Abstract

Kelompok nelayan membutuhkan pembinaan yang mencakup peningkatan pengetahuan, pemahaman, dan keterampilan terkait pembudidayaan mangrove sehingga menjadi icon daerah atau mampu mengurangi tingkat abrasi yang signifikan di desa pangkalan jambi. Tujuan dari pengabdian ini adalah untuk mendorong masyarakat untuk menjadi lebih kreatif dan mengembangkan sumber daya yang potensial untuk membantu Kelompok Nelayan Mangrove mendapatkan uang. Selain itu, untuk meningkatkan pemahaman dan pengetahuan masyarakat tentang budidaya mangrove dan keterampilan mereka, terutama untuk kelompok sasaran, yaitu kelompok Harapan Bersama. Kegiatan ini dilakukan di Desa pangkalan jambi, kecamatan bukit batu, kabupaten bengkalis, dengan metode yang disesuaikan dengan lingkungan sekitar. Pengabdian ini dilakukan menggunakan model Enterpreneurship Capacity Building (ECB), yang terkait erat dengan kemampuan berwirausaha dan pembuatan produk inovatif dari mangrove. Mitra dalam pengabdian ini adalah  Semua anggota PKK dan Kelompok Nelayan Harapan Bersama yang mengikuti acara ini. Kegiatan pemberdayaan masyarakat ini dapat meningkatkan pemahaman masyarakat tentang cara mengolah bahan mangrove menjadi bahan makanan dan menjadi produk jajanan makanan yang lebih kreatif.  Salah satu hambatan awal program ini adalah masyarakat tidak tahu cara menanam dan membudidayakan tanaman mangrove yang baik dan benar, yang menyebabkan beberapa bibit tidak tumbuh dengan baik pada awal penanaman. Oleh karena itu, kelompok nelayan mangrove memerlukan dukungan dan pendampingan teratur. Agar kelompok nelayan dapat membudidayakan mangrove, yang akan berdampak pada ekonomi kelompok, pendampingan harus terus diberikan. Nilai dari program ini adalah keberlanjutan.

Abstract

To help reduce the level of forest and land fires that continue to occur in Riau Province, Pelalawan Regency, PT Riau Andalan Pulp and Paper, one of the paper and pulp mills, initiated the Fire Free Village Program which has been running for five years, formed in 2015. In one of the villages that took part in the PT Riau Andalan Pulp and Paper program, one of them was Sungai Ara Village which was successful in agriculture. The Fire Free Village Program was developed with five programs, namely: Fire free village awards, sustainable agricultural assistance, involvement of the leader crew in fire prevention, assistance in clearing land without burning, monitoring air quality. This study aims to determine the process Collaboration. This research uses a qualitative approach with descriptive data. The results showed that first, the Collaboration Process between Actors in the Fire Free Village Program in Sungai Ara Village, Pelalawan Regency was running well according to face-to-face dialogue, mutual understanding, building trust, commitment to the process and temporary impacts. Second, the supporting factors for collaboration are the budget, the availability of facilities and infrastructure, communication and community participation.

Abstract

Kebijakan Kota Layak Anak (KLA) merupakan salah satu upaya dalam memenuhi hak-hak anak serta memberikan perlindungan pada anak di suatu kota/kabupaten dengan harapan anak dapat tumbuh dan berkembang dengan baik. Kota Pekanbaru telah mengadopsi program Kota Layak Anak (KLA) dan mendapatkan penghargaan tingkat Nindya. Namun, permasalahan anak masih terus meningkat setiap tahunnya. Penelitian ini bertujuan untuk mendeskripsikan dan menganalisis collaborative governance dalam penyelenggaraan Kota Layak Anak (KLA) dan mengidentifikasi dan menganalisis faktor penghambat collaborative governance dalam penyelenggaran Kota Layak Anak (KLA) di Kota Pekanbaru. Penelitian ini menggunakan teori dari Schottle, Haghsheno dan Genhbauer dalam Astuti dkk (2020). Jenis penelitian ini menggunakan metode kualitatif, teknik pengumpulan data yaitu wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukkan collaborative governance dalam penyelenggaraan Kota Layak Anak (KLA) di Kota Pekanbaru belum sepenuhnya optimal karena kurangnya koordinasi dalam kolaborasi yang dilakukan oleh pemerintah daerah Kota Pekanbaru melalui DP3APM dan kurangnya partisipasi masyarakat dalam program Kota Layak Anak (KLA).

