Abstract

The Desa Maju Inhil Jaya (DMIJ) program is a program of the Regent of Indragiri Hilir Regency. This program is a district government program through an empowerment approach by streamlining the functions of the village government, Village Institutions and Village Communities to plan, implement, preserve and supervise development in a participatory manner. Various problems occur in the Teritip River Kateman sub-district where there are still inadequate roads, so there is a need to follow up on infrastructure development through this Program.The concept used is the G.R Terry theory that there are 4 indicators regarding management functions: Planning, Organizing, Implementation, Supervision. This study uses qualitative research with a phenomenological approach and the data required both primary and secondary are obtained by observation, interview and documentation techniques. The results of this study indicate that the first is the management of the advanced village program Desa Maju inhil jaya (DMIJ) in Sungai Teritip Village, Kateman District, which has not been running optimally. Second, the factors that hinder the management of the advanced village program inhil jaya (DMIJ) in Sungai Teritip Village, Kateman District, namely: Human Resources, Coordination, Natural Conditions. Keywords: Management, Program.

Abstract

Government through the Directorate General for Education and Student Affairs, Ministry of Research, Technology and Higher Education began in 2010 launched the Assistance Program Tuition Fee Bidikmisi ie tuition assistance for students finish their studies and have academic potential both for education at college of the excellent courses until graduation and timely. Riau University is one of the Universities that receive Tuition Fee Assistance Program Bidikmisi with the number of recipients as much as 4338 students from 2010 to 2016 today. But at the University of Riau are still many problems, especially in its implementation are: Beneficiary Assistance Program Tuition Fee Bidikmisi in Riau University not only come from poor families in economic terms alone, but the middle class and above are also many who enjoy this assistance program, the number of IPK low, the number who passed was not timely, and the number of recipients Tuition fee Assistance Program Bidikmisi who complained about delays in disbursement of founds. This study aims to determine the Effectiveness of the Implementation of Tuition Assistance Program Bidikmisi at the University of Riau. The concept of the theory used is the effectiveness of the theory, advanced by Mahmudi in his book entitled Public Sector Performance Management. This study used a qualitative descriptive approach using purposive sampling method with data collection using interviews, observation, and documentation. The results of this study is the Tuition Fee Assistance Program Implementation Bidikmisi at the University of Riau yet effectively held fully. It can be seen from the goals and objectives of the program are not yet fully materialized as expected in government who. Factors affecting among other things: Goals and Objectives Program, Human Resources. Which all of these factors are very influential for the achievement of Effectiveness of the Implementation of Tuition Assistance Program Bidikmisi at the University of Riau.Keywords: Effectiveness, Implementation, Bidikmisi.

Abstract

Badan Pendapatan Daerah (BAPENDA) of Pekanbaru City is the agency authorized to collect groundwater tax. With the given authority, of course, regional income from groundwater taxes can be managed so as to achieve maximum results. Bapenda's strategies in increasing groundwater tax which summarized in Catur Cita Bapenda based on Stategic Planning Bapenda Pekanbaru City 2017-2022 are: (1) Upgrading the database (re-data collection), (2) Developing information technology, (3) Increasing human resources, and (4) Improving facilities and infrastructure. The purpose of this study is to analyze the implementation strategy of Bapenda in increasing the groundwater tax in Pekanbaru City as well as the constraints faced by Bapenda Pekanbaru City in implementing the strategy. This type of research is a descriptive study with a qualitative approach and the required data, both primary and secondary data, are obtained through observation, interviews, and documentation and then analyzed based on the research problem.The results of this study indicate that: First, the implementation of Bapenda's strategy in increasing groundwater tax in Pekanbaru City in this study is that the implementation of strategies in increasing groundwater tax has not been maximally implemented yet. Second, the inhibiting factors for the implementation of the Bapenda's Strategy in increasing groundwater tax are the lack of technical capacity of human resources, the unavailability of groundwater flow measurement facilities, and the lack of public understanding and awareness regarding groundwater tax in Pekanbaru City. Keywords: Implementation Strategy, Groundwater Tax

