Abstract

Penetapan sektor prioritas penting dilakukan untuk mengetahui kebijakan khusus yang diperlukan untuk mendukung pembangunan ekonomi. Oleh karena itu, kebijakan tersebut dapat diterapkan secara efektif. Penelitian ini bertujuan untuk menentukan sektor-sektor basis dengan menggunakan model Location Quotient (LQ) dan untuk mengidentifikasi komponen-komponen pertumbuhan ekonomi dengan menggunakan analisis Tipologi Klassen dan Shift Share (SS). Hasil analisis menunjukkan bahwa sektor basis di Kabupaten Bogor adalah Sektor pertanian, kehutanan, dan perikanan, pertambangan, industri pengolahan, penyediaan air, pengelolaan limbah, dan limbah dan daur ulang memainkan peran yang sangat penting dalam pembangunan ekonomi. Dua komponen dominan yang menentukan pertumbuhan ekonomi adalah faktor wilayah (perekonomian Provinsi Jawa Barat) dan keunggulan kompetitif beberapa sektor di Kabupaten Bogor. Pemerintah dapat fokus pada sektor-sektor utama dengan menetapkan instrumen fiskal yang memberikan dampak berganda terhadap perekonomian Kabupaten Bogor.

Abstract

Indonesian oil palm plantations, including smallholder plantations, continue to be in the spotlight and discussed in the world market, which continues to claim that the governance of oil palm plantations in Indonesia is non-sustainable. In response to this, the implementation of palm oil sustainability certification by smallholder plantations is a form of government effort to respond to related issues while increasing the competitiveness of Indonesian palm oil. The method used in this study is an empirical study of 32 scientific articles through a literature review. The results of the study showed that there were several obstacles to the implementation of sustainability certification by smallholder oil palm plantations in Indonesia, namely: (1) low knowledge of farmers about the concept of sustainability, especially good agricultural practices; (2) low institutionalization of smallholder farmers; (3) differences in perceptions of smallholder farmers who assume sustainability certification is only for rich farmers (certification costs are expensive); and (4) no guarantee that farmers receive in implementing the principles and criteria of sustainability certification. In the future, the government needs to reformulate the rules for sustainability certification in accordance with the conditions and problems faced by smallholder farmers in Indonesia.

Abstract

Work accidents can determine the safety quality in the workplace, which contributes to national economic development. It is estimated that GDP losses from work injuries are 3.94% annually. It is important to reactivate work-injured persons to be productive. The Return To Work (RTW) program was formed to accommodate employees who become disabled after a fatal injury. This study aims to estimate the RTW rate and the factors that influence the probability of success of the RTW Program for work-injured persons. Data were obtained from Social Security Organization (BPJS Ketenagakerjaan) from 2020-2021, with 195 participants following this program due to fatal work injuries. This study is cross-sectional and uses a logistic regression model. The result is 75.90% of participants could work after following this program. The factor positively influences the success of the RTW program, such as lower and upper amputation (OR=2.474), working in the secondary sector (OR=2.409), following the RTW program in 2020 (OR=2.184), and paying a lower insurance premium rate (OR=3.260). The rate of the RTW in Indonesia is relatively high, with more than three-quarters of participants able to work. Risky groups need more attention by providing information about the work environment and road hazards. This finding can be a reference for developing the RTW program to increase the assistance to high-risk patients for not able to work after the RTW program.JEL Classification E24; H55; J24

Abstract

The flow of agricultural products through imports has the potential to increase with the geographical conditions of adjacent RCEP countries. Economic and non-economic factors can affect imports of agricultural products. This study aims to analyze the spatial effect and the factors that influence the import of agricultural products in Intra RCEP. This study uses a data period from 2013-2019. The analytical method used in this research is Moran's global index, Local Indicator of Spatial Autocorrelation (LISA), and Geographically Weighted Panel Regression (GWPR). The results show a spatial effect of imports of agricultural products in intra-RCEP. China, Japan, and South Korea are countries that are geographically concentrated in importing agricultural products within the intra-RCEP. The factors that significantly affect the total value of imports of agricultural products are GDP per capita, trade openness, Foreign Direct Investment (FDI), and government effectiveness. The policy recommendations in this study are implementing the RCEP agreement in the long term, open market access, encouraging increased investment in the agricultural sector, and an efficient bureaucracy.