Abstract

Tujuan dari penelitian ini yaitu mendeskripsikan inovasi pelayanan retribusi sampah non-tunai oleh Dinas Lingkungan Hidup dan Kebersihan (DLHK) Kota Pekanbaru serta menganalisis faktor penghambat dalam pelaksanaannya. Inovasi ìni berbasis penggunaan Quick Responds Code Indonesian Standard (QRIS) yang terdapat dalam Surat Keterangan Retribusi Daerah (SKRD) dan mulai diterapkan sejak tahun 2024. Tujuannya adalah mempermudah pelayanan, mencegah pungutan liar, serta menciptakan pemungutan retribusi yang akuntabel, transparan, dan tertib administrasi. Penelitian ini menerapkan metode kualitatif dengan pendekatan studi kasus. Analisis penelitian menggunakan indikator inovasi pelayanan menurut Gebauer et al yaitu keterlibatan pelanggan, layanan mandiri, pengalaman pelanggan, pemecahan masalah, dan co-designing. Hasil penelitian menunjukkan bahwa inovasi ini memberikan kemudahan dan meningkatkan transparansi dalam pembayaran retribusi sampah serta telah mencerminkan beberapa indikator inovasi pelayanan, terutama aspek layanan mandiri dan pemecahan masalah. Sementara itu faktor penghambat dalam inovasi pelayanan retribusi sampah non-tunai oleh DLHK Kota Pekanbaru ialah keterbatasan dana, masih sedikitnya jumlah wajib retribusi, dan sarana dan prasarana yang terbatas.

Abstract

Kebijakan pembinaan anak jalanan di Kota Padang merupakan salah satu upaya pemerintah untuk menangani permasalahan anak jalanan. Penelitian ini bertujuan untuk mengkaji pelaksanaan kebijakan tersebut serta mengidentifikasi faktor-faktor yang menghambat efektivitasnya. Penelitian ini menggunakan pendekatan deskriptif kualitatif-analitis, dengan data yang dikumpulkan melalui wawancara, observasi, dan dokumentasi. Hasil penelitian menunjukkan bahwa secara umum pelaksanaan kebijakan pembinaan anak jalanan di Kota Padang telah berjalan dengan baik, meskipun masih terdapat beberapa kendala. Faktor penghambat utama meliputi keterbatasan sumber daya pada Dinas Sosial, terutama dalam hal sumber daya manusia dan sarana prasarana, serta belum meratanya penyebaran informasi kepada kelompok sasaran.

Abstract

Kampung Bandar Sub-district is one of the areas that has received a Corporate Social Responsibility (CSR) program from PT Pertamina Hulu Rokan, particularly in the category of community economic empowerment. The implementation of this program is based on the importance of CSR in improving community welfare through business capacity strengthening and local economic development in Kampung Bandar. The main problems faced in this area include limited market access, low technological literacy among business actors, and weak consistency of community participation after training activities are completed. Therefore, a more structured implementation strategy is required to ensure the program runs effectively and sustainably. This effort needs to be supported by competent human resources, effective communication among stakeholders, and continuous mentoring. The focus of this study is to describe the implementation of PT Pertamina Hulu Rokan’s CSR program in Kampung Bandar and to identify the obstacles encountered during its execution. The research employed a qualitative method with a descriptive approach. The analysis applied Van Meter and Van Horn’s implementation model, which emphasizes six main variables: policy standards and objectives, resources, inter-organizational communication, characteristics of implementing agents, disposition of implementers, and the socio-economic and political environment. The findings indicate that the CSR program has contributed positively to improving community skills and strengthening the local economy, although several challenges remain to be addressed.

Abstract

SD Negeri 112 Pekanbaru and SD Negeri 161 Pekanbaru are basic education units located in the Sidomulyoa Timur Village, Marpoyan Damaia District, Pekanbaru City. The theoretical concept used in this study is the theory of According to Robbins (2006), measuring employee performance individually. The method used in this research is an qualitative method by using a descriptive approach. The data collection technique used is by using interview and documentation techniques. The purpose of this research is to find out the performance of teachers at public elementary schools in Sidomulyo Timur Village, Marpoyan Damai District, Pekanbaru City, and to find out the factors that hinder teacher performance at public elementary schools in Sidomulyo Timur Village, Marpoyan Damai District, Pekanbaru City. The results of the study found that the performance of teachers at State Elementary Schools in Sidomulyo Timur Village, Marpoyan Damai District, Pekanbaru City was not optimal. The factors that hinder the performance of teachers at State Elementary Schools in Sidomulyo Timur Village, Marpoyan Damai District, Pekanbaru City are the ability and expertise of teachers, limited resources, and awards. To improve the performance of teachers at State Elementary Schools in Sidomulyo aTimura Village, Marpoyan Damai District, Pekanbaru City, all teachers, especially teachers at SD Negeri 112 Pekanbaru and SD Negeri 161 Pekanbaru, need to improve their respective abilities and expertise, in addition to the related Dinar and the Principal need to add school resources that still do not meet school needs and need to improve teacher welfare, as a form of appreciation for improving teacher performance at State Elementary Schools in East Sidomulyo Village, Marpoyan Damai District, Pekanbaru City.

