Abstract

Mangrove ecosystem has large natural resource potential and utilized improve welfare. However, utilization without equipped with good knowledge and environmental awareness will have an impact on damage to mangrove ecosystem. In general, use of mangrove wood is main choice for community, because it high economic value. Meanwhile, use of mangrove non-timber forest products (NTFPs) such as fruit and leaves is still rare. Aim service is to empower coastal communities to utilize mangrove NTFPs into products that have high economic value. The methods used are counseling, training, mentoring, field demonstrations, partnerships and campaigns or social movements carried out by the service team together with real work college students. The results of the service showed changes in behavior, increased knowledge, skills, attitudes, participation and environmental awareness of coastal communities regarding the use of mangrove NTFPs such as leaves made into waru sticks and jeruju sticks. Furthermore, community empowerment is carried out not only to improve community welfare, but also to support environmental sustainability.

Abstract

Pengawasan Kendaraan Over dimension over loading di Jalan Lintas Indragiri Hulu merupakan satu langkah yang dilakukan oleh Dinas Perhubungan Provinsi Riau untuk mengantisipasi dan mencegah terjadinya pelanggaran dalam berkendara, terutama pada kendaraan Over dimension over loading. Tujuan penelitian ini ialah untuk mengetahui bagaimana berjalannya Pengawasan Kendaraan Over dimension over loading di Jalan Lintas Indragiri Hulu, serta untuk mengetahui faktor penghambat dari pelaksanaan pengawasan. Penelitian ini menggunakan teori pengawasan oleh Manullang (2015) yang dilihat berdasarkan waktu pelaksaan nya berupa pengawasan preventif dan pengawasan represif. Penelitian ini menggunakan jenis penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian dari Pengawasan Kendaraan Over dimension over loading belum berjalan dengan maksimal. Faktor penghambat dalam pelaksanaan Pengawasan Kendaraan Over dimension over loading ialah kurangnya anggaran yang diberikan untuk melakukan kegiatan pengawasan dilapangan dan kurangnya pemahaman pengemudi dalam berkendara yang meyebabkan kurang maksimal dalam pelaksanaan Pengawasan Kendaraan Over dimension over loading di Jalan Lintas Indragiri Hulu. Abstract

Program Kota Layak Anak merupakan komitmen bersama antara pemerintah dan masyarakat dalam mewujudkan pemenuhan hak dan perlindungan anak. Salah satu daerah yang ikut berkomitmen dalam penyelenggaraan Kota Layak Anak adalah Kota Pekanbaru melalui Dinas Pemberdayaan Perempuan, Perlindungan Anak, dan Pemberdayaan Masyarakat Kota Pekanbaru. Tujuan penelitian ini adalah untuk mengetahui dynamic governance dalam penyelenggaraan Kota Layak Anak dan mengidentifikasi faktor yang menghambat dynamic governance dalam penyelenggaraan Kota Layak Anak. Permasalahan dalam penelitian ini adalah penyelenggaraan Kota Layak Anak klaster perlindungan khusus masih rendah, kenaikan tingkat kekerasan terhadap anak di Kota Pekanbaru dan infrastruktur yang belum memadai. Penelitian ini menggunakan teori Neo dan Chen 2007, yang mana terdapat tiga kapabilitas dalam dynamic governance, yaitu : thinking ahead (berpikir kedepan), thinking again (berpikir lagi), dan thinking across (berpikir lintas batas). Jenis penelitian ini adalah metode kualitatif dengan teknik pengumpulan data wawancara, observasi, dan dokumentasi. Hasil penelitian ini adalah pemerintah Kota Pekanbaru telah berpikir kedepan dengan mempersiapkan pelayanan online dan offline serta membuat Rencana Aksi Daerah Pengembangan Kota Layak Anak dan membentuk Tim Gugus Tugas Kota Layak Anak, Kota Pekanbaru juga telah berpikir lagi dengan melakukan evaluasi Kota Layak Anak, dan Kota Pekanbaru telah berpikir lintas batas dengan mengadopsi pemikiran dari daerah lain seperti daerah sawahlunto yang berhasil memiliki perda kawasan tanpa rokok.

Abstract

Based on economic development in the village has long been run by the government. Village-owned enterprises (BUMDes) is an economic institutions at the village level aims to manage the potential welfare villages and rural communities that are managed by the village government and the community. The establishment of the village-Owned Enterprises carried out by aspiration of the people and the government village through village consultation. The purpose of this research is to know the Implementation Of Development Policy Of UED-SP Into BUMDes In Rokan Hulu District (Case Study BUMDes Mekar Sari Rambah Baru Village Rambah Samo Subdistrict). Theoretical concepts used by the researchers are the factors that influence the implementation of policies used by George Edward III where the indicators used are communication, resources, disposition and bureaucratic structure. This research uses qualitative descriptive method, using interview technique, observation and documentation. The result of this research shows that the implementation of development policy of UED-SP into BUMDes in Rokan Hulu District has not been run in accordance with the purpose of forming BUMDes and not yet able to help improve the village economy. There are still some obstacles in the implementation of policies and management of BUMDes such as the limited human resources to be a companion team to oversee BUMDes in every village, the type of business that is run is still limited and coordination between the BUMDes and the village government is less than be maximum because the village head is less supportive with the BUMDes program. Abstract

