Abstract

Penelitian ini dilatarbelakangi oleh adanya kebijakan mengenai pembentukan badan usaha milik desa yang diatur dalam Peraturan Daerah Kabupaten Banyumas No 6 Tahun 2016 Tentang Pembentukan dan Pelaksanaan Badan Usaha Milik Desa. Akan tetapi, kebijakan tersebut tidak bisa berjalan secara maksimal dimana banyak desa-desa yang belum memiliki badan usaha milik desa. Sehingga salah satu upaya yang dilakukan oleh pemerintah adalah dengan membentuk badan usaha milik desa bersama (BUMADes). Tujuan dari penelitian ini untuk menganalisis dan mengetahui bagaimana implementasi program BUMADes di Kabupaten Banyumas. Metode kualitatif digunakan dalam penelitian ini untuk menjawab masalah implementasi program BUMADes. Hasil penelitian ini menunjukan bahwa kinerja implementasi BUMADes di Kabupaten Banyumas secara umum belum berjalan secara maksimal. Hal ini ditunjukan dengan beberapa aspek. Pertama, belum sepenuhnya masyarakat dan pemerintah memiliki kesamaan pemahaman mengenai implementasi BUMADes. Kedua, kesamaan visi dan misi kedua belah pihak lebih mengarah pada upaya pemberdayaan, sehingga BUMADes implementasi program badan usaha milik desa bersama belum sepenuhnya menjadi unit bisnis yang berorientasi pada profit (commercial institution). Realitasnya, BUMADes lebih mengarah pada unit sosial yang bertujuan untuk pemberdayaan masyarakat (social institution).

Abstract

Bahwa semangat pembentukan BUMDes telah sesuai dengan arah perkembangan paradigma administrasi publik, karena terjadi pergeseran paradigma dari OPA ke NPM yang diterapkan di pemerintah desa. Oleh karena itu, pembentukan Badan Usaha Milik Desa menjadi salah satu model pemanfaatan kapasitas finansial desa untuk pemanfaatan potensi dan aset desa. Tujuan penelitian ini membandingkan pengelolaan potensi secara tradisional melalui pemerintah desa dan pengelolaan berbasis badan usaha publik (public enterprice). Hasil wawancara dengan key informan menunjukkan bahwa terdapat perbedaan mendasar dalam pengelolaan potensi desa. Oleh karena itu, kami berpandangan bahwa pergeseran business model pemerintah ke arah public enterprise untuk pengelolaan potensi desa telah berada di jalan yang benar. BUMDes bergerak dari paradigma birokratik ke sektor bisnis, namun bukan bisnis murni melainkan bisnis sosial.

Abstract

Demands for health service providers in facing the free market era, including the improvement of hospital health services towards world-class hospital services. The problem of the effectiveness of customer complaints services can be seen from the number of people who use the media that has been provided to convey criticism and complaints about the services provided by hospital management. The importance of research aims to determine and analyze the achievement of the implementation of customer complaint handling services. This study uses qualitative research methods with a descriptive approach. The study was conducted at Hospital of dr. R. Goeteng Taroenadibrata Purbalingga. The informants consisted of management elements and customer determined using a purposive sampling technique. The focus of the study in this research includes the achievement of customer complaint services which include the achievement of objectives, integration of complaint handling and the adaptation of the complaint service unit to complaints submitted. Data analysis was performed using the descriptive interactive model analysis method. The results showed that the achievement of customer complaint services at the Hospital of dr. R. Goeteng Taroenadibrata Purbalingga has not been effective. Empirically the function and role of the complaint service that is the main task has been carried out, but has not been fully implemented effectively. Follow-up on complaints submitted by the community has not completely met the expectations of the community, especially concerning the timeliness and accuracy of the actions taken to resolve the problem, as well as completeness

