Abstract

The study aims to determine how the implementation of the BPOM Licensing Policycosmetic notifications. This study uses a qualitative descriptive analysis approach, which s a method that functions to describe or provide an overview of the object under study through interviews as a measuring tool from the sample that has been collected as t s, without analyzing and making generally accepted conclusions. The interview method used s an n-Depth interview and this interview s carried out with BPOM employees who are authorized n the Licensing Procedure. The implementation of BPOM's New Procedure Permit policy on How to Submit Cosmetic Notifications makes t easier for business actors or producers to register their products to be marketed by means of registration that s easy, safe, and convenient. With the many assistances provided by BPOM such as socialization of new regulations or policies virtually, the virtual registration of notifications also makes t much easier for producers. The BPOM s ready to help with the presence of competent human resources who can direct producers n overcome the obstacles faced n filing cosmetic notifications.

Abstract

One of the efforts to discipline civil servants in having a family is by imposing Government Regulation 10 of 1983 concerning marriage and divorce permits for civil servants (PNS). Therefore, this research was conducted to examine divorce permits for civil servants; analyze the effect of communication, disposition, bureaucratic structure, and resources on the effectiveness of civil servant divorce permits. The research method used is an associative method with a quantitative approach. This research was conducted on civil servants in the Bogor District Education Office with a questionnaire as a data collection instrument. The data obtained were analyzed using regression analysis with the help of the SPSS application. The study's results revealed a significant influence of communication, disposition, bureaucratic structure, and resources on the effectiveness of civil servant divorce permits at the Bogor District Education Office. They are evidenced by the F count of 51.559 and sig 0.000 <0.05. The contribution of implementation to effectiveness is 60.3%, which means that policy implementation can significantly contribute to divorce permits among civil servants.

Abstract

Penelitian ini bertujuan untuk menganalisis permasalahan pengelolaan sampah di Pemerintah Daerah Kabupaten Bogor, dengan menggunakan pendekatan Teori Struktural Fungsionalisme dari Emile Durkheim. Teori tersebut diharapkan dapat memberikan wawasan mendalam tentang hubungan antara permasalahan pengelolaan sampah dan struktur sosial masyarakat di Kabupaten Bogor. Metode Penelitiannya ialah deskriptif kualitatif dengan teknik pengumpulan data primer dan sekunder. Pengelolaan sampah menjadi isu krusial karena dampaknya terhadap Masyarakat, lingkungan serta kesejahteraan sosial di Masyarakat. Penelitian tersebut menunjukkan hasil bahwa permasalahan pengelolaan sampah di Kabupaten Bogor tidak hanya berkaitan dengan infrastruktur dan kebijakan pemerintah, tetapi juga melibatkan keterlibatan masyarakat dan aspek-aspek sosial lainnya. Teori Struktural Fungsionalisme membantu memahami bagaimana kegagalan dalam fungsi-fungsi sosial ini dapat mengganggu keseimbangan dan stabilitas sosial. Berdasarkan analisis Teori Struktural Fungsionalisme, ditemukan bahwa perbaikan dalam pengelolaan sampah memerlukan pendekatan yang holistik yang melibatkan peran semua pihak dalam masyarakat. Rekomendasi kebijakan termasuk peningkatan kesadaran masyarakat, partisipasi aktif dalam program daur ulang, serta perbaikan kebijakan pemerintah terkait pengelolaan sampah.

Abstract

This study aims to explore innovations in the governance of integrated social welfare data management through the SIKS-NG application and its impact on the fulfillment of social welfare services in Bogor Regency. SIKS-NG is a digital platform that integrates social welfare data from various sources to support the planning and implementation of more effective and efficient social programs. The methodology of this research involves qualitative analysis using secondary data from, interviews with stakeholders, observations, documentation, literacy studies and surveys of beneficiaries. The results of the study show that innovative governance in the management of DTKS through the SIKS-NG application in the context of fulfilling social welfare in Bogor district has been running well. The management of DTKS through SIKS-NG is based on Rogers' innovation attribute that there are innovation characteristics in the system, and the SISKS-NG application provides guidance.

Abstract

Stunting is one of the public health problems that is still a challenge in Indonesia, especially in rural areas. This condition is caused by chronic malnutrition in early life and has an impact on children's physical growth and cognitive development. The Bangga Kencana Program initiated by the government aims to increase public awareness through counseling and education in order to prevent stunting. This study aims to analyze the role of counseling and education in the Bangga Kencana Program implemented by the local government in an effort to prevent stunting in rural areas. The method used in this study is descriptive qualitative with data collection techniques through literature studies, observations, and interviews with related parties. The results of the study showed that the counseling and education provided in the Bangga Kencana Program played a significant role in increasing public understanding of the importance of balanced nutrition, exclusive breastfeeding, and appropriate parenting patterns during the First 1000 Days of Life (HPK). However, challenges such as limited counseling personnel, socio-cultural constraints, and access to information are still obstacles in the implementation of this program. Therefore, synergy is needed between local governments, health workers, and community leaders to ensure the effectiveness of the program and the sustainability of interventions in preventing stunting. With a comprehensive and community-based approach, the Bangga Kencana Program can be more optimal in improving the quality of life of children in rural areas and supporting the development of quality human resources in the future.

