Action is an important step to do, given the problems of Metropolitan city located on undisciplined in the traffic and the traffic jams and road transport. The city of Pekanbaru, leading metropolitan cities certainly have to take a stand, so that the problems occurred in the city's metropolitan doesn't happen anyway in the city of Pekanbaru. The action performed by Satlantas Polresta together Dishubkominfo Pekanbaru has not felt up to due to the still large number of cases of violations and traffic accidents and congestion that occurred. The purpose of this research is to know how the implementation of curbing traffic and road transport performed by Satlantas Polresta together Dishubkominfo Pekanbaru and to determine the factors that influence the implementation of curbing traffic and road transport in the city of Pekanbaru.The concept of the theory of management and use is the author of management oversight. This research uses qualitative research methods to the study of descriptive data. In data collection, the author uses interview techniques, observation and documentation. With the use of key informants as a source of information and technique of triangulation as a source in the validity of the data.The results of this research indicate that curbing traffic and road transport in the city of Pekanbaru were done by Satlantas Polresta and Dishubkominfo the city of Pekanbaru, yet feels maximum, evidenced from the still high number of violations and accidents that occur each year, weak internal surveillance officers in the field, so there are still officers who commit irregularities for personal gain. The factors that inhibit the action of traffic and road transport in the city of Pekanbaru is the number of officers who conduct surveillance system, still less the budget hasn't been right on target as well as lack of knowledge and awareness of good and safe driving.Keywords: Curbing, traffic and Road Transport

Indonesian government step in addressing issues of educational equity, namely the launching of 9-Year Compulsory Education Program set forth in Government Regulation No. 47 of 2008 on compulsory education. One of the problems facing the city of Pekanbaru in 2012 in the field of education that is not maximal implementation of the 9-year compulsory education program. Therefore the Government Pekanbaru required to pay attention to children of school age is 7-15 years to follow the 9-year compulsory education program. The main problem that often arises in the success of compulsory nine-year program is to ensure that children who have graduated from primary school to continue their education through programs to level junior or package B. All school-age children can menyenyam education if the educational facilities available. This condition cannot be separated from Pekanbaru city government in facilitating the participation of educational facilities.This study aims to determine the Implementation of Compulsory 9 Year In pekanbaru In 2012 and examine the factors that affect the implementation of 9-year compulsory education program in Pekanbaru In the Year 2012.From the results of research and analysis concluded that the implementation of the 9-year compulsory education program can be seen from each of the indicators of the study variables namely: 1 standards and targets. 2. Abstract: The Implementation of Law No. 22 of 2009 on Traffic and Transportation in the City of Pekanbaru (Case Study: Smooth and Traffic Safety). The purpose of this study was to determine the implementation of Law No. 22 of 2009 on Road Traffic and Road Transport in Pekanbaru City and the factors that influence it.The concept of the theory that the researchers use a policy and policy implementation. This study uses qualitative research methods to study descriptive data. In collecting the data, researchers use interviewing techniques, observation, literature study, and documentation. By using the snowball sampling technique as informants selection techniques and triangulation techniques as a source of testing the validity of the data.The results of this study indicate that the implementation of Law No. 22 of 2009 on Road Traffic and Road Transport in the field of safety and smooth traffic has been organized as well as possible by the Department of Communication and Information and Pekanbaru Police Traffic Unit, but the existence of complicated procedures and length and lack of traction officers provide sanctions for violators of traffic, and the presence of officers who violated procedures or offenders who mberusaha avoid sanctions, making the results less than the maximum expected. In addition, the lack of community participation to maintain the facilities, traffic infrastructure or assist in monitoring the traffic and the high order ego motorists in traffic also resulted in maximal implementation LLAJ Act.Keywords: Policy, Implementation, Traffic and Transportation (LLAJ)

