Abstract

Analysis of the quality of educational services is very important for progress of educational organization to more improved service. This research aimed to analyse the quality of education equality program paket C in the LPKA Clas 1 Kutoarjo, and for look resistor and support factors in realizing quality educational service of equality program paket C in the LPKA Clas 1 Kutoarjo To obtain an answer from its intended destination, the research approach used is qualitative by using five dimensions of service quality that is tangible, reliability, responsiveness, assurance and empathy, and five factors inhibiting and supporting the quality of service that is a factor of awareness of employees, agencies/organizations, capacity/skills officer, employee interaction, climate and labor relations.The results showed that the quality of education services in equality Packet program c in LPKA Class 1 Kutoarjo is good enough, an outline of some of the dimensions of service quality are met such as educational facilities are available, atmosphere learning cozy, a place of education accessible, employee attitudes is set in the guidelines the treatment of children in LPKA educational requirements and procedures that apply to the conditions, a good employer responses concerned with students, conduct service management system a good education, education fair and non discriminate. Although there are some things that still has shortcomings such as the number of teaching staff, teacher attendance rates and other supporting facilities. Furthermore, to assurance a time education is still not good, the certainty of a teacher who can not be present on schedule, inhibits the teaching and learning activities. So the problem assurance a time education is still needing repair so that can give quality education service. Abstract

The approach used in this study uses a descriptive qualitative approach, which is a research that is included in the type of qualitative research. According to Moleong (2007), qualitative research is research that intends to understand phenomena about what is experienced by research subjects such as behavior, perceptions, motivations, actions, etc. holistically, and by means of descriptions in the form of words and language, in a context. Natural specialization and by utilizing various natural methods. The research focus has two objectives, firstly, by setting the research focus, it means limiting the extent of the study, thereby determining the research site more focused. Second, determining the focus will streamline the information received. Data collection techniques are the most important step in research, because the main purpose of research is to obtain data. The model of economic empowerment of salt farmers through PUGaR which leads to community-based participatory development (in this case cooperatives) is unable to respond to the local wisdom of salt farmers in North Aceh. Where the traditional salt management system done by family members. Those involved in salt production come from one family member consisting of father, mother, children and other cousins. if, through the PUGaR program, salt farmers must convert their business land into a community outside of their main family system. This pattern is then based on field findings contrary to the wishes of the community.

Abstract

Children are vulnerable to becoming victims of violence in both developing and developed countries. Various regulations were made to end violence against children. Semarang City Government seeks to protect children from violence through Regional Regulation Number 05 of 2016 and forming a child protection organization through Semarang Mayor Regulation Number 05 of 2018. Implementation of social reintegration for child victims of violence in Semarang City involves many stakeholders. This study aims to analyze the role of stakeholders and determine the inhibiting factors for the role of stakeholders. The method used is descriptive qualitative. The results of the research show that The Women Empowerment and Child Protection Regional Office play a role as a policy creator, implementor, coordinator, facilitator, and accelerator. PPT SERUNI, PPT Kecamatan, and Pos JPPA play a role as implementers, coordinators, facilitators, and accelerators. Regional Offices, Rumah Duta Revolusi Mental, hospitals, academic, and Bhabinkamtibmas play a role as facilitators and accelerators of child protection and social reintegration. The inhibiting factors for social reintegration in cases of violence against children include the community culture that discriminates against victims, limited reintegration budgets, trauma in victims that causes victims to be reluctant to return to school or return to social institutions, and regulations governing social reintegration are still weak. The recommendation conveyed is that the Office of Women's Empowerment and Child Protection conducts outreach on child protection services and educates schools and social institutions about preventing violence, the importance of recovery and reintegration for victims of violence. Increase the budget for child protection and collaborate with other stakeholders to finance the social reintegration of child victims of violence. Conduct regular counseling with the psychologist PPT SERUNI or RDRM. As well as passing new regulations that explain in detail social reintegration according to the needs of victims.

Abstract

This research is intended to analyze the Pioneering of the Raskin Innovation for Food Labor Intensive Patterns in North Central Timor District. The problem in this research is how the stages of pioneering Raskin innovation for food labor in the North Central Timor district. To answer this problem, various theories are relevant to the research phenomenon. This research uses descriptive qualitative method with data analysis techniques Milles and Huberman. The results of the Raskin Innovation Research on Food Labor Intensive Patterns in North Central Timor Regency, namely: 1.In the Raskin Innovation Initiation phase, PKP was formulated by identifying agricultural problems in TTU Regency so that the Innovation concept was indeed appropriate to answer the problem, then the PKP Raskin innovation adjusted to several criteria, namely new concepts, finance, technical capabilities, and public support. However, in adjustment there are problems that need to be reviewed and improved in the PKP Raskin innovation guidelines.