Abstract

The Bogor Halimun Salak Geopark is a conservation area that integrates geological richness, biodiversity, and local cultural heritage. Located in Bogor Regency, it serves as a hub for environmental education and preserving Kasepuhan traditions. Despite its potential, the geopark's management encounters complex challenges, particularly in actor collaboration. This study explores the implementation of collaborative governance in geopark management and identifies factors influencing its effectiveness. A descriptive quantitative method was used with a saturated sampling of 58 respondents, consisting of government officials and local community members. Data collection involved interviews, observations, literature review, documentation, and Likert-scale questionnaires. Findings indicate that collaborative governance falls within the "good" category, with an average score of 3.81 from government employees and 3.48 from the community. The leadership dimension received the highest score, highlighting the critical role of leaders in fostering cooperation. However, initial collaborative conditions, particularly at the community level, remain weak. Identified barriers include poor cross-sector coordination, conflicting interests between tourism and mining, limited budgets, and low community participation. To address these issues, the study recommends enhancing stakeholder synergy, forming a dedicated management unit, and establishing structured collaborative frameworks. Strengthening these aspects is essential to achieve inclusive and sustainable geopark management.

Abstract

The 2024 Simultaneous Regional Elections serve as a crucial momentum for the consolidation of democracy at the local level, including in Bogor Regency, one of the regions with the highest number of voters in West Java. Additionally, Bogor Regency is categorized as a medium-risk area in the Election Vulnerability Index according to Bawaslu reports, thus posing potential risks of horizontal conflict and technical challenges in the election process. This complexity requires collaborative governance across institutions to ensure a democratic, inclusive, and peaceful electoral process. This study aims to examine the forms, challenges, and efforts of collaboration among key actors such as the General Elections Commission (KPU), the Election Supervisory Board (Bawaslu), the National Unity and Politics Agency, the police, the media, and the community in organizing the Pilkada in Bogor Regency. A descriptive quantitative approach was employed, involving 145 respondents from institutions and the public using disproportionate stratified random sampling and simple random sampling techniques. Data were collected through observation, interviews, documentation, and Likert-scale questionnaires, and analyzed using the Weight Mean Score (WMS) method. The findings indicate that inter-agency collaboration has been running well, with an average score of 4.13 (institutional respondents) and 3.80 (community respondents). The dimensions of facilitative leadership and institutional design demonstrated the strongest performance, while the starting condition dimension was the weakest. These findings underscore the importance of strengthening initial capacity and developing clear collaborative Standard Operating Procedures (SOPs). The novelty of this research lies in the empirical application of the Collaborative Governance approach (Ansell & Gash, 2008) in the context of regional elections in a conflict-prone area, along with a structured analysis based on four main dimensions. This study implies the need for a sustainable collaboration system at every stage of the electoral process to establish a participatory, secure, and accountable government.

Abstract

This study aimed to analyze the role of local government and stakeholder perceptions of inclusive education policies from a sociological perspective. This study used qualitative research methods, including observation, interviews, literature reviews, and FGDs. The research informants were local government employees responsible for education, school principals, teachers, and parents of students. The sample comprised 20 informants, selected purposively. Data analysis was conducted through thematic analysis. The study's results indicated three main themes: readiness to implement inclusive education policies, stakeholder perceptions, and government efforts to realize equitable education. Inclusive education policies have been implemented, but not optimally, especially regarding schools' readiness to implement them. From the perspective of stakeholder perceptions of inclusive education, there was a good understanding, which has an impact on the emergence of solidarity and stakeholder participation in supporting the implementation of inclusive education policies. Government efforts have been made to assist schools in implementing inclusive education. However, the budget policy for inclusive schools has not been institutionalized. In addition to successful implementation, some factors that could strengthen policy implementation but have not been fully addressed include local cultural characteristics that have not been incorporated into inclusive education policies. Recognizing these cultural factors is crucial for fostering equitable education and ensuring policies resonate with local communities.

Abstract

Public health organizations are required to maintain service quality through strong organizational culture and employee discipline. However, empirical studies that specifically examine both variables in local public health institutions remain limited. This study aims to analyze the effect of organizational culture and employee discipline on employee performance at Puskesmas Curug Bitung, Bogor Regency. The study used a quantitative associative approach with a survey design. The population consisted of 32 employees, and 25 respondents were selected as the sample using the Slovin formula. Data were collected through questionnaires, observations, and structured interviews, then analyzed using validity and reliability tests, Pearson Product Moment correlation, coefficient of determination, and partial t-test. The results show that organizational culture has a positive and significant effect on employee performance, with a correlation coefficient of 0.777, R square of 0.630, and t-value of 5.910. Employee discipline also has a positive and significant effect on employee performance, with a correlation coefficient of 0.808, R square of 0.653, and t-value of 6.583. The novelty of this study lies in its direct testing of organizational culture and discipline without mediating variables in a district-level public health service institution. Strengthening service-oriented culture and consistent discipline is therefore essential to improve employee performance.

Abstract

The development of the Indonesian capital market requires stock selection methods that can comprehensively integrate financial statement information and market risk. Conventional approaches that rely on a single indicator are considered insufficient to capture the complexity of stock performance and risk. This study aims to select stocks in the Indonesian Main Board Index using the PROMETHEE method based on financial ratios and Expected Shortfall, and to evaluate risk–return efficiency using the Sharpe Ratio. This research adopts a quantitative approach using financial statement data for 2024 and daily stock price data from January 1 to December 31, 2025. The variables include liquidity, profitability, solvency, bankruptcy risk, stock return, and 95% Expected Shortfall. The results show that PROMETHEE is able to generate systematic stock rankings based on multi-criteria dominance, where stocks with the highest net flow exhibit better fundamental performance and lower extreme risk. However, further analysis reveals that stocks with the highest PROMETHEE rankings do not necessarily have the highest Sharpe Ratios, indicating differences in evaluation dimensions between the two methods. This study concludes that a two-stage approach PROMETHEE as an initial screening tool and the Sharpe Ratio as a subsequent evaluation provides more comprehensive insights for investment decision-making.
