Abstract

Undang-Undang No. 20 tahun 2003 tentang Sistem Pendidikan Nasional mandates that every citizen over the age of 7-15 years are required to follow basic education. One of the efforts undertaken by the government in order to accelerate the achievement of nine-year compulsory education program is to promote Bantuan Operasional Sekolah (BOS) program. BOS is a government program that is basically the cost of funding for the provision of non prosonalia operating costs for basic education unit as the executor of compulsory education. One of the schools that received the BOS funds are SMPN1 Tanjungsamak, of the phenomenon is seen in the use of BOS at SMPN 1 Tanjungsamak there are still problems that the purpose of the BOS funds can not be achieved.This purpose of this research is to know the effectiveness use of BOS in the learning activities of students of SMPN 1 Tanjungsamak Kec. Rangsang Kabupaten Kepulauan Meranti and to know the factors that influence the effectiveness usage of BOS at SMPN 1 Tanjung samak learning activities. In this research, researchers used the theory of management, the effectiveness theory, and the theory of organizational effectiveness. Which is used as a measure is the theory of organizational effectiveness by Sondang P. Siagian.The research location was at SMPN 1 Tanjungsamak. The method used in this research is descriptive qualitative. Informants in this research is principals, school treasurer, school committees, school inspectors, head of administration, society, and students, with data collection techniques include observation and interviews. While the types and sources of data include the premiere of data is data obtained directly from the informant research includes interviews and observations and secondary data is the data obtained to supplement primary data obtained, which aims to support the research.Based on the results of research through interviews and observation is known that the effectiveness usage of BOS on learning activities of students at SMPN 1 Tanjungsamak Kec. Rangsang Kepulauan Meranti yet effective. This means there is still a problem in the use of the BOS, and the factors that influence the use of BOS in the learning activities of students of SMPN 1 Tanjungsamak Kec. Rangsang Kepulauan Meranti are socialization factors and control factors.Keyword : Effectiveness, BOS, Strategy

Abstract

Consistency is one of the important key in the process of policyimplementation due to the successful achievement of specified goals withcontinuous action. The problem of street vendors into a phenomenon that is stilldifficult to overcome. In this case the Civil Service Police Unit of Pekanbaruresponsible for regulating street vendors. Lack of resources and supportinginfrastructure of labor, lack of existing regulations and lack of adherence to thelaw society will be a major obstacle in efforts Pekanbaru City municipal police inrunning public order. Basically consistency can be measured by indicators of thestability program, compliance with the program of action has been set, andcommitment. If these indicators are met, then with a good level of consistency thatcan achieve the goals that have been set.The purpose of this study was to determine the consistency of PekanbaruCity Government in maintaining public order, case studies Street Vendors inPekanbaru and also to determine the factors that influence the consistency memPekanbaru City Government in maintaining order umu, especially street vendors.In this study the authors using Snowball Sampling. Data collection techniques inthis study namely through observation, interviews, and documents. Indicators inthis study that affect the consistency of Pekanbaru City Government inmaintaining public order, the case study of street vendors is a personal number,SOP, unfamiliarity will rule society.Results of this study concluded that the Civil Service Police Unit ofPekanbaru has not been consistent in maintaining order five street vendors in thecity of Pekanbaru. This is due to lack of resources, facilities and infrastructurework and public awareness of the regulations that affect the consistency inimplementing the rules that have been set. Through this study the authorsconclude that the Civil Service Police Unit of Pekanbaru has not been consistentin maintaining order five street vendors in the city of Pekanbaru. Abstract

Based on Government Regulation No. 53 of 2010 Concerning Civil Servant Discipline described in Chapter II Obligations and Prohibition Article 3, paragraph 11, 12 and 17 affirmed that the civil servants, including teachers, are required to come to work and comply with the terms of working hours and the civil service employee shall achieve the goals set forth and obey the rules set by the official authorities. Field observations there are problems in SMK Negeri 1 Tanah Putih among others, the teachers are often not present in the teaching, the teacher was present and did not come home on time for no apparent reason, the class that does not implement the learning process. This study aims to determine labor discipline teacher in SMK Negeri 1 Tanah Putih Rokan Hilir District and the factors that hinder the implementation.The author uses the theory of discipline according to Anwar Prabu Mangkunagara that preventive discipline (attempt to work the discipline) and corrective discipline (implementation of disciplinary sanctions). This study used a qualitative descriptive approach using key informant with data collection using interviews, observation, and documentation.Work Discipline research results Teachers SMK Tanah Putih 1 Rokan Hilir is still not discipline, it is because SMK N 1 Tanah Putih has not been able to exercise the discipline of preventive and corrective discipline optimally.Inhibiting factors in the discipline of teachers, among others: the persistence of negligence on the part of teachers in implementing the obligation of the school, the lack of responsibility of a teacher to his students in the learning process, a lack of supervision and the imposition of sanctions by the school, the salaries are slightly obtained by the highest honor teachers only 1 (one) million. With salaries like that principals can apply less rigor because the discipline does not fit what is acceptable to the responsible work. Still the teachers who do not master science and technology. There is still a lack of facilities and infrastructure SMK Tanah Putih N 1 is of means of information (internet) as well as practice equipment.Keywords : Discipline, Work, Teachers

