Abstract

The role of PT Pindad in the national economy is often overlooked and considered to only contribute to the defense sector. However, PT Pindad has greater potential as a locomotive of the country’s economy. The purpose of this study is to analyze the role of PT Pindad in increasing economic growth in Indonesia based on Biddle & Thomas’ role theory including Role Behavior, Role Conflict and Role Ambiguity. This research method is a qualitative description using literature review. The results showed that PT Pindad plays an important role in increasing national economic growth and other industrial sectors. There are complex dynamics in PT Pindad’s role behavior such as role conflict between business and defense missions. Role ambiguity arises due to dependence on government budgets. To achieve the independence of Indonesia’s defense industry, it is recommended that the government focus more on encouraging PT Pindad’s market expansion globally.

Abstract

Regional autonomy grants significant authority to local governments to manage regional potential and improve society’s welfare. One of the indicators of the success of regional autonomy is fiscal independence in managing regional finances. Although decentralization policies have been implemented for a long time, local governments still rely on central funding for routine and regional development expenditures. The abundance of authority granted by the central government to local governments forms the basis for local government’s decisions and actions in planning regional development and welfare through the optimization of regional original revenue (PAD). This study examines the strategic role of local governments in optimizing regional original revenue as a step toward fiscal independence. The study uses qualitative methods and descriptive techniques, applying Biddle and Thomas's role theory, which focuses on behavior, conflict, and ambiguity in roles. The results show that the role theory framework highlights the complexity of local government functions, where role conflicts and ambiguities hinder effective revenue management. Strengthening governance, improving administrative capacity, leveraging digital solutions, and enhancing public awareness are key to optimizing PAD collection. Clear role allocation and coordination among agencies are crucial to reducing dependency on central funding and ensuring sustainable regional development.

Abstract

The local government regulated environment will be affected by tourism governance. The development of poorly managed tourist facilities and the impact of tourism on important historical places that need to be preserved are issues in tourism governance. The economic benefits of tourism are often higher than the benefits to local communities. The approach used by the researchers was a literature review, which involved tracing literature sources including books, papers, scientific journals, and other print and online materials related to the topic under study. The development of the tourism sector in Indonesia has a great opportunity to strengthen the economy in the region where the tourism sector is located. The Indonesian government is improving the tourism sector by improving infrastructure, promoting tourism, and improving human resources. Through growth and good management, tourism can help the Indonesian economy by increasing regional income.

Abstract

The coal gasification project for Dimethyl Ethane (DME) in Indonesia offers great potential to support the energy transition by reducing dependence on energy imports, saving the country's foreign exchange, and contributing to reducing greenhouse gas emissions. Through a Cost-Benefit Analysis (CBA), this study assesses the economic feasibility and environmental consequence of the project, focusing on investment costs, foreign exchange savings, emission reductions, and job creation. Although the project promises significant benefits, key challenges include high investment costs, dependence on foreign technology, and the sustainability of environmentally friendly coal supplies. Therefore, the project's success is highly dependent on supportive policies, such as fiscal incentives, public-private partnerships, and strengthening domestic technology research, which can ensure a cleaner and more sustainable energy transition in Indonesia.

Abstract

The purpose of this study is to see the impact of Gross Domestic Product, Military Expenditure on Foreign Direct Investment in ASEAN countries. The results of this study show that GDP has a negative influence on foreign investment and the increase or decrease of Milex significantly affects foreign direct investment according to the political stability in each country. In some countries, it is said that increasing Milex does not necessarily make a country safer. An increase in Milex can occur when conflicts in a country or region increase and as a result investor confidence decreases. Whereas in other countries with higher political stability, descriptive statistics of military spending are used in this study and the data used in this study are from SIPRI, Word Bank, and data from the financial statements of ASEAN countries. Before the analysis, the constant value is, meaning that if the independent variable Milex is equal to zero, then the dependent variable (Foreign Investment) will have a value of 10.58533. The regression coefficient value of GDP (X1) is -0.180875 and Milex (X2) is 0.541519 and has a positive sign which means that if Milex increases by 1 unit, the dependent variable, namely Foreign Direct Investment, will also increase by 0.180875 and vice versa. it shows that the Jarque-Bera value is 67.16348 with a probability of 0.00000. The output result of the Adjusted R-Square value is 0.872961, or 87.29%.

Abstract

Indonesia's territory borders several large countries in Asia, such as China, India and Australia, making this country vulnerable to multidimensional threats. One of them is that Indonesia faces the threat of terrorism which is often related to the radicalization of extreme ideologies. Therefore, adaptive, collaborative policies and wise management of natural and human resources are needed to maintain the stability and integrity of the Unitary State of the Republic of Indonesia (NKRI), one of which is by carrying out the transformation of the doctrine and strategy of the Indonesian Army in facing multidimensional threats in order to achieve the Vision of Golden Indonesia 2045. This journal is written using a qualitative method with a descriptive analysis approach or reviewing documents by involving in-depth analysis of news, strategic or technical documents, relevant previous research and analysis of the results of sources. So that with the writing of this journal, a comprehensive analysis can be carried out on the urgency and strategy of the transformation of the Indonesian Army doctrine in facing the spectrum of multidimensional threats for the period 2024-2045 which is useful as study material in facing the dynamics of contemporary threats, the need for adaptation of doctrine and a strategic roadmap towards achieving the ideal posture of the Indonesian Army in supporting the Vision of Golden Indonesia 2045. In addition, it is also expected to realize a better, more advanced Indonesia with high global competitiveness. So to achieve this, Indonesia must be able to face major challenges in various aspects of development, ranging from economic, social, political, cultural, to environmental in order to achieve the vision of golden Indonesia 2024

