Abstract

Fenomena Kenakalan remaja di Kabupaten Tegal yang terus meningkat setiap tahunnya merupakan masalah yang serius bagi Pemerintah Daerah Kabupaten Tegal, karena berpengaruh pada kualitas sumber daya manusia dan berdampak terhadap kondisi keamanan lingkungan di Kabupaten Tegal. Penelitian ini bertujuan untuk mengetahui dan memahami bagaimana proses kolaborasi yang dibangun dalam mengatasi masalah kenakalan remaja di Kabupaten Tegal serta mengetahui faktor apa saja yang mempengaruhi kolaborasi. Penelitian ini menggunakan metode penelitian kualitatif dengan enam informan sebagai subjek penelitian. Hasil penelitian menunjukkan bahwa proses kolaboratif berjalan dengan cukup baik dengan melihat aspek dialog tatap muka, membangun kepercayaan, komitmen terhadap proses, pemahaman bersama, dan hasil sementara. Namun, proses kolaboratif ini masih terdapat kendala dalam partisipasi masyarakat dan swasta yang kurang aktif dalam kolaborasi. Faktor pendukung dalam kolaborasi adalah kualitas SDM, ketersediaan infratruktur, insentif untuk berpartisipasi, sejarah kerjasama, dan ransparansi dalam kolaborasi. Sedangkan faktor penghambat yang ditemui adalah keterbatasan anggaran, kurangnya keterbukaan informasi publik, kurang intensifnya kegiatan sosialisasi, dan ketidaktersediaannya LPKS. Penulis menyarankan untuk mengoptimalkan pengawasan terhadap aktivitas remaja serta mengoptimalkan peran keluarga dan sekolah dalam upaya pencegahan kenakalan remaja.

Abstract

Kerosene to LPG program in Kelurahan Tembalang is a program of the central government. This program is an effort by the government to address the heightened oil prices and depleting the availability. World oil prices are rising, affecting the size of the state budget for it, the government convert kerosene to LPG. In addition, the abundant presence of LPG in Indonesia and has not been used optimally. Kerosene to LPG is intended for the middle class and small kerosene users.The purpose of this study was to evaluate and analyze the conversion program from kerosene to LPG in Kelurahan Tembalang, so it can be seen that the impact occurred, success factors, barriers, and recommendations of the program further. The evaluation program is based on indicators by William N Dunn which include: equity, adequacy, and accuracy and indicators according to a LAN that includes: input, output, outcome, benefits and impacts. In this study, researchers used a snowball sampling technique. Data collection method used is in-depth interview techniques, observation and study documentation.This study suggests that the conversion program from kerosene to LPG in Kelurahan Tembalang has both positive and negative. The positive effect is caused by the public convenience and saving of expenditure, while the negative effects are elderly people who are afraid to use LPG 3 kg. Kerosene to LPG in Kelurahan Tembalang running less successful because most of the middle above the target program and the people are reluctant to use LPG. Inhibiting factor is the lack of monitoring of the government, the state of society with poor conditions, 3 kg LPG price in excess of HET.

Abstract

Penelitian ini disusun untuk menganalisis kualitas pelayanan perizinan IMB di Badan Penanaman Modal dan Pelayanan Perijinan Kabupaten Blora, serta untuk menganalisis faktor-faktor yang menghambat kualitas pelayanan perizinan IMB. Kualitas pelayanan tersebut dilihat melalui lima dimensi yaitu tangible, reliability, responsiveness, assurance, dan empati. Penelitian ini merupakan jenis penelitian diskriptif kualitatif dengan pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian diperoleh bahwa kualitas pelayanan perizinan IMB di Badan Penanaman Modal dan Pelayanan Perijinan Kabupaten Blora belum optimal, karena masih ditemukan beberapa kekurangan yaitu sarana prasarana masih kurang dan sarana prasarana yang tersedia belum dimanfaatkan secara optimal, kedisiplinan waktu petugas kurang, dan waktu penerbitan izin masih beberapa kali mengalami keterlambatan. Faktor penghambat dalam kualitas pelayanan perizinan IMB tersebut yaitu Sumber Daya Manusia, sarana dan prasarana, organisasi dan masyarakat. Saran dari peneliti yakni memanfaatkan sarana prasarana yang ada dan perlu pengadaan sarana dan prasarana yang belum tersedia untuk menunjang pelayanan, perlu absensi pada saat jam masuk setelah istirahat untuk mendisiplinkan petugas, perlu meminimalisir keterlambatan penerbitan dengan pemberian kewenangan kepada bawahan untuk memberikan paraf atau tandatangan yang sifatnya legal ketika Pimpinan alpa, selain itu perlu koordinasi dan keselarasan antara front office dan back office dalam pengecekan persyaratan izin, serta masyarakat harus lebih bersikap aktif dan tanggap terhadap berkas-berkas yang masih kurang.

