Abstract

The high level of poverty in Indonesia becomes one of the problems that have not been successfully overcame by the government. Bogor Regency is the district with the poorest population in West Java Province in 2016. Many programs have been undertaken to overcome these problems by government of Bogor Regency. One of them is by optimizing the utilization of productive zakat conducted by Lembaga Amil Zakat (LAZ). LAZ An-Nuur established mustahik empowerment program by providing productive zakat in the form of financing for entrepreneurship. This study aims to analyze the factors that influence the success of a mustahik’s business in utilizing the productive zakat given by LAZ An-Nuur. The method used in this research is descriptive analysis and logistic regression analysis. Respondents in this study consisted of 48 beneficiaries of productive zakat funds. The results show that the factors that proved to influence the success of LAZ An-Nuur mustahik’s business are the age, length of business, business profits, and the frequency of financing.

Abstract

Lada merupakan produk komoditas ekspor Indonesia yang diekspor ke berbagai negara. Ketergantungan lada Indonesia pada pasar ekspor menjadikan harga lada domestik mengikuti fluktuasi harga lada di pasar dunia meskipun harga lada di pasar domestik tidak selalu linier dengan harga lada dunia. Penelitian ini bertujuan untuk menganalisis keterkaitan harga lada Indonesia dengan harga lada internasional. Data yang digunakan adalah data bulanan dari tahun 1990-2014 dan dianalisis dengan menggunakan metode Vector Error Correction Model (VECM). Hasil analisis menunjukkan bahwa harga lada hitam lokal dan lada hitam spot memiliki hubungan integrasi baik pada jangka panjang maupun pendek. Sementara pengaruh timbal balik terjadi pada harga lada putih. Harga lada putih lokal terintegrasi dengan harga lada putih ekspor dan harga lada putih spot baik pada jangka pendek maupun jangka panjang. Penyaluran informasi harga yang lancar dan dapat diakses oleh setiap pelaku pemasaran sangat perlu untuk diupayakan. Diharapkan dengan adanya kelancaran informasi, pelaku pemasaran khususnya yang berada di tingkat lokal memiliki posisi tawar yang semakin kuat serta dapat terhindar dari praktek yang menyebabkan timbulnya market power dalam pemasaran lada. Pepper is one of the Indonesian commodities which has been exported to various countries.The dependence of Indonesia’s exporting pepper has caused the domestic price of pepper to follow the fluctuations of the world’s market price, even though the domestic price is not necessarily linked to the world market. This study aims to find out the relation between the domestic pepper price to the world’s market price. The data were from 1990-2014 and were analyzed using Vector Error Correction Model (VECM) method.The results indicated that the price of local black pepper and spot black pepper had good integration relationship in long and short term. Besides, the mutual relation occurs in white pepper price. The price of local white pepper is related to the exported one, and is also related to the price of spot white pepper both in short term and long term. Good distribution of pepper and access to current pricing information is necessary to be done. By using a good access to information, marketing actors especially those at local marketing level will have a stronger bargaining position and therefore it can avoid practices that might cause market power in  pepper market.

