Abstract

This research aims to describe and analysis the performance of Badan Permusyawaratan Desa ( BPD ) at Japah village, Japah sub district, Blora district. Based on the results of the study indicate that performance of Badan Permusyawaratan Desa ( BPD ) has not quite succeeded in Japah vilage, while there are some criteria which is considered very successful, but more will be considered less successful writers. The criteria has not been successful is an effectiveness, input, productivity, and accountability.The conclusions of this study is the overall performance of Badan Permusyawaratan Desa ( BPD ) Japah has not succeeded. Contrainst are owned by limited budgets, limited support of infrastructure and the human resources inadequate. Based on these conclusions, the researchers recommend to Badan Permusyawaratan Desa ( BPD ) Japah to improve the criteria assessed to be less successful, so the performance of Badan Permusyawaratan Desa ( BPD ) Japah can be optimally achieved

Abstract

Electronic parking terminal (TPE) is a meter-based parking system that works electronically and is designed with a computerized system in real time. Electronic parking terminal (TPE) in Jakarta is present as a program and a short-term solution within the framework of the arrangement of roadside parking (on street parking). This study uses many theories from experts relevant to the program effectiveness, that are understanding of the program, socialization program, program's goals, real change, and monitoring and control systems that are educational. The research uses qualitative descriptive approach, data collection technique uses interviews, observation, and documentation. Informants in this study are Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta, parking officers, and society. Electronic parking terminal (TPE) in H. Agus Salim road, Central Jakarta can be quite effective, although there are still obstacles such as lack of socialization directly to the public and the lack of public interest to read the leaflet supplied by Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta. Supporting factor are the organizational structure, areas of synergy and cooperation, external parties, policies related to the implementation of the TPE, and financial resources. While the obstacles factors are the lack of workers to supervise and practicing supervision management. Recommended to Parking Unit Management (Unit Pengelola Perparkiran) Province of Jakarta to increase socialization to society, raising public awareness to use the card electronic money in the payment of parking, maintaining safety and comfort, making policy on the supervision and control, add personnel to supervise, maintain cooperation between the fields, improving management practices especially supervision.

Abstract

In addressing issues of social welfare, the Government and Local Government can provide assistance and social security as an embodiment of the implementation of the obligations of the state in securing the rights to the basic needs of citizens are poor and can not afford. The study will analyze the performance conducted by the Semarang District Social Service and the factors that drive and impede performance in the Semarang District Social Service assistance services and social security to social welfare issues (POM). This study uses the theory of organization and five dimensions of performance that productivity, the orientation of the quality of service, responsiveness, responsibility, and accountability with a qualitative descriptive approach. Data collection techniques used through observation, interviews, documentation and literature study with the informant Semarang District Social Service employee. The results showed that the performance is done Semarang District Social Service less than optimal because it is still a barrier such as issues of human resources, facilities and infrastructure is not sufficient enough, the limited budgetary funds to community participation is minimal. There needs to penyelenggarakan education, training and skills, and increases the number of HR from recruitment of civil servants or increase the number of temporary employees, proposed adding the amount of the budget in accordance with the needs required at the district budget Semarang, procurement of equipment and facilities, to disseminate to PMKSs with skills training, as well as improving coordination with the public and business community in supporting the program of advisory services and social security.

Abstract

Employee performance is the work of someone who assessed in terms of quality, quantity, cooperation, and good punctuality in carrying out its duties optimally. The factors that drive and constrain the performance of employees, among others abilities, mental attitude, communication and leadership. This study aimed to describe and analyze the performance of employees in Perum Perhutani Central Java Regional Division as well as to determine the factors that drive and impede the performance of employees in Perum Perhutani Central Java Regional Division. This research uses descriptive qualitative research method. The data in this study were obtained from observation, interviews and documentation. The results of this study indicate that the performance of employees in Perum Perhutani Regional Division of Central Java is already quite good but there are still shortcomings in terms of quality, quantity and timeliness On the capability of employees average - average already graduate and get a wide range of education and training to support the ability of employees. On the mental attitude factor is still there are employees who received disciplinary punishment. In the communication factors, communication is established already well underway. On the factor of leadership, the leadership has provided direction and support to the employees, conduct regular evaluations, as well as help employees who are having difficulty. The advice given is centralized and the server should not be added in order not to hamper the timely completion of tasks and applications in the employee assessment should be upgraded in order not to run slowly. Employees must have a good attitude so that no employee received disciplinary punishment back.

