Abstract

Professional Learning Communities (PLCs) have the potential to improve teacher competency and learning quality, yet little research examines the strategic role of principals in their management. This study examines how principals formulate, implement, and evaluate strategies to optimise PLCs. This study employed a qualitative case study approach. Data were collected through observation, semi-structured interviews, and document analysis, then analysed using the Miles and Huberman interactive model and triangulation. The results indicate that during the formulation stage, principals conducted a needs analysis, established a shared vision and long-term goals, and conducted a SWOT analysis. The implementation stage emphasised direct leadership, empowering leading teachers, providing facilities and standard operating procedures (SOPs), and effective communication. Evaluation was conducted formally and informally with stakeholders using measurable indicators that support sustainability and quality improvement. This strategy fosters collaborative habits, enhances teacher professionalism, and improves learning quality. This study contributes theoretically by linking strategic management to PLC development and offers a practical, replicable model.

Abstract

Improving the quality of basic education requires school leadership that can drive teacher professional development through a planned and data-driven learning community. This study aims to describe the principal's strategy in planning the Professional Learning Community (PLC) at SD Negeri Temperak, analyze data-based strategic steps in preparing teacher learning community programs, and identify supporting factors and obstacles that affect its implementation. The approach employed is qualitative, utilizing a case study design through data collection techniques that include in-depth interviews, observations, and document analysis. These data are then analyzed using thematic analysis methods. The results of the study show that school principals play a central role in utilizing education report card data to identify learning needs, formulate teacher development priorities, and develop PLC agendas collaboratively. Systematic and evidence-based planning has been proven to strengthen teachers' reflective practices, enhance learning effectiveness, and positively impact student learning outcomes, particularly in literacy and numeracy. The main obstacles identified include time constraints, dependence on school principals' leadership, and a lack of optimal continuous evaluation. These findings confirm the importance of adaptive, collaborative, and data-driven leadership in learning as a foundation for teacher professional development in elementary schools.

Abstract

Abstract

Teacher work discipline is fundamental to educational quality, yet persistent challenges exist in Indonesian elementary schools. This study examined the influence of instructional leadership and work motivation on teacher work discipline in Pedurungan District, Semarang City. A quantitative descriptive-correlational design was employed with 195 elementary school teachers selected through proportional random sampling. Data were collected using validated questionnaires measuring instructional leadership (α = 0.859), work motivation (α = 0.770), and teacher work discipline (α = 0.891). Multiple linear regression analysis was conducted following classical assumption testing. Instructional leadership significantly influenced teacher work discipline (t = 7.084, p < 0.001), as did work motivation (t = 3.383, p < 0.001). Simultaneously, both variables explained 34.4% of variance in teacher discipline (F = 50.541, p < 0.001), with 65.6% attributable to other factors. The regression equation Y = 16.472 + 0.065X₁ + 0.044X₂ indicated positive relationships between predictors and discipline. Findings validate integrated organizational behavior models, demonstrating that teacher discipline emerges from synergistic interactions between external leadership practices and internal motivational states. Results extend limited research on combined effects of leadership and motivation in non-Western educational contexts, suggesting comprehensive improvement strategies must address both principal instructional capacity and teacher motivational systems simultaneously rather than in isolation.

Abstract

This study examines the critical role of principals in managing Professional Learning Communities (PLCs) to enhance teacher professional development and improve the quality of education in elementary schools. This study used a qualitative case study approach, with data collected through interviews, observation, and documentation. The results indicate that principals play a dynamic managerial role in the success of PLCs through comprehensive management functions, including planning, organizing, mobilizing, and controlling (POAC). Specifically, principals conduct in-depth needs analyses based on educational data, strategically plan and organize resources, and actively engage teachers in collaborative activities that foster a culture of participatory learning. Furthermore, regular reflection and data-driven evaluation ensure that the learning community remains aligned with school goals, leading to measurable improvements in teaching practices and student learning outcomes. This study highlights the importance of principal leadership in overcoming challenges such as resistance to change and limited integration of digital platforms. This study contributes to the literature by emphasizing the importance of principals’ managerial skills in effectively managing PLCs to achieve sustainable education reform. Practical implications suggest that principals need to focus on data-driven planning, resource optimization, and ongoing teacher engagement to strengthen PLCs in schools.