This research is based on the phenomenon of many steps of implementation activities of Nutrition Conscious Family Program (Kadarzi) not running optimally in Pekanbaru City. Implementation of Kadarzi program at Pekanbaru Regency/City level is coordinated and become the responsibility of Pekanbaru Municipal Health Department, and is implemented by all Community Health Center and nutrition cadres in all subdistricts in Pekanbaru City. This research aims to know how Implementation of Nutrition Family Program (Kadarzi) in Pekanbaru City and to know what factors affect the Implementation of Nutrition Family Program (Kadarzi) in Pekanbaru City. The type of research used is descriptive qualitative. Data collection techniques are done through observation, interviews, documentation,and literature techniques and all information is collected , analyzed , and studied to become a unified whole. The location of research in this study is Health Office of Pekanbaru City, Pekanbaru City Health Office is the agency which responsible for Implementation of Nutrition Conscious Family Program (Kadarzi) in Pekanbaru City. Data analysis techniques used in this research are descriptive qualitative data analysis. The results showed that Implementation of Nutrition Family Conscious Program (Kadarzi) in Pekanbaru City is not optimal. This can be seen from several steps of activity as follows: Arranging activity planning for achievement of target Kadarzi either through APBN, APBD and other source is not maximal yet, Implementation of advocacy, dissemination of information continuously not implemented maximally, Implementing dissemination of information through various media not yet optimal and not sustainable, Implement monitoring, coaching and technical guidance and evaluation still need to be improved. Factors influencing the Implementation of Nutrition Conscious Family Program (Kadarzi) in Pekanbaru City are Dissemination of information by the Public Health Service to the community related to Nutrition Awareness Program (Kadarzi) are still very less and not maximal, Quantity or amount of Human Resources in Kadarzi program exactly nutrition executive and nutrient cadres still need tob added due to lack of nutrition experts both in the Health Office, Community Health Centre and Cadres. Abstract

Simple habitable Home Support Program RLH is a program aimed at eradicating poverty through the development of habitable homes for poor people who still have uninhabitable houses intended to improve and provide basic community infrastructure needs in kepenghuluan / kelurahan, implemented through empowerment patterns the community of the downstream rokan district program which is poured into regent 19 of 2014 as a guideline in the implementation of development, the local community is an important actor in the implementation of this program.The purpose of this study is to understand Imaplementasi Simple humble home support program in sub-district of Babusallam district rokan hilir district. Theoretical concepts used by researchers are the factors that influence the implementation of policies used by George Edward III where the indicators used are communication, resources, disposition and bureaucratic structure. This research uses descriptive qualitative method, using interview technique, observation and documentation.the results showed implementation of housing programs habitable home has not run well, the implementation of the do still many that are not in accordance with existing guidelines such as community involvement in this program is not maximal. Abstract

Gambier is a kind of sap that has been compacted from the processing of leaves and branches of the gambier plants. The Gambier product is a hot water extract from the gambier leaves and branches that are already sedimentated and then molded and dried. Indonesia is the most important supplier of world gambier needs. However, the way of the cultivation or the processing is still traditional and moreover the farmer who mixed the gambier with soil and another material made a bad effect for the quality of the gambier. The method that is used for this study is purposive sampling, the data source that is used in this study include primary and secondary data, the location of this study was conducted in Kenagarian Lubuk Alai, Kapur IX District of Lima Puluh Kota Regency, the research informan Wali Nagari Kenagarian Lubuk Alai, Secretary Nagari Kenagarian Lubuk Alai, Kaur Kenagarian Lubuk Alai, Wali Jorong Kenagarian Lubuk Alai, dan Badan Permusyawaratan Kenagarian Lubuk Alai. The concept theory that is used by the researcher was coordination theory by Hendayaningrat in Moekijat which is consist of: responsibilities, processes, regularly regulations, unity of actions, coordination objectives. This study used qualitative research method with reviewed the data with qualitative descriptive, the data collecting technique was interviews, observations and documentation. To guarantee the validity of the data, the researcher used triangulation of data sources. From the result of the study, it is known that the coordination of gambier quality control Nagari Lubuk Alai has been categorized good. It can be improved from the increasing of the gambier quality Nagari Lubuk alai and can be seen that from five indicator that was taken by the researcher, four indicator went well and one indicator still not good. Abstract

This study discusses the implementation of Government Goods/Services Procurement Electronically (E-Procurement) from the perspective of Collaborative Governance in Pekanbaru City. The focus of this research is on the effetiveness of e-catalogs, the involvement of local business actors, and cooperation between local government agencies. The aim of this research is to analyze and describe the e-procurement process within a collaborative framework and to identify the obstacles faced. This research uses a descriptive qualitative approach with data collection techinuques through interviews with the local UKPBJ of Pekanbaru City, the Departement of Trade and Industry of Pekanbaru City, the Inspectorate of Pekanbaru dan the Department of Cooperatives and MSMEs of Pekanbaru City. The result of this study indicate that collaboration among actors is on going but not yet optimal, especially in horizontal dimensions. The involvement of local business actors is still limited due to a lack of technical assistance and information. This research recommends strebgthening the role of local governments as facilitators of collaboration, enchancing the capatity of business actors, and fostering synergy between institutions to achieve participatory, transparent procurement using domestic products.