Abstract

Abstrak Daging sapi merupakan salah satu komoditas strategis dengan harga yang cukup berfluktuasi. Fluktuasi harga daging sapi dapat berpengaruh terhadap produsen, konsumen, dan industri pengolahan daging sapi skala kecil. Besarnya perubahan harga daging sapi yang terjadi di suatu pasar dapat memengaruhi pasar lainnya dan dapat digunakan untuk mengetahui kekuatan suatu pasar. Kajian ini bertujuan untuk mengkaji volatilitas dan transmisi harga daging sapi di sentra konsumen Jakarta dan sentra produsen Bandung, Semarang dan Surabaya. Data yang digunakan adalah data harian daging sapi. Volatilitas harga harian daging sapi dianalisis dengan menggunakan model GARCH dan transmisi harga dikaji dengan menggunakan model VAR/VECM. Hasil kajian menunjukkan bahwa hanya harga daging sapi Jakarta yang memiliki volatilitas rendah namun persisten dalam jangka panjang. Perubahan harga daging sapi ditransmisikan dua arah dari Jakarta ke Bandung dan Semarang, dan hanya searah dari Jakarta ke Surabaya. Hasil analisis menunjukkan bahwa upaya stabilisasi harga daging sapi dapat dilakukan dengan menjaga ketersediaan daging sapi baik melalui impor (jangka pendek dan menengah) maupun upaya penyediaan bibit sapi dan sapi potong lokal dalam jangka panjang. Iklim usaha daging sapi yang kompetitif juga diperlukan agar ketidaksesuaian perubahan harga antar pasar dapat dikurangi. Kata Kunci: Daging Sapi, Volatilitas, GARCH, Vector Auto Regression, Stabilisasi Harga Abstract Beef is one of the strategic commodities with fairly fluctuating prices. Fluctuations in beef prices could affect producers, consumers, and small-scale beef processing industries. The magnitude of changes in beef prices that occur in a market could affect other markets and could be used to determine the strength of a market. The purpose of this paper is to examine the volatility and transmission of beef prices in the consumer centers of Jakarta and the production centers of Bandung, Semarang and Surabaya. The data used is the daily data of beef. Daily price volatility of beef was analyzed using the GARCH model and price transmission was assessed using the VAR/VECM model. The results of the study show that only Jakarta beef prices have low volatility but are persistent in the long term. Changes in beef prices are transmitted in two directions from Jakarta to Bandung and Semarang, and only in one direction from Jakarta to Surabaya. The results of the analysis show that efforts to stabilize beef prices could be carried out by maintaining the availability of beef either through import (short and medium term) or efforts to provide cattle seeds and local beef cattle in the long term. A competitive beef business climate is also needed so that discrepancies in price changes between markets could be reduced. Abstract

The Law number 1/2004 on State Treasury mandated the head of government to organize and maintain Internal Control System. This study aims to give alternative policy to increase the Internal Control System in expenditure of Credit Program Interest Subsidy in the Directorate General of Treasury at the Ministry of Finance. The primary and secondary data were obtained from questionnaire and interview and reports that associated with Intern Control System and expenditure in Credit Program Interest Subsidy. Both data were selected by purposive sampling. The Model was evaluated by Analytical Hierarchy Process (AHP). The result of this study has shown that priority policy to make internal control system adequated was by making integrated information system in the verification and accuracy of the target. Abstrak Undang-Undang Nomor 1 Tahun 2004 tentang Perbendaharaan Negara telah mengamanatkan kepada kepala pemerintahan untuk mengatur dan menyelenggarakan Sistem Pengendalian Intern. Penelitian ini bertujuan untuk memberikan alternatif kebijakan dalam meningkatkan sistem pengendalian intern belanja subsidi bunga kredit program di Direktorat Jenderal Perbendaharaan, Kementerian Keuangan. Penelitian ini menggunakan data primer dan data sekunder yang diperoleh melalui kuesioner dan wawancara laporan terkait sistem pengendalian intern dan belanja subsidi bunga kredit program. Kedua data dipilih dengan metode purposive sampling. Model dalam penelitian ini dievaluasi dengan Analytical Hierarchy Process (AHP). Hasil penelitian menunjukkan bahwa prioritas kebijakan yang harus dilakukan adalah pembuatan sistem informasi yang terintegrasi dalam verifikasi dan ketepatan sasaran belanja subsidi bunga kredit program.

Abstract

This study aims to analyze patterns of economic growth and island cluster inequality in Maluku Province during the period 2010-2016. The data in this study are secondary data using quantitative descriptive methods and analytical typology analysis tools and theil index. The results showed that the VIII-IX island cluster which was classified as advanced and fast growing but had a very high inequality compared to other island cluster groups was Tual City, Southeast Maluku Regency and Aru Islands Regency. The division of the Maluku region in the Klassen typology is based on the center of growth with the hinterland area. Southern Maluku as a development area is classified as developed and fast-growing where Tual City is a center of growth but has a very high inequality compared to Maluku in the northern region.