Abstract

Implementasi Program Sanitasi Lingkungan Berbasis Masyarakat (SLBM) di Kabupaten Banyumasbelum mampu mencapai tujuan kebijakan. Indikasinya adalah aksesibilitas masyarakat terhadap program yangbelum merata serta tata kelola kelembagaan yang belum efektif. Hal tersebut disebabkan sistem kelembagaanprogram belum mampu mengelola interaksi sosial diantara berbagai pihak yang terlibat. Akibatnya mulai dariperencanaan sampai dengan pengelolaan program belum dilakukan berdasarkan kebutuhan masyarakat. Oleh sebabitu dibutuhkan sistem kelembagaan yang mampu mengelola interaksi sosial diantara berbagai pihak. Model yangtepat bagi penguatan kelembagaan program SLBM adalah model sistem kelembagaan yang mampu membangunadministrative network yang sinergis dan luas antarberbagai stakeholders. Berdasarkan kondisi tersebut. penelitianini menghasilkan model bagi penguatan kelembagaan melalui pendekatan collaborative governance.

Abstract

Untuk meningkatkan akses masyarakat miskin terhadap pelayanan kesehatan, pemerintah mengeluarkan kebijakan tentang pemberian jaminan kesehatan yang ditujukan bagi masyarakat miskin (Jamkesmas) di seluruh wilayah di Indonesia. Tugas pemerintah daerah adalah menentukan jumlah kuota yang diusulkan kepada pemerintah pusat untuk mendapatkan Jamkesmas. Namun demikian masalah utama yang masih saja terjadi adalah banyaknya masyarakat miskin yang belum mendapatkan Jamkesmas tersebut, sehingga program tersebut dirasakan belum optimal. Penelitian ini berkenaan dengan masalah rendahnya kinerja program kesehatan, khususnya dalam penyelenggaraan Jamkesmas di Kabupaten Banyumas dalam menjangkau masyarakat miskin. Pengukuran kinerja program Jamkesmas ditujukan pada bagaimana menghasilkan pemenuhan kebutuhan dan kepuasan pasien miskin terhadap tuntutan dan harapan akan pelayanan kesehatan. Hasil penelitian menunjukan bahwa rendahnya kinerja program Jamkesmas ditunjukan oleh rendahnya cakupan pelayanan bagi masyarakat miskin. Masih banyak masyarakat miskin yang belum mendapatkan layanan kesehatan melalui Jamkesmas. Hal tersebut disebabkan oleh rendahnya kapasitas manajemen pemerintah daerah dalam meningkatkan kinerja program. Kapasitas manajemen tersebut meliputi kapasitas anggaran, kapasitas informasi dan kapasitas sumberdaya manusia. Rendahnya kapasitas manajemen menyebabkan banyak masyarakat miskin tidak mendapatkan haknya untuk mendapatkan Jaminan kesehatan yang sebenarnya sudah disediakan pemeritah pusat. Selain disebabkan faktor kapasitas manajemen, rendahnya kinerja program Jamkesmas juga disebabkan adanya aspek politik yang berkembang di Kabupaten Banyumas. Abstract

SLBM Program implementation in Banyumas Regency involves many stakeholders, one of them is community. Through KSM, community has authority to manage program from, beside government roles as facilitator. Thus, institutional system is required to support performance of KSM. By using descriptive qualitative approach, this research aimed to analyze institutional performances of KSM and aspects which is able to support and inhibit the institutional performance of KSM. This research found that institutional performance of KSM has not been able to reach policy goals. This can be seen from community participation in SLBM program. Program’s effectiveness is also not optimal. Thus, there have been no changes in the community habits of sanitation-related issues. Moreover, some of support and inhibit aspects of institutional performance of KSM has indentified.

