Abstract

This research is based on the phenomenon of ineffectiveness of CSR program implemented by PT. Perkebunan Nusantara V area of Sei Intan Garden of Rokan Hulu Regency is Kemitraaan program has not been implemented effectively in accordance with Rokan Hulu regulation No. 2 of 2015 article 12. The Community Development Program has not been fully implemented as contained in the Rokan Hulu Regulation No. 2 of 2015 article 13. The types of assistance provided are not in accordance with the CSR working areas which include education, health, infrastructure, sports, arts, and Buddhist, social and religious, environmental conservation, community economic enterprise, indigenous peoples empowerment, other work areas that significantly impact Quality of society.The concept of theory used is to use Mahmudi's theory of effectiveness, output, and outcome. The type of research used is descriptive qualitative. Data collection was done by interview Krani PT. Perkebunan Nusantara V of Sei Intan Garden of Rokan Hulu Regency, Pagaran Tapah Darussalam Subdistrict Head, Kunto Darussalam Subdistrict Head, Kembang Damai Village, Prambanan Village Chief, Darusalam and Kunto Darusalam Land Raising Societies. Interview results were analyzed by qualitative analysis approach.The results showed Output PT. Perkebunan Nusantara V of Sei Intan Garden of Rokan Hulu Regency is the existence of education and scholarship assistance, poverty alleviation and regional economic development, and public facility maintenance. In the implementation of CSR activities has not had a significant impact for the government and the community. The assistance provided is limited to performing obligations and not as a social consciousness. Outcome of CSR activities PT.Perkebunan Nusantara V area of intersection of the garden there are three that is for company, government, and society. Outcome for the company is the image of the company has increased, cooperation with stakeholders to be better, and the community becomes more innovative. For government the government is more helpful. For the community, there are scholarships for poor children, the welfare of the surrounding community is increasing, and public facilities are maintained.Keywords: Effectiveness and CSR

Abstract

Work Plan Department of Labor is a technical document which is the operational guidelines for the preparation of annual work program for the current year. While the function is as a guide in the management of the work to be more focused activities in accordance with the vision and mission of the District Government on the implementation of the Work Plan Karimun. Department of Labor Karimun is lack of budget for training, is not yet optimal for the protection of labor and the lack of infrastructure the Department of Labor Karimun. Objective: 1) To study and analyze how the implementation of the work plan on the Department of Labor Karimun 2) To determine the factors that affect the implementation of the work plan of the Department of Labor Karimun. Theoretical concepts using Nurcholis (2003) as a guideline research Implementation Evaluation 1) Input is the input required for the implementation of the policy, 2) process that is the policy formulated in the form of direct services, 3) The output is the result of the implementation of policies and 4) Outcomes ie an executor policies have a significant impact on the target group. The informants were taken from some employees Department of Labor Karimun. Population serve as informants for this study using qualitative research. The types and sources of data used primary data, ie data obtained directly from the respondents and secondary data, ie data obtained through reporting, books and records. Data collection technique used interview, observation, documentation. Data analysis techniques by means of data collection, data reduction, data presentation, and draw conclusions. From the results obtained in the research work plan implementation Department of Labor Karimun how big objectives of the work plan can already covered or illustrated clearly that the implementation of this Renja still many obstacles or not everything went smoothly. At the Department of Labor Karimun impact on manpower development process, efforts to improve labor skills against free competition-based economy will be difficult to achieve and to create reciprocal government and society will be difficult to be realized. Factors that affect the implementation of the work plan delays the Department of Labor in 2014 Karimun Regency is located in Dana, Infrastructure, Communications and Resources. Abstract

The phenomenon of the administration of public services carried out by the government is still faced with services that are not yet effective and efficient and the quality of human resources is not adequate. Referring to the Bengkalis Regent Regulation No. 19 of 2009 concerning the position, main tasks, function details of tasks, making standard operating procedures (SOP) which applies to all sub-districts in Bengkalis district. There are many on social media about complaints from residents of the suburbs and the results of observations about the poor service of the UPT service for population and civil registration in the suburbs of Bengkalis Regency. This study aims to determine and analyze the quality of services in the UPT of the population and civil registration office in the suburbs of Bengkalis Regency. This study uses a descriptive qualitative method with 18 research informants who are residents as well as employees of the UPT population and civil registration service at the outskirts of Bengkalis Regency. Based on the results of this study, the quality of service at the population and civil registration services in the suburbs of the Bengkalis Regency Keywords: service quality, public service and population administration.

Abstract

The problem in Bukit Batu District is the destruction of mangrove forests due to the logging of mangrove wood to be used as firewood, cerocok wood and charcoal wood, resulting in coastal abrasion of about 5 meters per year, even some villages in Bukit Batu District have shifted their coastline by about 200 meters. inland from the initial location due to abrasion. This incident is certainly contrary to the sustainable development goals (SDGs). Moreover, currently there is a policy that is required by the ministry of villages, development of disadvantaged areas and transmigration to all villages in Indonesia through the use of village funds to realize the Village SDGs through one of the village typologies, namely villages that care about the marine environment. The purpose of this service is to realize the Village SDGs, the village government is experiencing difficulties due to limited resources and knowledge, it is necessary to have a synergistic institutional partnership between the village government, community, universities and companies to facilitate the achievement of the Village SDGs. The method used is a participatory method by inviting people to care about the marine environment. Furthermore, providing knowledge by introducing the use of non-timber mangroves such as mangrove fruit for coffee. The success of this activity is judged by the changes in community activities and routines to preserve the mangrove ecosystem. Increasing public awareness and knowledge that mangrove ecosystems can provide social, economic and environmental benefits in accordance with sustainable development goals.