Abstract

Investment services and integrated one stop services (DPM-PTSP) delegated 17 licensing and non-licensing Kampar regent by regulation No. 2 of 2013 regarding the delegation of authority to the Head of Department of Investment and Integrated One stop services . One licensing namely Trade Permit (License), Handling of Trading Business License at districts Bangkinang City more than Districts Bangkinang.The research aimed is to dtermine the effectiveness of service busines license in the investment services and integrated one stop services (DPM-PTSP) in Kampar. According to Duncan, there are three criteria for measuring the effectiveness is achievement of objectives, integration, and adaptation. While the factors that influence the effectiveness of service is leadership, personnel resources, public awareness and facility. This study use description based on the data that was collected in the field, them the presentation of data can describe the results of interviews and observation will then be deduced.The results of this study indicate that the investment services and integrated one stop services (DPM-PTSP) in Kampar have been effective in providing services to the public especially busines lisence. More subdistrict Bangkinang City manage licensing because for subdistric Bangkinang city more aware of the importance of licensing, and often follow socialization conducted by in the investment service and integrated one stop service, as well as many community businesses domiciled in the district of the Bangkinang City.Key Words : Effectiviness, Service, Busines Lincense

Abstract

The structure of the Cultural Heritage of the Raya Pekanbaru Mosque from the rest of the old building of the mosque should be preserved. According to the Republic of Indonesia Law Number 11 of 2010 concerning Cultural Heritage, Preservation is a dynamic effort to maintain the existence of cultural heritage and its value by protecting, developing and utilizing it. Therefore, a strategy is needed that is carried out with an insightful vision and is intended for present and future interests. The purpose of this study was to determine the preservation of cultural heritage structures as well as to formulate a preservation strategy for the Raya mosque culture structure in Pekanbaru City. The research method used was descriptive qualitative which was then carried out strategy formulation using the SWOT analysis method. The results showed that the preservation of the cultural heritage structure in the Pekanbaru Raya Mosque that was carried out was still not maximal and had not yet achieved the expected goal, namely the lack of coordination between related agencies. It is better for the relevant offices to optimize socialization and improve supervision and procedures for preserving cultural preservation for the community or other stakeholders, so that there will be no more miscommunication, both cultural preservation in Pekanbaru City and in Riau Province.Kata Kunci: Strategy, Preservation, Cultural Heritage Structure

Abstract

Innovation is the great Challenge for every organization including organization of public relation service. This research is doing for having and seeing the information about innovation of construction. In the Harapan Makmur Selatan village Bagan Sinembah Raya subdistric Rokan Hilir Regency. Showing for the past growth of infrastructure construction of the village that the government doing of the Harapan Makmur Selatan village and also the writer want to knowing the innovation from the government of the village construction in Harapan Makmur Selatan Village.The concept of theory that used in this research is the innovation theory by Simonton (1994:92-94) that showed as a process, so the innovation divided by five steps, there are agenda setting, matching, redefiniting, structuring, and interconnecting. This research used cualitativ methods with investigation using data collecting observation methods, interviewa, documentation and library study that analyzed used by triangulation technic.The result of research shoes that innovation of construction in the Harapan Makmur Selatan Village Rokan Hilir regency on the process steps innovation that doing in the village are done with the best potencies in the village, example in theeducation sector is the construction of kindergarten building, in the healthy service and also in the economics village example fledgling gurame fish using traps pond in the yard beside the house and also the garden planting the commodity of fruits and vegetables that the result can be used bt the citizens and give positive influence for the village, that all not running for the village example human resources, facilities and infrastructure, fund, coordination, and new innovation in the enforcement of the village construction.Keyword : Construction, Innovation

