasar menjadi faktor utama yang menyebabkan subsidi LPG 3 kg tidak tepat sasaran. Selain itu, keterbatasan data penerima subsidi yang akurat serta rendahnya partisipasi masyarakat dalam pengawasan turut memperburuk efektivitas implementasi kebijakan. Kondisi ini mengakibatkan terjadinya kebocoran subsidi yang justru dinikmati oleh kelompok yang tidak berhak. Oleh karena itu, diperlukan reformasi kebijakan yang menekankan pada kolaborasi antar-aktor, baik pemerintah, sektor swasta, maupun masyarakat. Selain itu, digitalisasi data penerima subsidi serta penguatan mekanisme pengawasan distribusi menjadi langkah strategis yang perlu dilakukan untuk meningkatkan ketepatan sasaran dan efektivitas kebijakan subsidi LPG 3 kg sehingga lebih berpihak kepada masyarakat yang membutuhkan.
