Abstract

The synergy between the creative economy and the tourism sector is a model of economic development that also affects the development of geoparks without leaving the culture and customs of local communities that have enough potential to be developed in Indonesia, including the City of Bukittinggi. The Geopark Program is a UNESCO proposed program that has elements of cultural diversity, geodiversity, and biodiversity where knowledge of economic aspects is a form of empowerment of local communities in the management of geopark areas and aspects of earth science education on the diversity and uniqueness of the earth's heritage. The purpose of this study is to determine the form of creative economic development and to determine the inhibiting factors for the development of the creative economy in the geopark Ngarai Sianok. The research method used is qualitative methods with data collection techniques carried out by observation, interviews and documentation. Informants were taken using purposive sampling. The result of this research is that the development of the creative economy in the geopark area of Ngarai Sianok has not been optimal. Based on an understanding of 3 (three) components in creative tourism, namely: something to see (attractions), something to do (activities) and something to buy (products). As for the inhibiting factors in the development of the creative economy in the geopark area of Ngarai Sianok, namely the budget and policy documents (master plan).  Keywords: Development, Geopark, Creative Economy

Abstract

Pekanbaru is a city that applies child friendly policy which was proposed by Ministry of Women’s Empowerment and Child Protection of the Republic of Indonesia. The fulfillment of children’s rights was undertaken by the government in the interest of future development. A considerable amount of children’s rights violations particularly in child abuse and the lack of facilities and infrastructure towards child-friendly city. The purpose of this research is to analyze the implementation of Pekanbaru Mayor Regulation No. 33 of 2016 on Child-Friendly City Policy. The concept theory used is the implementation concept of Kusumanegara (2010:97) by enacting the concept theory based on mayor regulation which are principle and purpose, scope and objectives, institutional, and finance. Qualitative method is used in this research by using purposive sampling technique in which data collection technique covers: observation, interview, and documentation. The results of this research indicate that generally, the implementation of child-friendly city policy in Pekanbaru is fairly adequate as there are local government initiatives regarding the fulfillment of children’s rights in the form of policy, programs, and activities. Although the fulfillment of children’s rights is not fully optimal on the grounds of the lack of commitment, coordination, communication, society attentiveness, and the lack of socialization. The government ought to make commitment, communicate more intensively among task forces in child friendly city, government should be quick in responding to an occurring problem especially in fulfilling children’s rights and carry out evenly spread socialization so as to increase attentiveness and active participation in the society.Keywords : Implementation, Child Friendly City

Abstract

The problems on the management of Rawa Mekar Jaya's mangrove ecotourism area is interesting to study because this mangrove ecotourism area has great potential to be developed however the management has not been optimal. The purpose of this study was to determine the management of mangrove ecotourism in Rawa Mekar Jaya Village, Sungai Apit District, Siak Regency. This research uses descriptive qualitative research methods through data collection techniques by observation,interviews, and documentation in the form of pictures or tables. The results of this study are based on management theory according to Geroge R. Terry, which includes planning, organizing, implementing, monitoring. As for the informants in this study were the Village Head, POKDARWIS, Community, and Tourism Office of Siak Regency. The implementation of Rawa Mekar Jaya mangrove ecotourism management has not been going well such as organizing is still not optimal seen from many people who are no longer active in management, government oversight has not been routinely obstacles are also found in the implementation of ecotourism management, namely budget constraints, lack of government participation, lack of human resource capabilities in the field of tourism and lack of facilities and infrastructure.Keywords: Management, Ecotourism, human Resources

Abstract

Village Allocation Fund is a part of the central and regional equalization fund devoted to the village in implementing government services and community empowerment. Village Allocation Fund recived through rural development planning. But in reality the effectiveness of the implementation of the use is still not effective. In the implementation of the us the village allocation fund does not comply with the exixting policy, the human resources are still inadequate, the construction of facilies and infrastructure that had not been realized, Lack of the community participation. This studi aims to determine the effectiveness of the implementation of the us village allocation fund In the Setako Raya subdisctrict of the Peranap Indragiri Hulu.The concept of the theory that researchers use is organizational effectiveness by using Gibson’s theory by looking at the goals to be achieved clarity, clarity goal attainment strategy, process analysis and formulation of policy steady, careful planning, preparation of appropriate programs, availability of the insfrastructure and surveillance systems and control didactic. The researched method used is a qualititative researched study descriptive. In data collection, research using interview, observation and documentation stipulated by snowball samping.The result showed that the effectiveness of the implementation the use village allocation fund in the Setako Raya Subdisctrict of Peranap Indragiri Hulu has not been effective in the use of village allocation fund in not accordance with government policy. but it is still a lot of programs tha have not been implemented. As for the factors that influence that effectiveness of the implementation the use Village Allocation Fund in the Setako Raya subdisctrict of Peranap Indragiri Hulu the quality of human resources and coordination that has not been good.Keyword: Effectiveness, Implementation, Village Allocation Fund