Abstract

Many people ignore the part of the banana stem, even though the banana stem also has various benefits. One of the uses in utilizing banana stems is to use banana stems as a container instead of polybags for planting media. This study aims to see banana stems as a suitable planting medium for plant growth and yield. In community service, socialization was carried out in Pulau Godang Kari Village to implement community service programs by involving the local village community. This study used 2 factors, namely banana stem factors and planting media factors, namely soil fermentation, manure, compost, and rice husks. The results of this study indicate fertility in plants, due to the nutrients contained in the banana stem.

Abstract

Asosiasi Petani Sawit Swadaya Amanah is a group of independent oil palm farmers in Pelalawan District, Ukui District. There is a negative issue regarding the environment that palm oil management results in deforestation. Farmers find it difficult to buy fertilizer and the garden has entered a period of oil palm rejuvenation. The purpose of this research is to know the association's strategy in sustainable palm oil management. The study uses the theory of organizational strategy from Stephen P. Robbins & Tymothy A. Judge (2013: 496). qualitative research method with a descriptive approach. Research results: The strategy of the Asosiasi Petani Sawit Swadaya Amanah in oil palm management has implemented aspects of oil palm plantation management following sustainable standards. The association innovated on deferring fertilizer funds and saving for replanting preparations. The association is supported by PT. Inti Indosawit Subur for training on palm oil management and market access. With the readiness of organizations and partnerships, providing support for the Amanah Association for sustainable palm oil certification.

Abstract

The puprose of this research is to find out and analyze about Organizational Capacity Development in Pulp and Paper Technology Vocational Education University Of Riau as well as other factors that influence Organizational Capacity Development in Pulp and Paper Technology Vocational Education University Of Riau. This research uses descriptive qualitative method. The results of this s tudy indicate that, the capacity development of PSD3-TPK is considered good, because seen from the efforts at the individual level, organizational level, and system level made to maximize the organization.this is also evidenced by the absorption of all 43 PSD3-TPK alumni in the pulp and paper industry. Another support factor identified is the shared commitment, institutional reform, and recognition of strengths and weakness

Abstract

The main highlight in peatland resource management to date has been the weak institutional synergy directly related to peatland management. This study aims to analyze institutional synergy in sustainable peatland management in the Giam Siak Kecil-Bukit Batu (GSK-BB) Landscape area of Bengkalis Regency. The research design used a mixed approach by combining quantitative and qualitative methods to determine the sustainability of institutional dimensions in peatland management. RAPPEAT analysis was used to analyze the sustainability index of institutional aspects. The results showed that the index and sustainability status of the institutional dimension of peatland management were categorized as less sustainable. Based on the MDS analysis, the institutional dimension only has an index of 49.8%. This result directly illustrates that peatland management in this landscape is not yet oriented towards the institutional dimension.

Abstract

The Rainbow Bridge Mangrove Forest Ecotourism is the only tourist destination in Banglas Village which is managed by BUMDES Banglas Bestari. Mangrove forests have the potential to be managed and developed because mangroves have aesthetic value, therefore cultivating and developing mangroves to be used as tourist destinations in the local area. This study aims to determine how the management of the Rainbow Bridge Mangrove Forest Ecotourism and the obstacles in managing this ecotourism. The theoretical concept used is the management concept of Iwan Nugroho. This study uses a qualitative research method with a descriptive approach. The results of the research found indicate that the management carried out by BUMDES Banglas Bestari has not run optimally where there is no planning document, in its implementation there are still several things that have not gone well such as lack of coordination, and control of ecotourism management is still less organized and structured. The inhibiting factors in the management of the rainbow bridge mangrove forest ecotourism are limited funding sources, accessibility and inadequate facilities and infrastructure and the imposition of restrictions on community activities (PPKM). Abstract

Peat areas have unique characteristics as wetlands on land but are highly flammable if there are El Nino symptoms. The peat area has a protection function and a cultivation function and this is important for the life of living things. To date in 2021, where this research was conducted, the condition of the peat area in Bukit Batu District, Bengkalis Regency is very easy to burn, this requires a sustainable peat area management strategy from the ecological, social, and economic aspects so that fires do not occur in the future. This research can be useful for stakeholders to manage peat areas in a sustainable manner by taking into account the ecological, economic, and social aspects. Repeated fires in the same location make peat even more degraded. For this reason, it is necessary to manage post-fire peat areas, so a management strategy using prospective analysis is needed. The prospective analysis is a method that can be used to find strategies that can be applied in the future. The results of the prospective analysis in this study recommend that there are three strategies that need to be applied, from the ecological aspect, namely the conservation and rehabilitation strategy, from the social aspect, namely the MPA-preneurship strategy and from the economic aspect, namely the strategy of using burned land. These three strategies can be carried out simultaneously and holistically by involving many stakeholders in peat areas.