Abstract

Property tax is a tax whose management has been transferred from the central government to regional governments as a follow-up to the regional autonomy policy. The regional autonomy policy will be successful if the regions have the financial capacity and ability to develop the potential that exists in the regions. The purpose of this study was to determine the factors that influence taxpayer compliance in paying PBB-P2 in West Bangka Regency. The data analysis method of this study used multinomial logistic regression analysis with primary data sources obtained from 100 respondents. The results showed that the variables that influence the taxpayer's decision to pay taxes but not on time rather than not paying are age, education, income, and employment of government employees and tax services. The variables that influence the taxpayer's decision to pay taxes on time rather than not paying taxes are the work of government employees, tax sanctions, and tax services.

Abstract

The sea highway program aims to connect the western and eastern parts of Indonesia and reduce price disparities. The implementation began in December 2020 using ship namely Logistik Nusantara 2 with route from Merauke-Pomako-Kokas-Sorong-Korido-Merauke. The capacity of T19 is 1500 tons with revolving for one month. The purpose of this study is to evaluate the implementation of sea highway program route T19 in supporting the Merauke food estate program. Methodology used qualitative through literature study and verification primary data with interviewed the stakeholders. The results showed that the main cargo from Merauke is rice as market demand from Jayapura, Timika and Sorong. The shipload return to Merauke is chipped rock, sand, and rock ash. The differences of distribution cost is Rp. 150/kg when compared to private shipping. However, the loading capacity is relatively low, on average, 33.46% are filled, while the return load is 10.47%. The conclusion, sea highway program for the T19 route is an important vehicle in the distribution and marketing process of rice, especially for distributing rice from surplus to deficit areas. The contribution is very important in developing the food estate program, but it is necessary to optimalization of these transportation to fullfill the load target.

Abstract

Corn and poultry are two strategic commodities supporting food security and highly dependent on one another. This study analyses the short-term and long-term relationship between the price variables for eggs, broiler, and corn. It determines the effect of COVID-19 at the producer and consumer levels on the price of eggs in 28 provinces in Indonesia using the Panel Autoregressive Distributed Lag (PARDL) – Pooled Mean Group (PMG) approach. The PARDL estimation showed a short-term relationship between egg, broiler, and corn price variables at the producer and consumer levels, and this is shown by a significant positive and negative relationship in several provinces. There is a substitution relationship between laying hens and broiler in North Sumatra, Riau, South Sumatra, West Java, Central Java, Banten, West Nusa Tenggara, North Sulawesi, and West Papua, while the complementary relationship only occurs in Bali. In addition, the Indonesian laying hen industry should be supported by integrated policies from upstream to downstream. This is a policy of the lowest and the highest retail price and those that regulates the creation of corn supply balance inputs as the main feed for laying hens. Abstract

The attack levels of plant pest organisms (PPO) highly influence the productivity of paddy rice farming. With the increasing human awareness of the dangers of using pesticides, especially for the environment and human health, PPO control prioritizes preventive control by applying the principles of integrative pest management (IPM), which prioritizes the application of healthy crop cultivation, routine observation, utilization of natural enemies and farmers as IPM experts. The use of inputs by farmers in production activities can affect the resulting production. This study aimed to estimate the effect of input management, IPM, and non-IPM on paddy rice production. The analysis used in this study was the Cobb-Douglas production function with the multiple linear regression method. Partially, each variable of land area, seeds, inorganic fertilizers, and dummy variables of IPM or non-IPM farmers significantly affected paddy rice production in Kampar Subdistrict. Variables of organic fertilizers, natural pesticides interacted with frequency, chemical pesticides interacted with frequency, and labor partially had no significant effect on lowland paddy rice production in Kampar Subdistrict. It is necessary to re-enact counseling on IPM in Kampar Subdistrict, Kampar District, to apply IPM principles that prioritize preventive PPO control to avoid the dangers of using pesticides for the environment and human welfare. Abstract