Abstract

Research is a method to description about city park management. City park is space the civil society’s necessary in the city as a place to get comfortability and the function of city park as a aesthetic for the city. According to directly observation. The problem is less attention from the government to complement garden’s facility and garden’s maintanance isn’t optimal. Research’s objective is to knowing and analysis Dharma Wanita city park management by departmen of cleanliness and the park in the Pekanbaruand to knowing and analysis hampered factor of Dharma Wanita city park management by cleanliness and the park in the Pekanbaru.The theory is used management that starts from the planning, the organizing, the actuacting and the controlling. The research is used kualitatif method with descriptive data. To get the data, the researcer uses interview, observation, and documentation. The key informan as a infomation source and data analysis.The research gets conclusion that management in departmen of cleanliness and the park management in maintenance city park instead of the planning, the organizing, the actuacting and the controlling. And then hampered factor of Dharma Wanita city park management by departmen of cleanliness and the park in the Pekanbaru in maintenance in city park instead of the budget factor that isn’t enough to completes the city park facility or revitalization. Abstract

Adipura program is an environment department strategy program to create a neat and shade city. Pekanbaru was one of big city in Indonesia that gained 10 adipura award since 2004 till 2014. Although Pekanbaru gained adipura award many times, the reality is Pekanbaru was not proved as a clean of trash city. There are many trashes that scattered around side of the road and there are many stacks of trash in the dumpster. This research aims to evaluate Pekanbaru government strategies on defending adipura in 2014 – 2015.Base on data obtained from cleanliness and landscaping department, Pekanbaru has five strategies on defending adipura award which is do the cooperation and coordination to improve the technology and capacity of trash management facilities, utilization of human resources, build institution and technology to support the basic tasks and functions of public service, optimizing the usage of whole of department facilities, utilization of Pekanbaru government’s commitment through the maintenance and addition of facilities and infrastructures needed, suppress and reduce the volume of trash in the household which is expected can reduce the volume of trash transported. This research use qualitative descriptive method, data collection through observation and interviews the people who involved in this research as informants.The result of this research indicate that the evaluation of Pekanbaru government strategies on defending adipura 2014 – 2015 has not done well because just two of five strategies are implemented. This condition occurred because there was some problems which is the coordination by Pekanbaru cleanliness and landscaping department with PT. MIG was not maximal yet. There are many stack of trash and not transported entirely, then inadequate trash management’s facilities and infrastructures, socialization was not held thoroughly to public. The factors that effect the evaluation strategy of Pekanbaru government are the facilities and infrastructures, the public awareness and the fund.Keywords : Evaluation, Strategy, Adipura award of Pekanbaru

Abstract

Increasing the sheer number of residents and the boom the number of vehicles in the city of Pekanbaru is increasingly require adequate infrastructure support mainly in order to improve road infrastructure development, the Government of Pekanbaru City through the Department of Highways and Water Resources Pekanbaru for more attention to the condition of the road - the road existing as well as monitoring the roads - roads in the city of Pekanbaru. Where there are still many roads are damaged and not repaired so as to disturb the comfort of road users.The problem in this research is how the supervision of road infrastructures by the Department of Highways and Water Resources Pekanbaru city, as well as the factors - factors inhibiting the supervision of road infrastructure.The researchers used theoretical concept which adopted the theory of supervision by Manullang. The method used in this research is descriptive qualitative data collection instrument includes interviews with employees monitoring section of Highways and Water Resources Pekanbaru and society, observation and document data.The results showed that the implementation of road infrastructure supervision by the Department of Highways and Water Resources Pekanbaru is still not optimal. It is seen from the results of interviews and observations that researchers do in the office of the Department of Highways and Water Resources Pekanbaru, and coupled with public opinion revealed that the work of Highways and Water Resources was Pekanbaru is less satisfactory for them, because according to they still lack the performance conducted by the Department of Highways and Water Resources during thisPekanbaru.Keywords: Monitoring and Road Infrastructure