Abstract

Officer's performance in Regional Disaster Relief Agency (Badan Penanggulangan Bencana Daerah) Kebumen Regency, based on the existing data in the field, is not yet optimum. This circumstance was related to threefactors namely ability, working discipline, and spiritual motivation. This research aimed to analyze the influence of ability, working discipline, and spiritual motivation toward officers performance in BPBD of Kebumen Regency. The research method used was quantitative analysis, the data obtained by givingquestionnaire, answers were analyzed by multiple linier regression to determine the relations between independent variables: the ability, working discipline, and spiritual motivation with the dependent variable wasperformance. After analyzing three variables, it was found that performance of Civil Servant on Regional Disaster Management Agency Kebumen was good. The result showed that the ability (X1) influenced performance of Civil Servant on Regional Disaster Management Agency Kebumen with percentage of 37.7%;working discipline (X2) influenced performance of Civil Servant on Regional Disaster Management Agency Kebumen with percentage of 72.3%; spiritual motivation infuenced performance of Civil Servant on Regional Disaster Management Agency Kebumen up to 66.1%. The result also showed positive relations between three variables, as those variables were impactful in significant way. Finally; ability, working discipline and spiritual motivation influenced overall performance of Civil Servant on Regional Disaster Management Agency Kebumen up to 78.3%. It means that the greater level of ability, working discipline and spiritual motivation resulted to a greater level performance of Civil Servant on Regional Disaster Management Agency Kebumen, and vice versa.

Abstract

The purpose of this study was to examine the effect of work motivation, employee commitment, and work discipline on the performance of civil servants of Cilacap Regency either partially or simultaneously. The research method used is survey. Samples were taken by proportionate stratified random sampling method. While the data obtained from the questionnaire were analyzed with multiple linear regression statistics. The results showed that the performance of Cilacap Regency civil servants in moderate category. The result of the analysis of the variables is known that jointly work motivation, employee commitment, and work discipline affect the performance of 42%, while the remaining 58% is influenced by other variables outside the research model. The results of this study provide input to the government of Cilacap Regency to pay attention to work discipline and work motivation to improve the performance of civil servants. This can be done through improving regulatory understanding, encouraging employees to be consistent, creating honest competition, rewarding employee performance, and creating a harmonious and familial working environment. Abstract

This paper discusses the imbalance of the role of stakeholders in the accountability of village enterprise management. One of the stakeholders dominates, this has hampered corporate actions based on public governance on the accountability of BUMDes management. Accountability is only carried out as a form of procedural accountability to the village government and district government. Even though there is a horizontal accountability mechanism to the public, it does not work effectively. One of the reasons for the accountability failure of BUMDes management is the unclear role and responsibility of stakeholders in managing BUMDes. Rural Communities, Representative Institutions (Badan Permusyawaratan Desa), Private Sector, and the ohter Village Institutions do not have proportional roles and responsibilities in the accountability mechanism for BUMDes management. It means the capacity of stakeholders in the accountability process of BUMDes management is relatively low. Even though the capacity of stakeholders is important to strengthen the accountability of BUMDes management, because all stakeholders can monitor and evaluate the management of BUMDes, so that the dominance of the Headman and BUMDes’s manager can be controlled. Therefore, in overcoming the vacancy in the role of stakeholders, this research proposes the need to create an accountability mechanism based on public governance, where all stakeholders will interact with each other with the aim of influencing the results of public policy. They interact with each other in the management of public organizations to fulfill various interests of the community. To integrate the role of stakeholders in the accountability of BUMDes management it is advisable to use an information system that can bring together all stakeholders in managing a BUMDes. The information system can be used to strengthen the accountability model based on public governance on the management of BUMDes.

Abstract

The emergence of Government Regulation No. 41 of 2007 about the organization Regional device provides a new spirit for the region to establish the organizational structure according to the needs. This regulation provides for the freedom to determine their own structure. Thus local government really can be more flexible in determining the organizational structure according to the needs of each region. However, analysis show organizational structure formed in Banyumas and Pubalingga  added even more local government  budgets.  Local government performance is not better in serving the public as users of services.  Because the existing structure instead many became major problems in the organization to the exclusion of performance. Actually Banyumas and Purbalingga has developed an organizational structure  in accordance with Regulation  No. 41 of 2007. But in translating these rules have some differences. Among them are related to the establishment of priorities, grouping and certain institutions such as agricultural extension agencies, sports agencies and community development office. In general, the issue of successful visits of the two structures is overlap each other instead of duty or have a business or a job that is not contained in the structure. This causes the existing structure has a workload that  is not evenly distributed within the organization. Besides the preparation of organizational structure  is still impressed by the political arena alone. Local governments need more innovative and creative  in exploiting opportunities discretion.  It is necessary to create organizational structure become more efficient and effective  in accordance  with regional needs and capabilities.
