Abstract

Government business management is a reflection of the application of the new public management paradigm with the aim of improving the economy, and achieving efficiency and effectiveness. The purpose of this study is to analyze and describe the implementation of business principles in the management of BUMDes to improve PADes and the village economy. The research method used is descriptive qualitative research method, with data collection methods through in-depth interviews, observation and documentation. Meanwhile, the data analysis method was carried out using an interactive analysis model. The results of the study indicate that business planning in managing BUMDes can still be made in a simple format and does not involve the participation of local villagers. Even though it is made simply, the Susukan BUMDes continues to run with the encouragement and commitment of the Susukan Village Head. As an effort to motivate BUMDes management, it is carried out through a payroll system. The Village Head is directly involved in the process of implementing his business, starting from the preparation of plans, socialization, to the implementation of control over the business being run and reporting. In addition, the Susukan Village Head also established various collaborations with various stakeholders as a form of encouragement to the BUMDes management.

Abstract

Efforts to continue to increase public participation in policymaking continue to be carried out as a step toward a more open government. Along with the popularity of online petitions (e-petitions) initiated by various lines of society, a systematic analysis was carried out to find out how successful an online petition (e-petitions) is as a public space in policy making. We try to provide a new perspective from a broader side of the previous partial research. This indicator of success is based on the original purpose for which the petition was published. As a result, there are three important things that are divided into two scopes of paths for achieving goals. First, the way of communication in which there is a linguistic approach is an important factor that influences how information from the petition is conveyed to the public and leads to the publicity of the petition. Second, the way of delivery is the basis for how the voice of the community is conveyed to policymakers, which is influenced by the political will of a region. Finally, media attention is a factor between the two scopes, which have dual roles as a “toa” to the public, and a messenger of policy. This review is expected to be a reference for initiators who propose policies from the community as well as a consideration for policymakers to actively involve the community's role in the policymaking process.

Abstract

Kapasitas pemerintah daerah untuk menangani kuantitas sampah yang semakin besar tentu tidak lagi memadai. Partisipasi masyarakat menjadi pilihan strategis untuk meringankan beban pemerintah dalam mengelola sampah. Untuk itulah, berdirinya Bank Sampah “RAMAH” di Perum Sapphire Regency merupakan bagian penting untuk mewujudkan peran serta masyarakat dalam pengelolaan sampah. Namun demikian, salah kendala pengelolaan Bank Sampah RAMAH adalah aspek kelembagaan khususnya komitmen pengelola. Padahal salah satu faktor penting untuk menjaga kestabilan kesuksesan organisasi adalah komitmen anggota terhadap tujuan organisasi. Kegiatan pengabdian masyarakat bertujuan meningkatkan komit­men dan dedikasi para pengelola Bank Sampah RAMAH melalui penerapan konsep organizational engagement. Hasil kegiatan sosialisasi dan pelatihan mengenai perbandingan pengukuran tingkat pemahaman organizational engagement menunjukkan adanya perubahan tingkat pemahaman secara signifikan. Ini berarti bahwa metode sosialisasi dan pelatihan telah secara efektif meningkatkan pemahaman pengelola Bank Sampah RAMAH me­ngenai pentingnya organizational engagement. Hasil pelatihan juga menun­juk­kan bahwa para pengelola menilai pentingnya upaya memelihara komitmen bersama agar keberlangsungan bank sampah dapat dijaga.

Abstract

Collaborative governance is the government's effort in dealing with an increasingly occurring problem. The government's efforts that are considered effective, especially in the post-covid-19 era, are implementing several digitalization programs. One of the efforts to digitize the program was carried out by the Banyumas Regency Government as an innovation in dealing with the waste problem. By establishing a synergy between the Banyumas Regency Government through the Banyumas Regency Environmental Service, PT Banyumas Investama Jaya (BIJ), and Non-Governmental Organizations (KSM) and the general public, it is hoped that they can encourage digital-based waste management programs that meet the expectations of all parties. The purpose of this article is to describe the collaborative governance process in digital-based waste management in Banyumas Regency. The method used is descriptive qualitative with data collection, namely interviews, observations and documentation. The results show that collaborative governance in digital-based waste management in Banyumas Regency is running well. The collaboration process that has been carried out has been seen from the dialogue carried out between sectors, the building of trust and commitment between each stakeholder, and a sense of mutual understanding, as well as the provisional results and the collaboration process carried out. Abstraksi-Collaborative governance  menjadi upaya pemerintah dalam menangani suatu permasalahan yang kian terjadi. Upaya pemerintah yang dirasa efektif terutama di era pasca pandemi covid 19 adalah dengan menerapkan beberapa program digitalisasi. Salah satu upaya program digitalisasi tersebut diakukan oleh Pemerintah Kabupaten Banyumas sebagai inovasi dalam menangani persoalan sampah. Dengan membentuk sinergi antara Pemerintah Kabupaten Banyumas melalui Dinas Lingkungan Hidup Kabupaten Banyumas, PT Banyumas Investama Jaya (BIJ), dan Kelompok Swadaya Masyarakat (KSM) serta masyarakat umum diharapkan dapat mendorong program pengelolaan sampah berbasis digital yang sesuai harapan semua pihak. Tujuan artikel ini adalah untuk mendeskripsikan proses collaborative governance dalam pengelolaan sampah berbasis digital di Kabupaten Banyumas. Metode yang digunakan menggunakan deskriptif kualitatif dengan pengumpulan data yaitu wawancara, observasi dan dokumentasi. Hasil menunjukkan bahwa collaborative governance dalam pengelolaan sampah berbasis digital di Kabupaten Banyumas berjalan cukup baik. Proses kolaborasi yang dilakukan sudah terlihat dari dialog yang dilakukan antar sektor, terbangunnya kepercayaan dan komitmen antara setiap stakeholder, dan adanya rasa saling memahami, serta adanya hasil sementara dan proses kolabrasi yang dilakukan.Kata kunci: Collaborative governance , Pengelolaan Sampah Digital, Era Adaptasi Kebiasaan Baru.Kata kunci:  kinerja guru UKS, budaya dan nilai spiritual