Abstract

Pandemi Covid-19 mengakibatkan dampak sektor pendidikan di Daerah Istimewa Yogyakarta.  Penelitian ini bertujuan untuk (1) menganalisis implementasi kebijakan sektor pendidikan dalam masa pandemi Covid-19 dan (2) menganalisis hambatan dalam pelaksanaan kebijakan sektor pendidikan dalam masa pandemi Covid-19 di Daerah Istimewa Yogyakarta. Jenis penelitian yang digunakan yakni penelitian kualitatif. Metode penelitian yang digunakan adalah Pendekatan Analisis Isi (Content Analysis). Sumber data dalam penelitian ini adalah publikasi dari instansi Badan Pusat Statistik (BPS), Dokumen Publik Pemerintah Daerah Yogyakarta, Publikasi Ilmiah, media massa yang terkait dengan implementasi dan hambatan kebijakan sektor pendidikan pada masa pandemi Covid-19 di Daerah Istimewa Yogyakarta selama Bulan Maret 2020 sampai dengan Mei 2021. Teknik analisis data dalam penelitian ini adalah pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan (1) Kebijakan sektor pendidikan pada masa pandemi Covid-19 di Daerah Istimewa Yogyakarta sudah diimplementasikan dengan baik, hal tersebut diketahui dari aspek komunikasi, pelaksana, kelompok sasaran, sumber daya, disposisi dan struktur birokrasi berjalan dengan baik.. (2) Hambatan dalam implementasi kebijakan sektor pendidikan pada masa pandemi Covid-19 di Daerah Istimewa Yogyakarta adalah: keterbatasan sarana pembelajaran, pemahaman teknologi yang terbatas, lemahnya sinyal internet di daerah dan keterbatasan pengetahuan terhadap pembelajaran online.

Abstract

Gelandangan dan pengemis merupakan fenomena yang menjadi perhatian setiap daerah perkotaan di seluruh wilayah Provinsi, Indonesia. Peningkatan tertinggi pertumbuhan gepeng salah satunya di Provinsi Banten Ibu Kota Serang. Tersebar dan banyaknya gepeng menjadi pekerjaan rumah bagi pemerintah dalam memberikan penanganan yang sesuai, khususnya Dinas Sosial Kota Serang melalui program Rehabilitasi Sosial Penanganan Gelandangan Pengemis (gepeng). Tujuan dari penelitian untuk menganalisis keberhasilan dan mengidentifikasikan faktor pendorong dan penghambat keberhasilan program melalui (Perda Kota Serang Nomor 2 Tahun 2010 tentang Penyakit Masyarakat). Metode pengolahan data adalah metode analisis deskriptif kualitatif yang meliputi: reduksi data, penyajian data, verifikasi atau menarik kesimpulan. Berdasarkan hasil penelitian menunjukkan evaluasi program rehabilitasi sosial terhadap gepeng di Kota Serang yang dilakukan berdasarkan kriteria efektivitas, efesiensi, kecukupan, pemerataan, responsivitas, dan ketepatan sudah cukup baik dalam menangani permasalahan gepeng, namun terdapat beberapa hal penting yang harus di perbaiki dan ditingkatkan agar permasalahan gepeng di Kota Serang dapat diatasi. Untuk faktor pendorong program rehabilitasi sosial gepeng di Kota Serang, yaitu adanya dukungan Pemerintah baik melalui kebijakan/PERDA yang mengatur penangangan permasalahan gepeng. Kontribusi Pemerintah dalam bentuk support dana. Kordinasi aktif yang terjalin antar intansi yang terkait dalam rangka pembinaan gepeng, penertiban, dan penjaringan. Sedangkan faktor penghambat, anata lain: tidak adanya pendampingan secara berkala, kurangnya sosialisasi terkait program rehabilitasi sosial yang ada, komunikasi yang kurang baik antara petugas yang terkait dalam penjaringan, tidak adanya tindak lanjut dari Dinas Sosial ketika program selesai, kurangnya kesadaran gepeng untuk terlibat dalam kegiatan pembinaan, dan pelatihan dalam program rehabilitasi sosial yang diberikan.