Abstract

Online service is one of the service procedures carried out by the Pekanbaru City Population and Civil Registry Service in serving the needs of the community when they want to take care of population administration which was formed based on the decision of the Head of Service Number 208 of 2019, namely regarding the formation of public service innovations in the form of a Sipenduduk website and the decision of the head of service number 43 of 2020 concerning the formation of public service innovations in the LAGU application. To realize an effective public service process, a service process that is fast, easy, cheap, and straightforward is required. However, in the process of running this online service, there are still several factors that become obstacles in an effort to realize effective services, namely the lack of awareness of dukcapil services to the needs of the people of Pekanbaru City who take care of population administration. , lack of readiness of facilities and infrastructure as well as human resources owned by the Agency, and socialization of online services to less active people. This study aims to determine the effectiveness of online services carried out by the Department of Population and Civil Registration of Pekanbaru City. The theoretical concept that the researcher uses is the theory of effectiveness according to Mahmudi 2019. By using qualitative research methods and data collection techniques based on interviews, observation and documentation. The results of the research that the author can, namely the implementation of online services, there are still several factors that become obstacles experienced by the Department of Population and Civil Registration of Pekanabaru City, so that online services implemented have not been effective

Abstract

The Family School Program is a form of public service innovation that is motivated by the rise of immoral cases that cause high numbers of social problems in Bukittinggi City. This program is present to improve the quality of family resilience through strengthening of eight family functions. However, in the implementation of this program, there are still some problems that become obstacles to the implementation of the program. This research aims to find out the effectiveness of the implementation of the Family School Program organized by the Bukittinggi City P3APPKB Office. The theoretical concept that researchers use is the theory of effectiveness by Sutrisno with five indicators, namely program understanding, on target, on time, achievement of goals, and real change. Research uses qualitative research methods, with data collection techniques based on interviews, observations and documentation. The results of the research found that the implementation of the Family School Program has not been implemented effectively, because on two indicators, namely on target and the achievement of goals do not run according to the goals behind the formation of the program. In addition, the obstacles faced by the P3APPKB Office on the implementation of the program are the lack of number of picket officers in the implementing unit and the lack of public interest to follow the program among men.

Abstract

Abandoned Children are one of the most widely handled types of People with Social Welfare Problems in Riau Province. From year to year the population of abandoned children in Riau Province is increasing marked by the number of children who drop out of school, children who do not have parents, and children who are discarded by their parentS. Therefore, there is a collaboration from related agencies to deal with the high population of displaced children in Riau Province. In the collaboration process, there are still some obstacles that make the handling of abandoned children not run optimally. This research aims to find out collaborative governance by the Riau Provincial Social Service in dealing with the high population of displaced children. The concept of theory that researchers use is collaborative governance theory by Ansell and Gash with five indicators, namely face to face dialogue, trust building, commitment to process, share understanding, intermediate outcome. Research uses qualitative research methods with data collection techniques based on interviews, observations, and documentation. The results of the research found are collaborative governance has been implemented but not optimally, because on three indicators, namely the faSce to face dialogue indicator, trust building, and commitement to process that has not been fully implemented between the Riau Provincial Social Service and other stakeholders. Other obstacles faced in this collaboration process are the lack of quality and quantity of social workers, inadequate facilities and infrastructure, and the lack of budget allocation in dealing with displaced children.

Abstract

Abrasion disasters and environmental issues are strategic issues that are widely studied from various study perspectives, this article is the result of research conducted by researchers from the perspective of public administration. The Abrasion Disaster on Rupat Island is a disaster that can cause various social and economic impacts on the community. In 2019, the abrasion rate on Rupat Island reached 6-8 meters. Rupat Island is also one of the outer islands of Indonesia which borders with neighbouring countries, namely Malaysia and is included in the National Tourism Strategic Area (KSPN). Therefore, the abrasion disaster that occurred on Rupat Island, Bengkalis Regency must be managed in order to minimize the impact of theabrasion disaster that occurred. Abrasion disaster management can be done one of them by means of abrasion disaster management or efforts made to regulate the reduction of abrasiondisaster risk. The purpose research is to know abrasion disaster management actors in Rupat Bengkalis and determine what course the limitations in disaster management abrasion in Rupat Bengkalis. This type of research is qualitative research using data collection methods through interviews and documentation. The findings in this study is that the management effort abrasion disaster in Rupat actor countermeasures abrasion in Rupat not maximized This is caused by things still are limitations in disaster management is done. The value in this study is that disaster management actors at the regional and central levels cooperate with each other in order to maximize disaster management efforts
