Abstract

Government business management is a reflection of the application of the new public management paradigm with the aim of improving the economy, and achieving efficiency and effectiveness. The purpose of this study is to analyze and describe the implementation of business principles in the management of BUMDes to improve PADes and the village economy. The research method used is descriptive qualitative research method, with data collection methods through in-depth interviews, observation and documentation. Meanwhile, the data analysis method was carried out using an interactive analysis model. The results of the study indicate that business planning in managing BUMDes can still be made in a simple format and does not involve the participation of local villagers. Even though it is made simply, the Susukan BUMDes continues to run with the encouragement and commitment of the Susukan Village Head. As an effort to motivate BUMDes management, it is carried out through a payroll system. The Village Head is directly involved in the process of implementing his business, starting from the preparation of plans, socialization, to the implementation of control over the business being run and reporting. In addition, the Susukan Village Head also established various collaborations with various stakeholders as a form of encouragement to the BUMDes management.

Abstract

Etika merupakan salah satu bagian penting yang menentukan keberhasilan pelaksanaan kegiatan administrasi publik. Tulisan ini bertujuan untuk menggambarkan etika administrasi publik dalam Good Governance di Indonesia dengan menggunakan metode kualitatif, dimana data primer diperoleh dari observasi, dan data sekunder diperoleh dari media dan studi kepustakaan. Dari pengamatan yang telah dilakukan, diketahui bahwa masih terjadi pelanggaran kode etik skala berat di Indonesia yang dilakukan oleh aparatur negara. Untuk mencegah ataupun meminimalisir terulangnya masalah ini, selain menegakkan hukum, pemerintah juga harus menjunjung tinggi etika administrasi publik bagi seluruh administrator publik. Tulisan ini berfokus terhadap kajian etika administrasi public ataupun birokrasi sehingga bisa membuka ruang diskusi terhadap penyelenggaraan pemerintahan di Indonesia.

Abstract

The primary objective of this research is to investigate public transportation governance in Banyumas Regency using the New Public Management (NPM) paradigm, with the aim of enhancing efficiency and effectiveness. The study focuses on understanding the factors that influence people's preferences for public transportation modes, particularly in relation to availability, cost, comfort, safety, and environmental concerns. The research also aims to address the challenges associated with the perception of private vehicles as status symbols, recognizing their impact on economic and societal development. The study employs quantitative methods and the SmartPLS4 analysis tool to uncover significant findings regarding the positive impacts of availability and comfort on preferences and the varying influences of cost, environment, and security. The ultimate goal is to provide insights that can inform the development of transportation policies, promoting effectiveness and alignment with the community's needs in Banyumas Regency.

Abstract

One factor that significantly influences how well companies and public administration players carry out their operations is ethics. The ethical issues that arose, including nepotism, collusion, and corruption, made the implementation of public administration ethics in the Indonesian government bureaucracy crucial. The qualitative technique was employed in this study, with primary data coming from observations and secondary data coming from media and literary analysis. The public emphasized and criticized public bureaucracy throughout the reform era because, according to studies, a small number of Indonesian government officials lack responsibility in carrying out their powers, duties, and obligations. In addition to enforcing the law, the government must develop and apply public administration ethics for its bureaucratic machinery in order to tackle this issue.

Abstract

The implementation of cooperation is very influential in the progress of a village to create Good Governance. Sambirata Village, Cilongok District, Banyumas Regency, applies the principles of good governance for the development and improvement of village progress by utilizing the existing potential, namely cardamom. Cooperation has been carried out between the Sambirata Village Government and PT. Sidomuncul in 2019 – 2021. This collaboration has had a significant impact on Sambirata Village. Initially, Village-Owned Business Entities were not able to act as economic institutions in terms of capital and marketing. Apart from that, they were not able to collaborate with other agencies to help increase the buying and selling of cardamom. Now, they are starting to gradually enter and collaborate to expand marketing. However, in this case, it is still not fully developed. There is still much that has not been developed optimally, one of which is the empowerment of women farmers and also the residual value that is still left. This research aims to explain and illustrate the discourse on how to realize good governance through collaborative governance in Sambirata Village, Cilongok District, Banyumas Regency, and the development of cardamom cultivation. The method used is qualitative descriptive. The focus of this research is on efforts to realize good governance through collaborative governance in Sambirata Village, Cilongok District, Banyumas Regency, and the development of cardamom cultivation.

