Abstract

Control in principle is components in the management process that have an important role in the process of achieving the stated objectives and correcting existing irregularities. Control provides answers to irregularities, problems were found, namely the circulation of used clothing in Indragiri Hilir. The purpose of  study is knowing how to control and inhibit the distribution of used clothing in Indragiri Hilir. The theoretical concept used is control measures by Siswanto which consist of: set standards, measure performance, compare performance in accordance with standards, and take corrective action. . The research method used is a type of qualitative by expressing fonomenology, the selection of informants using the purposive sampling adn snawball sampling technique. The techniques of collecting data are through observation, interviews, library studies, and documentation. The results of this study the Department of Trade and Industry as the executor of the policy showed that control was never carried out in controlling the circulation of used clothing in Indragiri Hilir.   Keywords: Control, Circulation, Used Clothing

Abstract

The result of this research indicates that there are some problems in Kopsi’s services to consumer. In the indicator of implementation of input Kopsi Organization, there are weaknesses in coaching the new members. It makes the services that are given by Kopsi to consumer is deficient. The process of implementation of Kopsi programs that have been planned, it needs the improvement. The improvement is in the process of socializing about Kopsi to society. Through the good socialization, it will give good understanding about the existence of Kopsi in Pekanbaru. The output of organization has been achieved well because the consumer of Kopsi Transport Service still in the stable category and the outcome is in the stable category also. Abstract

The purpose of this study was to determine or describe the participation of the traders at Pasar Pagi Arengka Pekanbaru in creating hygiene environmental market and describe the factors that influence participation of traders at pasar Pagi Arengka Pekanbaru. Informants are formal leaders and informal leaders. The head of the Sanitation Department, Parks and Cemeteries Pekanbaru, while the informal leaders are vendors and janitors who are knowledgeable about research problems. Analyze data using descriptive method by formulating, decipher and interpret based on a theoretical basis that are closely related to the concerns expressed. The study states that the mechanism set up merchant participation in waste management in the Pasar Pagi Arengka Pekanbaru starting from the planning phase, implementation phase, namely the socialization of the form of regulation of waste management. The next stage of supervision and control is the maintenance and improvement of public discipline, the manager made a report, to be submitted to the government and the public according to the rules or agreed mechanism. Factors that influence the shape and level of participation traders in waste management in the Pasar Pagi Arengka Pekanbaru which could be seen from the type of work because of factors influence the degree of activity in the group and individual mobility. The duration of trade has strong links with the form of public participation in the process of involvement of traders in physical activities / community service. The longer a person lives, settle and trade in the region in general will be a positive influence on the development of psychological life. In this case the greater number of neighbors known, the higher the psychological bond with the environment that affect the magnitude of the desire for, has engaged in joint activities.Keywords: Participation, Traders, Cleanliness, Orderliness, Market

Abstract

Performance of Social Service and Funeral in Pekanbaru on Dealing Homeless and Beggars at Pekanbaru City. Social Department and Cemetery Pekanbaru has significance on dealing with sprawl is to conduct training which is later become input for local government programs. The importance of enforcement is process or a way to make conduciveness that aims to clean public facilities for the convenience for the public. And the importance of coaching is an action and activities undertaken for usefulness. The purpose of this study is determine the performance of the Social Department and Cemetery in Pekanbaru on managing social welfare problems in the city and to identify the factors that holding up the performance of Social Department and Cemetery in Pekanbaru on its problems. Theory (approaching system) that used as an analysis system in this research is the performance's theory and organization's theory. Based on these research, the performance of Social Department and Cemetery in Pekanbaru especially PMKS section on dealing with homeless and beggars is good enough. The effort from PMKS on handling its problems such as coaching, mental counseling, and the provision of venture capital. However the effort to round-up homeless and beggars hasn't reached the desired target. The provision of venture capital assistance is not necessarily given to each homeless and beggar in need, because the financial aid given to whoever has been selected before. The obstacles that encountered in dealing with homeless and beggars are their attitude or mindset who don't want to control, causing the PMKS's program target missed out. The other problem is lack of human resources in both the Social Department and Cemetery in Pekanbaru. Homeless and beggars mentoring process should be done so they can become self-reliant community, and in the end, the number if homeless and beggars in the Pekanbaru city can reduce as much as its can done.Keywords:Officer's Performance, Government Organization, Homeless and Beggars Development

Abstract

Waste is a wasted or intentionally disposed material derived from the results of human and natural activities that do not have economic value. Pekanbaru city is one of the city that does not escape from garbage problem. The waste management of Pekanbaru City includes the final collection, collection, transportation, processing and disposal. Current waste management has not solved the problem optimally. The concept of waste management conducted by urban community Pekanbaru at this time mostly only in the context of transporting waste from waste sources to landfills (TPA) which then will have an impact on the environment and health around the TPS are supported also with the behavior of people who are still mixing between dry waste and wet garbage. Type of research is done by qualitative approach with descriptive method. Based on field facts with data collection techniques include observation, interviews, documentation studies related to research objectives.The results of research conducted by researchers can be concluded that waste management Pekanbaru not yet maximal, this is based on the concept of waste management that is still not running optimally to change the old waste management concept to the new management concept using 3R concept (reduce, reuse and recycle) conducted by the government. This is influenced by the lack of public awareness and kuranngnya infrastructure facilities as a tool in the process of waste management.Keywords : Waste, Waste Management, Integrated Management