Abstract

The existence of traditional markets declined with the rapid development of modern markets. The presence of professionally managed modern markets is claimed to have discredited the existence of traditional markets. The development of market revitalization that has been proclaimed by the government is an effort to maintain the existence of traditional market itself, this effort to increase market competitiveness to modern market. This study aims to identify the problem of market development policy of Feathers based on Local Regulation No. 9 of 2013 on Traditional Market Setup and formulate alternative of market development of Feathers based on Noomor 9 Year 2013 Regulation on Traditional Market Setting. The research method used in this research is descriptive qualitative method. The theory used is the theory of brigman and Davis which mentions there are five stages of policy analysis are among others (1) Formulate policy formulation; (2) Determining Policy Objectives (3) Identifying Policy Parameters; (4) finding policy alternatives; (5) Decide on alternative policy. The parameters in this policy analysis use parameters from Patton and Sawicky which state there are four criteria in assessing policy alternatives: technical feasibility, economic and financial possibilities, political feasibility and administrative feasibility. The results of the research indicate that the policy alternatives found in the implementation of the Bulu market development policy are (1) to improve the market management of Feathers covering the availability and maintenance of market facilities, the arrangement of market zoning, the availability of market security and the empowerment of market traders; (2) Increasing compliance of market traders Furs (3) increasing acceptance of market levies Feathers (4) enhancing market competitiveness Feathers. The chosen alternative is to improve the market management of Feathers by stating that the research findings of the researcher is an elite model in the policy-making model

Abstract

Human resources is driving organizations to connect all his energy, mind, talent, creativity and strive for the sake of the survival of the organization. Nowdays, One thing is often still a connection problem in the relationship between people and governments in the region is in the field of public services, especially in terms of quality or service quality of government officials to the public. This study aims to determine the dimensions of what drives performance and hinder the performance of employees in the District Margadana Tegal and to analyze and describe the performance of the Civil Service in the District Margadana Tegal. This study used a qualitative descriptive method Subdistrict Margadana locus and focus research on the performance of staff members. Instruments in this study is the researchers themselves, who act as planners, implementers in collecting data, analyzing, interpreting the data and writing research reports that assisted with the interview, the informant purposive sample selection techniques. Mechanical analysis is done through reduction, data presentation and conclusion by using taxonomic analysis. Based on the survey results revealed that the overall performance of employees is not good, there are still many things that need to be repaired it can be seen from many dimensions that hinder the performance of employees in the District Margadana. The dimensions that support the performance of employees in the District Margadana is the dimension of knowledge work, cooperation dimension, the dimension of personal qualities, while inhibiting dimension is the dimension of the quantity of work, dimensions quality of work, creativeness dimensions, the dimensions of dependability, and the dimensions of the initiative. Suggestions are presented in this study is the leader should implement the target time, and more emphasis to pay more attention to and comply with existing standards work system, the leader must be able to be more open so as to create conditions that can motivate subordinates and provide comfort to employees to submit ideas , there must be strict sanctions so that a deterrent effect, and requires the employee to make the planning work and individual work schedules.