Abstract

Abstract Mayor's Decree Number 556/407 The Mayor of Semarang in 2012 became the basis for the determination of Wonolopo Village as a Tourism Village in the City of Semarang. This study aims to identify actors, analyze the roles of actors and describe the actor network models formed in the tourism development policy program in Wonolopo Tourism Village. The research method used is qualitative descriptive type with data collection methods direct / online interviews, observation and documentation. The results of this study indicate that DISBUDPAR Semarang City becomes the primary actor and acts as a policy cerator, facilitator and coordinator. The primary actors are POKDARWIS, RW, and Active Society as implementers and accelerators. Secondary actors are Mass Media and Academics act as accelerators. Tertiary actors are the District, Kelurahan and PKK acting as accelerators. The quaternary actor is the Passive Society, which acts as the target group and beneficiaries. The actor network model that is formed is the Quadruple Helix Model (Government, Academics, Society and Mass Media). The actor network that has been formed has not run optimally because some of the actors involved have not coordinated and communicated well in carrying out their respective roles. Recommendations are the need for coordination and communication by DISBUDPAR through the holding of meetings between actors to optimize the role of each actor involved and the involvement of the younger generation as a step to increase community participation in tourism promotion. Abstract

Management / waste management is not only achieved through decision - making, but by increasing the ability of the apparatus in providing a variety of materials on waste management through education and training - training on various structural performance of public services is not enough to simply done using indicators - indicators attached to it's own waste management as waste management procedures The study was conducted to determine how the waste management Bhakti Wira Tamtama Hospital Semarang city enlisted as measured by several indicators of management / waste management, namely: Planning, Organizing, Leading and Controlling.In addition, this study also conducted to determine the limiting factor of the medical waste management at Army Hospital Bhakti Wira Tamtama. This study used descriptive qualitative approach to data collection obtained from observations and interviews.The studies results showed that the management / waste management in the hospital enlisted Bhakti Wira which still can be seen from the maximum, the lack of quality human resources, facilities and inadequate infrastructure, lack of attention and response to the civil servant leader. Researchers suggested that Wira Bhakti Hospital enlisted improve employee performance by conducting training for employees, adding facilities and infrastructure as well as improving medical waste management procedures.

Abstract

Penggunaan Narkoba seperti Narkotika atau Psikotropika di kalangan remaja hingga usia dewasa sudah sangat memprihatinkan perkembangannya di Indonesia. Di DKI Jakarta, berdasarkan catatan Ditjen Pemasyarakatan Kementerian Hukum dan HAM RI Tahun 2012, jumlah narapidana dan tahanan kasus narkoba di Provinsi DKI Jakarta dalam 2 tahun terakhir terus naik. Tujuan dari penelitian ini adalah untuk mengetahui Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta. Penelitian ini bertujuan untuk mengetahui sejauh mana Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dan bagaimana kinerjanya dipengaruhi oleh faktor-faktor tertentu. Penelitian ini dilaksanakan berdasarkan permasalahan pencapaian kinerja dari Badan Narkotika Nasional Provinsi DKI Jakarta. Tujuan penelitian ini adalah untuk menganalisis kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dan menganalisis faktor pendukung dan penghambat kinerja Badan Narkotika Nasional Provinsi DKI Jakarta. Penilaian kinerja Badan Narkotika Nasional Provinsi DKI Jakarta dilihat dari masukan, responsivitas, dan akuntabilitas. Sementara faktor yang mempengaruhi kinerja dilihat dari struktur organisasi, sumber daya manusia dan sarana prasarana. Hasil penelitian ini menunjukkan bahwa Kinerja Badan Narkotika Nasional Provinsi DKI Jakarta masih ditemui banyak kekurangan, seperti kurangnya anggaran dan kurangnya sumber daya manusia.