Abstract

The National Land Agency conducts land certification services, one of which is the transfer of land rights. Currently, many communities have not registered their land, lack of socialization of land registration procedures, objectives of land registration, lack of knowledge of land law grounds, and ineffective service delivery. This study aims to determine the effectiveness of Land Administration Services and to determine the factors that affect the service of Land Administration at the BPN Office Kecamatan Tampan. Based on the effectiveness theory of S. Siagian namely, Clarity of goals to be achieved, Clarity of goal achievement strategy, Process analysis and formulation of a solid policy, Mature Planning, Preparation of appropriate programs, the availability of facilities and work infrastructure. The factors that affect the Limited Quality of Resources and Lack of information. Research location at BPN office Pekanbaru city. The research informants are the head of BPN, BPN staff, Head of Land Rights and Land Registry, Koflik and Case Dispute Disputes as well as the community taking care of the land certificate. This research uses qualitative research method with descriptive analysis by using data collection method technique by interview, observation and documentation. The results showed that the effectiveness in the Administration of Land Administration at BPN Kecamatan Tampan office showed that there was a problem at the time of handling which was not in accordance with the existing regulations. The cost of taking care of the certificate is appropriate. BPN employees are given the opportunity to attend technical and non technical education and training. Coordination of kelurahan and BPN in the land administration process is needed, so there is no waiting list that is so long. Public service one of the fulfillment of welfare then automatically becomes the fulfillment of community rights. Keywords: Effectiveness, Public Service, Land Administration and National Land Agency

Abstract

This study discusses the form of Sustainable Development in Siak Regency (Case Study of Controlling the Transfer of Rice Fields to Oil Palm). Protection of sustainable food agricultural land is a system and process in planning and establishing, developing, utilizing and fostering, controlling, and monitoring food agricultural land and its area continuously. The purpose of this study was to determine how Sustainable Development in Siak Regency (Case Study of Controlling the Transfer of Rice Fields to Oil Palm) and the inhibiting factors of Sustainable Development in Siak Regency (Case Study of Controlling the Transfer of Rice Fields to Oil Palm). This research method is atype of qualitative research, the selection of informants using purposive techniques and snowball sampling. Data collection techniques are through observation, interviews and documentation. The result of the study indicate that Sustainable Development in Siak Regency (Case Study of Controlling the Transfer of Rice Fields to Palm Oil) has not been implemented optimally, with no standard operating proceduders set yet. The inhibiting factors include human resource managers, public awareness is still lacking and facilities and infrastucture.                                                                                                                          Keywords: Control, Function Transfer, Sustainable Development

Abstract

Bengkalis District implemented a policy in the form of a mandate program from the Ministry of Women Empowerment and Child Protection namely Development of District/ City Worthy of Children. But the implementation of this program is in fact still many shortcomings in the implementation. The purpose of the issues is to evaluatate the implementation of the Program Development of District/ City Worthy of Children in Bengkalis District, especially for children face with the law, any factors that affect Evaluation Implementation of the program District/ City Worthy of Children in Bengkalis, especially children face with the law.There are 6 evaluation criteria namely effectiveness, efficiency, adequacy, equity, responsiveness, and determination. In this study, the researcher uses the informant research through key informants and complementary informants. Key informants are the Secretary of the integrated service center of women and children empowerment, while complementary informants are figures who are considered to know about this problem. For that information researchers used the technique of snowball sampling.Based on the results of the evaluation of the researchers that the evaluation of development programs District/ City Worthy of Children in Bengkalis District (Case Study: Children Faced With the Law) has not optimally. Implementation has not been effective, inefficient because in terms of cost, and energy that is still lacking, not enough to satisfy the needs of the society, the response to this policy is also lacking. The factors that influence the evaluation of this policy are Sosialization, Facility, Society Participation, and communication among organization.Keywords: Policy, Evaluation, District / City Worthy of Children