No smoking area establishment was an act as protection for the people to the risk of health problems causing by the smoking act. No smoking area has to be implemented at health facility, school, playground, worship places, office, and other public places. In fact,the offenders of no smoking area was not yet gave strict punishment. This could be seen on many citizen and civil servant smoking in health facility, public places, transportation and office. The purpose of this research was to analyze implementation Non Smoking Area In Payakumbuh city and to know the influenced factors. This research using qualitative descriptive method, data collected by observation and interview where people that involved in policy implementation as informan. This research using Van Meter Van Hom theory. The results of this research shows that implementation Non Smoking Area In Payakumbuh city not totally implemented yet eventhough it already has clear standards, goals, and objectives. Human resource the monitoring of non smoking area team is inadequate because transfer and retirement of member . Coordination and communication between goverment agency running well and the execution of task fit in with the regulation. Giving warning is not carried out continuously and the enforcement of sanctions which have not been implemented ,resulting in a response as well as public participation in the regulatory environment remains low even still their public indifference towards local regulations in the region. The real shape of this program is to serve the small business community who wants to get a loan from the Village Office in the city of Pekanbaru. One of them in Business Economy Village Savings and Loans (UEK-SP) Sidomulyo which is an alternative non-bank financial institutions that can give attention to the poor or the weak economy that wants capital relief effort. The phenomena that occur are the absence of awareness of customers / users and the low quality of human resources. The purpose of this study is to see how the implementation of the Economic Business Programs Village Savings and Loans (UEK-SP) in the Village of West Sidomulyo Pekanbaru City Subdistrict Handsome and determine the factors that influence the implementation of the Economic Business Programs village Savings and Loans (UEK-SP) in the Village Sidomulyo Handsome Western District of the city of Pekanbaru. Nakamura and Smallwood (in Sujianto 2008: 152) argues that there are three dominant way to determine the success of the program that can be seen from compliance, routine procedures and the achievement of program objectives. This research is a qualitative descriptive study, which the authors describe how the implementation of the program Economic Business Village Savings and Loans (UEK-SP) in the Village of West Sidomulyo the District Charming Pekanbaru City by taking the research location that UEK-SP Sidomulyo. Data collection techniques are interviews and the key informant is Chairman UEK-SP Sidomulyo. This study uses snowball sampling to determine informants to be interviewed. Results of this study concluded that the program of economic Esaha Village Savings and Loans (UEK-SP) in the Village of West Sidomulyo Handsome District of the city of Pekanbaru by looking at the indicators that I use, namely compliance, routine procedures and the achievement of the objectives of the program "Less Good". In this study, also known factors that affect the implementation of the Economic Business Programs Village Savings and Loans (UEK-SP) in the village of West Sidomulyo Kecamatan Handsome Pekanbaru namely: Low Human Resources, lack of experience and lack of public awareness. This study examines the Effectiveness of the implementation of Lembaga Pemberdayaan Masyarakat Kelurahan (LPMK) functions at Air Hitam Village, Payung Sekaki District, Pekanbaru. This study is a descriptive study which is aimed to see the effectiveness of LPMK Air Hitam in actuating its function in the society. This study was based on the result of interview and observation as the writer’s initial data which found indications of problems; the persistence of the development program that has not been realized, lack of community participations, and less activation of LPMK management. The writer used the theory of Richard M. Steers which consists of, ability to adapt, work productivity, job satisfaction, and resource utilization. The writer obtained the data through literature review and field study (observation and interview). The conclusion of this study shows that the function of LPMK at Air Hitam village is not effective yet. In compiling the aspirations of society, LPMK has been able to accommodate, formulate, and convey the aspirations of society in development through Musrenbang. But, the ability of resources of LPMK management is still low and the participation of the society in giving proposal and ideas is still passive. Key Words : The Effectiveness, Functions, LMPK.

