Abstract

The One House One Jumantik (1R1J) program is community participation and empowerment by involving every family in the inspection, monitoring and eradication of mosquito larvae to control Dengue Hemorrhagic Fever (DHF) through the 3M Plus PSN culture. The purpose of the study was to look at the effectiveness of the One House One Jumantik Program in controlling dengue fever in Tenayan Raya District, Pekanbaru City and the factors inhibiting the effectiveness of the program. In this study using descriptive qualitative research methods, data obtained from the interview, observation and documentation process were collected and then analyzed based on the findings of the research problem, and used the theory of program effectiveness according to Muasaroh which consisted of several indicators that became a measure of program effectiveness, namely aspects of tasks and activities. functions, aspects of plans and programs, aspects of provisions and regulations, and aspects of goals and ideal conditions. The results of this study indicate that the One House One Jumantik program in Tenayan Raya District, Pekanbaru City is not running optimally or can be said to be ineffective, because the program does not run according to the Standard Operating Procedures (SOP) that have been set. The inhibiting factors are all aspects of measuring the success of problematic programs, starting from aspects of tasks and functions, aspects of plans and programs, aspects of provisions and regulations, and aspects of goals and ideal conditions. Researchers suggest that the process of forming program plans needs to be maximized and conditioned in various regions and the need to provide knowledge through socialization to the community so that the program can run optimally and program objectives can be realized.

Abstract

With the rapid development of the city and in accordance with the high rate of growth of various advertisements, it is necessary to arrange the implementation of advertisements in an integrated, comprehensive, effective and efficient manner. The control of billboards in Pekanbaru City is regulated in Pekanbaru Mayor Regulation Number 24 of 2013 concerning the Implementation of Advertisements, the aim is to create an orderly billboard in Pekanbaru City in the context of directed and controlled urban spatial planning. However, in reality there are still problems in controlling illegal billboards in Pekanbaru City. The purpose of this research is to find out how to control billboards in Pekanbaru City and the inhibiting factors that affect the implementation of controlling billboards in Pekanbaru City. This study uses the theory of Bohari (1992:25) Repressive/Direct Supervision with indicators of periodic supervision, control/reprimand, sanctions. This study uses a qualitative research method with a descriptive approach, the required data such as primary data and secondary data obtained through purposive sampling data collection techniques used, namely, literature study, interviews, documentation analysis, observation. The results showed that the supervision of controlling billboards in Pekanbaru City had not run optimally, while the inhibiting factors in controlling billboards were the absence of Coordination SOPs between related agencies, and the weak commitment of the billboard control task force team in controlling billboards in Pekanbaru City.

Abstract

Technology is increasingly sophisticated and the number of vehicles is increasing, causing the number of cases of traffic violations on the highway to increase. In this case, the Police issued an innovation as a new measure in traffic order enforcement called ETLE (Electronic Traffic Law Enforcement). Electronic Traffic Law Enforcement (ETLE) is a traffic law enforcement system based on information technology that utilizes electronic devices, namely cameras that function to detect various kinds of traffic violations and display motorized vehicle data automatically using Automatic Number Plate Recognition (ANPR). a program to run effectively requires socialization to the community. Sub Directorate of Gakkum Ditlantas Riau Police is one of the agencies that play a role in disseminating the ETLE program in Pekanbaru City. This study uses a qualitative method with a descriptive approach where the data collection techniques used are interviews, observations, and documentation. Data analysis techniques in this study are data reduction, data presentation, and conclusions. The results of the research in the field stated that the socialization carried out by the Sub-Directorate of Gakkum Ditlantas of the Riau Police was not optimal, this was because there were still many people who did not know and understand the ETLE program. If the socialization is carried out optimally, it will have a good influence and will also create a culture of orderly traffic for road users, especially in Pekanbaru City with this ETLE program.

Abstract

The Election Supervisory Body is one of the institutions in charge of the General Election or Pilkada which is tasked with supervising all stages of Pilkada activities with the aim of preventing and taking action against violations in the process of Pilkada stages. In the implementation, the Pelalawan Regency Bawaslu is tasked with overseeing the continuation of the 2020 Simultaneous Regional Elections in the midst of the Covid-19 Non-Natural Disaster. This study intends to find out how the Pelalawan Regency Bawaslu Supervision in the 2020 Simultaneous Regional Elections during the Covid-19 Pandemic that hit the entire territory of the Republic of Indonesia. The research method used in this study is a qualitative method with data collection techniques, data analysis, data reduction and drawing conclusions from existing data. The results of this study indicate that the supervision of Bawaslu in the simultaneous elections of Pelalawan Regency in 2020 during the Covid-19 Pandemic has been jammed as mandated by the existing regulations, namely Perbawaslu No. The findings of violations contained in the articles of Perbawaslu No. 4 of 2020. Thus, this study can conclude that the supervision carried out by the Bawaslu of Pelalawan Regency has been carried out to the maximum considering that existing violations have been given action in accordance with existing regulations.