Abstract

The government strives to realize good governance. One way to do this is by issuing a bureaucratic simplification policy. This policy is implemented through simplifying the structure of Regional Apparatus Organizations (OPD). The purpose of this research The purpose of this research is to analyze the OPD simplification policy of the regional government of Pemalang Regency. This research uses a qualitative descriptive research method with a case study approach with dimensions based on Edward III's theory, namely communication, resources, disposition and bureaucratic structure. The results of this research using a study of the effectiveness of the organizational structure simplification policy in the Regional Government of Pemalang Regency have gone according to expectations, despite experiencing several obstacles. To support the effectiveness of simplifying the organizational structure within the regional government of Pemalang Regency, suggestions can be given regarding the availability of human resources needed to support the policy so that it runs more effectively.

Abstract

The implementation of the Farmer's Card program is a form of government attention to the welfare of farmers in Indonesia. The Farmer's Card is an example of a public service, especially for farmers, which is intended to be used when buying subsidized fertilizer. The implementation of the Farmer Card service is carried out directly by the Agricultural Extension Center (BPP) with Bank Rankyat Indonesia (BRI) as well as fertilizer sellers or retailers. The aim of this research is to determine the effectiveness of the farmer card program in Linggasari Village, Kembaran District, Banyumas Regency. This research uses a descriptive method with a qualitative approach. The effectiveness of the program in this research uses indicators; 1) target success, 2) goal achievement, 3) availability of work facilities and infrastructure, 4) supervision system. The results of the research show that the farmer card program in Linggasari Village, Kembaran District, Banyumas Regency has had a positive impact on farmers in Linggasari Village to get easy access to get subsidized fertilizer at prices set by the central government. Suggestions given include routine outreach, regeneration related to elderly human resources, coordination between retailers complete with kiosks, farmers, and the Banyumas Regency Agricultural Extension Center.

Abstract

Transportation or freight is a very important area for people's lives. Transportation aims to be a means of moving people that is useful for moving from one place to another, especially for people who do not have private vehicles. The need for transportation facilities and infrastructure is very necessary. The aim of this research is to determine the effectiveness of public transport arrangements on fixed and regular routes in Banyumas Regency. This research uses a qualitative descriptive approach with a survey method through field observations. The effectiveness of the program in this research uses indicators; 1) comfort; 2) capacity; 3) punctuality; 3) price; and 5) overlapping routes. The results of research on public transport services on fixed and regular routes in Banyumas Regency are quite effective based on indicators of comfort, capacity, punctuality and price. The prices or tariffs set do not harm operators and also do not burden people who use rural or urban public transport services. Meanwhile, based on the route overlap indicator, there is overlap in transport routes in urban areas traversed by the Trans Banyumas bus route.

Abstract

The performance of public service organizations is an important part in realizing state goals. The expected public service standard is to be able to apply the principles of good governance, namely benefit, accuracy, openness, impartiality and public interest. The aim of this research is to find out how to optimize public services in increasing performance accountability in the Regional Apparatus Organization (OPD) of Puralingga Regency in order to realize good governance. The research method used is a qualitative descriptive method, with qualitative data analysis techniques, namely describing and interpreting data obtained in the field through observations and documentation data. The Regional Government through regional apparatus organizations has implemented an accountability system in accordance with existing regulations, however, limited human resources (HR) hinder excellent service to the community. Poor public service performance is partly caused by a lack of accountability in administration. The good performance of regional apparatus organizations is influenced by services that are provided openly and responsibly.

Abstract

The purpose of this research is to describe "collaborative" in poverty alleviation in 7 Provinces and 35 Priority Districts in Indonesia by sampling Central Java province, the parties involved and what poverty reduction strategies are used in Central Java. The method used was descriptive qualitative and the theoretical approach of "Ansell and Gash (2007)" became the basis of this research. The results of the study show that multi-level collaboration in extreme poverty reduction, especially in the Central Java region, has succeeded in reducing the extreme poverty rate both at the provincial and district levels. Leadership is a key factor in the success of this collaboration. This is because it is able to facilitate and cooperate with all components to collaborate. In addition, it provides strong trust, so as to build commitment in all parties to be responsible for their respective duties.