Abstract

Pekanbaru City implemented regional expansion in 2017. Through the Regional Regulation of Pekanbaru City Number 4 in 2016, there were 25 additional villages from seven sub-districts. One of the goals of regional expansion is to maximize public services for the community. The problem: first, The human resources owned by the UPTD are not optimal. Second, Facilities and infrastructure are poor. The purpose of this study was to analyze public services after the expansion of the area in Tampan District, Pekanbaru City. The location of this research is in Tampan District. Research uses theory (Makmur & Thoha, 2017) which consists of tangible, realibility, responsivennes, assurance and empathy. The research method used is qualitative with a descriptive approach. The results of this study indicate that the public has not been satisfied with the performance of public services after regional expansion. Inadequate facilities and infrastructure, a long processing time, many inappropriate service products. In addition, there are also uncomfortable seats, inadequate chairs provided. So people who are waiting in line don’t get good comfort. The service officers at UPTD Tampan Subdistrict, Pekanbaru City have not been able to provide quality services for people who need public services. Abstract

Healthy Padang Pariaman Program is a program released by the Padang pariaman regent with the medical official, along with the regent rule no 15, 2015 about healthy Padang Pariaman. This healthy Padang Pariaman program was held by doing some visits to local midwives and the other medical officials and maximalize the use of mediacal facility and professionals which is used as services for the health of woman and infants in society. The problems which are found during this program are; the lack of attention by the medical officials to do some visits and medical check ups to the local society and the number of medical officials (midwives) in the PPS is not balance on handling the local people in IV Koto Aur Malintang regency which has many populations.According to the effectivity concept from Mahmudi which is used as the indicator in measuring the effectivity are input, process, output and outcome. The research method used is descriptive qualitative research. To get the informan, the researcher uses purposive sampling technique. The informan, in this research, are the chief of KIA Padang pariaman medical officials, the Coordinator of midwives in IV Koto Aur Malintang, Local midwives of IV Koto Aur Malintang, and the local people in IV Koto Aur Malintang.The finding of this research shows that the implementation of Healthy Padang Pariaman Prpgram in IV Koto Aur Malintang is not effective yet. this can be seen, first from the input, they are; the lack of human resource, the lack of facility to support the program, and the fund for the program is not fully managed. Second, the process, the socialization done by the government does not reach the target yet due to the information is not fully known by all local people. The third, the output, it can be seen that there are aims of the program that are not yet reached. The last but not least, the outcome, the benefit of the program is not fully felt by all local people.Key words : Effctivity, Healthy Padang Pariaman Program

Abstract

One of the problems faced by the Indonesian nation is the unequal society gets education. Our country is established precisely to educate the sons and daughters of the nation, in order to live worthy human dignity in addition to other nations in the world. The nation's intelligence is done primarily through educational efforts. Special School (SLB) is a formal educational institution that serves education for children with special needs. As an educational institution SLB is formed by many elements that are directed to achieve educational goals, the core process is learning for learners. So the SLB is a special educational institution that organizes educational programs for children with special needs.This study aims to determine the Strategy of the Department of Education in Improving utu Education Special School in Tenayan Raya District Pekanbaru City. The concept of theory that researchers use is the concept of strategy by using SWOT analysis theory. The research method used is qualitative research. In the data collection, researchers used interview techniques, observations, and documentation set based on Snowball Sampling.From the results of the study showed that the Strategy of the Department of Education in Improving the Quality of Special School Education in Tenayan Raya of Pekanbaru not yet optimal. This can be seen from the weak utilization of the strengths possessed by the Education Department of Riau Province such as less optimal implementation of training and socialization provided for educators. And also has not been able to maximize the opportunities that are owned by the Education Department of Riau Province such as accountability to the development of the SLB as a primary container to help Special Children with Ability.Keyword : Strategy, Quality of School Education Extraordinary

Abstract

The Partnership Program is one of CSR (Corporate Social Responsibility) implemented by PT. Jasa Raharja (Persero) Branch of Riau as one of the state-owned companies (BUMN). The Partnership Program is a program to increase the ability of small business activities to become tough and independent through the use of funds from corporate profits. Partnership Program at PT. Jasa Raharja (Persero) is implemented based on the desicion of the minister state-owned companies Number: PER-09/MBU/07/2015 about Partnership and Community Development Programs. The purpose of this study was to know the implementation of the partnership program at PT. Jasa Raharja (Persero) Branch of Riau and whats factor that inhibit the implementation. The concept oh the theory is theory of Policy Implementasion by Van Meter Van Horn (Agustino, 2016) i.e. The method of this research is use qualitative method with phenomenological approach and data collection technique done with interview, observasion, and documentation. The results of this study indicate that the implementation of the partnership program at PT. Jasa Raharja (Persero) Branch of Riau runs smoothly, there are six indicators that determine the success of a policy according to Van Meter Van Horn including: standard and policy objectives; resource; communication between organizations and strengthening activities; implementing agent characteristics; economic, social and political conditions and the disposition of the implementor.  Keywords: Implmentation, Program, Partnership