Abstract

Performance management of Samsat Pekanbaru City represent one of the process used to determine what have to reach and approach to manage and develop organization away of able to improve possibility that target will be able to reach certain within. But in reality of Samsat Pekanbaru City not yet earned perfectly in its execution to serve society, between expectation and fact conducted by discrimination is Samsat Pekanbaru City in giving of service.There are assumed procedure needn't specified by Samsat Pekanbaru City. Quality of officer of assumed Samsat Pekanbaru City still less in giving information to society concerning procedure they which must follow so that society motor vehicle can be processed by its administration. Accuracy of time at process penyelasaian of motor vehicle administration by Samsat Pekanbaru City which disagree with standard which have been specified.Theory concept the used is management theory according to Wibowo. This Indicators Research like input ( input), process, output ( output), and impact or benefit ( outcome). Abstract

Implementation of Curriculum 2013 at the elementary school in Pangkalan Koto Baru experiencing various problems because according to socialize standardization is done twice or more. However for the socialization of teachers in the district of Koto new Base is only done once. So the faculty as a human resources do not understand how to implement the curriculum in 2013 in accordance with existing standards. Then the implementing organizations involved establish standard operating procedures for the implementation of the curriculum in 2013. Handbook as infrastructure is inadequate because of delays in the distribution of books of the government for four months. The purpose of this research was to identify and analyze how the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru and the factors that influence the implementation of the curriculum in 2013.This research using Van Meter Van Horn theory which states that the successful implementation of a policy is the standard and policy objectives , resources, characteristics of the implementing organization , the communication between organizations , the attitude of the implementing policies and social environment , economic and political . This study used a qualitative exploratory methods , techniques of collecting data through observation and interviews where people that involved in this study as an informant.The results showed that the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru has not been done optimally because there are still many weaknesses in the current curriculum in 2013 is implemented in Pangkalan Koto Baru. Inhibiting factors affecting the implementation of the curriculum in 2013 at the elementary school in Pangkalan Koto Baru is socialization which is not maximized , inadequate means and Standard Operating Procedure ( SOP ) which has not been established .Keywords : Implementation , Curriculum 2013, Elementary School

Abstract

Pekanbaru City Community-Based Community Empowerment Program (PMB-RW) is a poverty alleviation program carried out by the Pekanbaru City Government through a process approach to community empowerment with funding from Pekanbaru City APBD, Provincial APBD, APBN, BUMN, BUMD and Corporate Social Responsibility (CSR ) private companies and other non-binding assistance. The PMB-RW activity is a substitute program for the National Community Empowerment Program for Mandiri Rural (PNPM-MP) aimed at creating and increasing community participation in development, both individually and in groups to participate in solving various problems related to efforts to improve the quality of life, independence, and public welfare. The purpose of this study was to determine the community participation in PMB-RW in Tebing Tinggi Okura Village, Pekanbaru City Rumbai Pesisir District and what factors influence community participation. This study uses a type of descriptive research using a qualitative approach.The results of the study are based on the results of interviews and field observations. It is known that community participation in the implementation of the PMB-RW program in Tebing Tinggi Okura can be in the form of money or objects, ideas and thoughts and in the form of labor (mutual cooperation). Based on the results of the study, it is known that community participation in the implementation of the PMB-RW program in Tebing Tinggi Okura Village is still low, this is due to the low level of socioeconomic status of the people living in Tebing Tinggi Okura Village, low average education community, and because of people's busy life in earning a living to meet their daily needs. The factors that become a barrier to community participation in the implementation of the PMB-RW program in Tebing Tinggi Okura Village include internal factors which include (awareness / willingness, education, income / income). Abstract

This thesis describes a study of the Pineapple Chips Business Development Program in Tambang District. The Pineapple Chips Business Development Program is an activity carried out to try to make things better and solve the problems found in the MSE of pineapple chips in the Tambang District. This study uses a theoretical concept quoting from Adi in Basri (2007: 87), explaining that there are 6 community empowerment processes carried out in the form of programs namely Preparation Phase, Assessment Phase, Alternative planning stage, Action plan formulation stage, Implementation phase and Termination stage. The author uses qualitative research methods by analyzing data descriptively. In collecting research data using interview, observation, and documentation techniques. From the results of this study, it can be seen that the Pineapple Chips Business Development Program created by the Cooperative and UMK Trade Office has not been maximally achieved.