Abstract

Penelitian bertujuan untuk menganalisis pelaksanaan variabel Compatibility dalam Inovasi Sistem Informasi Quick Response (SIQUPON)  Dinas Perhubungan Kota Pekalongan dan factor yang mempengaruhinya. Dibandingkan dengan penelitian lain, penelitian ini berfokus pada satu variable dan program yang masih baru sehingga perlu untuk dikaji lebih lanjut. Penelitian ini menggunakan desain penelitian kualitatif deskriptif yang dilakukan dengan teknik wawancara, observasi dan dokumentasi. Informan yang dipilih adalah kepala dinas perhubungan kota Pekalongan, staff dinas perhubungan kota pekalongan dan masyarakat. Analisis data dilakukan dengan metode analisis Miles dan Huberman yang langkahnya terdiri dari kondensasi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukan Inovasi SIQUPON sudah disesuaikan dengan pengalaman, dimana adanya inovasi tidak serta merta membuang atau menghilangkan sistem sebelumnya (ATCS). SIQUPON juga telah disesuaikan dengan nilai-nilai yang berlaku .Compatibility Inovasi SIQUPON di Dinas Perhubungan Kota Pekalongan karena dapat mendukung percepatan penerimaan inovasi oleh calon pengguna (masyarakat). Adapun factor yang mempengaruhi adalah adanya wadah evaluasi, kurangnya biaya untuk memenuhi kelengkapan dari Inovasi SIQUPON, belum adanya penghargaan atau insentif. Saran yang dapat diberikan adalah perlu adanya  anggaran khusus, pembaharuan struktur pengelola dan pembagian tugas yang jelas, penghargaan bagi pegawai yang memiliki insiatif dan krativitas yang tinggi, upaya promosi melalui pemanfaatan social media. DOI : https://doi.org/10.33005/jdg.v10i1.1631

Abstract

Ikan lele (Clarias sp.) merupakan salah satu komoditas perikanan air tawar yang banyak diminati di Indonesia dan terjadi peningkatan produksinya setiap tahun. Untuk itu, terus dipacu peningkatan produksi ikan lele. Upaya yang dilakukan untuk meningkatkan produksi ikan lele yaitu melalui pemberian EM4 (Effective microorganism 4) pada pakan. EM4 yang digunakan berisi Lactobacillus casei dan Saccharomyces cerevisiae. EM4 dikultur dalam media yang dibuat dari molase, bekatul, susu sapi, buah nanas, kunyit putih, temulawak, jahe merah dan air kelapa. EM4 hasil kultur dalam media disebut sebagai fermentor. Penelitian ini bertujuan untuk menguji pengaruh pemberian EM4 hasil kultur dalam media yang berbeda pada pakan terhadap laju pertumbuhan spesifik/spesific growth rate (SGR), rasio konversi pakan/feed conversion ratio (FCR) dan tingkat kelangsungan hidup/survival rate (SR) benih ikan lele. Penelitian ini menggunakan Rancangan Acak Lengkap (RAL). Perlakuan terdiri atas A (pakan komersial), B (pakan+10% EM4), C (pakan+10% fermentor 1), D (pakan+10% fermentor 2) dan E (pakan+10% fermentor 3), setiap perlakuan diulang sebanyak empat kali. Pakan difermentasi selama 1-3 hari sebelum pakan diberikan kepada benih ikan lele ukuran panjang 7-9 cm. Data dianalisis menggunakan ANAVA. Hasil penelitian menunjukkan bahwa pemberian EM4 hasil kultur dalam media yang berbeda pada pakan berpengaruh secara signifikan terhadap SGR, FCR dan SR benih ikan lele (P<0,05). Perlakuan terbaik diperoleh pada perlakuan E (pakan+10% fermentor 3) dengan nilai SGR sebesar 5,91±0,04%, FCR sebesar 0,88±0,045 dan SR sebesar 73,50±1,91%.