Abstract

One of the tasks of government is to provide health services to the community , especially to the poor . To facilitate the poor to health services , the government through the Ministry of Health held a health care program for the poor that health insurance program for the poor masyarakt or more popular with the name JAMKESMAS . Health services using JAMKESMAS card can be obtained throughout the government -owned general hospitals and also in all health centers . The purpose of this study was to analyze the quality of health services provided by the health center to the patient Bergas JAMKESMAS Program participants. .   This study used a descriptive research type , based on a qualitative approach using 10 dimensions of Parasuraman namely Reliability ( reliability ) , responsiveness ( responsiveness ) , Competence ( knowledge ) , Access , Courtesy ( politeness ) , Communication ( communication ) , Credibility ( credibility ) , security ( security ) , understandings the customer ( the ability to understand the customer ) , and Tangibles ( physical evidence ) . Informants in this study is Bergas officer at the health center as a health care provider and patient JAMKESMAS Program participants as recipients of health services . The data source of this research through in-depth interviews conducted by researchers to the informant ( Indepth Interview ) .   The results showed that the quality of health care for participants in the Health Center Program Bergas JAMKESMAS there are two dimensions that meet the dimensions are the dimensions of Parasuraman Communication ( communication ) , and Credibility ( credibility ) and still not meet the dimensional ddelapan Parasuraman dimensions namely Reliability ( reliability ) , responsiveness ( responsiveness ) , Competence ( knowledge ) , Access , courtesy ( politeness ) , security ( security ) , understandings the customer ( the ability to understand the customer ) , and Tangibles ( physical evidence. )

Abstract

Tujuan dikucurkannya dana BOS pada tahun 2005 adalah membebaskan biaya pendidikan bagi siswa tidak mampu dan meringankan bagi siswa yang lain, agar mereka memperoleh layanan pendidikan dasar yang lebih bermutu sampai tamat dalam rangka penuntasan wajib belajar 9 tahun. Namun dalam pelaksanaan pelayanan penyaluran Dana BOS Tahun 2011, masih ditemukan keterlambatan penyaluran dana BOS ke sekolah-sekolah penerima. Hal ini didorong karena adanya perubahan mekanisme atau peraturan penyaluran dana BOS pada tahun 2011. Permasalahan yang diambil dari penelitian ini adalah bagaimana kualitas pelayanan dalam penyaluran dana Bantuan Operasional Sekolah di tingkat Sekolah Dasar yang diberikan oleh Dinas Pendidikan Kota Semarang. Penelitian ini bertujuan untuk mendiskripsikan dan menganilisis Kualitas Pelayanan Penyaluran dana BOS tingkat Sekolah Dasar di Kota Semarang. Penelitian ini menggunakan model penelitian kualitatif dengan teknik pengumpulan data melalui wawancara dengan instrument pengumpulan data berupa interview guide. Informan dalam penelitian ini adalah Kepala Bagian Monbang Dinas Pendidikan, Staf Monbang sebagai Penanggung Jawab pengelolaan Dana BOS serta Kepala Sekolah perwakilan sekolah penerima Dana BOS. Dari hasil penelitian diperoleh hasil : Tingkat Kualitas Pelayanan Penyaluran Dana BOS tahun 2011 di Kota Semarang masih dikatakan rendah. Hal ini terlihat dengan tidak adanya ketepatan waktu dalam proses penyaluran dana BOS, tidak adanya ketepatan waktu ini terlihat dengan terlambatnya dana BOS tersebut masuk dalam rekening sekolah.

Abstract

The government’s commitment to alleviate poverty today is highly important. However, the commitment must be followed by an effective policy. The Policy of Home Construction for Poor Family in the form of home renovation activity is the realization of the government’s commitment of North Halmahera Regency to alleviate poverty. The problems was that the activity did not reduce poverty and some houses were improper to reside. The aim of the research was to evaluate the success of the poicy of home construction for poor people considering the indicators of William Dunn evaluation, effectiveness, sufficiency, alignment, responsiveness, and accuracy. The research used qualitative approach with the technique of purposeive to determine key informant. The evaluation results show that the policy was not successful as indicated by the presence of poverty, improper house to reside, no empowerment to the target families, and the program was not the need of the people. Abstract

This study focuses on the Implementation of Livestock Control in the District of Pante-Makassar, Oe-Cusse, Timor Leste, this study aims to analyze the extent to which the Implementation of Livestock Control Policies in the District of Pante-Makassar, Oe-Cusse, Timor Leste, and the supporting and inhibiting factors of implementation Policy. The methodology used in this paper is a descriptive qualitative method. This research uses selected informants by purposive sampling. There are 10 informants in this research. The method used in gathering information is observation, interviews and documentation. The results of the study indicate that human resources and financial resources, when viewed from these two resources, it can be concluded that there is a lack of human resources and financial resources that are still minimal so that it can affect the implementation of livestock management policies. In the disposition there is a consensus between policy makers and policy implementers. The organizational structure of livestock control has been established and has carried out its duties but in its implementation it has not been as expected in accordance with the government decree that has been set. the government needs to pay attention to financial resources and human resources so that before implementing policies. It is necessary to conduct socialization to livestock owners before the policy is implemented.