Abstract

Abstract: The problem faced by developing countries like Indonesia is the baby bomb. In Indonesia, the population explosion was felt in the late 1960s. In contrast to Indonesia, Korea has a low population growth rate. Korea has one of the lowest fertility rates in the world, and a steady decline in fertility rates has been observed since the late 20th century. The total fertility rate in Korea declined rapidly from 1.74 in 1984 to 1.08 in 2005 and then, surprisingly, fell to a level of 0.92 in 2019. The Family Planning (KB) program as a national movement. Meanwhile, the policies adopted by the Korean government in overcoming the declining birth rate are policies that focus on three areas: Expanding support for child care and education costs, and expanding after school education. Providing various incentives for families with children strengthens support for adopting families: expands child care facilities and workplaces. Improve the quality of services in private child care facilities, and expand child care services to meet diverse demands. Building health and nutrition systems, providing economic support for couples who suffer from infertility, and assistance for postnatal baby care from poor class. Abstrak: Masalah yang dihadapi negara berkembang seperti di Indonesia yaitu baby bom. Di Indonesia ledakan penduduk sangat terasa di akhir tahun 1960-an. Berbeda dengan Indonesia, di Korea laju pertumbuhan penduduknya rendah. Korea memiliki salah satu tingkat kesuburan terendah di dunia, dan penurunan tajam dalam tingkat kesuburan telah diamati sejak akhir abad ke-20. Tingkat kesuburan total di Korea menurun dengan cepat dari 1,74 pada tahun 1984 menjadi 1,08 pada tahun 2005 dan kemudian, secara mengejutkan, turun ke level 0,92 pada tahun 2019. Kebijakan yang diambil pemerintah Indonesia untuk mengatasi masalah pertumbuhan penduduk yaitu Mencanangkan program Keluarga Berencana (KB) sebagai gerakan nasional. Sedangkan Kebijakan yang diambil oleh pemerintah Korea dalam mengatasi penurunan angka kelahiran yaitu dengan kebijakan yang berfokus pada tiga bidang: Memperluas dukungan untuk biaya perawatan dan pendidikan anak, dan memperluas pendidikan setelah sekolah. Pemberian berbagai insentif bagi keluarga yang memiliki anak; memperkuat dukungan bagi keluarga yang mengadopsi; memperluas fasilitas penitipan anak dan tempat kerja, meningkatkan kualitas layanan di fasilitas penitipan anak swasta, dan memperluas layanan penitipan anak untuk memenuhi tuntutan yang beragam. Membangun sistem kesehatan dan gizi, memberikan dukungan ekonomi bagi pasangan yang menderita infertilitas, dan bantuan untuk perawatan bayi pasca persalinan dari kelas miskin.

Abstract

Penelitian ini memberikan pemahaman yang lebih baik tentang implementasi program buy the service kementerian perhubungan pada transportasi massal. Penelitian ini bertujuan untuk mengetahui keberhasilan program implementasi program buy the service Kementerian Perhubungan pada transportasi massal di Kabupaten Banyumas. Sebuah kebijakan dikatakan berhasil apabila sudah efektif dan efisien. Pendekatan yang digunakan pendekatan kuantitatif dengan desain deskriptif untuk menjawab hipotesis penelitian. Hasil penelitian yaitu berdasarkan hasil survei yang diperoleh, implementasi kebijakan BTS dapat dikategorikan efektif dalam dikategorikan cukup efektif. Hal ini juga dapat diliat dari prosentase Load Factor penumpang yang semakin membaik dan tentunya karena masih adanya pemberlakuan pembatasan kegiatan masyarakat jadi penumpang akan memilih moda transportasi yang aman nyaman dan sehat.

Abstract

The State Civil Apparatus (ASN) is a crucial part of the government. The implementation of the Merit System must be backed by excellent governance because it is one of the reform tools the government uses to achieve a high level of government performance. The purpose of this study is to investigate how the merit system and sound governance impact the caliber of output. The population of this study consisted of every PNS employed by the Banyumas district government. At 350 ASN, the sample is proportionally determined. Path analysis is a method used in data analysis. The findings indicated that the merit system and sound governance had an impact on the caliber of resources and personnel.

Abstract

The primary objective of this research is to investigate public transportation governance in Banyumas Regency using the New Public Management (NPM) paradigm, with the aim of enhancing efficiency and effectiveness. The study focuses on understanding the factors that influence people's preferences for public transportation modes, particularly in relation to availability, cost, comfort, safety, and environmental concerns. The research also aims to address the challenges associated with the perception of private vehicles as status symbols, recognizing their impact on economic and societal development. The study employs quantitative methods and the SmartPLS4 analysis tool to uncover significant findings regarding the positive impacts of availability and comfort on preferences and the varying influences of cost, environment, and security. The ultimate goal is to provide insights that can inform the development of transportation policies, promoting effectiveness and alignment with the community's needs in Banyumas Regency.