Abstract

The Rainbow Bridge Mangrove Forest Ecotourism is the only tourist destination in Banglas Village which is managed by BUMDES Banglas Bestari. Mangrove forests have the potential to be managed and developed because mangroves have aesthetic value, therefore cultivating and developing mangroves to be used as tourist destinations in the local area. This study aims to determine how the management of the Rainbow Bridge Mangrove Forest Ecotourism and the obstacles to managing this ecotourism. The theoretical concept used is the management concept of Iwan Nugroho. This study uses a qualitative research method with a descriptive approach. The results of the research found indicate that the management carried out by BUMDES Banglas Bestari has not run optimally where there is no planning document, In its implementation, there are still some things that have not gone well, such as lack of coordination, and control over ecotourism management is still less organized and structured. The inhibiting factors in the management of the rainbow bridge mangrove forest ecotourism  are  limited  funding  sources,  accessibility  and  inadequate facilities and infrastructure, and the imposition of restrictions on community activities (PPKM).

Abstract

The Environmental and Forestry Education and Training Center (BDLHK) Pekanbaru as a technical implementing unit has the task and function of providing forestry education and training. In carrying out its duties and functions, BDLHK Pekanbaru still experiencing several forest problems in its working area, education and training has not become an employee career system, the results of the Identification of Training Needs (IKD) have not been able to provide accurate information and the capacity of widyaiswara to carry out teaching activities at certain trainings especially in terms of dealing with the latest issues is still limited. The purpose of this research was to analyze the performance management of BDLHK Pekanbaru and to find out the inhibiting factors. This research uses the performance management theory proposed by Edward Deming which consists of planning, implementation/action, and reviewing. This research uses a qualitative research type with a descriptive approach. The results of this research indicate that the Performance Management of BDLHK Pekanbaru is not running optimally, this can be seen in terms of planning, implementation and monitoring. The obstacles by BDLHK Pekanbaru are the limited capacity of education and training management personnel, adaptation of new patterns in the implementation of education and training also budget recofusing.

Abstract

Abstrak Penelitian ini bertujuan untuk menganalisis implementasi kebijakan ketertiban umum dan ketentraman masyarakat di Kota Pekanbaru, khususnya pada penataan Pedagang Kaki Lima (PKL), menggunakan pendekatan mentality approach Yulianto Kadji, 2016. Pendekatan ini menitikberatkan pada dimensi sikap, perilaku, dan tanggung jawab aparatur sebagai faktor penentu keberhasilan kebijakan. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data diperoleh melalui wawancara, observasi, dan dokumentasi, kemudian dianalisis secara induktif untuk memahami fenomena yang terjadi di lapangan. Hasil penelitian menunjukkan bahwa, implementasi kebijakan ketertiban umum di Kota Pekanbaru belum berjalan secara optimal. Pada aspek sikap, aparatur telah melaksanakan tugas secara rutin, namun belum sepenuhnya konsisten dan tegas dalam penegakan aturan. Pada aspek perilaku, terdapat variasi dalam penerapan nilai dan kode etik, sehingga penegakan kebijakan cenderung bersifat temporer dan tidak berkelanjutan. Sementara itu, pada aspek tanggung jawab, pelaksanaan tugas masih didominasi oleh pemenuhan kewajiban administratif dan belum sepenuhnya berorientasi pada hasil yang efektif. Faktor lain seperti rendahnya kesadaran masyarakat, dominasi kepentingan ekonomi PKL, serta perilaku konsumen yang masih mendukung aktivitas di area terlarang turut memengaruhi efektivitas kebijakan. Berdasarkan hasil penelitian diketahu bahwa, diperlukan penguatan mentalitas aparatur melalui pembinaan yang sistematis, peningkatan kapasitas kelembagaan, serta pendekatan kebijakan yang lebih persuasif, partisipatif, dan solutif, termasuk penyediaan lokasi alternatif bagi PKL. Dengan demikian, implementasi kebijakan ketertiban umum diharapkan tidak hanya bersifat represif, tetapi juga mampu menciptakan ketertiban yang berkelanjutan dan berkeadilan. Kata kunci: Mentality Approach; Implementasi Kebijakan; Pedagang Kaki Lima Abstract This study aims to analyze the implementation of public order and community peace policies in the city of Pekanbaru, specifically regarding the management of street vendors, using Yulianto Kadji’s (2016) mentality approach. This approach emphasizes the dimensions of attitude, behavior, and responsibility of public officials as determining factors for policy success. The research method used is qualitative with a case study approach. Data were collected through interviews, observations, and documentation, then analyzed inductively to understand the phenomena occurring in the field. The research results indicate that the implementation of public order policies in the city of Pekanbaru has not yet been optimal. In terms of attitude, officials have carried out their duties routinely, but have not been fully consistent and firm in enforcing regulations. In terms of behavior, there are variations in the application of values and codes of ethics, so that policy enforcement tends to be temporary and unsustainable. Meanwhile, in terms of responsibility, the execution of duties is still dominated by the fulfillment of administrative obligations and is not yet fully oriented toward effective results. Other factors, such as low public awareness, the dominance of street vendors’ economic interests, and consumer behavior that continues to support activities in restricted areas, also affect the effectiveness of the policy. Based on the research findings, it is evident that strengthening the mindset of public officials through systematic training, enhancing institutional capacity, and adopting a more persuasive, participatory, and solution-oriented policy approach including the provision of alternative locations for street vendors is necessary. Thus, the implementation of public order policies is expected not only to be repressive but also to foster sustainable and equitable order.
