Abstract

Innovation in local government is essentially a breakthrough aimed at improving and supporting local government performance and providing quality public services. Public services in the field of population administration must be able to reach all levels of society, including people with disabilities. Therefore, there was an innovation from the Pekanbaru City Population and Civil Registration Service called Service for Disabilities to Complete Identity (PEDULI). This program aims to provide maximum service to people with disabilities in Pekanbaru City in obtaining the right to have a resident identity but are constrained by access to transportation to come directly to the Pekanbaru City Disdukcapil office. The purpose of this research is to find out how the quality of the PEDULI Innovation service is for disabilities in Pekanbaru City and to find out what are the inhibiting factors for implementing this innovation. This study used a purposive sampling technique with a qualitative type of research. The necessary data, both primary and secondary data, were obtained by means of interviews and documentation for further analysis using the triangulation method. The results of this study indicate that the program has been running well but still has several obstacles to maximizing its services. The factors that hinder this program are the lack of human resources, inadequate facilities and infrastructure and the lack of support from the community. Suggestions for future improvements are more attention from the local government by improving supporting facilities and infrastructure, collaboration with related agencies, and increasing the competence of human resources to make them more professional. Abstract

This research is to find out and analyze the evaluation results of the community empowerment program based on the pillars of the community (PMB-RW) in the Tanjung Rhu Village and the inhibiting factors for the evaluation of the PMB-RW program in the Tanjung Rhu Village. This study uses a qualitative research method with a case study approach that is descriptive in nature through the process of collecting interview data, observation, and document study. The results showed that the evaluation of the PMB-RW program had not been carried out properly and maximally and that PMB-RW had not been able to handle and reduce the poverty rate in Tanjung Rhu Village. Evaluation of the context of the PMB-RW program has not been in accordance with the plan, has not been able to analyze the background of the implementation of PMB-RW and difficulties in achieving goals. Evaluation of the input of the PMB-RW program has not been able to utilize existing resources and the identification of resources has not been maximized.

Abstract

Village Sustainable Development Goals is a development concept that prioritizes environmentally friendly development and respects the culture and needs of local communities. Permendesa PDTT No. 13 of 2020 concerning Priorities for the Use of Village Funds in 2021 is an effort to create equality and equitable development in Indonesia. This study uses the theory of Fonseca and Carvalho (2019: 5) which states that to fulfill sustainability it is necessary to achieve the 3 dimensions of SDGs that balance development in the economic, social and environmental dimensions. This study aims to determine the development of Sungai Selari Village, Bukit-Batu District, Bengkalis Regency in realizing the Village SDGs. This study uses qualitative research methods with a descriptive approach. The result of this study is that Sungai Selari village only implemented 11 of the 18 goals of the Village SDGs. Sungai Selari Village only implemented 2 of the 5 economic dimensions of the Village SDGs, 2 of the 5 social dimensions of the Village SDGs, and 1 of the 8 environmental dimensions of the Village SDGs. The development carried out in Sungai Selari Village based on the dimensions of sustainable development has not been able to realize the Sustainable Development Goals of the Village. The non-realization of the Village SDGs in Sungai Selari Village has several inhibiting factors, including the lack of village development programs and the illegibility or non-findability of data inputted into the SID in the Ministry of Villages' Village Information System.

Abstract

The existence of a breakthrough innovation in this case is very important because in addition to maintaining the smooth running of the democratic party, it can also maintain public confidence in the voting results in general elections, regional head elections, and village head elections. In addition, the importance of innovation in village head elections is due to the development of technology, in which elections which are usually done manually can be done electronically. E-Voting has the meaning of using computer technology in the implementation of voting or voting. E-Voting is essentially an electronic (digital) voting process starting from the voter registration process, holding elections, counting votes, and sending vote results. The implementation of E-Voting is expected to overcome the problems that arise from conventional elections. Batu Gajah Village is one of the villages that was elected using the village head election with the Electronic Voting system, this is a very extraordinary appreciation for Batu Gajah village because it is one of 3 villages out of 62 villages that participated in the simultaneous Pilkades implementation, some of which still use the manual system, while Batu Gajah village was chosen to try the Electronic Voting system in the implementation of village head elections. The purpose of this study is to find out how the E-Voting election innovation can work. This study uses a purposive sampling technique with a qualitative research type with a descriptive approach, the required data such as primary data and secondary data obtained through interviews and documentation are then analyzed based on research problems. The results of this study indicate that the innovation of the Batu Gajah village head election through E-Voting can run well with supporting factors, namely human resources, facilities and infrastructure, and time management.

Abstract

It is known that this development has not shown results that are in accordance with the maximum then it is also known that only a few development programs have been carried out, from the observations it is known that the condition of the Igal village facilities looks apprehensive, one of which is the road and bridge which is the only access to Igal Village damaged, therefore it can be seen that the management and use of village funds, especially in the field of development, have not been carried out properly. This study aims to explain and describe and analyze the implementation of the Village Revenue and Expenditure Budget, especially in the Village Development Sector of Igal District, and to find out the inhibiting factors for its implementation. In this study uses a qualitative research type with a descriptive phenomenological approach, then determining the research subject using purposive techniques, then collecting data using interviews, documentation, and observation. After conducting research it was found that the implementation of the APBDesa had been carried out quite well even though there were several indicators that were not optimal such as the environment, policy goals, and resources, while the inhibiting factors for the implementation of the APBDesa in the development sector included implementing capacity, village facilities and also community participation.