We still find many illegal mining that is happenedin Kampar regency espectial in Tapung sub-district,most of all mining in Tapung sub-district do not have business permit based on data do not have bisiness permit most in Tapung sub-district. Department of Energy and Mineral Resources together with judicial team controlling illegal mining in Kampar sub-district, the problem in this research is how to controlling olegal mining of minerals rocks (entrenchment C) in Kampar regency and the factor which influence it.Theoretical consept that reaserches use is repressive control theory according to Manullang (2008) with indicator to set of measuring instruments (standard), assessment action and take corrective action. Whereas of factors which influence it researcher uses descriptive qualitative method, then presentation and data can be described by using interview , observation and get the conclusion.The result of research can be conclude that the contloll of illegal mining in Kampar regency especially in Tapung sub-district still not running maximumly, still have limitation in standard setting, assessment and remedial action has not run maximumly, and the factors that influence the control of illegal.Keywords: Control, illegal mining

Development Strategy of turism at Bukittinggi City. Bukittinggi City Tourism Development is an area of the city and one of the main tourist destination in West Sumatra with the introduction of Bukittinggi as a "City Tour" starting since March 11, 1984. Field of tourism in the regions designated as potential Bukittinggi based on natural and geographical conditions of Bukittinggi, its strategic position is a triangle crossing to the north, east and south of Sumatra that eases access tourists or people who want to visit a small city with myriads of this story. Besides having the natural beauty of the city of Bukittinggi is also a struggle that many stores the value of history and cultures in it.Under these conditions, formulated the problem of how the development of tourism in the city of Bukittinggi and the factors that influence the development of tourism in the city of Bukittinggi. This study uses the theory Elittan to determine strategies used in the development of tourism in the city of Bukittinggi, qualitative research with descriptive method. Researchers are trying to reveal the facts in accordance with the reality. This study did not look for or explain ties, not test hypotheses or make predictions. Data will be explained with apaa danya to obtain an understanding. From the results of this study concluded that the strategy of development of tourism in the city of Bukittinggi to involve the whole among the noble of the Stakeholde, community stempat and the nomads with the concept of Tourism-based community that creates a sense of tourism awareness and stepping to the strategy undertaken in the development of tourism can run well , but still a bit constrained in the implementation on the ground in the form of regional financial, qualified human resources, limited investment in tourism, the lack of development of tourism products as well as coordination across sectors that have not been together but slowly but surely constraints faced in the development of tourism in the city of Bukittinggi will be minimized so that tourism in the town Bukttinggi can provide maximum service and bestKey word : Strategy ,Turism Development, Tour City

The implementation function of correctional in a correctional institution class IIA Pekanbaru is based on act No. 12 year 1999 about correctional. But the practice it is not running optimal yet because the condition of the correctional institutioan that over capacity and the number of officers who do not fit with the standards. This research aims to know the implementation function of correctional in a correctional institution class IIA Pekanbaru. The concept of the theory used in this research adopted actuating theory from some experts.This research using qualitative descriptive method with data collection techniques observation, interview and documentation. Researcher tried to express the fact according to the reality without intervention the real condition.From the data analysis in qualitative descriptive can be seen that the implementation function of correctional in a correctional institution class IIA Pekanbaru has not done well. Activities that will stand have not been able to touch the convict to be better. In this research known factors that affect the implementation is human resources, budget, infrastructure, cooperation and the convict.Key word : actuating, correctional institution, guidance

Quality of public services to the community are often used as a benchmark in view of the success of an organization or government agency. Government as service providers strive to provide quality service in accordance with the expectations of society. Therefore, the government provides services in accordance with UU 25 of 2009. Then formation of the Land Office is to facilitate implementation the management of the land certificate. However, there are still complaints from the public about the services that exist in the West Pasaman District Land Office. Based on these problems, the researchers interested in studying how the Quality of Public Services At West Pasaman District Land Office.Concept the theory that researchers use theory according to Agus Dwiyanto, there are several dimensions of quality service include: attitudes officers, service procedures, service time, service facilities, and service charges. This research uses descriptive method with qualitative approach. The data obtained through interviews submitted to informant and then analyzed by researchers.From the results this study indicate that the Public Service Quality On Land Office West Pasaman not running optimally.