Abstract

This study aims to analyze the contribution of the tax amnesty policy in Indonesia to strengthening economic resilience, focusing on two implementation periods: the 2016–2017 tax amnesty program and the 2022 voluntary disclosure program. It employs a qualitative approach using the library research method, examining secondary data from journal articles, government reports, and policy documents. The findings indicate that the implementation of the 2016-2017 tax amnesty program generated revenues of IDR 135 trillion, while the 2022 voluntary disclosure program contributed IDR 61 trillion. In the short term, the tax amnesty program helped increase tax revenues from previously non-compliant taxpayers and encouraged the repatriation of overseas assets. More importantly, the policy laid the foundation for a more comprehensive and credible national tax database. Although it received both support and criticism regarding its long-term effectiveness and the potential for moral hazard, the policy has demonstrated a partial contribution to fiscal space and revenue capacity, which are key components of economic resilience. These findings suggest that future tax reforms should strike a balance between fiscal incentives and stronger enforcement of tax compliance.

Abstract

Dalam era globalisasi yang kompleks, ancaman terhadap keamanan nasional tidak lagi bersifat konvensional, melainkan cenderung mengarah pada bentuk hybrid warfare yang menggabungkan aspek militer, siber, ekonomi, sosial, dan politik. Penelitian ini menyoroti pentingnya integrasi antara kebijakan pertahanan dan kebijakan publik sebagai respons strategis terhadap dinamika ancaman tersebut. Globalisasi telah menciptakan jaringan ketergantungan antarnegara, sehingga kebijakan pertahanan tidak dapat lagi berdiri sendiri, melainkan harus bersinergi dengan kebijakan publik yang mampu menjawab akar masalah seperti ketimpangan sosial dan ketidakpuasan politik. Selain itu, kemajuan teknologi seperti kecerdasan buatan, sistem drone, dan serangan siber turut membentuk ulang strategi pertahanan, sehingga menuntut adanya kebijakan yang adaptif, etis, dan terintegrasi. Kerja sama internasional dan keterlibatan masyarakat sipil menjadi komponen penting dalam menyusun kebijakan yang legitimatif dan berkelanjutan. Penelitian ini menggunakan pendekatan kualitatif deskriptif melalui kegiatan brainstorming dalam pengabdian kepada masyarakat oleh mahasiswa doktoral Universitas Pertahanan, untuk menggali pandangan para pemangku kepentingan terkait integrasi kebijakan. Temuan ini merekomendasikan strategi kolaboratif, partisipatif, dan berbasis inovasi untuk membangun sistem keamanan nasional yang tangguh dalam menghadapi ancaman hybrid warfare yang terus berkembang.

Abstract

Angkatan Laut Tiongkok mengalami peningkatan pesat dan diproyeksikan akan memiliki jumlah kapal yang lebih banyak dari Angkatan Laut Amerika Serikat berdasarkan laporan Congressional Research Service. Meningkatnya kemampuan Angkatan Laut Tiongkok merupakan bagian dari rencana pembangunan Blue Water Navy yang dipergunakan untuk melindungi kedaulatan teritorial dan juga kepentingan nasional Tiongkok. Ketegangan Tiongkok terkait batas wilayah laut seperti Nine Dash Line, sengketa Senkaku – Diaoyou, ketegangan dengan Taiwan membuat peningkatan kemampuan Angkatan Laut Tiongkok dilihat sebagai ancaman potensial bagi beberapa negara. Amerika Serikat sebagai negara yang memiliki hubungan kerjasama pertahanan dengan beberapa negara – negara yang bersengketa dengan Tiongkok seperti Jepang, Filipina, dan Taiwan juga memberi perhatian khusus terhadap peningkatan armada Angkatan Laut Tiongkok dan menyusun strategi untuk menjaga kemampuan Angkatan Laut mereka. Indonesia sebagai negara Indo Pasifik yang berada di posisi strategis harus mempersiapkan kemampuan pertahanan maritim yang memadai untuk mempertahankan kedaulatan dan kepentingan nasional ditengah perlombaan senjata tersebut. Keterbatasan anggaran pertahanan Indonesia dibandingkan dengan Tiongkok dan Amerika Serikat merupakan kendala dalam membangun kemampuan yang memadai dalam menghadapi perlombaan senjata Tiongkok dan Amerika Serikat, dalam Jurnal ini peneliti akan membahas tentang optimalisasi anggaran pertahanan dengan menggunakan berbagai cara seperti pengutamaan alutsista Multirole dan konsep Manned Unmanned Teaming untuk menghadapi ancaman di masa depan.

Abstract

This study examines the urgency of the formation of the National Security Act (Kamnas Law) in Indonesia to overcome the fragmentation of regulations in the security sector. Using statute-based legal approaches (statute-based) and comparative legal approaches, this study found an overlapping gap between institutions such as the TNI, Polri, BNPT, and the Ministry of Defense due to adaptive legal instruments facing multidimensional threats. The absence of coordinative institutions such as the National Security Council (NSC) weakens synergy between institutions. The results of comparisons with countries such as the United States, Singapore, South Korea, and the Philippines show that the centralized security structure has proven effective in integrating defense, intelligence, and law enforcement policies. This study recommends that the Kamnas Law become a comprehensive legal framework to encourage sectoral coordination and institutional synergy in the corridor of democratic government.