Abstract

Pekanbaru City experienced expansion from 12 sub-districts to 15 sub-districts. This has an impact on the people who live in the area resulting from the sub-district expansion. There is a special strategy using SWOT Analysis in the change of population administration after the expansion of sub-districts in Pekanbaru City where the strategy will be used by human resources who handle it in the Pekanbaru City Population and Civil Registration Office agency. This research uses qualitative research methods that are descriptive in nature. The purpose of this research is to find out the efforts that have been made by the Pekanbaru City government in the replacement of population administration after the expansion of sub-districts in Pekanbaru City, and to find out the strategy for accelerating the replacement of population administration after the expansion of sub-districts in Pekanbaru City using SWOT analysis. Based on the results of the SWOT analysis, the strategy recommendation given is an Aggressive Strategy. The results of the study indicate that the replacement of population administration after sub-district expansion through the Population and Civil Registration Office of Pekanbaru City has not run optimally so that the resulting strategy can increase public awareness about the replacement of population administration after sub-district expansion in Pekanbaru City. The existence of a program from the Population and Civil Registration Office of Pekanbaru City in the form of Sipenduduk online services should be further socialized to RT and RW by providing training in using these online services. Abstract

Supervision Over Dimension Over Loading Trucks on Cross Roads is one step taken by the Riau Province Transportation Service to anticipate and prevent violations of goods transportation, especially on trucks Over dimension over loading. The purpose of this study is to find out how Truck Supervision works Over dimension over loading on the Kampar haighway, as well as to find out the inhibiting factors of the implementation of supervision. This study uses the theory of supervision by Mannulang (2015: 184) which is seen based on the steps of supervision in the form of setting measuring instruments, carrying out assessment actions and finally taking corrective actions. This study uses a type of qualitative research with a descriptive approach. Research results from the Supervision Over dimension Over loading trucks on cross roads Kubang Raya has not run optimally. The inhibiting factors in carrying out supervision of over dimension over loading trucks are the lack of budget given to carry out field supervison activities, lacks of understanding of drivers in driving and inadequate facilities and infrastructure which cause lless than optimal supervision of over dimension over loading trucks on Cross Road Kubang Raya. The need for supervision carried out regulary and periodically and the application of strict sanctions so that there is a deterrent effect from these sanctions to achieve optimum supervison. Abstract

The Rainbow Bridge Mangrove Forest Ecotourism is the only tourist destination in Banglas Village which is managed by BUMDES Banglas Bestari. Mangrove forests have the potential to be managed and developed because mangroves have aesthetic value, therefore cultivating and developing mangroves to be used as tourist destinations in the local area. This study aims to determine how the management of the Rainbow Bridge Mangrove Forest Ecotourism and the obstacles to managing this ecotourism. The theoretical concept used is the management concept of Iwan Nugroho. This study uses a qualitative research method with a descriptive approach. The results of the research found indicate that the management carried out by BUMDES Banglas Bestari has not run optimally where there is no planning document, In its implementation, there are still some things that have not gone well, such as lack of coordination, and control over ecotourism management is still less organized and structured. The inhibiting factors in the management of the rainbow bridge mangrove forest ecotourism are limited funding sources, accessibility and inadequate facilities and infrastructure, and the imposition of restrictions on community activities (PPKM).

Abstract

The Environmental and Forestry Education and Training Center (BDLHK) Pekanbaru as a technical implementing unit has the task and function of providing forestry education and training. In carrying out its duties and functions, BDLHK Pekanbaru still experiencing several forest problems in its working area, education and training has not become an employee career system, the results of the Identification of Training Needs (IKD) have not been able to provide accurate information and the capacity of widyaiswara to carry out teaching activities at certain trainings especially in terms of dealing with the latest issues is still limited. The purpose of this research was to analyze the performance management of BDLHK Pekanbaru and to find out the inhibiting factors. This research uses the performance management theory proposed by Edward Deming which consists of planning, implementation/action, and reviewing. This research uses a qualitative research type with a descriptive approach. The results of this research indicate that the Performance Management of BDLHK Pekanbaru is not running optimally, this can be seen in terms of planning, implementation and monitoring. The obstacles by BDLHK Pekanbaru are the limited capacity of education and training management personnel, adaptation of new patterns in the implementation of education and training also budget recofusing.

Abstract

This research is motivated by the problems that occur within the Pekanbaru City government in providing additional employee income (TPP). The problem that occurs is there is a cut in the provision of TPP in 2021 to employees. In this case, the provision of TPP goes through a long process and it is not given how much each employee will receive but through several processes first. There are several aspects that will be used as an assessment in determining the amount of TPP. The purpose of this study is to determine the compensation management system, especially in providing additional employee income (TPP) in the Pekanbaru City government environment and the authors want to analyze the constraints that exist in compensation management in providing additional employee income (TPP). This study uses the theory of Dessler (2014) which describes five stages in providing compensation, namely surveys, job evaluation, classifying work, giving prices for each level and improving payment levels. This study uses qualitative research with interview and documentation techniques. The results of the study show that compensation management, especially in the provision of additional employee income (TPP), is still not running smoothly. The reason for the cut in the provision of TPP to employees is budget constraints and in 2021, existing funds are diverted to health, because in 2021 there will be an increase in cases of Covid-19. In carrying out compensation management, of course there are inhibiting factors such as the lack of employee participation in carrying out the compensation management process and budget constraints.