Abstract

Improving the quality of human resources for the apparatus is carried out through the recruitment of civil servants with more transparency and integrity by screening qualified civil servants, as the main engine for running the government. Furthermore, the development of Human Resources of state civil apparatus becomes the authority of the Region and the assistance task which is assigned to the Region. In this study, four aspects related to the evaluation of the effectiveness of basic training for civil servant candidates were seen; which are as follows, Integrated Competence Development, State Defense Attitudes and Behaviors, Actualization of the Basic Values ​​of Civil Servants, and the Position and Role of Civil Servants in the Unitary State of the Republic of Indonesia. Competence is needed in service functions. Therefore, civil servants need to be equipped with practical education, not just theoretical. Basic Training for the Prospective Civil Servant as the initial provision for Prospective Civil Servants is a strategic training in which there are dominant aspects contained in the learning curriculum to be actualized later in the work and duties of the participants who are functions as civil servants. Curriculum development and learning systems that emphasize the transfer of culture or how those values ​​will be integrated in the attitudes and behavior of the apparatus, become a culture, work ethic that supports the professionalism of their duties and positions. Analysis of the effectiveness of the results of the training on the competence of the training alumni is to conduct an assessment of the achievement of objectives, and the standard competence that have been set. In this case, the standard competence which is used is based on the Regulation of the Minister of Administrative Reform and Bureaucratic Reform of the Republic of Indonesia Number 38 of 2017 which is concerning about Competency Standards for State Civil Apparatus Positions

Abstract

Kota Semarang selalu menduduki posisi tertinggi angka kekerasan terhadap anak di Provinsi Jawa Tengah. Peraturan Daerah Nomor 5 tahun 2016 sebagai bentuk perlindungan anak dan perempuan dari tindak kekerasan di Kota Semarang. Tujuan dari penelitian ini untuk menganalisis keberhasilan Kebijakan Perlindungan Anak korban kekerasan di Kota Semarang dan menganalisis faktor-faktor penghambat keberhasilan kebijakan. Penelitian ini menggunakan jenis penelitian deskriptif kualitatif. Hasil dari penelitian menunjukan bahwa pencegahan kekerasan belum maksimal ditandai dengan masyarakat belum teredukasi terkait sosialisasi pencegahan kekerasan terhadap anak, layanan perlindungan hukum sudah ada pendampingan namun proses hukum yang lambat dan belum semua anak korban kekerasan mendapatkan keadilan hukum, pemulihan fisik di lembaga kesehatan sudah memiliki layanan khusus namun terkendala proses reintegrasi, kemudian untuk koordinasi terjalin dengan baik antar lembaga. Akan tetapi, masih terdapat kendala dalam pelaksanaannya seperti kurangnya sumber daya manusia, lemahnya kultur penegakan hukum, dan stigma buruk masyarakat terhadap korban kekerasan. Untuk mengatasi permasalah tersebut, Pemerintah meningkatkan kerjasama dengan LSM dan media, melakukan edukasi ke masyarakat luas terkait kekerasan anak

Abstract

Road Traffic and Transportation as part of the national transportation system must develop its potential and role to realize security, safety, order and smooth traffic in order to support economic development and regional development. Road users in general, still do not fully comply with the regulations that have been set. However, the purpose of this regulation is to prevent unwanted things from happening. The enactment of Law Number 22 of 2009 concerning Road Traffic and Transportation replacing the old Law Number 14 of 1992, has brought about important changes in the way of life of road traffic in Indonesia. With the formulation of the problem, how is the role of the Lamandau Regency Transportation Service as a Stakeholder and how to implement zero overloading of freight transport in Lamandau Regency. This study was conducted to analyze the role of the Lamandau Regency Transportation Service as a stakeholder and presumably to describe zero overloading of freight transport in Lamandau Regency. The descriptive qualitative research method used in this study was intended to obtain information about zero overloading of freight transport in Lamandau Regency.

Abstract

Smart City is a concept to shape a city for the better and can improve the welfare of its people. One of the dimensions in the implementation of Smart City is a smart economy that focuses on managing the development of economic growth that starts with innovations to increase competitiveness and open new business opportunities. Semarang city is one of the cities in Indonesia that has been implementing this concept since 2013 and its implementation was awarded Best Smart economy City in 2018. The methodology used is qualitative descriptive with primary data collection techniques with interview techniques and secondary data with literature study techniques. The implementation of the smart economy in Semarang City has three important aspects, namely Industry, Transaction, and Welfare. These three aspects are integrated into the indicators of the Semarang Hebat Priority Program which 6 indicators of 10 indicators. In this article, the author explains the implementation of the achievements of the smart economy in the city of Semarang based on the indicators of the Semarang Hebat Priority Program. The implementation of the smart economy in Semarang City has been running by showing a positive trend, with constraints from external factors in the form of the Covid-19 Pandemic.
