Abstract

Innovative work behavior is increasingly positioned as a source of excellence for public sector organizations amid service complexity and increasing demands for adaptation. However, the global literature does not fully explain the mechanisms by which collaborative work environments translate into employee innovation in formal, hierarchical technical bureaucracies. This study aims to analyze the influence of collaborative work environments on innovative work behavior through psychological safety and knowledge sharing among employees of the Public Works Department of the Kutai Kartanegara Regency. The study used a quantitative approach with an explanatory survey design on 174 respondents selected through proportionate stratified random sampling and analyzed using PLS-SEM. The findings indicate that collaborative work environments enhance innovative work behavior both directly and through two parallel mediation pathways: psychological safety and knowledge sharing. The theoretical contribution of this study lies in the integration of social exchange theory, psychological safety theory, and the knowledge-based view in explaining employee innovation in technical public organizations, while its practical implications emphasize the importance of cross-disciplinary work design, a culture of safe voice, and knowledge-sharing systems. The main novelty of this study lies in the parallel mediation model that simultaneously tests the psychological and epistemic pathways in the context of public sector technical bureaucracies.

Abstract

Pengabdian ini bertujuan untuk meningkatkan kemampuan pelaku usaha dalam mengoptimalkan strategi pemasaran produk halal guna memperkuat daya saing di pasar. Program ini dilaksanakan melalui kegiatan sosialisasi, edukasi, pelatihan, diskusi, serta pendampingan yang berfokus pada penguatan pemahaman mengenai konsep pemasaran produk halal, pemanfaatan media digital sebagai sarana promosi, serta pentingnya membangun identitas produk yang jelas dan terpercaya. Hasil kegiatan menunjukkan adanya peningkatan pemahaman pelaku usaha mengenai pemasaran yang tidak hanya terbatas pada aktivitas penjualan, tetapi juga mencakup upaya membangun citra produk, memilih media promosi yang tepat, dan menyampaikan informasi produk secara transparan kepada konsumen. Selain itu, kemampuan pelaku usaha dalam memanfaatkan teknologi digital untuk kegiatan pemasaran juga mengalami peningkatan, sehingga membuka peluang bagi produk halal untuk menjangkau pasar yang lebih luas. Program ini juga mendorong tumbuhnya kreativitas dalam mengembangkan strategi promosi, perbaikan tampilan produk, serta meningkatnya kepercayaan diri pelaku usaha dalam mengembangkan usahanya. Secara keseluruhan, kegiatan pendampingan ini memberikan dampak positif terhadap penguatan potensi daya saing produk halal melalui penerapan strategi pemasaran yang lebih terencana, inovatif, dan adaptif terhadap perkembangan pasar.

Abstract

This study analyzes the influence of digital leadership and safety climate on operational performance through organizational commitment at the Tanjung Santan Class III Port Operational Unit Office. This study departs from the global debate on the effectiveness of digital transformation and safety strengthening in improving the reliability of high-risk public sector operations. A conceptual model was built by integrating the perspectives of resource-based view, dynamic capability, and social exchange theory to explain the commitment-based causal mechanism. Data were collected through a survey of 33 employees and analyzed using partial least squares structural equation modeling (PLS-SEM). The results show that digital leadership and safety climate have a significant effect on organizational commitment and improve operational performance both directly and indirectly. Commitment acts as a partial mediator that strengthens the relationship between the two exogenous variables and the performance. These findings confirm that operational reliability is supported by the integration of managerial capabilities, a safe work climate, and psychological engagement of employees.

Abstract

This study examines how work-life balance and organizational support influence employee performance through safety culture at the Samarinda Class I Harbormaster and Port Authority Office. This study departs from the theoretical debate on how individual resources and institutional support translate into performance in high-risk organizations. Using a quantitative explanatory approach with partial least squares structural equation modeling analysis on 97 employees, this study found that work-life balance and organizational support significantly influenced safety culture and employee performance. Safety culture partially mediated this relationship, functioning as a collective mechanism that converts role balance and institutional support into operational performance. The main contribution of this study is the affirmation of safety culture as an organizational capability that integrates individual well-being and organizational support to improve performance in the context of port regulation.

Abstract

Digital transformation in higher education requires administrative staff to have sufficient digital competence to enhance efficiency, productivity, and service quality. This study examines the effect of digital training on staff performance, both directly and through digital competence as a mediating variable. A quantitative method was employed using Structural Equation Modeling (SEM) with Partial Least Squares (PLS). Results indicate that digital training positively and significantly affects staff performance. Digital competence also mediates the relationship between digital training and performance. The outer model confirms all indicators are valid and reliable, while the inner model shows strong variable relationships. These findings support previous research on the importance of digital competence in improving performance. The study emphasizes the need for continuous, needs-based digital training to support digital transformation and strengthen the effectiveness and competitiveness of administrative staff in higher education.

Abstract

This study investigates the influence of training and human resource development (HRD) on employee performance, with intrinsic motivation acting as a mediating variable. The research focuses on Kariangau Ferry Port Balikpapan, a public sector organization that plays a strategic role in regional logistics and maritime connectivity in Indonesia. Utilizing a quantitative methodology, data were collected from 41 employees, encompassing both operational and administrative staff. The analytical method employed was Partial Least Squares – Structural Equation Modeling (PLS-SEM) via SmartPLS 4. The findings indicate that both training and HRD significantly enhance employee performance. Intrinsic motivation partially mediates the relationship between training, HRD, and performance, highlighting its crucial role in strengthening employees' internal drive to perform effectively. These results align with Self-Determination Theory, which posits that intrinsic motivation-shaped by autonomy, competence, and relatedness-is vital in sustaining performance improvement. Theoretically, this study contributes to the expansion of HRD and motivation literature within the context of public sector organizations, particularly in developing economies. Practically, the results offer managerial insights for designing targeted training and continuous development programs that foster intrinsic motivation and enhance the sustainability of employee performance in public service institutions.