Abstract

Induksi laserpunktur berkekuatan rendah di titik reproduksi induk lele betina dapat memacu produksi hormon gonadotropin (GtH). GtH-I berperan dalam proses steroidogenesis normal untuk memproduksi estrogen. Untuk mendukung produksi estrogen dibutuhkan nutrisi induk yang cukup terutama protein. Namun profi l hormon estrogen yang dihasilkan dari berbagai kadar protein pakan induk dan induksi laserpunktur belum diketahui. Tujuan penelitian ini untuk menguji peningkatan kadar estrogen lele yang diberi pakan dengan berbagai kadar protein dan induksi dengan laserpunktur. Penelitian faktorial ini terdiri atas faktor I: induksi laserpunktur dan tanpa induksi laserpunktur dan faktor II: kadar protein pakan (30, 35 dan 40%) dengan rancangan penelitian rancangan acak kelompok dengan empat ulangan. Induksi dengan laserpunktur dilakukan seminggu sekali selama 8 minggu. Ikan uji sebanyak 172 ekor induk lele betina matang gonad pertama kali memijah dengan bobot badan 900-1500 gram dengan umur sekitar 1-1,5 tahun. Darah diambil dari empat ekor induk/perlakuan pada minggu ke-0, ke-2 hingga minggu ke-8, dan selanjutnya diuji menggunakan metode ELISA. Analisis data kadar estrogen dengan Anava menggunakan program SPSS Software versi 17.0. Hasil penelitian menunjukkan induksi laserpunktur dan pemberian berbagai kadar protein pakan induk lele meningkatkan kadar estrogen (P < 0,000). Induksi laserpunktur dan pemberian pakan dengan kadar protein 40% pada minggu ke-3 menghasilkan kadar hormon estrogen tertinggi. Induction of laserpuncture Helium-Neon a low powered at the point of reproductive broodstock cafi sh can stimulate the production of gonadotropin hormone (GtH I). GtH-I plays a role in normal steroidogenesis process for producing estrogen. To support the production of estrogen needed suffi cient broodstock nutrients, especially protein. However, the profi le of estrogen producted from various dietary broodstock protein levels and induction laserpuncture broodstockis unknown.The purpose of this study was to examine the increase in estrogen hormone level catfi sh dietary with different levels of protein and induced by laserpuncture. The factorial experimental consisted of factor I: induction of laserpuncture and without laserpuncture and factor II: dietary protein levels (30, 35 and 40%) conducted based on randomized completely block design with four replications. Induction of laserpuncture was done once a week for eight weeks. The tested fi shes consisted of 172 were mature gonad female catfi sh fi rstly spawning with 900-1500 g body weight to about 1-1.5 years old. The estrogen hormone level in the blood samples taken on 0, 2nd up to 8th week were analyzed by using ELISA method. The levels of estrogen were analyzed by ANOVA using SPSS Software version 17.0. The results showed that laserpuncture induction and dietaring protein levels of catfi sh broodstock can increase the estrogen hormone levels (P < 0,000). Induction of laserpuncture and dietaring protein level of 40% at week 3 revealed the highest levels of the estrogen.

Abstract

Permasalahan yang dihadapi mitra tingginya harga pakan ikan dari pabrik, hal ini menyebabkan keuntungan dari usahannya sangat rendah. Pengadaan benih lele masih membeli dari daerah lain dan tidak selalu memenuhi jumlah yang dipesan. Hal ini menyebabkan kolam tidak semua terisi, sehingga pendapatannya tidak kontinyu. Selain itu para pembudidaya ikan belum kebanyakan tdak dapat membenihkan sendiri. Untuk itu perlu adanya upaya melalui program kemitraan masyarakat agar para pembudidaya ikan lele Sudi Lestari Dusun Kampung Baru, Desa Bandaran, Kec.Winongan, Kab. Pasuruan mampu membenihkan ikan sendiri untuk memenuhi kebutuhan benih yang selama ini membeli dari luar desa. Penyelesaian permasalahan mitra diatasi dengan beberapa cara : Pertama melalui program pelatihan dan pendampingan tentang teknologi tepat guna laserpunktur untuk mempercepat induk lele matang gonad. Kedua melalui pelatihan dan pendampingan tentang pembuatan pakan formula probiotik untuk mempersiapkan induk lele matang gonad siap dipijahkan guna mempercepat pengadaan benih. Hasil pelatihan dan pendampingan ini pengetahuan masyarakat pembudidaya ikan lele meningkat karena yang dilatihkan ini merupakan teknologi baru dan pembudidaya merasakan puas karena dapat mempersiakan induk lele matang gonad siap dipijahkan untuk menghasilkan benih yang berkualitas dan benih lele tersedia setiap saat serta hemat pakan.