Abstract

The Village Consultative Board (BPD) as the policy and supervisory council in the implementation of village policy performs its function to build the village, where the success of village development is the basis for the achievement of the national development objectives. Currently there are still unfinished development in Binabaru Village, the society can not fully conduct their aspirations, lack of socialization, lack of member training, and lack of coordination of the village and BPD in Binabaru Village. This study aims to know clearly about the implementation of the functions of BPD and the factors that influence it.The theory used is Theory Widjaja said that the village consultative institution is a council that functions as follows: assign a plan of village regulations with the headman, collecting and distributing the aspirations of the society and take supervision of the headman performance. This research uses qualitative descriptive method with observation and interview data collection techniques. The factors that affect the implementation of the function is the factor of education, coordination and socialization. Research location in Binabaru Village Kampar Kiri Tengah District Kampar District. The research informants are Village Head, Head of BPD, Secretary of BPD and Member of BPD Binabaru Village. This research uses qualitative research method with descriptive analysis by using data collection method technique, observation interview and documentation.The result of the research shows that the implementation of BPD function in Binabaru Village has not run maximally due to the absence of transparency from the village head to the BPD in carrying out the task and the personal problems between the two causes the obstruction of the making of Village Regulation, the absence of facilities and infrastructure such as offices and supporting equipment BPD functions such as laptops and printers because no funds are derived from the Village to build BPD offices, there is no training provided by the local government due to the unavailability of the Technology Guidance Program (BIMTEK) from the District Government. Abstract

Work Plan Department of Labor is a technical document which is the operational guidelines for the preparation of annual work program for the current year. While the function is as a guide in the management of the work to be more focused activities in accordance with the vision and mission of the District Government on the implementation of the Work Plan Karimun. Department of Labor Karimun is lack of budget for training, is not yet optimal for the protection of labor and the lack of infrastructure the Department of Labor Karimun. Objective: 1) To study and analyze how the implementation of the work plan on the Department of Labor Karimun 2) To determine the factors that affect the implementation of the work plan of the Department of Labor Karimun. Theoretical concepts using Nurcholis (2003) as a guideline research Implementation Evaluation 1) Input is the input required for the implementation of the policy, 2) process that is the policy formulated in the form of direct services, 3) The output is the result of the implementation of policies and 4) Outcomes ie an executor policies have a significant impact on the target group. The informants were taken from some employees Department of Labor Karimun. Population serve as informants for this study using qualitative research. The types and sources of data used primary data, ie data obtained directly from the respondents and secondary data, ie data obtained through reporting, books and records. Data collection technique used interview, observation, documentation. Data analysis techniques by means of data collection, data reduction, data presentation, and draw conclusions. From the results obtained in the research work plan implementation Department of Labor Karimun how big objectives of the work plan can already covered or illustrated clearly that the implementation of this Renja still many obstacles or not everything went smoothly. At the Department of Labor Karimun impact on manpower development process, efforts to improve labor skills against free competition-based economy will be difficult to achieve and to create reciprocal government and society will be difficult to be realized. Factors that affect the implementation of the work plan delays the Department of Labor in 2014 Karimun Regency is located in Dana, Infrastructure, Communications and Resources. Abstract

Creating a local development plan of Padang Panjang Government issued Regulation No. 7 Year 2014 on Medium Term Development Plan (RPJMD), one of which includes the development planning of traditional markets in the city of Padang Panjang. This traditional market development plan created with the aim to improve public visits to these markets and boost the economy of traders who sell in the traditional market area in the city of Padang Panjang this. From observations of researchers in the field of this market is no longer effective for use with the condition that a chaotic and disorganized as this present moment. Buyers who visit has also been much lower since 2012 than in the previous year. The purpose of this research is how the traditional market development plan that has been planned by the government of Padang Panjang and determine the factors that affect the development planning of traditional markets in the city of Padang Panjang.This research was conducted in the Office of Market Management Padang Panjang, by using descriptive qualitative research, with data collection techniques of observation and interviews. This research was conducted by using the theory according to Munir ie policy making, programming and budgeting.Results of this study concluded that the construction of the traditional market in the city of Padang Panjang is not going well. This is evidenced by the slow implementation of development of traditional markets where construction according RPJMD regulation should have been started since the year 2013, but until now the market development is still in the form of planning. This happens because many traders are still concerned about the development of this market and the weakness of the government in implementing development policies this traditional market.Keywords: Planning, Development, Traditional Market