Dana Bagi Hasil Dana Reboisasi (DBH DR) adalah salah satu sumber pendapatan daerah dari sumber daya alam. Namun demikian, pemerintah daerah saat ini memiliki kendala dalam memanfaatkan dana tersebut. Dalam kurun 2017-2019, dari 2,47 triliun yang disalurkan pemerintah kepada provinsi, masih ada sisa sebesar 1,4 triliun. Penelitian ini bertujuan menganalisi kebijakan dan implementasi DBH DR, faktor-faktor yang mempengaruhi penyerapannya, serta strategi meningkatkan penyerapan anggaran berdasarkan persepsi stakeholder. Survey dilakukan kepada stakeholder kunci di Pemerintah Provinsi Kalimantan Timur, Kementerian, dan masyarakat untuk mengetahui persepsi mereka yang kemudian diolah dan dianalisis dengan menggunakan aplikasi NVivo 12. Hasil penelitian menunjukkan, peraturan teknis DBH DR yang diterbitkan pemerintah pusat dianggap belum mengakomodir kebutuhan daerah. Waktu perencanaan dan penganggaran DBH DR tidak sesuai dengan tata waktu pemerintah daerah, yang menyebabkan adanya penyesuaian dan keterlambatan dalam implementasi kegiatan. Strategi yang perlu dilakukan adalah sinkronisasi kebijakan atau peraturan DBH DR dengan siklus perencanaan dan penganggaran daerah, memperluas penggunaan DBH DR sesuai kebutuhan daerah, dan peningkatan kapasitas bagi pengelola di daerah mengenai peraturan teknis DBH DR.

Abstract

The purpose of this study is to identify and analyze the pattern of budget absorption quarter, analyze the causes of non-optimal budget absorption and formulate alternative strategies in optimizing budget absorption at the Depok City Regional Secretariat. Respondents were determined by purposive sampling by including elements of planners, activity/financial managers, supervisors and representatives of the scope of the Regional Secretariat as well as experts in the formulation of alternative optimization strategies. Analysis method with gap analysis to identify patterns of budget absorption per quarter, to analyze the causes of budget absorption delays with likert scale analysis and AHP (Analitycal Hierarchy Process) in the formulation of alternative strategies. The pattern of budget absorption at the Regional Secretariat of Depok City in the research period from 2015 to 2021 tends to be the same, namely high at the end of the year / quarter IV and low at the beginning of the year / quarter I. With the average budget absorption in the fourth quarter is 40.30%, while in the first, second, third quarters respectively are: 7.33%, 18.39%, 21.35%. This is inversely proportional to the average cash plan prepared which is high at the beginning of the year and low at the end of the year. Meanwhile, the average absorption of the direct expenditure budget of the Depok City Regional Secretariat is 87.37%. From the results of primary data processing, it was found that the main cause of not optimal budget absorption at the Regional Secretariat was coordination of cash budget preparation that had not been effective / only carried out by financial managers / operators causing budget absorption not in accordance with the cash budget plan. From hasil AHP using Expert Choice 11 shows that the main factor that has not been optimal budget absorption is the Internal Control System with a value of 0.453, then the Actor with the greatest priority is the Head of Section as the Budget User Power (KPA) (0.297). The main obstacle obtained is that Control and Supervision is not optimal (0.395). Meanwhile, the main alternative strategy is the optimization of internal monev in a tiered and periodic manner.