Abstract

This research work aims to, firstly, analyze the structure of economic growth based on regency/city typology in Jambi Province in 2008-2007, and secondly, to analyze regional development inequality in Jambi Province in 2008-2017. The analytical methods used are cluster analysis and Williamson Index. In this study, regions are grouped based on similar characteristics of economic growth in Regency/City in Jambi Province using cluster analysis in the period 2008 to 2007. The results of the cluster analysis generated three regional groups with different economic characteristics each year. Through Williamson Index it is found that the average value of development inequality in Jambi Province in 2008-2017 is 0.389, indicating that Jambi Province’s inequality index is in the intermediate level. The results of panel data regression analysis show that HDI and Expenditure on Goods and Services have a significant effect on economic growth.

Abstract

This study analyzes the spatial autocorrelation of economic growth and labor and the factors that influence economic growth between districts/cities in the Southern Sumatra region. The data used is secondary data sourced from the Bureau of Central Statistics. The method used is a quantitative approach by applying the Moran Index, LISA, and multiple regression models. This study shows that the spatial autocorrelation of economic growth did not occur in the Southern Sumatra region. Meanwhile, the spatial autocorrelation of labor occurs in this region so that it affects each other. This study’s finding that jointly the variables of potential market indicator, fixed capital investment, human capital, and labor force participation rate have a significant effect on GRDP. Likewise, partially the potential market indicators, capital fixed asset investment, human resources, and labor force participation rates have a positive and significant effect on GRDP.

Abstract

This study explores the asymmetric effect on the rupiah exchange rate on every subsector agriculture export in Indonesia during 2006-2020. The non-linear ARDL method is used in this study to analyze the asymmetric relationship between exchange rate and export. NARDL method includes short-run and long-run coefficient estimates and embraces the asymmetric effect. The previous studies generally used the linear models on the aggregated data and ignored the differences in each export of the agricultural sub-sector, then they offered ambiguous results. The latest studies have preferred to use the method of NARDL on the agricultural sector in general data. Instead of using agricultural export data for each subsector, this paper considers subsector export data of agriculture. The estimated NARDL results indicate an asymmetric effect of the rupiah exchange rate on exports of the agricultural sub-sector in the long run. In general, there is no asymmetric effect in the short run. Generally, depreciation and appreciation of the Rupiah have a negative effect on exports of the agricultural sub-sector in the long run. However, rupiah appreciation positively impacts lag 2, and depreciation caused a different effect on each sub-sector. The NARDL results suggest that positive movements have lesser impacts than those of negative movements in the exchange rate on the agriculture sector both in the short and long run

Abstract

One of the common characteristics of rural areas is their vulnerability to socio-economic and environmental shocks. Therefore, rural development policies should consider these features to take full advantage of the benefits of rural development. This study aims to develop a pastoral assessment based on the TOPSIS-Etropy-Inhomogeneity Method. This research was conducted in Lampung Province using data at the regency level. The data uses village data from the 2018 Village Potential Survey (PODES). The results show that rural areas' exposure, sensitivity, and adaptive capacity factors play an essential role in rural development regarding vulnerability and resilience. Pesisir Barat, Mesuji, and Tulang Bawang Regencies are highly susceptible to low adaptation factors such as difficult access to health centers, inadequate credit facilities from the government, quiet village anticipation and mitigation, and a lack of security systems. The lowest vulnerabilities are in Tanggamus and North Lampung Regencies with common sensitivity factors, where people with malnutrition, persons with disabilities, households living in slums, and the habit of not using river water or the like for drinking or cooking have lower scores. In addition, other factors contribute to vulnerability, and these factors should be considered in rural development policies
